ABORTION DOC GETS LIFE IN PRISON FOR MURDER:

Gosnell Perp Walk

A Philadelphia abortion doctor is serving life in prison for murdering babies during late-term abortions. Kermit Gosnell operated what authorities called a “House of Horrors” abortion clinic in Philadelphia, Pa. The clinic was allowed to operate for years by the state with unsanitary conditions and unlicensed employees performing abortions. When authorities finally raided Gosnell’s Women’s Medical Society Clinic, they found the bodies of babies who were born alive and killed by Gosnell and his staff. Gosnell was found guilty of first-degree murder for killing three babies born alive and viable during abortion procedures, and was found guilty of involuntary manslaughter in the death of a woman who died at his clinic during a procedure He was also convicted of numerous other charges related to violations at his clinic. In May of 2013, Gosnell was sentenced to life in prison.

This delightful Georgia abortionist was just jailed for 4 Years Due to Medicaid Fraud

Tyrone Malloy was the owner of Old National Gynecology abortion clinic which performed first-trimester abortions, in Georgia. According to authorities, for several years, Malloy engaged in a scheme to defraud Georgia Medicaid by billing for office visits associated with abortions and for ultrasound procedures which were never performed. In total, he fraudulently billed Georgia Medicaid for over $386,000.

William Malcom Knarr, a disgraced abortionist was once disciplined for shoddy medical practices in the 1990s. Knarr had felony convictions in Oklahoma in 1970 for the sale of marijuana and LSD and the possession of hashish. KERMIT GOSNELL EMPLOYEES GO TO JAIL:

Sherry West, 53, pleaded guilty in November 2011 to third-degree murder related to the death of an abortion patient, and related counts while employed at Gosnell’s Philadelphia abortion clinic. The unlicensed worker routinely performed illegal abortions. She testified for the prosecution.an assistant for convicted murderer and abortionist Kermit Gosnell was sentenced to five to 10 years in prison for death of an abortion patient.

50 year-old Steven Massof was not a licensed physician when he went to work at a Philadelphia abortion clinic. Massof, who was only a med student, performed late-term abortions for years inside Kermit Gosnell’s “House of Horrors” abortion clinic until the clinic was raided by the state. Massof pleaded guilty to two counts of third-degree murder for his role in killing babies born alive at the clinic. He was sentenced to serve 6-12 years in prison in February of 2014.

Eileen O’Neill, 56, was convicted of conspiracy charges and two counts of theft by deception during her employment with abortionist Kermit Gosnell. The medical-school graduate worked at the clinic as a doctor despite lacking a license. In July of 2013, she was sentenced to 6 to 23 months of house arrest.

The wife of abortion doctor Kermit Gosnell admitted performing an illegal late-term abortion at her husband’s clinic. Pearl Gosnell, 50, pleaded guilty to performing an abortion after 24 weeks of pregnancy, two counts of conspiracy and participating in a corrupt organization, according to court documents. In May of 2013, she was sentenced seven to 23 months in prison.

HAMPTON

Elizabeth Hampton, 55, a sister-in-law of Kermit Gosnell, pleaded guilty in October 2011 to perjury. Hampton had been charged with perjury for fabricating a story she told to the FBI and the Grand Jury to cover up the truth behind the death of abortion patient Karnamaya Mongar, who was drugged to death by Hampton’s unqualified, untrained co-workers. In May of 2013, Hampton was given one year probation after previously pleading guilty to one count of perjury.

Adrienne Moton, 35, pleaded guilty in October 2011 to third-degree murder and racketeering. An unlicensed Kermit Gosnell abortion clinic worker who cut the neck of a viable baby, she testified for the prosecution. In 2013, Moton received an 11 and a half to 23 month sentence. She was set free following the proceedings, for already serving 2 and a half years in prison. Moton described how the baby seemed to struggle in the bowl before she snipped its neck with scissors. She admitted to cutting 10 babies’ necks, calling the snipping “common practice” at the clinic. Moton also took a picture of one of the babies Gosnell is accused of murdering. Referred in court as Baby A, Moton says the boy was nearly 30 weeks old when he was aborted. She claims Gosnell even joked about the baby’s size saying he was so big the baby could have walked to the bus stop. See a picture of Baby A here.

Lynda Williams, 44, an unlicensed worker at Kermit Gosnell’s abortion clinic, pleaded guilty in November 2011 to counts of third-degree murder involving the 2009 death of a woman undergoing an abortion and the killing of a newborn. Williams helped with abortions and gave patients anesthesia. Williams pled guilty to 2 counts of third degree murder in the deaths of Baby C, whose neck she snipped after the baby was seen breathing for 20 minutes, and Karnamaya Mongar, who she helped overdose to death. She also pleaded guilty to drug delivery resulting in death, corrupt organizations, and conspiracy. During her testimony in the Gosnell trial, she indicated that in killing Baby C, she was simply doing as she was told.

Maddeline Jow

53-year-old Gosnell abortion clinic employee Maddline Joe was charged with conspiracy and participating in corrupt organizations. She was the office manager at Kermit Gosnell’s house of horrors abortion clinic. Maddline pleaded guilty in January of 2013 to conspiracy.

Tina Baldwin

Also employed by Gosnell was Tina Baldwin, an unlicensed worker who illegally administered anesthesia and performed other medical duties that it was illegal for her to do. She allowed her 15 year old daughter, Ashley, to work as a staff member at Gosnell’s mill. Baldwin pleaded guilty in November 2011 to racketeering, conspiracy and corruption of a minor.

This Georgia abortionist spent 10 years on the lam until he was extradited from Germany to the United States after fleeing from authorities. Charles Rossmann was placed under arrest in February of 2014 on outstanding charges from 2003, where he allegedly induced labor on a woman 31-weeks pregnant abandoning her in his locked office. Rossmann is awaiting trial.

In 2007, this Lexington abortion doctor bonded out of jail after he was accused of fraud. Investigators say Dr. Hamid Hussain Sheikh performed abortions and then illegally billed the state. The state says Dr. Sheikh was falsely collecting payments from Medicaid and billing for a lot more, charging the state for abortions. In addition to falsely billing Medicaid, the indictment also charged that Sheikh double-billed for the procedures, accepting payments directly from his patients as well. In 2008, Sheikh’s medical license was suspended for unsanitary conditions at his abortion clinic.

PLANNED PARENTHOOD STAFFER WITH HANDS IN THE COOKIE JAR:

In July of 2013 an employee of Planned Parenthood pleaded guilty to second-degree grand larceny after pilfering more than $100,000 from the abortion giant. 44-year-old Melissa Kwoka admitted in court that she stole $102,733 between August 2012 and March 2013 by forging checks to herself and her husband. Kwoka was a staff accountant at the Planned Parenthood. According to reports, Kwoka has three prior convictions for theft offenses. Ironically, while awaiting sentencing in the Planned Parenthood theft, she was accused of electronically transferring $520 from a friend’s bank account so she could make a car payment. She has been ordered to serve a six month jail sentence. After her release from jail, she will serve five years probation. She was also ordered to make full restitution.

PLANNED PARENTHOOD EMPLOYEE ARRESTED FOR SEXUAL ASSAULT:

In December of 2013, a California Planned Parenthood employee was arrested on a count of sexual battery, according to the Sacramento Police. Jorge Martin-Santana, 28, allegedly inappropriately touched a patient while working as a medical assistant in October.

ABORTIONIST SENT TO THE FEDERAL PEN:

In 1999, a Texas abortionist was sentenced to a year and a day in federal prison for tax evasion and filing false Medicaid claims for abortions, reported the Odessa American. John Alderman also faced two years of supervised release time and a $200 fine. In Texas Medicaid only paid for abortions in cases of rape, incest and saving the life of the mother. According to local news reports, the abortionist sent false claims to Medicaid. Alderman had filed $25,169 in false claims from 1994-1997. He also failed to pay more than $100,000 in taxes reported Mark Roomberg, an Assistant US Attorney involved in the case.

