How Cosmopolitan and the feminist movement became unlikely allies

Cosmopolitan Magazine, recently in the news again for being dropped from checkout stands by Walmart, helped to push the sexual revolution of the 1960s. It did so by creating a “persona” of the perfect woman it labeled the “Cosmo Girl.” In her book, “Subverted: How I helped the Sexual Revolution Hijack the Women’s Movement,” author Sue Ellen Browder claims that the Cosmo Girl was a “mask the single girl, lonely and alone in the world, could put on to turn herself into the object of a man’s sexual fantasies.” Browder knows this well; she worked for Cosmopolitan Magazine under the direction of its editor, Helen Gurley Brown.

The Cosmo Girl was “an illusion”

Helen Gurley Brown took over Cosmopolitan Magazine in 1965, when the magazine’s circulation was falling. A report by the New York Times detailed the transition:

A secretary-turned-advertising-copywriter, Mrs. Brown first told a sexually somnolent America that single women had lives filled with work, play, and love in her 1962 best-selling book, ”Sex and the Single Girl.” She and her husband, David Brown, the film producer, then parlayed the book into a magazine proposal, which they took to Hearst Magazines. The publishing company gave her Cosmopolitan, a fading 79-year-old publication that had once carried stories by the likes of W. Somerset Maugham.

According to Browder, Brown’s philosophy was, “hard work and sex without the kids will set you free.”

“If you entrusted yourself to Helen’s lifestyle teachings (as many young women did and still do), you’d soon come to believe the way for a smart woman to be free and to succeed in her career and her life was to (1) work hard; (2) take the Pill or use some other contraceptive; (3) if the contraceptive failed, get an abortion,” Browder explains in “Subverted.”

According to Browder, there was no real Cosmo Girl. “She was mostly a product of Helen’s clever imagination, a marketing fairytale,” Browder writes.

“It was all an illusion,” Browder told Live Action president Lila Rose.

Browder called the Cosmo girl “a marketer’s and CEO’s dream come true.”

“She worked hard, bought lavishly from the pharmaceutical, medical, beauty, fashion, and travel industries, and to top it off, she did not push for all those pricey, bothersome extras like family tax breaks, maternity leave, shorter work weeks, and more flexible work arrangements,” said Browder.

Feminism or fantasy?

Though Helen Gurley Brown labeled herself a “devout feminist,” other feminists of her day strongly disputed this. Brown wanted to work for Playboy founder, Hugh Hefner, and once suggested that women should try to please men: “If you want a man in your life you have to be nice to them….”

In an interview after Brown’s death in 2012, Hefner told the Hollywood Reporter that Brown had approached him for a job before joining Cosmo. “She wanted to do a female version of Playboy,” Hefner stated. “In the early days, they even had a little symbol like our bunny, a pussycat that appeared at the end of every article. In a parody tribute to Playboy, she even did a nude [April 1972] centerfold with Burt Reynolds.”

“When she founded Cosmo, her views on sexuality and the sexual behavior of unmarried women were radical and the same as mine. In terms of male and female relationships, our philosophy was very similar,” Hefner added. But not all feminists agreed with Brown’s version of women.

In fact, feminist Betty Friedan, who authored “The Feminine Mystique” and went on to help found the National Organization for Women (NOW) as well as NARAL, called Cosmopolitan in 1967, “quite obscene and horrible” and “an immature teen-age-level sexual fantasy.”

“As the mother of the women’s movement, Betty [Friedan] hoped to broaden and deepen women’s lives,” Browder writes in “Subverted.” And she agreed with Friedan’s assessment of Cosmopolitan. “We created this fantasy world, the Cosmo Girl, at least in the beginning, before a lot of women began to buy into it; the Cosmo Girl was just a sexual fantasy…. “You never saw a mother in the magazine, you never saw a child in the magazine,” Browder pointed out.

Friedan once said, “Women are the people who give birth to children, and that is a necessary value in society…. You want a feminism that includes women who have children and want children because that’s the majority of women.”

Tragically, Friedan, under the influence of pro-abortion writer Larry Lader, would eventually embrace abortion as part of her women’s movement only to return to her original focus later in life — that the family was important.

In promoting her book, “Second Stage,” Friedan called for her movement to “stop overemphasizing abortion rights and reaffirm the importance of family.” But the damage was done.

