Planned Parenthood has been cited for Medicaid fraud… so why is it still getting taxpayer funding?

Planned Parenthood has been cited for overbilling abuses and Medicaid fraud, for violating patient privacy, and for failing to report child sexual abuse. So why is the abortion corporation still receiving half a billion dollars a year from taxpayers?

A study by the Government Accountability Office (GAO) and Congressional Budget Office (CBO) in 2012 showed that Planned Parenthood received $400.56 million in Medicaid reimbursements (including both federal and state dollars), according to findings published in 2017 by the Congressional Research Service. Planned Parenthood’s own 2015-2016 annual report shows that 41 percent of its funding comes from the taxpayer ($554.6 million). Numbers published in previous Planned Parenthood annual reports indicate its affiliates have received more than $4.5 billion from taxpayers.

Taxpayer funding to Planned Parenthood at 41 Percent (image: PP’s 2015-2016 annual report)

Yet, with so much tax money at stake, exactly what kind of oversight is being conducted to safeguard more than half a billion tax dollars entrusted to Planned Parenthood annually?

According to reports by watchdog agencies, very little.

In 2014, the group Alliance Defending Freedom (ADF) published a report identifying 10 types of waste, abuse, and potential fraud Planned Parenthood affiliates have been caught committing or have been credibly accused of nationwide. The potential fraud includes billing while obtaining reimbursements from Title XIX agencies for medications and/or services provided in connection with an abortion. This is illegal.

ADF’s research found that taxpayers were losing millions of dollars in the forced funding of Planned Parenthood, which now garners 35 percent of the abortion market; it is the nation’s largest single abortion provider. Despite several incidents of overbilling and potential fraud, ADF found that only “fourteen affiliates, or approximately twenty-one percent had been audited,” noting that the others “have been accused of financial fraud and worse.”

Planned Parenthood Medicaid Fraud (image credit 2017 Profit No Matter What report)

Then, in 2017, a coordinated study conducted by both the Charlotte Lozier Institute (CLI) and Alliance Defending Freedom reviewed a number of additional audits from a variety of agencies. The purpose of the study was to identify waste, abuse, and potential fraud by Planned Parenthood among its now 57 separately incorporated affiliates, and other abortion and family planning facilities, particularly with respect to federal and state Title XIX-Medicaid programs.

The 2017 Report on Publicly Available Audits of Planned Parenthood Affiliates and State Family Planning Programs identified several cases of unlawful billing, including “[b]illing in excess of actual acquisition cost or other statutorily approved cost for contraceptive barrier products, oral contraceptives, and emergency contraceptive-Plan B (i.e., § 340B drugs) products”:

A large and growing number of federal and state audits have documented that improper practices by Planned Parenthood and state family planning agencies have already resulted in losses to the American taxpayer of nearly $132.4 million, at a minimum, in Title XIX-Medicaid and other healthcare funding programs.

Out of 51 audits, the CLI/ADF report found, “numerous improper practices resulting in significant Title XIX-Medicaid overpayments of more than $8.5 million to Planned Parenthood affiliates for family planning and reproductive health services claims….”

The report notes that “[…] auditors and investigators have specifically identified Planned Parenthood affiliates as the source of at least $12.8 million in waste, abuse, and potentially fraudulent overbilling and penalties…” and that “[t]hree federal audits specifically identify Planned Parenthood – and only Planned Parenthood – as the problem in state family planning program overbilling,” the report states.

The groups pointed out that the audits they reviewed were limited in scope, suggesting the possibility for millions of additional taxpayer dollars to be wasted or fraudulently overbilled.

READ: New report exposes millions in taxpayer fraud at Planned Parenthood

“For example, an audit may examine only one type of billing, for one type of product, for one clinic in a single year. Yet nearly every known audit of Planned Parenthood affiliates and of state family planning programs has found overbilling,” the report notes.