JAILED ABORTION OWNER STUFFED DEAD PATIENT IN TRUNK OF HIS CAR

Alicia Ruiz Hanna, 33, operated a legal abortion clinic in Santa Ana, California, when she found herself in financial trouble. Hanna had limited medical training but decided to pose as a physician. She was convicted of second-degree murder after a patient suffered a seizure on the examination table and died in January, 1993. The patient, Angela Nieto Sanchez, 27, had gone to Hanna’s clinic for an abortion. As two of Sanchez’s four children sat in the waiting room, she died after reacting violently to an unknown drug injected by Hanna in preparation for the procedure. Hanna told the children that their mother had left without them, according to testimony. The children waited around most of the day, hoping for their mother’s return, until a relative picked them up and began a citywide search for their mother. When they returned to the clinic in hope of finding Sanchez, they testified that they found Hanna trying to stuff Sanchez’s body into a car trunk. Deputy Dist. Atty. Rick King said Hanna had made plans to dump the corpse in Tijuana. Abortion clinic receptionist Irasema Mendoza testified, “I told her to call the paramedics. I took the phone to call the paramedics but Alicia grabbed it away from me and hung up. She told me not to call them because “I was going to get her into problems. ”

ABORTION DOC ARRESTED FOR BEATING WIFE

In 1999, Abortionist Neville W. Duncan was placed on 18 months’ probation, sentenced to 30 days in jail and fined $250 after pleading no contest to charges that he beat his wife. He was also arrested when police found crack cocaine in his pocket. Duncan was arrested after allegedly punching his wife in his car, then pinning her to the ground and slapping her after she climbed out the window of the vehicle, according to Milwaukee Journal Sentinel article,: Doctor sentenced to 30 days in jail (01-15-1999). News reports indicated that Duncan served time for contempt of court, when he failed to provide the required child support he owed. On January 14, 1999, this abortion doctor was convicted in Milwaukee County Circuit Court upon his plea of no contest to misdemeanor possession of a controlled substance.

FLORIDA ABORTION DOC SLAPS PATIENT AND IS ARRESTED:

In the fall of 2013, the State of Florida Board of Medicine issued a “slap on the wrist” to an abortion doctor who was arrested after he slapped one of his abortion patients. Yes, you read that correctly. This defender of “women’s rights” slapped a female abortion patient.

The incident occurred in 2010, when a woman identified only as “Amanda” went to the Orlando Woman’s Center abortion clinic to have her unborn child killed. Once she was on the table, abortionist Randall Whitney tried several times to find a vein in her arm to give her a shot of Valium. And even though he was not able to put the needle into a vein, he injected the drug anyway. The result was a severe burning sensation in the woman’s arm and she started to scream. At the same time, her arm began to turn blue; she got up off the table and told Whitney she wanted to leave. He told her to shut up because she was frightening his other customers. Then, as she tried to leave, he slapped her in the face.

A transcript of the police report reads:

I, officer Hughley was sitting inside the office when I heard a OWC [Orlando Woman’s Center] patient run out of one of the rooms screaming advising the doctor has slapped her. I followed the patient outside and she advised in a sworn written statement: she went into the exam room to get an abortion procedure and the doctor was trying to find a vein to give some Valium. She Amanda ______ advised the doctor had poked her three times trying to get the needle in the vein. She told him the needle was not in the vein and it started to burn. Amanda advised she started screaming. The doctor took the needle out and told her to shut up because she was scaring other patients. Amanda advised she got up and told the doctor she wanted to leave, so she stood up and the doctor slapped her on the left side of the face. Amanda advised that’s when she left. She also advised she did not give the doctor permission to slap her and wishes to press charges. Due to the needle or medicine Amanda’s fingers began to turn blue, so OFD (Orlando Fire Department) was notified. When I (officer Hughley) went back inside the building, the doctor (Dr. Whitney) was sitting in the front office and he advised he did slap Amanda because she was being very uncooperative and he was trying to calm her down. Assistant Sonia Merced was inside the room with Dr. Whitney, but refuse to say what happened, nor did she want to write a statement. Dr Whitney refused to write a statement also. Amanda’s face was red on the left side of the face. Whitney was arrested and transported to central booking for aggravated battery.

Eventually, the police were called and Whitney was arrested and charged with aggravated battery. But in 2012, authorities reduced the charge from a felony to a misdemeanor and a few weeks ago, he was reprimanded and given what amounts to a slap on the wrist.

Whitney is still performing abortions in Florida on unsuspecting women.

SEXUAL ASSAULT AND PRACTICING W/O A LICENSE

In 2008, abortionist Laurence Reich was arrested and jailed for practicing medicine without a license after a special LAPD Task Force discovered he had been doing abortions illegally. Reich, was forced to surrender his medical license on April 14, 2006, after a conviction on two counts of sexually molesting his abortion patients. Reich had previously served 10 years probation on a similar conviction in 1984.

ABORTION DOC ARRESTED AFTER FORCING ABORTION ON WIFE

In 1988, National Abortion Federation member Theodore Lehrer was arrested after he performed an abortion on his wife in their home allegedly against her will. She later dropped the charges. Lehrer is currently running a National Abortion Federation abortion clinic in South Florida.

PLANNED PARENTHOOD CEO ARRESTED FOR EXPOSING HIMSELF IN PUBLIC

When police arrested Tony Ray Thornton, he was working as Planned Parenthood’s President and CEO of their Lubbock, Texas branch. In 2012, the 56 year-old Planned Parenthood CEO was arrested and accused of exposing his genitals in Mackenzie Park. Sgt. Jonathan Stewart, Lubbock Police Department spokesman, said he didn’t know whether children were in the area when Thornton was in the park or how many people were present. PLANNED PARENTHOOD CEO ARRESTED FOR SHOP LIFTING:

A few years ago, Warwick Police arrested 59-year Planned Parenthood of Rhode Island President and CEO Miriam Inocencio after they say she stole an $89 Liz Claiborne blouse. The case was pleaded out in court and the Planned Parenthood CEO reimbursed the store as part of the agreement. Inocencio says she gave her voluntary resignation a couple of weeks ago, and that she is proud of what she accomplished during her 13 years as the director of the non-profit organization.

ABORTIONIST JAILED FOR MURDERING WIFE:

On December 11, 2001, The Oklahoman detailed the murder trial of abortionist John Baxter Hamilton. Hamilton performed abortions at the Oklahoma Clinic for Women in Oklahoma City, OK.

Hamilton was found guilty in the Valentine’s Day killing of his wife, Susan Hamilton, 55. Her nude body was found lying in blood in the master bathroom of the Hamilton’s Quail Creek home, her skull fractured and face disfigured. She had been choked with a necktie and beaten to death.

PLANNED PARENTHOOD ABORTIONIST ARRESTED

Former Planned Parenthood abortionist Jesse James Joplin lost his medical license in California following a series of arrests in the state. They began with a California Highway Patrol officer finding marijuana and alcohol in his vehicle during a 2007 traffic stop for speeding. Joplin pleaded no contest, according to a media report, on charges of “reckless driving involving alcohol, drugs, or both.”

Joplin was again arrested after his erratic driving prompted motorists to call authorities in September 2009 and a March 2010 incident resulted in a misdemeanor conviction of drunken driving and he reportedly chose to go to jail rather than perform community service. Joplin’s license was permanently revoked on September 13, 2011. (Read the order.)

ABORTION CLINIC EMPLOYEE ROUND UP:

In 2011, three employees from the Allegheny Women’s Center abortion clinic, and a former registered nurse were arrested and charged with illegally prescribing and receiving prescription drugs.

Pennsylvania Attorney General Linda Kelly identified the defendants as John Barrett M.D., Alton Lawson M.D., Mark Wagner and Karen Kane.

Kelly said that Dr. Barrett is the medical director at Allegheny Women’s Center (AWC), 121 North Highland Ave., Suite 333, Pittsburgh. Dr. Lawson is the clinic’s former medical director and currently works at AWC as a part-time physician. Wagner works as a lab technician at the clinic.

ABORTIONIST ARRESTED AFTER POINTING GUN AT PROTESTER:

An abortion doctor at the Charleston Women’s Medical Center abortion, Gary Boyle, was arrested and accused of pointing a firearm at abortion protesters. Police say Boyle drove into the parking lot of his South Carolina abortion clinic when three protesters approached. Boyle pointed a handgun at them, according to police. Boyle was arrested and charged pointing a firearm. “[The victims] stated they were standing at the back entrance of the building, waiting to hand out their religious literature,” police said. “The victims advise that the offender pointed a firearm at them from inside his vehicle,” police said. In June of 2012 the gun toting abortion doctor was ordered to pay a $100 fine after pleading “guilty” to a significantly reduced charge.

ABORTIONIST CHARGED WITH MANSLAUGHTER- SENTENCED TO SIX MONTHS IN PRISON:

In 2010 the doctor who performed an abortion on patient Laura Hope Smith admitted that his actions led to her death while she was under his care. In addition to receiving a 6 month jail sentence for pleading guilty to the criminal charge of involuntary manslaughter, Dr. Rapin Osathanondh, 67, settled a civil suit and will pay $2 million to Smith’s parents, Tom and Eileen Smith. Smith was 13 weeks pregnant when she went to see Osathanondh for an abortion in his Cape Cod office. She was pronounced dead later that day. Prosecutors charged Osathanondh with manslaughter, alleging that he failed to monitor her while she was under anesthesia, delayed calling emergency services when her heart stopped, and later lied to try to cover up his actions. ABORTIONIST ARRESTED FOR ILLEGALLY BILLING MEDICAID

In 2012, Decatur, Ga. abortion doctor Andre Damian Williams was arrested on a charge that he illegally billed the government’s Medicaid program to perform elective abortion services.

