World Bank to target Poor Countries for “population control” ?

World Bank releases new plan to cut maternal deaths

The World Bank has released a new five-year plan it says will help poor countries reduce their high fertility rates and cut maternal and child deaths.

The plan, contained in the organisations’ reproductive health action plan 2010-15 warned that family planning and other reproductive health programmes that are vital to poor women had fallen off the development radars of many low income countries, donors and aid agencies.

Uganda which has one of the highest fertility rates in the world-where on average women give birth to seven children over a lifetime and a low contraceptive use, is one of the countries in Sub Saharan Africa which the plan is targeting.

Health experts say if unmet need for contraceptives were satisfied, maternal mortality would drop by 40 per cent, and unplanned pregnancies and induced abortions would decline by 84 per cent.

Uganda’s maternal mortality stands at 435 deaths per 100,000 live births.

A 40 per cent reduction would mean having 160 deaths per 100,000 live births-a closer figure to the millennium development goal target of reducing deaths to 131 per every 100,000 live births by 2015.

“A mother’s unnecessary death in childbirth is not just a human tragedy. It’s also an economic and social catastrophe that deprives her surviving children of nurture and nutrition and too often of the chance of education,” said Mr Julian Schweitzer, the acting vice president of human development at the World Bank, in a May 11 press statement.
The plan

Under the new plan, the Bank will help countries with high maternal death and fertility rate to improve their reproductive health systems by ensuring that women have access to modern contraceptives and the ability to plan their families.

The organisation will also focus on identifying gaps in the availability of health workers skilled in midwifery as well as doctors with obstetric skills.

This is because the absence of a skilled attendant at birth has been one of the top contributors of maternal deaths.