But of the 51 known “recent external audits or other reviews” of Planned Parenthood affiliates’ financial data and practices in 12 states, CLI and ADF uncovered at least $8.5 million in waste, abuse, and potential fraud in the following states:

  • California (two audits of two affiliates): $5,213,645.92 30
  • Connecticut: $18,791
  • Illinois: $387,000
  • Louisiana (two audits of one affiliate): $6,147.18
  • Maine: $33,294.83
  • Nebraska: $3,537
  • New York (seven audits of four affiliates): $1,615,083.25
  • Ohio: none found
  • Oklahoma: unknown, but the overbilling rates have been documented as 14.1%, 18%, and 20.3%
  • Texas (two audits of two affiliates): $538,703.10 -$658,735.97
  • Washington (three audits of two or three affiliates):$640,595.88
  • Wisconsin (27 audits of one affiliate): $95,466.04

Interestingly, the audit from Nebraska proved, as Live Action News has stated many times, that federal and state taxpayer dollars are funding abortion. The report found in the Nebraska audit “a Planned Parenthood affiliate spending federal funds on abortion expenses in violation of federal and state law.”

“In New York, alone, during one four-year audit period, it appeared that hundreds of thousands of abortion-related claims were billed unlawfully to Medicaid,” ADF’s Mattox told a Congressional hearing on the topic in 2015.

Live Action News has previously documented how taxpayer dollars are funding abortions, and Nebraska was just one example. When government funds abortion, more abortions happen, not fewer. This should never be taxpayer funded:

The potential fraudulent use of Medicaid dollars by Planned Parenthood also caught the attention of Oklahoma’s then-Governor Mary Fallin, who sent a letter to the head of the Oklahoma Health Care Authority Board, stating, “[…] more than one in every seven bills submitted for payment to your agency by these providers are inaccurately coded or insufficiently documented…. The lack of attention to the requirements imposed on a responsible provider is a continuing problem for these Planned Parenthood affiliates.”

“As a result of these patterns of irresponsible business behavior among and between the Planned Parenthood organizations,” Fallin wrote, “a dozen states have denied or withdrawn funding to Planned Parenthood affiliates.”

The researchers concluded that despite receiving billions of dollars from taxpayers, only 19 of Planned Parenthood’s 57 U.S. affiliates (33 percent) have been audited, “And others have been accused of financial fraud and worse.”

During testimony in 2015 before Congressional members, Mr. Mattox explained:

[The] Medicaid statute provides grounds for which the U.S. Department of Health and Human Services, in its discretion, may exclude a provider. These include claims for excessive charges, unnecessary services, or services which fail to meet professionally recognized standards of health care; fraud, kickbacks, and other prohibited activities; entities controlled by a sanctioned individual; failure to disclose required information, supply requested information, or supply payment information; sanctioned individuals controlling an entity; and making false statements or misrepresentations of material fact.

He then pointed out:

[…] Planned Parenthood is unlike many other Medicaid providers. Not only has it had great financial success as a Medicaid provider, but also it has been able to avoid much of the oversight and/or corrective action that most Medicaid providers would expect and have received.

Mr. Mattox then alluded to the reason: “… [B]etween local affiliates and the national organization, Planned Parenthood has spent many millions of dollars to support the election of its preferred candidates.”

In 2018, despite large sums of taxpayer dollars being previously misused and few Medicaid audits underway to safeguard additional tax dollars, Planned Parenthood is poised to receive yet another half a billion forced taxpayer funding. This, despite repeated promises by GOP Senators, members of Congress, as well as President Trump, to defund Planned Parenthood — which has not yet happened, despite the fact that Planned Parenthood’s legitimate health care services and patient numbers have been declining for years:

The continued misuse and fraud of American tax dollars by Planned Parenthood is unacceptable. When will it stop?

IG audit reveals $129,000 in Medicaid payments to Planned Parenthood did not comply with requirements

Posted in Medicaid Billing Practices, Planned Parenthood medicaid fraud with tags , , , , , , , on April 1, 2015 by saynsumthn

The Department of Health and Human Services, Office of the Inspector General, conducted a review which covered 3,251 clients with claims for Medicaid family planning services (Medicaid services) that Planned Parenthood of North Texas ( PPNT ) submitted, totaling $493,112 ($443,800 Federal share), during the period March 1, 2007, through September 30, 2008 (audit period).