The indictment against Dr. Williams, owner of DeKalb Gynecology Associates and Legacy Obstetrics, claims he charged the government for abortion-related services including ultrasounds, evaluations, pregnancy tests and urinalysis from January 2009 through September 2011. Authorities allege that Williams accepted a total of $205,003.00 in Medicaid funds for services not rendered and for services associated with the performance of elective abortions. The indictment alleges some of the ultrasounds were never performed, and the payments he collected for other services were for greater amounts than he was entitled to because they were associated with abortions.

ABORTION DOC SENTENCED FOR MURDERING WIFE:

In 2010, The Mississippi Supreme Court upheld the 20-year sentence of a Laurel abortionist for the 1997 murder of his wife. The court ruled 5-4 four against overturning Malachy Dehenre’s 20-year sentence behind bars. Dehenre was found guilty of manslaughter during his second trial in January of 2008 for the shooting death of his wife Nayasha Dehenre 13 years ago.

“This man is a despicable nasty person,” said Jones County Assistant District Attorney, J. Ronald Parrish. “He not only killed his wife, that what he was convicted for, but I think people need to know about him. He also killed, two other women during abortions. One in Alabama and one in Jackson, Mississippi, and according to him he preformed 30,000 abortions on unborn children.”

ABORTION DOC ABDUCTS AND SEXUAL ASSAULTS CHILD

Florida abortion doctor Ronald Tauber went to prison for abducting and sexually assaulting a 6-year-old girl. He got her in his car by asking for directions. He made her touch him. He touched her. There was penetration.

I’m literally just wasting away here. It’s terrible. It’s really terrible,” said the 38-year-old osteopath who opened Orlando’s first birthing center and abortion clinic in 1978.

According to news reports, Tauber was arrested for another incident involving a 12 year old girl. It happened five weeks after the first case when Tauber was out on bail. Tauber was in his car again and stopped a girl who was riding a bicycle. He asked directions. Then he asked if she wanted to make ”a buck or two,” the girl told police. Tauber grabbed her. She broke free and ran. She described him and his car.

Tauber was charged with indecent exposure, attempted kidnapping and first-degree criminal sexual conduct. The charges later were reduced to indecent exposure and dismissed.

Tauber was also involved in the abortion manslaughter death of 34 year old Gloria Small, who bled to death after her uterus was perforated. An autopsy showed that Small died of blood loss. Tauber had perforated her uterus during the abortion at his clinic. He stopped the bleeding by packing the cavity with gauze. He monitored Small’s condition and kept her overnight. The next day he pulled out the gauze. Blood poured out. An ambulance was called and Small was taken to Orlando Regional Medical Center. She died three hours later after an emergency hysterectomy. After Small died in March 1978, the state Board of Osteopathic Medical Examiners suspended Tauber’s license for two years.

Tauber opened Florida’s first abortion clinic in 1978. In testimony for the sexual assault, the abortion doctor admitted to fantasizing about hundreds of girls.

ABORTIONIST HAD CHILD PORN TAPES:

The Mississippi Board of Medical Licensure revoked the license of abortionist, Milan D. Chepko in 1991. Chepko, who performed abortions at the New Women Medical Center in Jackson, MS. was indicted by a Federal Grand Jury involving interstate transportation of a VHS cassette showing minors engaging in sexually explicit conduct. The tape contained scenes with children as young as four years old in sexual conduct with adult males and females. One incident allegedly involved children and adults engaged in sodomy.

Former Planned Parenthood doc convicted POSSESSION OF CHILD PORNOGRAPHY.

In April of 2008, GEORGE ELLIOTT KABACY, M.D., 69, of Lacey, Washington, was sentenced in U.S. District Court in Tacoma to 78 months (6.5 years) in prison, ten years of supervised release, and a $10,000 fine for Possession of Child Pornography. KABACY, a gynecologist in Olympia, who had practiced at Planned Parenthood in the 1990’s, was placed under arrest in December 2006. KABACY will be required to register as a sex offender when he is released from prison, according to a Department of Justice press release.

KABACY pleaded guilty in November 2007, admitting in his plea agreement that he knowingly possessed more than 8,000 images of minors engaged in sexually explicit conduct. KABACY also admits to possessing videos of minors engaged in sexually explicit conduct, both on his computer and on 36 compact disks. Some of the images depict children under the age of 12. KABACY admitted that he communicated with other people over the Internet, expressing his interest in having sex with minors and exchanging more than 40 images of child pornography with these other people over the Internet. KABACY first came to the attention of the FBI after the arrest of an Atlanta, Georgia man who indicated he had communicated with KABACY. In fact the man alleged that KABACY had sent him a computer in exchange for the man’s promise that he would send KABACY pornographic pictures of his grandchildren. The Atlanta man claimed he had never sent those pictures.

DOC ARRESTED FOR SEXUALLY ASSAULTING ABORTION PATIENTS:

Brian Finkel a $600,000-a-year Phoenix abortion doctor, was sentenced in 2004 to nearly 35 years in prison and convicted of 22 counts sexual assault of his female abortion patients. Under Arizona law he must serve at least 29 years behind bars. His sentence could have ranged from probation to 74 years.

Wednesday as two pro-lifers stood in front of Felski’s office exposing that Fleski kills babies, the abortionist drove up, parked his car in the lane of a major highway, and proceeded to take one of the signs from pro-life protesters.

According to Herzog, “Shortly after they arrived, they noticed Felski driving toward them on Hwy 436 which is a very busy road. He didn’t pull into the driveway though, he just stopped his car on this highway, got out taking pictures of my friends, Amber and Allura, and then proceeded to pick up one of the signs that said “Repent Emil Felski,” folded in half and put it in the car with him, then driving into the medical complex.”

Herzog said that she received a call from Allura, and after talking it over and seeking counsel, they decided to call 911, here is what Allura had to say: “We called 911 to report that he had taken my property, and had also caused an obstruction to traffic by leaving his car unattended on the Hwy, (He only had to drive a few feet further to pull into the driveway of the medical plaza, and he wouldn’t have caused any danger to us or the drivers on Hwy 436).

“Two unmarked police cars arrived and the officers immediately told us that my sign was illegally leaning against a Department of Transportation sign. We said we hadn’t realized that and wouldn’t do it again The older officer then folded his arms over his chest as he said we couldn’t “harass or prevent people from coming in or going out” of this medical facility. He added that while taking pictures of people isn’t illegal, “maybe these particular people didn’t want their pictures taken and it could be considered a form of harassment.” The only person we took a picture of was Felski, but I assured the officer that we run all these questions and situations by our attorneys to make sure we aren’t breaking any laws.”

“The officers left to talk to Felski, then came back with my sign, with the folds permanently creased in it. The younger officer instructed us to not lean our signs against DOT poles, and it was obvious that they thought they were done now and everything was fine! When Amber mentioned the danger Felski had put us and others in by leaving his car in the street, we were assured that “he has been counseled about that” so it wouldn’t be a problem anymore. I said we wanted to press charges, and laid out the reasons why. The older officer, with a smirk, said, “okay!” And they turned around and walked to the car.

“The younger one brought the report back for me to fill out, and he seemed nicer and more considerate, but the older one was condescending and sarcastic, very authoritative. He treated us both as if we were ignorant children who could be pushed around and intimidated. In fact, he seemed to be very biased against us and our rights. We wonder if there could be some kind of ties between him and the abortionist. But God gave both Amber and me a holy boldness to stand up to these bullies….including Felski….and to not back down out of fear! When God calls us to be a voice for the voiceless, He gives us the grace and strength to go forth in His mighty name!”

According to Herzog, “It happened a couple of years ago when he was performing abortions at Planned Parenthood and flashed his gun around to intimidate pro-lifers. That was not a one time incident and he was carrying this as he was going in to definitely intimidate the pro-lifers.”

Herzog said, that police were not called at the time, although they did snap a picture of Felski as proof.

In addition Herzog says, “We’ve also done awareness campaigns in front of Felski’s gated community three times and two times he got out of his car and into our faces with the camera. His insulted our black friend with racial slurs.”

Herzog says pro-lifers who were there told her that abortionist Emil Felski came out to take a picture and told Herzog’s pro-life friend, “Turn around and let me take a picture of that black ass.”

The state attorney general’s office has accused a former leader of a prominent abortion-rights group of spending hundreds of thousands of dollars of charitable money on shopping sprees, a Hamptons vacation rental, fine dining, hotels and other personal luxuries.

The accusation is included in a civil complaint filed in Manhattan on Thursday against Kelli Conlin, 54, who pleaded guilty a year ago to falsifying business records, a felony. Her criminal case closed without jail time after she repaid $75,000 in restitution to Naral Pro-Choice New York and its affiliated foundation, which she led from 1992 through 2010.