Helen Gurley Brown’s vision inside her sexual revolution was much different. In describing the “Cosmo Girl,” the NYT revealedthat Brown concentrated on her looks, not on her activities or aspirations. ”She has always been sexy, slender and bosomy,” Brown allegedly said.

”Bosom fashions are something you don’t have to change,” said Cosmopolitan editor Brown. ”A beautiful bosom is a beautiful bosom. If you don’t have one, you look on with awe and envy; if you do, you wonder, ‘Are mine as good as hers?”’

Abortion united two polar opposites

Despite the internal conflict, once abortion was adopted by Friedan, the two movements essentially merged. In fact, the Cosmopolitan editor joined with Friedan’s NARAL to push abortion politically. In 1974, Brown signed a NARAL-initiated telegram sent to Democrat Senator Birch Bayh, the Chairman of the Senate Subcommittee on Constitutional Amendments, which was considering legislation to overturn the recent Supreme Court decision which legalized abortion.

The telegram mouthed the same lies that Bernard Nathanson, a founder of NARAL, helped to create by claiming that reversing Roe would cause many women and especially poor women to “suffer at the hands of back alley abortionists.” Live Action News previously documented how NARAL’s claim that hundreds of thousands of women died from illegal abortion was fabricated.

Although NARAL and Brown were objecting to the fact that those testifying before the committee were all men, one of the men who testified, Dr. John D. Biggers of Harvard University Medical School in Boston, sided with NARAL by claiming that legally protecting unborn babies (something that was in effect just a year earlier) could have profound implications on the behavior of sexually active women: “If such legislation is written, every woman who is sexually active will have to assume she is pregnant and modify her behavior in a suitable way.”

That statement alone revealed why Friedan’s women’s movement and Helen Gurley Brown’s sexual revolution movement had to join under the umbrella of abortion to survive.

In 2006, Betty Friedan died at the age of 85. Helen Gurley Brown died six years later at the age of 90.

After Brown’s death in 2012, writer Rhiannon Lucy Cosslett chastised Cosmo Girl as “a brief hiccup in what has otherwise been a longstanding agenda of sexual objectification.” She then called the modern Cosmopolitan Magazine “hopelessly outdated.” Victoria Hearst, the granddaughter of William Randolph Hearst, claims that Brown turned “a family magazine into a sex rag.”

In 2015, according to WorldNet Daily, Hearst “launched a campaign against Cosmopolitan magazine which she describes as pornographic. Working with the National Center on Sexual Exploitation, Hearst announced the CosmoHarmsMinors.com website to provide information about the magazine.” She stated that the magazine had declined to become a mere “‘how-to’ sex guide, glamorizing… public or violent sex acts in nearly all their issues,” which would be “deemed pornographic” according to “most states’ material harmful to minors laws.”

Alveda King spoke out against Cosmopolitan

Pro-life spokesperson Dr. Alveda King, niece of civil rights leader Martin Luther King, Jr., endorsed Hearst’s effort, claiming, according to Breitbart, that Cosmopolitan’s content helps “line the pockets of the abortion industry” and that “Planned Parenthood is joining with Cosmo” to “lead that girl into an abortion.”

“[W]hen a young girl reads Cosmo and sees all this supercharged sexuality, buys into the sexual liberty of the day, and involves herself in those types of activities,” she continued, “then the next natural force – or unnatural, depending on how you look at it – would be, ‘Well, I’m pregnant now. I just wanted to have fun; I didn’t want to have a baby.’”

“And then Planned Parenthood is joining Cosmo right there to lead that girl into an abortion,” King added.

Cosmo continues to promote abortion and supports Planned Parenthood, known for covering up child sexual abuse. Today, according to the Media Research Center, Cosmopolitan, which describes itself as a “bible for fun, fearless females,” influencing more than 18 million readers a month, offers plenty to criticize. Newsbusters’ Katie Yoder discussed a Dec. 8, 2014 piece by Jill Filipovic, Cosmopolitan’s senior political writer at that time. Her piece featured Planned Parenthood president Cecile Richards on “where the pro-choice movement is headed next year.” Yoder also noted that “abortion-giant Planned Parenthood bestowed the ‘Excellence in Media Award‘ to the magazine” that same year.