The IG conducted their field work at Planned Parenthood locations in Dallas and Ft Worth.

In Texas, the State agency is responsible for administering the Medicaid program. In addition to family planning services for Medicaid recipients, Texas established the waiver under section 1115 of the Social Security Act to provide a limited and defined set of family planning services to uninsured women who are not eligible for Medicaid

Texas 2015 Audit Planned Parenthood

The review also covered 5,548 clients with claims for waiver family planning services (waiver services) that PPNT submitted totaling $800,000 ($720,000 Federal share), during their audit period. They selected a stratified random sample of 105 clients from each of these client populations. They then reviewed the services and determined the unallowable Federal share of the payments made.

Planned Parenthood North Texas 2015 Medicaid Fraud Audit

Here is what they found:

The State agency did not always claim Medicaid reimbursement for family planning services provided by PPNT in accordance with Federal and State Medicaid requirements or the conditions of the waiver, whichever was appropriate.

Of the 210 sampled Medicaid and waiver client records:

    (1) 50 Medicaid client records contained 1 or more deficiencies (totaling $3,983) on insufficient supporting documentation, and 39 waiver client records contained 1 or more deficiencies (totaling $1,855) on insufficient supporting documentation;
    (2) 23 Medicaid client records contained 1 or more deficiencies (totaling $738) on incorrect billing, and 28 waiver client records contained 1 or more deficiencies (totaling $972) on incorrect billing; and
    (3) 5 Medicaid client records contained 1 or more deficiencies (totaling $104) on services unrelated to family planning.

The State agency did not always properly claim Medicaid reimbursement for family planning services because it did not ensure that:

    (1) PPNT maintained the appropriate required supporting documentation,
    (2) PPNT properly billed for family planning services, and
    (3) services claimed had a family planning purpose.

As a result of these errors, the State agency incorrectly claimed a total of $7,651 for Medicaid and waiver services.

Medicaid Sample - Planned Parenthood North Texas audit

On the basis of their sample results, the IG estimated that the State agency improperly claimed a total of $129,028: $67,019 for Medicaid services and $62,009 for waiver services.

The agency is now recommending a refund of $129,028 to the Federal Government: $67,019 for Medicaid services and $62,009 for waiver services that did not comply with Federal and State requirements for family planning service.

According to the audit:

THE STATE AGENCY DID NOT ENSURE THAT PLANNED PARENTHOOD OF NORTH TEXAS HAD SUFFICIENT SUPPORTING DOCUMENTATION

Providers must keep records to fully disclose the extent of services provided to Medicaid beneficiaries. Additionally, all Medicaid records must be kept for 5 years from the date of service or until all pending audit questions are resolved, whichever is longer. Records and supporting documentation must be made available upon request to the Texas Department of Health or its designated agent.

For 50 of the 105 Medicaid clients in the IG’s sample, PPNT did not have the required supporting documentation for at least 1 family planning service.

For 39 of the 105 waiver clients in the sample, PPNT did not have the required supporting documentation for at least 1 family planning service.

For example, all of the medical records for the dates of service were missing, or the records did not have sufficient information to support the services claimed.

These errors occurred because the State agency did not ensure that PPNT maintained the appropriate required supporting documentation for family planning services.

As a result, the State agency improperly claimed $3,983 for Medicaid services and $1,855 for waiver services.

The Medicaid program pays for services provided to a client only when the extent of the services is fully disclosed.

According to the official coding guidelines, billing codes are determined using several components, including client’s history, examinations, medical decision making, counseling, coordination of care, the nature of the presenting problem, and the amount of time spent with the client.

For 23 of the 105 Medicaid clients in our sample, at least 1 family planning service was incorrectly billed.

For 28 of the 105 waiver clients in our sample, at least 1 family planning service was incorrectly billed

Examples of this type of error included billing an incorrect office visit code when the client received only a birth control injection, billing a counseling code in addition to another code that already included the counseling, or billing for a service that was claimed during a previous visit and that was not allowed to be billed again.