But David Nachman, enforcement section chief of the attorney general’s Charities Bureau, said Ms. Conlin’s spending actually amounted to “hundreds of thousands of dollars in improper benefits.”

The attorney general’s office is requesting that she repay all of it, with interest, and reimburse its own legal and investigative costs.

NARAL Pro-Choice New York President Kelli Conlin spoke along with an impressive array of pro-choice advocates, including Senator Gillibrand, New York City Council Speaker Chris Quinn, Planned Parenthood President Cecile Richards, and feminist leader Gloria Steinem.

LegalNewsline reports that According to IRS forms, Conlin allegedly grew her total compensation steadily until it reached close to $380,000 in 2010.

According to the NY Daily News, Conlin pleaded guilty in Manhattan Supreme Court last summer to a felony charge of filing a false document and agreed to pay $75,000 in restitution to her former employer.

It was a deal she worked out with District Attorney Cyrus Vance to avoid jailtime.

Schneiderman is going after what he says is the rest of the money she owes.

Schneiderman’s office reviewed the financial records of NARAL and its foundation after Conlin’s guilty plea.

Going back to 2006, investigators found that Conlin, who was paid a salary of $380,000 in her last year at Naral, had:

— Used an office credit card to make three purchases at Barney’s in early 2008 for a total of $20,446.84. Privately she admitted one of the purchases was for an “amazing” outfit for an annual NARAL fundraiser but on paper she dubbed them ‘event decor.’

— Rented a house for her partner and their twins in South Hampton for $17,000 in July 2009.

— Spent at least $50,000 in non-business related meals including 120 take-out sushi dinners and dinners at two of the city’s most expensive restaurants, Daniel and 11 Madison Park.

— Racked up $70,000 in expenses for car services.

KATY HERINGLAKE, who once had a no-show job working in the state Capitol for state Sen. Jeff Plale, was “convicted of swiping $13,000 from National Abortion Rights Action League of Wisconsin,” Where she used to work.

Her name has been changed toKaty Venskus, where she lobbies for AT&T Wisconsin and Education Reform Now.

Dane County District Attorney Brian Blanchard reportedly charged Venskus, 34, of Oconomowoc, with two felonies for allegedly using her lobbying company’s credit card on more than $15,000 in personal expenses.

The complaint against Venskus, which was reported in the Milwaukee Journal Sentinel, says “she purchased $369 worth of steak from Badger Wholesale Foods for her family with an American Express card owned by Minneapolis-based Public Affairs Co., for which she had worked since January 2008. Venskus left the firm last year.”

Her lawyer, Stephen Meyer, reportedly told the Wisconsin State Journal, that the complaint contained “only allegations” and that the full story had not come out. She is quoted in the complaint as saying, “I’ve reimbursed everything, I’ve paid back all charges, and I’ve done nothing wrong.”

A watchdog report in 2010 states that Venskus, can still work the halls of the Capitol as one of at least eight registered lobbyists who have been convicted of crimes in Wisconsin. A review by the Journal Sentinel also turned up three additional lobbyists who signed deferred prosecution agreements that led to their charges being dismissed later.

At a time when special interest groups are spending record amounts for lobbyists to push their agendas – $36.2 million last year alone – Wisconsin has almost no rules or laws restricting criminals from lobbying. No lobbyist has had his or her license revoked or suspended for any reason for at least 20 years.

Planned Parenthood Golden Gate’s former employees blame the organization’s longstanding pattern of financial mismanagement, former PPGG CEO, Dian Harrison. Because of this, the national Planned Parenthood organization has announced it will divorce itself from the networks of clinics that serve patients in five Bay Area counties, citing fiscal and administrative problems with the local organization. Effective Sept. 3, Planned Parenthood Golden Gate must operate under another name, a representative of the national organization said that Planned Parenthood Golden Gate had failed to uphold the “standards and guidelines” by which each separately incorporated affiliate must abide, but that the details of the situation were confidential.

“They were not meeting our standards for administrative and fiscal management,” said Karen Ruffato, vice president of affiliate services for the national organization.

The most recent tax documents filed with the I.R.S. suggest that PPGG has not only been losing money in recent years, but is in financial disarray. For the tax year ending June 30, 2009, it showed a loss of $2.8 million.

Yet, from financial information for the previous year, it’s unclear just how much money the organization lost because it filed three separate sets of numbers with the I.R.S. In the filings, losses ranged between nearly $1.9 and $2.8 million. Two different accounting firms signed off on the various filings.

Tax documents also show that the organization’s financial problems did not start with the catastrophic recession and California’s fiscal crisis, which has delayed MediCal reimbursements from the state. Tax documents for the year ending June 30, 2007 show that the organization lost $181,000 that year.

Yet, the organization’s fiscal problems date farther back. Documents associated with a 2004 accreditation review of Planned Parenthood Golden Gate show that the local affiliate did not meet the national federation’s financial standards for its affiliates. Of nine indicators of financial health, Planned Parenthood Golden Gate was given a “not met” rating for five of them. For instance, the affiliate had only 11.4 days of cash on hand, as opposed to the required 60 days.

Planned Parenthood Federation of America executives refused to comment on the accreditation documents on the grounds that they’re internal and confidential.
On Wednesday, the charitable trusts division of the state’s attorney general’s office sent a warning letter to the Planned Parenthood Golden Gate Action Fund, the political advocacy and public policy arm of the affiliate, because the organization has failed to file copies of its tax documents with that that office for at least 10 years.
“We do not have any reports on file for them,” Rebecca MacLaren from the attorney general’s press office wrote in an e-mail.

The warning cautioned that if the organization fails to file those forms within 30 days, its registration would be suspended and officers would be personally liable for late fees.

In the letter, the clinicians detail a myriad of problems in the organization, including their concerns about “the misappropriation and mismanagement of PPGG’s funds.” The letter accuses the executive staff of profligate spending during lean times:

It is apparent that while Medical Services has been mandated and has complied with financial reform and cost savings, the Executive Administrative members have failed to adhere to their own mandate for financial restrictions. Executive staff’s personal expenditures are excessive and are not aligned with the mandatory fiscal restrictions. Flagrant use of PPGG funds to pay for personal belongings, personal services and exorbitant technology products is seemingly unchallenged and not subject to the same financial scrutiny that clinic supplies and staff salaries are, for example.

When Harrison replied to their concerns in a letter dated November 14, 2008, she assured the clinicians and doctors that administration was feeling the fiscal pain, too: “Administration has temporarily or permanently frozen a number of positions, budgets were cut, expenses were halted for a period of time and office supplies were not purchased,” she wrote.

This week’s announcement that Planned Parenthood Federation of America (PPFA) was severing ties with Planned Parenthood Golden Gate (PPGG) came as no surprise to some former employees, who have for months been trying to sound the alarm that the chapter was being mismanaged, had major financial problems, and was in a steep decline that could threaten important reproductive care services that low-income women rely on.

A former PPGG employee with knowledge of the organization’s internal affairs described a longstanding pattern of financial mismanagement when former president and CEO Dian Harrison was at the helm. There was widespread concern about spending on expensive marketing campaigns and lavish functions, the person said, and a high level of employee turnover and discontent.

Warning signs of financial difficulties surfaced at least a year ago. Dan Cohen, a spokesperson of the Packard Foundation — a major donor to PPGG — told the Guardian that Packard awarded PPGG a 12-month, $30,000 “organizational effectiveness” grant, which will expire in September. The grant “allows an organization to select a talented, external provider to help them think through some of these challenges,” Cohen explained. The Packard Foundation also awarded a 3-year grant for general operating support for $800,000, which will also expire next month.

Another former employee told the Guardian that she would love to discuss internal problems, but was made to sign a confidentiality agreement upon leaving the organization.

Therese Wilson, executive vice president of Planned Parenthood Golden Gate — who took over PPGG when Harrison left last year on medical leave — did not return repeated calls seeking comment.

An internal PPGG document provided to the Guardian displays the agency’s on-hand cash reserves as compared with other affiliates, suggesting that the reserve ratios were at or below the minimum required by the national Planned Parenthood federation for all but one year from 1998 to 2007 — and well below that of other affiliates of similar size. That is a key requirement for meeting accreditation standards.

When we asked Elizabeth Toledo, a PPFA representative, about this apparent pattern she said she could not comment because she had not seen the documents. She also said the accreditation reviews were confidential. “Understanding the true financial picture for health care providers takes a very in-depth evaluation,” Toledo said. “PPFA and PPGG were working together over the last few years to resolve fiscal challenges.”

Despite delays at the state level in awarding nonprofit funding and the loss of support from the national organization, Toledo and a union representative for PPGG employees both said they believe the clinics will continue serving patients under a different name.

“They plan to stay open, and employees are planning to stay,” said SEIU Local 1021 representative Sarah Sherpun-Zimmer, who has been a union rep for PPGG employees for the last two years. “Folks are really happy working there and they feel like it’s going in a good direction.”