Planned Parenthood’s top award is named after its founder, Margaret Sanger, known for her advocacy for the eugenics movement. Sanger also admitted meeting with the Ku Klux Klan, but that doesn’t seem to bother the abortion corporation or so-called media outlets, like Cosmo, which praise both Sanger and Planned Parenthood.

Cosmo’s newest Editor in Chief, Michele Promaulayko, was announced in 2016. From 2000 to 2008, Promaulayko had previously served as executive editor of Cosmopolitan. She was also the former editor in chief of  Yahoo Health and Women’s Health. Despite Margaret Sanger’s racist history, Promaulayko currently boasts on her LinkedIn page that “in 2013 Women’s Health won the prestigious Maggie Award from Planned Parenthood.”

Planned Parenthood and NOW denounce Eliot Spitzer but supported sexual harassers like Filner and Weiner

UPDATE DECEMBER 2013: Bob Filner was sentenced Monday to three months of home confinement and three years of probation for harassing women while he was mayor of San Diego, completing the fall of the former 10-term congressman who barely a year ago achieved his long dream of being elected leader of the nation’s eighth-largest city.

UPDATE: Former San Diego mayor Bob Filner pleaded guilty to three criminal counts Tuesday, less than two months after resigning from office amid sexual harassment allegations.

Filner pleaded guilty to a felony count of false imprisonment and two counts of misdemeanor battery. The felony count alleges false imprisonment “by violence, fraud, menace and deceit.” The victims were identified as three Jane Does.

Sentencing was set for Dec. 9.

Filner resigned in August. At least 17 women alleged sexual harassment and inappropriate behavior, including groping, unwanted kissing and suggestive comments. Filner, a former congressman, was the first Democrat elected mayor of San Diego in 20 years.

Candidate for New York comptroller Eliot Spitzer has recently taken a 19-point lead over his Democratic primary rival, according to a Quinnipiac poll, and he has come out saying that he wants to use his position for financial activism, taking a hard line on Wall Street abuses.

Now Spitzer has been denounced by the New York chapters of Planned Parenthood, as well as the National Organization for Women, also known as NOW.

Lynn Parramore editor at AlterNet and a contributor to the Huffington Post explains, Incredibly, some women, like NOW New York president Sonia Ossorio, have chosen to actually team up with business leaders to spend $1.5 million to skew the election and defeat Eliot Spitzer in his bid for office. Is Ossorio representing the National Organization for Women, or the National Organization for Wall Street? In a fit of apparent amnesia, Sasha Ahuja of Planned Parenthood’s New York City Action Fund dissed Spitzer by saying she’s backing Scott Stringer because she wants “candidates that don’t just give a nod to women’s issues.” Huh? Spitzer has given far more than a nod to women’s issues— in fact, he has been a vigorous defender of Ahuja’s own group.”

Parramore calls the NY Planned Parenthood and NOW chapters “establishement” and says they are trying to tell women how to think. Well…DUH?

I would like her to ask those establishment feminist groups- why they supported candidates like Bob Filner and Anthony Weiner?

San Diego Mayor Bob Filner 70, elected in November as San Diego’s first Democratic mayor in two decades, is hoping to ride out a tide of sexual misconduct accusations and demands by fellow politicians and others for him to resign.

Some 14 women have accused Filner of making unwanted sexual advances. One, former communications director Irene McCormack Jackson, has filed a sexual harassment lawsuit in San Diego County Superior Court seeking unspecified damages.

The accusations of the other 13 share a similar scenario: They met Filner at a public event or while asking for his help on a public issue and that he made sexually inappropriate comments, asked them for dates and in some cases kissed or touched them.

Pro-choice Planned Parenthood supporter Bill Clinton also endorsed this abuser of women:

Michelle Tyler said she arranged a meeting with the mayor, her Marine friend Katherine Ragazzino and an unidentified Veterans Administration representative.

Her attorney, Gloria Allred said that at the meeting, Filner seemed willing to help Tyler, “but at a price.”

She said the price was a “personal and sexual relationship” with the mayor.

“In other words, Mayor Filner wanted Ms. Tyler to help him fulfill his sexual needs if she wanted his help for a deserving war veteran,” Allred said. “That is not only disgusting, but a complete abuse of power that should not be tolerated by the electorate.”

Once the meeting wrapped up, Tyler said the mayor asked everyone but her to leave the room.