These errors occurred because the State agency did not ensure that PPNT correctly billed for family planning services. As a result, the State agency improperly claimed $738 for Medicaid services and $972 for waiver service

The State agency said that it would collect the overpayment from Planned Parenthood North Texas and refund the Federal share.

In 2013, Planned Parenthood’s Houston-based affiliate settled for $4.3 million with the state of Texas after an audit revealed that the agency charged for “fraudulently over billing the taxpayer-funded Medicaid program.”

Undercover abortion stings reveal repeated deception by arrested doc

In early December, an Oklahoma abortion doctor was arrested after an undercover sting revealed that he was offering to perform abortions on women who were not pregnant.

Patel-Arrested-Dec-2014--300x231

News reports indicate that undercover agents set up appointments with 62-year-old Nareshkumar Patel where they say he administered ultrasounds and pregnancy tests and then told them they were pregnant, when they weren’t.

Affidavit Patel

A copy of the probable cause affidavit against Patel has revealed what the sting uncovered.

According to the document, in June, a medical licensure investigator called Patel’s Oklahoma City abortion clinic, Outpatient Services for Women to schedule an abortion and was told it would cost $620.00. She then went to the clinic and gave them the cash for the abortion. Prior to her visit to the abortion clinic, she confirmed she was not pregnant. The investigator says that abortionist Patel gave her an ultrasound and told her she was “very, very pregnant,” giving her five RU486 abortion pills with instructions on how to take them. After her visit with Patel, she immediately left his clinic and went to another physician to confirm she was not pregnant. The entire interaction was caught on video and audio recordings.

Outpatient Services for women Patel

On October 13th, a female Oklahoma City Police Detective confirmed by a licensed physician that she was not pregnant. Then, three days later, the detective along with agents from the state’s Attorney General’s Office, went to Patel’s clinic for an abortion she had previously scheduled, wearing a recording device. She also paid Patel $620.00 for RU486 abortion pills and was given a receipt for her purchase. She was then taken to an exam room where Patel told her she was pregnant. The police detective, who used her own name for the appointment, was allegedly given an ultrasound and a urine test which Patel said came up positive for a pregnancy. Patel then gave her RU486 abortion pills with instructions. Immediately following her visit to the abortion clinic, the detective went to a medical facility which confirmed she was not pregnant.

On October 21st, a female Oklahoma Attorney General Agent scheduled an appointment for an abortion at Patel’s clinic which she recorded. That same day, the agent confirmed with a medical professional that she was not pregnant. The abortion appointment was scheduled for the following day. On October 22nd, the AG representative and other agents went to Patel’s Outpatient Services for Women abortion clinic and under the alias Elizabeth Fitzpatrick paid the receptionist $620.00 for the abortion procedure. The agent was not given a pregnancy test but was taken to an exam room where abortionist Patel asked her for the date of her last menstrual period. According to the agent, Patel performed an ultrasound and told her she was “early in her pregnancy.” He then gave the female agent five RU486 abortion pills with instructions on how to use them. As with the other investigators, the AG agent immediately went to a medical center for a second pregnancy test which turned up negative.

As a result of the undercover stings, in early December, Oklahoma Attorney General Scott Pruitt charged Dr. Naresh G. Patel with three counts of obtaining money under false pretense after improperly prescribing abortion-inducing drugs to patients he said were pregnant, but were not.

Patel was later placed under arrest and is currently not practicing medicine , pending an investigation by the state’s medical board.

A court date is pending but has not been set in the abortion doctor’s fraud case.

An Oklahoma TV station has reported that eight more patients have come forward to talk about their experiences with an abortionist arrested and charged with fraud earlier in the week.

Abortionist Patel Arrested Dec 2014

Tuesday, Oklahoma Attorney General Scott Pruitt charged 62-year-old abortionist Nareshkumar Patel with three counts of obtaining money under false pretense after improperly prescribing abortion-inducing drugs to patients he said were pregnant, but were not.