PPGG operated eight clinics, which will lose their Planned Parenthood accreditation Sept. 3, effectively severing their ties to a trusted entity that thousands of low-income women rely upon for birth control, abortion procedures, and other forms of reproductive health care. PPGG operates clinics in San Francisco, Alameda, San Mateo, Sonoma, Marin, and Mendocino counties, serving about 55,000 women per year.

Roughly 92 percent of the clients they serve live at or below the federal poverty line, according to PPGG’s 2008 annual report.

Planned Parenthood affiliates Mar Monte and Shasta Diablo are in the process of hatching plans for taking over some of the eight affected clinics or otherwise growing their own operations to cover any gaps in service area, according to Toledo. She said neighboring affiliates are in a position financially to be able to cover a wider territory and added that they have been in “expansion mode,” adding new clinics over the past couple years.

“It’s unusual to have a disaffiliation,” she said. “But it’s not unusual for national committees to have a reallocation of service area. That part is well-practiced.” Toledo added that “Every effort possible will be made” to ensure continuity of care.

One of the nation’s best-known groups of health centers has permanently shut down a cluster of clinics in Broward and Palm Beach counties.

Planned Parenthood officially severed its ties Monday with five local clinics — four in Broward and one in Boca Raton — whose top administrator has acknowledged a history of “terrible mismanagement and possibly fraud.”

The disaffiliation allowed the national organization to wash its hands of the local chapter once known as Planned Parenthood of South Palm Beach and Broward Counties.

The chapter is dealing with many problems, including harassment complaints and possible misuse of nearly $450,000 — slightly less than they received in public funding in 2005.

“All these issues are now issues that they will have to face without us,” said Karen Ruffato, vice president of operations for the Planned Parenthood Federation of America.

The attitude has angered Ruth Lynch, the former Broward chapter’s CEO, who said the national organization bailed out before the local chapter could resolve its problems.

Lynch, who replaced former CEO Mary Capobianco in March, said that within two weeks of her arrival she found she could not account for $440,000 of the chapter’s $3 million budget.

“We take responsibility that there was horrible management,” Lynch said. “But that was then. This is now. We have a new board.”

CHAPTER’S PLANS

Lynch said that the chapter’s board of trustees plans to eventually open and continue medical services at the five clinics — in Oakland Park, Fort Lauderdale, Pembroke Pines, Deerfield Beach and Boca Raton — but without the trusted name of Planned Parenthood, one of the nation’s most recognized clinics in the field of reproductive heathcare.

“We don’t feel this was simple disaffiliation, we feel this was a hostile takeover,” Lynch said.

“And it was more about the Planned Parenthood trademark than it was about helping the community.”

At least 16,000 people used the five clinics for services such as breast exams, testing for HIV and abortions. In 2005, it received $500,000 in taxpayer funding.

HARSH REVIEW

The disbanding of the relationship ended a months-long back and forth between the Broward chapter and the national organization, which temporarily shut down the clinics in March after delivering a harsh review about the chapter’s administration.

Popular employees were fired. An employee alleged sexual harassment against a former CEO, Capobianco. The local board was investigating a rumor that its 2006 annual report was plagiarized.

SHUT DOWN

Ruffato said Planned Parenthood wanted to disaffiliate from the Broward chapter as soon as possible.

By March, the clinics were temporarily shut down.

They began the process in April to permanently strip the five clinics of the Planned Parenthood name.

Instead, Ruffato said they entrusted the more-reputable Planned Parenthood of Greater Miami, Palm Beach and the Treasure Coast to open one clinic in Broward and one in Boca Raton.

Ruffato said the Greater Miami chapter is one of the country’s best.

‘UNFORTUNATE’

“This is a very rare situation and a very unfortunate situation,” Ruffato said. “And as sad and as hard as moving through a disaffiliation is, I believe our ultimate responsibility is to the mission. And ultimately we need to make sure that your community clinic has the best healthcare and meets our high standards.”

For now, Planned Parenthood is concentrating on replacing the five clinics with at least two, said Judith Selzer, spokeswoman for the Greater Miami chapter. Officers plan to select one site by next month.

Selzer said they will add clinics “as quickly and swiftly as the community needs.”

The chapter plans to include Broward residents on the staff and board of trustees.

Said Selzer: “We’re poised and we’re ready to do this.”

Planned Parenthood official gets jailed on charges of stealing wine from Roanoke Co. store

An executive for Planned Parenthood has been ordered to serve three weekends in jail on charges of stealing wine from a Roanoke County grocery store.

David Nova, vice president of Planned Parenthood Health Systems in Roanoke, was charged earlier this year with three counts of petit larceny. The charges stem from bottles of wine Nova took through a self-checkout line at the Cave Spring Kroger. The incidents occurred on two separate dates in January, according to online court records.

As part of an agreement reached in Roanoke County General District Court last week, Nova was not convicted. The case was continued for a year, with the understanding the charges will be dismissed after Nova completes his jail time and avoids further charges.

“This was an intensely personal matter for David that was not at all related to his work” for Planned Parenthood, said Nova’s attorney, John Lichtenstein.

David Nova, Vice President of Planned Parenthood Health Systems, Inc., was ordered by a judge last week to serve three weekends in the Roanoke County Jail.

Nova is accused of stealing wine from a Kroger on BrambletonAve. on two separate dates in January. Nova was arrested in May on three counts of petit larceny.

The jail confirms Nova reported there last weekend.

If Nova serves his time and stays on good behavior, the misdemeanor charges will be dropped in 12 months.

State Police tell us the trooper working the case was told he did not need to report for Nova’s court date last week.

Nova, who has repeatedly done interviews with WSLS in the past, did not return our calls.

The undercover reporter posed as a man who ran an international child sex ring and inquired about getting sexual health services for the girls he manages that were as young as 14. The investigation was to test whether Planned Parenthood would promptly report the suspected sex ring to law enforcement.

Newschannel 3 obtained a management letter presented to the board of directors at Planned Parenthood of Southwest Michigan after an audit by Flegal and Tibbitts CPAs in May of 2010. The letter outlined several key problems.

“Bank statements in some instances were accumulated (by the director of finance Rene Davis) for (up to six months) before they were reconciled.”

CPAs that Newschannel 3 has contacted say not reconciling accounts monthly means errors or any misuse of funds is difficult to spot. The letter also says;

“Several transactions indicated the expenses were employee’s personal expenses that were not charged to the employee.”

Some personal expenses, such as household bills were mis-coded by Davis and paid as company expenses. Finally the management letter says;

“We found were changes in withholding for the Director of Finance had been made with no approval (by the CEO as required).”

In all, sources tell us that Davis took around $5,000. Planned Parenthood admits that Davis took money for inappropriate uses, but disputes the amount.

Planned Parenthood CEO Rev. Mark Pawlowski gave us a statement, saying;

“It came to our attention and we were duly diligent in investigating it. The employee faced disciplinary action and is no longer responsible for any financial duties within the organization.”

But Davis was not fired, instead she was appointed as Chief Operating Officer, this at a time when many other Planned Parenthood employees lost their jobs as a result of cutbacks.

Planned Parenthood says Davis paid back all the money and no charges have been filed against her. Planned Parenthood CEO Rev. Mark Pawlowski is in charge of hiring and firing, and has been for fourteen years.

Now, the board of directors is searching for a new CEO. Some board members have told Newschannel 3 the search for a replacement was prompted by the handling of Davis’ situation. Pawlowski says that’s not true.

Newschannel 3 has requested public documents from Planned Parenthood to learn more about how much money was taken.

The Texas Ethics Commission has fined Cary Jennings, the campaign treasurer for Planned Parenthood of North Texas‘ political action committee, $3,000 for failing to disclose spending $26,695 to support four political candidates in the November, 2008 state elections.

The Ethics Commission also found Planned Parenthood of North Texas Action Fund Political Committee had either failed to report or made mistakes with political contribution and expenditure totals on more than 17 monthly reports required by state law.

The political action committee in a November 2008 report said it spent $26,695 for mass mailings the previous month. However, the report failed to say the mailings were made in support of Wendy Davis, who was running for state Senate and Dan Barrett, Carol Kent and Chris Turner, who were running for state House seats, according to the Ethics Commission findings.

The following month, the political action committee reported spending $15,410 in one day to the same company for a blitz of campaign telephone calls on behalf of Davis, Kent, Turner and Robert Miklos, who was running for the House. The Commission took note that this disclosure of candidate support was not reflected on the report’s cover page.

The Planned Parenthood of North Texas Action Fund PAC fouled up 17 monthly campaign expense reports and omitted an expenditure of about $27,000 that supported four local candidates for the Legislature.

The Texas Ethics Commission posted a report this week that said the political action committee failed to identify the candidates and improperly disclosed expenditures on their behalf.

An amended finance report filed by the PAC shows that the candidates supported by the mailings were Sen. Wendy Davis, D-Fort Worth, and House candidates Chris Turner, Dan Barrett and Carol Kent, all Democrats.

The committee’s treasurer, Cary Jennings, declined to comment. He was fined $3,000, according to a commission order.

The PAC has made internal changes, Director Kathryn Allen said.

“We feel we have fixed the problem and will not make this mistake going forward,” she said. “We weren’t trying to conceal our support for those candidates.”

At question was $26,695 paid on Oct. 14, 2008. The PAC corrected filings in September 2009 to show that it paid Gold Communications to send mailers that benefited the four legislative candidates. The original November 2008 monthly report disclosed the expense but not that the money directly benefited candidates.

The commission found the error when examining a complaint about monthly reports. Between April 2008 and August 2009, the PAC filed reports that inaccurately stated the balance of cash on hand. Balances changed on average by about $6,700. The two largest changes to the contribution balance were a decrease of $25,100 and a decrease of $44,560.

Once the mistake was found, the PAC filed corrected reports within a week, Allen said.

“Our PAC is fairly new, and being new to reporting, we had some technical errors that were found,” Allen said. “They were related to cash on hand. Those have been corrected.”

Susan Yolen, a spokeswoman for Planned Parenthood of Connecticut, which was poised this week to assume administrative control of Planned Parenthood of Rhode Island (PPRI), attributed the change to the difficulty of a small organization operating in a changing health-care market.

Yet it’s fair to suspect there’s more to the resignation of Miriam Inocencio, who had been CEO of PPRI for more than 10 years, in part since it reportedly came after an internal split among members of the local reproductive-rights’ organization’s board of directors.

At press time, Inocencio had not returned a phone message left at her Warwick home. And for her part, Yolen offered few specifics about how Planned Parenthood’s Connecti-cut organization became involved in the Rhode Island operation.

Yolen says Inocencio’s departure was unrelated to her having faced, as reported by Channel 6 in May, a shoplifting charge.

Asked about the financial condition of PPRI, Yolen said, “I really can’t say.” She nonetheless vowed that the delivery of services at the organization’s Providence location will not be impacted in the short-term, and that PPRI will remain viable.

Warwick Police arrested the 59-year old in the spring after they say she stole an $89 Liz Claiborne blouse. The case was pleaded out in court and Inocencio reimbursed the store as part of the agreement.

Inocencio says she gave her voluntary resignation a couple of weeks ago, and that she is proud of what she accomplished during her 13 years as the director of the non-profit organization.

UPDATE II: Susan Yolen, a spokeswoman for Planned Parenthood of Connecticut, confirmed to me that Inocencio has resigned. She attributed the change to how “the market is changing,” and how “it’s difficult to be in a small Planned Parenthood fending for itself.”

Yolen says there is no relation between Inocencio’s resignation and how, as reported in May by Channel 6, she faced a shoplifting charge. The station said she was 59 and had been running PPRI for 13 years. “It’s not really about Miriam Inocencio,” Yolen says. “It’s about the world of health-care.”

Asked about the financial condition of PPRI, Yolen says, “I really can’t say.” She declined to comment on how Inocencio’s resignation came about and whether she was encouraged to resign.

Yolen confirmed that Planned Parenthood of Connecticut will be directing Planned Parenthood of RI. “I think it’s on the verge of being approved by both [boards],” she says, but she was reluctant to explain specifically how this change came about, saying just that it followed communication between the the two different organizations.

Yolen emphasized that there will be no immediate impact on the delivery of services at PPRI. “They are going to stay viable,” she says.

Through an open records request, KFOX has learned that PPCEP owes UMC $154,814. Sources close to PPCEP claim their total debt stands at more than $1 million.

University Medical Center declined any comment on PPCEP’s current balance. They did not disclose what type of contract was established.

As KFOX reported, a state audit found that PPCEP violated its state contracts after it requested reimbursement for bills that were never paid.

State representatives have told KFOX that it is unclear if the money will ever be collected, and PPCEP is currently under bankruptcy protection.

Is the recent news of the Planned Parenthood’s national office’s decision to disaffiliate with Planned Parenthood Golden Gate a one time “rare occurrence” or is there a pattern of fraud, misappropriation of funds, mismanagement going on in an organization which gets millions of tax dollars per year from the government?

One of the nation’s best-known groups of health centers has permanently shut down a cluster of clinics in Broward and Palm Beach counties.

Planned Parenthood officially severed its ties Monday with five local clinics — four in Broward and one in Boca Raton — whose top administrator has acknowledged a history of “terrible mismanagement and possibly fraud.”

The disaffiliation allowed the national organization to wash its hands of the local chapter once known as Planned Parenthood of South Palm Beach and Broward Counties.

The chapter is dealing with many problems, including harassment complaints and possible misuse of nearly $450,000 — slightly less than they received in public funding in 2005.

“All these issues are now issues that they will have to face without us,” said Karen Ruffato, vice president of operations for the Planned Parenthood Federation of America.

The attitude has angered Ruth Lynch, the former Broward chapter’s CEO, who said the national organization bailed out before the local chapter could resolve its problems.

Lynch, who replaced former CEO Mary Capobianco in March, said that within two weeks of her arrival she found she could not account for $440,000 of the chapter’s $3 million budget.

“We take responsibility that there was horrible management,” Lynch said. “But that was then. This is now. We have a new board.”

CHAPTER’S PLANS

Lynch said that the chapter’s board of trustees plans to eventually open and continue medical services at the five clinics — in Oakland Park, Fort Lauderdale, Pembroke Pines, Deerfield Beach and Boca Raton — but without the trusted name of Planned Parenthood, one of the nation’s most recognized clinics in the field of reproductive heathcare.

“We don’t feel this was simple disaffiliation, we feel this was a hostile takeover,” Lynch said.

“And it was more about the Planned Parenthood trademark than it was about helping the community.”

At least 16,000 people used the five clinics for services such as breast exams, testing for HIV and abortions. In 2005, it received $500,000 in taxpayer funding.

HARSH REVIEW

The disbanding of the relationship ended a months-long back and forth between the Broward chapter and the national organization, which temporarily shut down the clinics in March after delivering a harsh review about the chapter’s administration.

Popular employees were fired. An employee alleged sexual harassment against a former CEO, Capobianco. The local board was investigating a rumor that its 2006 annual report was plagiarized.

SHUT DOWN

Ruffato said Planned Parenthood wanted to disaffiliate from the Broward chapter as soon as possible.

By March, the clinics were temporarily shut down.

They began the process in April to permanently strip the five clinics of the Planned Parenthood name.

Instead, Ruffato said they entrusted the more-reputable Planned Parenthood of Greater Miami, Palm Beach and the Treasure Coast to open one clinic in Broward and one in Boca Raton.

Ruffato said the Greater Miami chapter is one of the country’s best.

‘UNFORTUNATE’

“This is a very rare situation and a very unfortunate situation,” Ruffato said. “And as sad and as hard as moving through a disaffiliation is, I believe our ultimate responsibility is to the mission. And ultimately we need to make sure that your community clinic has the best healthcare and meets our high standards.”

For now, Planned Parenthood is concentrating on replacing the five clinics with at least two, said Judith Selzer, spokeswoman for the Greater Miami chapter. Officers plan to select one site by next month.

Selzer said they will add clinics “as quickly and swiftly as the community needs.”

The chapter plans to include Broward residents on the staff and board of trustees.

Said Selzer: “We’re poised and we’re ready to do this.”

Planned Parenthood Golden Gate’s former employees blame the organization’s longstanding pattern of financial mismanagement, former PPGG CEO, Dian Harrison. Because of this, the national Planned Parenthood organization has announced it will divorce itself from the networks of clinics that serve patients in five Bay Area counties, citing fiscal and administrative problems with the local organization. Effective Sept. 3, 2010, Planned Parenthood Golden Gate must operate under another name, a representative of the national organization said that Planned Parenthood Golden Gate had failed to uphold the “standards and guidelines” by which each separately incorporated affiliate must abide, but that the details of the situation were confidential.

“They were not meeting our standards for administrative and fiscal management,” said Karen Ruffato, vice president of affiliate services for the national organization.

A report in the Bay Citizen:

The most recent tax documents filed with the I.R.S. suggest that PPGG has not only been losing money in recent years, but is in financial disarray. For the tax year ending June 30, 2009, it showed a loss of $2.8 million.

Yet, from financial information for the previous year, it’s unclear just how much money the organization lost because it filed three separate sets of numbers with the I.R.S. In the filings, losses ranged between nearly $1.9 and $2.8 million. Two different accounting firms signed off on the various filings.

Tax documents also show that the organization’s financial problems did not start with the catastrophic recession and California’s fiscal crisis, which has delayed MediCal reimbursements from the state. Tax documents for the year ending June 30, 2007 show that the organization lost $181,000 that year.