“After an undercover investigation, our office today arrested an abortion doctor in Oklahoma City on fraud charges for prescribing abortion-inducing drugs to patients who were not pregnant. This type of fraudulent activity and blatant disregard for the health and well-being of Oklahoma women will not be tolerated. Oklahoma women should be able to trust that the advice they receive from their physicians is truthful, accurate and does not jeopardize their health,” Pruitt stated.

One of the women, who chose not to be identified, contacted News9 after she read a story they published about the abortion doctor’s arrest. She said that she is very concerned about the abortion Patel performed on her, “He had that stone cold poker face, just I’m here to do one job,” she said.

She told News9 that she had calculated that she was about 11 weeks along but said that Patel’s disagreed.

And he pressed down really, really hard,” she recalled. “And I said, ‘That hurts a little bit.’ And he didn’t say anything. He said you’re only seven weeks. And the fact that it was that fast that he could say you’re only seven weeks was like, ‘Uh huh.’”

The patient says that she feels Patel and his Outpatient Services for Women abortion facility took advantage of women who came to him for abortions.

KFOR reports that a woman who had an abortion from Patel called her experience torture.

She claims Patel, who charged her $1000.00 for the procedure, lied to her about how far along she was in order to charge her more money for an abortion., reports KFOR.

More from their report:

I went back, and they quickly did this ultrasound and he immediately said ‘You’re two weeks further along than what you’re telling me,’ and I said, ‘I don’t know how that could be,” she said.

She was scared and didn’t know what to do.

They said, ‘Well, that’s going to be another $500,” she said. So, she paid them.

A nurse came into the room and strapped my wrists down to the table. They strapped my ankles down where my feet were, and she held my forehead down to the table,” she said.

She says they didn’t give her any anesthesia and the pain was unbearable.

I’d never known anything like it in my life. It was like torture,” she said.

The investigation on Patel was sparked by a complaint filed by Operation Rescue with the Attorney General’s office earlier this year after receiving incriminating information about Patel and his abortion business from an informant.

Since his arrest, Patel has bonded out of jail.

Abortion doc arrested for fraud had history of sexual abuse; illegally disposing of fetal remains

In 1992, Gaylene Murphy, Planned Parenthood spokeswoman, was interviewed after pro-life protesters protested at the Outpatient Services for Women clinic, operated by abortionist Nareshkumar Patel, “The only thing these protests are effective for is to make an already tough situation even worse and more traumatic for the women. This is America and everyone has the right to voice their own opinion but only in a legal and unobstructive manner. It’s a shame these people find it necessary to obstruct a woman’s right to medical care,” Murphy said.

In 1993, abortion rights activists, including members of the Religious Coalition for Abortion Rights, supported the Oklahoma abortion doctor even outnumbering pro-life activists who protested at his clinic.

The crowd outside the Outpatient Services for Women clinic owned by Dr. Nareshkumar Patel peaked at about 250, most of whom appeared to be abortion rights supporters.

Abortion rights activists appeared to outnumber the anti-abortion protesters about 2-to-1, the media reported.

Abortion rights supporters used protest signs to cover windows of vehicles trying to enter the clinic parking lot, shielding occupants from view.
The first patient entering the clinic wore a bag over her head.

She was escorted by abortion rights supporters as anti-abortion counselors seeking to convince her not to go through with the abortion stood nearby.
At one point, Shelly Feddersen and another abortion rights demonstrator engaged in heated debate with an abortion opponent, until the three were separated by onlookers.

“These people are control freaks,” Feddersen said afterward.

Patel has a history of abuse of his patients, disposing of fetal remains illegally, and now, he has been arrested for fraud. But, that hasn’t stopped abortion advocates from defending him. Like Gosnell, the notorious abortionist arrested at his House of Horrors abortion clinic in Pennsylvania, abortion supporters care about one thing: abortion.

I call this phenomenon the pro-choice wall of silence and have blogged about it extensively. here and here.

Today Patel has been arrested and I wonder which pro-choice groups will throw him under the bus now?