Yet, the organization’s fiscal problems date farther back. Documents associated with a 2004 accreditation review of Planned Parenthood Golden Gate show that the local affiliate did not meet the national federation’s financial standards for its affiliates. Of nine indicators of financial health, Planned Parenthood Golden Gate was given a “not met” rating for five of them. For instance, the affiliate had only 11.4 days of cash on hand, as opposed to the required 60 days.

Planned Parenthood Federation of America executives refused to comment on the accreditation documents on the grounds that they’re internal and confidential.
On Wednesday, the charitable trusts division of the state’s attorney general’s office sent a warning letter to the Planned Parenthood Golden Gate Action Fund, the political advocacy and public policy arm of the affiliate, because the organization has failed to file copies of its tax documents with that that office for at least 10 years.
“We do not have any reports on file for them,” Rebecca MacLaren from the attorney general’s press office wrote in an e-mail.

The warning cautioned that if the organization fails to file those forms within 30 days, its registration would be suspended and officers would be personally liable for late fees.

In the letter, the clinicians detail a myriad of problems in the organization, including their concerns about “the misappropriation and mismanagement of PPGG’s funds.” The letter accuses the executive staff of profligate spending during lean times:

It is apparent that while Medical Services has been mandated and has complied with financial reform and cost savings, the Executive Administrative members have failed to adhere to their own mandate for financial restrictions. Executive staff’s personal expenditures are excessive and are not aligned with the mandatory fiscal restrictions. Flagrant use of PPGG funds to pay for personal belongings, personal services and exorbitant technology products is seemingly unchallenged and not subject to the same financial scrutiny that clinic supplies and staff salaries are, for example.

When Harrison replied to their concerns in a letter dated November 14, 2008, she assured the clinicians and doctors that administration was feeling the fiscal pain, too: “Administration has temporarily or permanently frozen a number of positions, budgets were cut, expenses were halted for a period of time and office supplies were not purchased,” she wrote.

This week’s announcement that Planned Parenthood Federation of America (PPFA) was severing ties with Planned Parenthood Golden Gate (PPGG) came as no surprise to some former employees, who have for months been trying to sound the alarm that the chapter was being mismanaged, had major financial problems, and was in a steep decline that could threaten important reproductive care services that low-income women rely on.

A former PPGG employee with knowledge of the organization’s internal affairs described a longstanding pattern of financial mismanagement when former president and CEO Dian Harrison was at the helm. There was widespread concern about spending on expensive marketing campaigns and lavish functions, the person said, and a high level of employee turnover and discontent.

Warning signs of financial difficulties surfaced at least a year ago. Dan Cohen, a spokesperson of the Packard Foundation — a major donor to PPGG — told the Guardian that Packard awarded PPGG a 12-month, $30,000 “organizational effectiveness” grant, which will expire in September. The grant “allows an organization to select a talented, external provider to help them think through some of these challenges,” Cohen explained. The Packard Foundation also awarded a 3-year grant for general operating support for $800,000, which will also expire next month.

Another former employee told the Guardian that she would love to discuss internal problems, but was made to sign a confidentiality agreement upon leaving the organization.

Therese Wilson, executive vice president of Planned Parenthood Golden Gate — who took over PPGG when Harrison left last year on medical leave — did not return repeated calls seeking comment.

An internal PPGG document provided to the Guardian displays the agency’s on-hand cash reserves as compared with other affiliates, suggesting that the reserve ratios were at or below the minimum required by the national Planned Parenthood federation for all but one year from 1998 to 2007 — and well below that of other affiliates of similar size. That is a key requirement for meeting accreditation standards.

When we asked Elizabeth Toledo, a PPFA representative, about this apparent pattern she said she could not comment because she had not seen the documents. She also said the accreditation reviews were confidential. “Understanding the true financial picture for health care providers takes a very in-depth evaluation,” Toledo said. “PPFA and PPGG were working together over the last few years to resolve fiscal challenges.”

Despite delays at the state level in awarding nonprofit funding and the loss of support from the national organization, Toledo and a union representative for PPGG employees both said they believe the clinics will continue serving patients under a different name.

“They plan to stay open, and employees are planning to stay,” said SEIU Local 1021 representative Sarah Sherpun-Zimmer, who has been a union rep for PPGG employees for the last two years. “Folks are really happy working there and they feel like it’s going in a good direction.”

PPGG operated eight clinics, which will lose their Planned Parenthood accreditation Sept. 3, effectively severing their ties to a trusted entity that thousands of low-income women rely upon for birth control, abortion procedures, and other forms of reproductive health care. PPGG operates clinics in San Francisco, Alameda, San Mateo, Sonoma, Marin, and Mendocino counties, serving about 55,000 women per year.

Roughly 92 percent of the clients they serve live at or below the federal poverty line, according to PPGG’s 2008 annual report.

Planned Parenthood affiliates Mar Monte and Shasta Diablo are in the process of hatching plans for taking over some of the eight affected clinics or otherwise growing their own operations to cover any gaps in service area, according to Toledo. She said neighboring affiliates are in a position financially to be able to cover a wider territory and added that they have been in “expansion mode,” adding new clinics over the past couple years.

“It’s unusual to have a disaffiliation,” she said. “But it’s not unusual for national committees to have a reallocation of service area. That part is well-practiced.” Toledo added that “Every effort possible will be made” to ensure continuity of care.

Planned Parenthood’s missing millions, New GAO report reveals disturbing financial discrepancies

According to Rita Dillar , a new report from the U.S. Government Accountability Office (GAO) on federal tax money funneled into Planned Parenthood and similar organizations raises more questions than it answers about the nation’s largest abortion chain.

Planned Parenthood Federation of America’s (PPFA) audits show the organization spent just $657.1 million between 2002 and 2008 from federal government grants and programs, but the abortion behemoth’s own annual reports show that it took in $2.3 billion from government grants and programs during the same time period.

That’s not pocket change. Why the discrepancy?

The report (the first of its kind since 2002) was released in response to a request from 31 U.S. senators and representatives and in an atmosphere increasingly hostile to abortion. Not surprisingly. then, its findings are fueling an escalating outcry to defund Planned Parenthood.

Since 2009, at least five nationwide polls have confirmed that a majority of Americans consider themselves pro-life.

Someone, then, needs to explain to all those people why $2.3 billion in tax dollars have been doled out to an organization that admits to systematically having killed more than 1.8 million pre-born babies between 2002 and 2008 and then reports it only spent $657.1 million in federal dollars.

Has Planned Parenthood managed to tuck away megamillions of our tax dollars, seemingly unnoticed? Or is that much of its government funding coming from sources other than the federal government? Or is there a problem with the way Planned Parenthood is reporting its expenditure of our federal monies?

In just two weeks, Planned Parenthood will complete its 2009-10 fiscal year. Yet it still has not released its annual report for its 2008-09 fiscal year. In light of the discrepancy revealed in this GAO report, we must ask: What is Planned Parenthood trying to keep secret?

It’s time for Planned Parenthood to come clean – if such a thing is possible.

Yes, Planned Parenthood has other sources of government funding – state and local – but historical data indicate it is simply not believable that such a large amount of its funding is from local and state sources.

GAO reports for prior years show that from 1997 through 2001, PPFA expenditures of federal money accounted for an average of 72 percent of its government income.

Yet this new report shows PPFA expenditures of federal money making up an average of just 32 percent of its government income from 2002 through 2008.

Planned Parenthood’s abortion business has increased year after year in lock step with its increasing government funding, as evidenced by the included chart.

Obviously, every penny Planned Parenthood receives feeds its abortion business in one way or another.

For instance, Title X money is not to be used for abortions. However, according to Abby Johnson, former director of Planned Parenthood’s abortion center in Bryan/College Station, Texas, it is used to gain the trust of women in minority neighborhoods in order to bring them into Planned Parenthood facilities, supposedly for health care, and then persuade them to become Planned Parenthood birth-control clients. Then, when the birth control fails, the organization has a built-in minority clientele for abortion, which Ms. Johnson says is Planned Parenthood’s big cash cow.

Planned Parenthood affiliates continue to build huge abortion megacenters in minority neighborhoods in an attempt to polish its image and gear up for the veritable tsunami of clients that will be headed its way under President Obama’s health care plan, which earmarks $11 billion for community health centers.

Is there no end to the amount of our hard-earned tax dollars that will be poured down the bottomless pit known as Planned Parenthood to quench this social-engineering agency’s thirst for sexualizing our children, stealing their souls and dumping the mutilated bodies of our children’s children into our nation’s waste bins?

On May 14, Gallup produced its third consecutive poll showing that most Americans identify themselves as pro-life. It is unthinkable that American citizens continue to be forced to fund, by the sweat of their brows, the organization that commits one-third of our nation’s abortions.

American Life League stands with pro-life legislators and hundreds of thousands of grass-roots organizations and activists in calling for accountability for the money Planned Parenthood has received from the federal government and in demanding the immediate defunding of Planned Parenthood.

TRENTON, N.J. – Audits by the United States Inspector General (IG) have uncovered that family planning clinics, including Planned Parenthood, have improperly taken Medicaid reimbursement for family planning services.

The audits were released by New Jersey Right to Life (NJ RTL) as pro-abortion state lawmakers lobby not only to restore $7.5 million in state family planning funds, but to acquire a federal waiver that would permanently secure the 90 percent Medicaid reimbursement rate for family planning clinics. Pro-life Governor Chris Christie has withdrawn a waiver application and, last month, vetoed an attempt to restore the state funding, a move lawmakers are angling to override.

While the state of New Jersey has taken responsibility for the incorrect recording of services, the audits leave open the question of how far the clinics themselves were complicit in the misappropriation of funds. The reports show that a total of almost $3 million was misappropriated over the course of 2001-2005.

One report, issued in 2008, singled out Planned Parenthood providers as guilty of billing all claims to Medicaid as “family planning,” including services that did not meet federal criteria for the 90 percent reimbursement rate. The normal Medicaid reimbursement rate is about 50 percent. In that report, the state was urged to reimburse almost $600,000 in Medicaid funds, and to amend their billing processes.

Instead of services that “prevent or delay pregnancy,” which are eligible for the waiver, the report found that services such as treatment for swollen ankles and a rash were listed as “family planning,” as well as other services administered to patients well beyond childbearing age. Others simply lacked documentation.

Another 2008 report found New Jersey to have improperly received reimbursement for 111 of 161 examined claims, requesting over $160,000 to be returned. A 2007 report requested the return of over $2.2 million thanks to the state of New Jersey incorrectly designating 227 National Drug Codes as related to family planning.

“The facts cannot be denied,” said New Jersey Right to Life in a press release. “Planned Parenthood’s supporters not only want to use $7.5M in taxpayer dollars to fund these family planning clinics, they also want the state of New Jersey to permanently apply for a federal waiver to reimburse family planning clinics 90 percent for every Medicaid service they provide despite the clinics’ history of improperly billing Medicaid and contributing to the nearly $3M in fees calculated by the Federal Government to be refunded to them.”

“Taxpayers should be outraged”

NJ RTL Executive Director Marie Tasy expressed disappointment that the IG audits went unnoticed as Planned Parenthood gained favor with the media during its fight for more taxpayer funds. “It’s sinful that the press did not do their homework when this issue was being used in the news,” Ms. Tasy told LifeSiteNews.com, adding that the arrogance behind the misappropriation “is astounding.”

Whether it’s Planned Parenthood or the state’s fault, she said, the audits reveal a “systematic abuse” that funnels taxpayer cash towards family planning.

Kansas high court returns Planned Parenthood case to District Court

TOPEKA | After a long delay, a criminal prosecution of Planned Parenthood’s Overland Park clinic may proceed, the Kansas Supreme Court ruled Friday.
Planned Parenthood of Kansas and Mid-Missouri faces 107 charges that it falsified records and performed illegal abortions. Phill Kline filed the charges in 2007 when he served as Johnson County district attorney.

The case had been tied up in a dispute over subpoenas, but the high court returned it to the District Court, where it may proceed.

The charges against Planned Parenthood included 23 felonies. Kline argued that the group’s clinic performed illegal late-term abortions and falsified or forged documents to make it appear the abortions were legal.

Planned Parenthood denies the allegation and insists it doesn’t perform abortions after the 22nd week of pregnancy, the legal threshold for late-term abortions.

Also in 2010 , the United States Court of Appeals for the Ninth Circuit has ruled in favor of the American Center for Law and Justice’s (ACLJ) client in a multi-million dollar fraud case against Planned Parenthood (PP) affiliates in California. ACLJ attorneys are representing a former employee of the PP affiliate in Los Angeles, who is now a federal whistleblower. A federal district court in California had dismissed the case, but the Ninth Circuit’s ruling, dated yesterday, reinstates the lawsuit.

“This is a tremendous victory,” said Jay Sekulow, Chief Counsel of the ACLJ. “While this case is by no means over, winning this appeal means we have gotten the federal claim over the threshold hurdles and can now get down to the heart of this case: the alleged fraud.”

The federal False Claims Act (FCA) forbids government contractors from submitting “false or fraudulent” claims for payment. The FCA also authorizes private individuals to bring suit against the offenders to recover the fraudulently obtained funds.

The allegation in this case is that PP affiliates in California illegally marked up the supposed cost of various birth control drugs when seeking government reimbursement, resulting in tens of millions of dollars of overbilling – at taxpayer expense. State audits in both California and Washington State have found PP affiliates guilty of overbilling.

When a former PP staffer sued the PP affiliates in federal court, charging the defendants with having fraudulently overbilled the state and federal governments in the amount of tens of millions of dollars, a prominent law firm began representing the PP defendants in the case at no cost to the defendants. The PP attorneys asked the federal district court to dismiss the case on technical jurisdictional grounds.

The federal district court accepted their arguments in part, and dismissed the case. ACLJ attorneys then entered the case to handle the appeal.
“The question on appeal was whether the former PP employee is a proper whistleblower under the False Claims Act,” said Sekulow. “We contended that the answer is ‘Yes,’ and now a three-judge panel of the Ninth Circuit has unanimously agreed with us.”

This report by Texas Watchdog from August 26,2010 shows a campaign manager for Planned Parenthood in Texas was fined. Planned Parenthood of North Texas PAC fined $3,000 for campaign finance violations

The Texas Ethics Commission has fined Cary Jennings, the campaign treasurer for Planned Parenthood of North Texas‘ political action committee, $3,000 for failing to disclose spending $26,695 to support four political candidates in the November, 2008 state elections.

The Ethics Commission also found Planned Parenthood of North Texas Action Fund Political Committee had either failed to report or made mistakes with political contribution and expenditure totals on more than 17 monthly reports required by state law.

The political action committee in a November 2008 report said it spent $26,695 for mass mailings the previous month. However, the report failed to say the mailings were made in support of Wendy Davis, who was running for state Senate and Dan Barrett, Carol Kent and Chris Turner, who were running for state House seats, according to the Ethics Commission findings.

The following month, the political action committee reported spending $15,410 in one day to the same company for a blitz of campaign telephone calls on behalf of Davis, Kent, Turner and Robert Miklos, who was running for the House. The Commission took note that this disclosure of candidate support was not reflected on the report’s cover page.

The committee filed 17 corrected campaign finance reports on Sept. 14, 2009. Texas Watchdog has a call in to Planned Parenthood, and will update the blog if we hear back from the group here .

Spokane’s Planned Parenthood fined by state

Planned Parenthood of the Inland Northwest will pay the state $345,000 after settling a 2009 audit that uncovered the clinic used incorrect codes and provided insufficient documentation for some claims billed to Medicaid.

The original audit finding estimated the Spokane family-planning organization improperly billed Medicaid more than $629,000 for 333 patient procedures from March 2004 through February 2007.

During that time, the clinic collected about $7.6 million from Medicaid.

Planned Parenthood appealed and a compromise was reached with the state “without any admission of incorrect billing, documentation of payment,” according the Department of Social and Health Services.

Cutbacks force police to curtail calls for some crimes

Budget cuts are forcing police around the country to stop responding to fraud, burglary and theft calls as officers focus limited resources on violent crime.

Cutbacks in such places as Oakland, Tulsa and Norton, Mass. have forced police to tell residents to file their own reports — online or in writing — for break-ins and other lesser crimes.

If you come home to find your house burglarized and you call, we’re not coming,” said Oakland Police spokeswoman Holly Joshi. The city laid off 80 officers from its force of 687 last month and the department can’t respond to burglary, vandalism, and identity theft. “It’s amazing. It’s a big change for us.”

Jim Pasco, executive director of the Fraternal Order of Police, the nation’s largest police union, said cutbacks are preventing many police agencies from responding to property crimes.

The chiefs are putting the best face on this they can,” Pasco said. “But think of this: that next property crime could involve a junkie who killed someone the night before.”

In Tulsa, which lost 110 officers to layoffs and retirements, the 739-officer department isn’t sending cops to the scene of larceny, fraud and car theft.

Tulsa police spokesman Jason Willingham says some residents have said they won’t bother to report those crimes any more. “They think nothing is going to be done, so why mess with it,” he said.

In the Boston suburb of Norton, police told residents there may be delays or no response at all to some calls, including vandalism. The department posted the new policy on its website.

We wanted to let people know about this,” Norton Police Chief Brian Clark said. “We didn’t want people to be surprised.”

Bernard Melekian, director of the Justice Department’s Office of Community Oriented Policing Services, said the actions reflect are a reflection of the hard economic times across the country.