The details of Patel’s arrest are WRITTEN AND ORIGINALLY PUBLISHED BY LIFE DYNAMICS which I am re-publishing here. Any credit for this summary below should be given to Life Dynamics:

Operation Rescue is reporting that police have raided the Outpatient Services for Women abortion clinic in Oklahoma City and have arrested abortionist Nareshkumar Patel for obtaining money from patients under false pretenses based on an undercover investigation by the Oklahoma Attorney General’s Office.

Oklahoma Attorney General Scott Pruitt charged the 62-year-old abortionist with three counts of obtaining money under false pretense after improperly prescribing abortion-inducing drugs to patients he said were pregnant, but were not, according to police.

According to KATV, undercover agents set up appointments with Patel where they say he administered ultrasounds and pregnancy tests and then told them they were pregnant.

Afterward, police say he prescribed them an abortion-inducing drug, gave them directions directions on how to take it and charged them for the unnecessary treatment.

Ok-City-AG-COmplaint-Patel-Abortion-2014-

According to the AG’s office, an investigation into Patel’s dubious practices arose from a complaint that he had performed an abortion procedure on Pamela King, even though she was not pregnant. King was diagnosed and died from complications of cervical cancer later that year, and her autopsy determined that she had not been pregnant in the time frame that the abortion procedure occurred.

Operation Rescue said that they had filed a complaint with the Attorney General’s office in March of this year after receiving incriminating information about Patel and his abortion business from an informant and conducting its own investigation.

The complaints were based on documents and medical waste that had been discarded in a publicly-accessible trash receptacle near Patel’s Outpatient Services for Women abortion clinic in Oklahoma City. The material was received by Operation Rescue from an anonymous source on March 18, 2013.

Allegations include:

1. Record-keeping violations and improper disposal of confidential information.
2. Mandatory reporting violations.
3. Improper disposal of medical waste.
4. Failure to protect and properly dispose of employment applications.
5. Failure to observe 24-hour voluntary and informed consent.

Operation Rescue published a special report detailing information obtained on Patel along with his sordid history. (read here)

Patel, listed as John Roe 7, was also featured in Life Dynamics’ president, Mark Cructher’s expose of the abortion industry, Lime 5 where he writes, “On June 10, 1989, 15-year-old “Elizabeth” had an abortion by [Patel] at his Oklahoma city office. During the procedure [Patel] pulled out some tissue held it in his hands, and told the nurse that it was Elizabeth’s small intestine and then stuffed it back into her vagina. Incredibly, not only did [Patel] not call for emergency care, but while Elizabeth was still under anesthesia, he left the clinic to give a friend a ride to the airport. Afterward, the clinic staff noticed a drop in her blood pressure and had her transported to a hospital. There it was determined that she had a perforated uterus, vaginal laceration, and an injury to the colon requiring a colostomy. [Patel] had also failed to remove the dead fetus.”

Crutcher also detailed Patel’s sexual attitudes towards his abortion patients, “On March 25,1993, “Angela” was having an after-hours abortion performed by [Patel]. She awoke from anesthesia to find him putting his penis into her mouth. He called her several times afterward to find out if she remembered anything about the incident, and she taped the conversation. Police seized her medical records, which were found folded in [Patel’s] desk rather than in her chart. As a result of this incident, [Patel] was charged with attempted forced oral sodomy and sexual battery. He was released on $100,000 bail and left for India in May, claiming that he had to attend the wedding of a niece.”

Patel DoctorAssaultCase-09051993

“One day after [Patel] was arrested for these crimes,” Crutcher writes, “Tina” also filed a lawsuit against him. According to her suit, [Patel] asked Tina to meet with him to discuss her mental condition following her abortion. She claimed that at this meeting he tried to fondle and kiss her.

“Two female employees also sued [Patel], complaining of unwelcome sexual advances and sexual harassment.”

fetuses-in-field Patel

In 1992, Patel was the focus of national news for burning 55 aborted children in a field near Shawnee.

Operation Rescue said they will have updates to Patel’s most recent arrest as the investigation unfolds. If convicted, Patel could face up to three years in jail and a maximum fine of $15,000.

Planned Parenthood must face claims that it defrauded Medicaid with regard to blood tests performed on Texas teens, a federal judge ruled.
Patricia Carroll

According to Court House News, Patricia Carroll brought the complaint in late 2012 after serving as the accounts receivable manager for Houston-based Planned Parenthood Gulf Coast Inc. for five years. In March of that year, she had allegedly noticed that a Planned Parenthood clinic in Huntsville experienced a revenue increase of more than 300 percent.

PPGulfCoast2010-affiliate-header-91650

On July 30,2013 Planned Parenthood Gulf Coast settled a whistle-blower lawsuit that alleged the Houston abortion giant engaged in fraudulent Medicaid billing for $4.3 million.

In finalizing the settlement, which includes total state and federal recovery, the agency claimed the allegations that it submitted more than $30 million in fraudulent bills between 2003 and 2009 were “baseless.”

“This settlement is not an admission of guilt,” Planned Parenthood said in a prepared statement.

Clinic Worker oster

The pro-life organization, Life Dynamics has been encouraging pro-lifers to warn abortion and Planned Parenthood workers that illegal activity could send them to prison:

According to Life Dynamic’s press release, it is clear that the pro-life movement has a greater potential for recruiting informants from the abortion industry than ever before. To capitalize on this, Life Dynamics, Inc. a national pro-life organization located in Denton, Texas is re-launching its ClinicWorker.com direct mail campaign.

Since Life Dynamics began the ClinicWorker.com project, they have seen that virtually every abortion clinic in the country is engaged in at least some sort of illegal activity and most are engaged in several. Life Dynamics claims that when this information is brought out into the public, the consequences for the abortion industry can be devastating.

Crutcher recently spoke about this project on his monthly TV show, Life Talk,

Clinic Worker poster

According to Crutcher, “In just one example, several years ago two employees of Petroplex Gynecological – an abortion clinic in Midland, Texas – contacted us with information documenting that the abortionist who owned this facility was underreporting his income and filing false Medicaid claims. Following several days of conversations with these women, we called our contact at the Internal Revenue Service and made arrangements to turn this evidence over to them. Within a few months, that material was used to convict abortionist John Alderman and send him to a federal prison. His abortion clinic was also shut down and never reopened.”

Clinic Worker osterAccording to Mark Crutcher, president of Life Dynamics Inc, a national pro-life organization in Denton, Texas, “Every piece of information we need to destroy the abortion industry is in the abortion industry.”

Life Dynamics has considerable experience with abortion clinic employees and former employees who have either witnessed or participated in illegal activities occurring at their places of work. A few of the most common of these crimes include:

• Income Tax Evasion • Physical Assault of Patients
• Medicaid Fraud • Sexual Harassment of Employees
• Insurance Fraud • Sexual Assault of Patients
• Money Laundering • Failure to Report Statutory Rape of Minors
• Consumer Fraud • Health and Safety Code Violations

Mark Crutcher2013

Crutcher points out that, “An issue that was recently brought into the public spotlight is the killing of children outside the womb who survive botched abortions. While many of us in the pro-life movement already knew that this has been going on for years, the general public was not made aware of it until May, 2013, when Pennsylvania abortionist, Kermit Gosnell, was sentenced to life in prison for committing this crime.”

Gosnell Perp Walk

Crutcher continues, “From the abortion industry’s standpoint, it may be that the most damaging outcome of this trial is not that Gosnell went to prison, but that his wife and several employees did as well. This creates trouble for the abortion industry given that (a) it is common for the authorities to get information about an employer’s illegal activity from disgruntled former employees and ex-spouses; and (b) the divorce rate within the abortion industry appears to be well above average and the employee turn-over rate is astronomical. Beyond that, we have also found that, even among those employees who remain on abortion clinic payrolls, the vast majority have an attitude toward their employers that ranges from distrust to loathing.

gosnell9_20110120163405_320_240

When prison sentences were handed down against Gosnell’s employees, it was easy to predict that one consequence would be a heightened concern among America’s abortion clinic workers regarding their own vulnerability to criminal charges.

“In the past, most of these people were intimidated into silence because they didn’t know the answers to two questions: “How would I go about telling what I know?” and the most important question of all, “Am I in trouble?” But at Life Dynamics, we know that these issues can be resolved. We also see evidence that clinic employees are starting to be less afraid to come forward.”

On the day after Gosnell was convicted, Life Dynamics released the first part of an interview they taped with three former employees of Houston abortionist, Douglas Karpen. In graphic detail, these women publicly revealed that the same things that were going on in Gosnell’s abortion clinic are going on in Karpen’s. Life Dynamics furnished the unedited footage of this interview to the Houston police resulting in a criminal investigation.

In addition, Life Dynamics has since produced a DVD called An American Abortion Clinic that contains more of this chilling interview plus an interview we conducted with a recent patient of this same facility.

Crutcher, says, “Since the Gosnell trial many abortion employees are looking out there and saying, ‘You know what? I like my job, and I’m pro-choice and all that, but I’m not interested in going to prison. I’m not that committed.’ And they are starting to come out of the abortion industry. Well..Life Dynamics, Inc. is going to make it a little easier for them.”

To capitalize on this, Life Dynamics will be sending information to every abortion clinic in the country alerting employees about illegal activity that may be going on in their facility, what they can do about it, and what their own legal exposure might be.

Recognizing that these efforts will not get through to every employee, Life Dynamics has also developed a kit to help sidewalk counselors increase the reach of the campaign. Included will be five picketing signs (posters) that we recommend pro-life sidewalk counselors attach to cardboard or foamcore for use at the clinics. Life Dynamics will also include a supply of ClinicWorker.com business cards.

Planned Parenthood paid people $12.00 an hour to peddle ObamaCare in Florida, according to the New York Times:

Of Course, Planned Parenthood has a monetary benefit from ObamaCare because they will receive more than the $542 million they already get in federal tax dollars.

As a Navigator, Planned Parenthood affiliates receive hundreds of thousands in federal money. In August the Obama administration announced which Planned Parenthood affiliates received grants: Iowa-based Planned Parenthood of the Heartland, Montana-based Intermountain Planned Parenthood and New Hampshire-based Planned Parenthood of Northern New England.

Despite all this $$$$ being thrown around, Planned Parenthood has been under investigation recently for fraud.

An affiliate of Planned Parenthood of Northern New England will pay $30,000 to the state of Vermont to settle a claim that it violated the state’s campaign finance laws in 2010.

According to blogger Jill Stanek, in August 2012 Planned Parenthood of Northern New England was one of three Planned Parenthoods to whom HHS Secretary Kathleen Sebelius awarded grants to serve as Obamacare ”navigators” to help people enroll in Obamacare. PPNNE was given $145,161 from a total of $655,000 awarded to the three.

The Obama administration had to know PPNNE was under investigation when it awarded PPNNE the grant. Or perhaps PPNNE didn’t acknowledge the investigation when applying for the grant? Either way, something smells.

More odorous info: At the time of PPNNE’s grant award, Steve Trombley was the CEO. Trombley was formerly CEO of Planned Parenthood of Chicago, and then Planned Parenthood of Illinois, when Obama was state senator and U.S. senator. The two men were close allies. Obama even gave Trombley a shout out to during his infamous speech to Planned Parenthood in 2008 (:41 on the video).

Earlier this month New Hampshire Right to Life sued PPNNE for prescribing the RU486 abortion pill too late in the pregnancy, contrary to FDA protocol, which violates state law.

Other Planned Parenthood affiliates are also being looked at for fraud, but so far are not directly connected to the Navigator program.

Planned Parenthood Gulf Coast recently settled a medicaid fraud case with the state of Texas for $4.3 million.

In July of 2012, Illinois Medicaid’s inspector general investigated the billing practices of Planned Parenthood of Illinois’ medical director. More on that here. and more here

Planned Parenthood has a ton of use for all the federal dollars being shoveled their way. They are building Mega Centers and paying their staff 6 digit salaries.

The question remains, when you hand over all your personal information to an ObamaCare promoter, do you want it to be an abortion clinic employee who has no problem defrauding the tax payer? Think about it.