She claimed Filner started “rubbing my arm and telling me to relax … (it) was extremely inappropriate and unacceptable … I was not there looking for a date.”

Tyler said, “His help for Katherine depended on my willingness” to be with him and it was “absolutely unwanted.”

Tyler started to sob when she said Filner should not have used his position of power for making unwanted advances.

“It is wrong, and that is why I am speaking out today,” Tyler said.

“I don’t appreciate being used as a bargaining chip to be used to fulfill his sexual desires,” Ragazzino said.

Recently AnthonyWeiner Anthony Weiner announcedhe’s not dropping out of the New York City mayoral race despite new revelations that he sent additional lewd photos and text messages after he left Congress in disgrace for his prior online chats.

Weiner, who resigned his House seat in June 2011 after acknowledging having sexual conversations with at least a half-dozen women, told a hastily called news conference he would stay in the race despite the new onslaught of negative publicity.

“I’m sure many of my opponents would like me to drop out of the race but I’m not going to do it,” he said, adding, he hoped the people of New York were “willing to still continue to give me a second chance.”

Planned Parenthood founder, Margaret Sanger, was a member in good standing with the racist American Eugenics Society. Sanger had board members who were known for their racist writing and Sanger published many of those in her publications. Sanger called for parents to have a QUOTE: LICENSE TO BREED controlled by people who believed in her eugenic philosophy. She wanted all would be parents to go before her eugenic boards to request a “PERMIT TO BREED“.

Sanger also called for those who were poor and what she considered to be “morons and immoral‘ , to be shipped to colonies where they would live in “Farms and Open Spaces” dedicated to brainwashing these so-called “inferior types” into having what Sanger called, “Better moral conduct”.

I consider that the world and almost our civilization for the next twenty-five years, is going to depend upon a simple, cheap, safe contraceptive to be used in poverty stricken slums, jungles, and among the most ignorant people. Even this will not be sufficient, because I believe that now, immediately, there should be national sterilization for certain dysgenic types of our population who are being encouraged to breed and would die out were the government not feeding them.

In addition, Planned Parenthood’s top award is called the Margaret Sanger Award, despite the fact that Sanger was an admitted Klan speaker. This is what Sanger wrote in her autobiography, “I accepted an invitation to talk to the women’s branch of the Ku Klux Klan…I saw through the door dim figures parading with banners and illuminated crosses…I was escorted to the platform, was introduced, and began to speak…In the end, through simple illustrations I believed I had accomplished my purpose. Obama Should Tell Wen to Stop the ‘Gendercide’, Advocates Say

WASHINGTON, D.C.—Before Chinese Premier Wen Jiabao leaves the U.S., human rights activists say President Obama should bring up a topic that is as important as it is underreported: the systematic destruction of tens of millions of unborn babies, overwhelmingly female.

It began on Sept. 25, 1980, almost 30 years ago to the day. After two years of policy formulation, the Central Committee of the Chinese Communist Party promulgated its plan to launch a one-size-fits-all approach to reproduction, the coercive family planning scheme known as the one-child policy.

The architects of the policy were actually elite scientists in the military establishment—at that time in China almost all science was military science—who applied theories of cybernetics to disputed sociological theories from the West, redefining China’s population problem along the lines of the hard science of complex machine systems. The result was a radical solution to the perceived “overpopulation” problem, led by one of China’s leading strategic weaponeers, according to the extensive research of Dr. Susan Greenhalgh from the Univeristy of California, Irvine.

The resultant “cruel and inhumane policy” and the brutal way it is implemented are among the worst human rights abuses in the world, according to speakers at an event held on Sept. 24 to commemorate the anniversary of the policy’s initiation. Led by Congressman Chris Smith, supported by Congressman Trent Franks, the speakers gathered near the Capitol Building’s East Front, in the heat, giving their views for close to an hour.

Standing behind the speakers was photographic evidence of the substance of their speeches: dirt villages with red banners strung across telephone poles reading “Crack down with no mercy on unauthorized births, violators who can make an escape for the moment can’t hide forever;” the face of blind activist Chen Guancheng, who was jailed and is now under house arrest for his advocacy on the part of mothers who underwent forced sterilizations; and on the left, the most troubling image, a 23-year-old woman named Li Ping lying on a bed, staring at the remains of her aborted child near her feet.

Reggie Littlejohn, an active opponent of the one child policy and president of Women’s Rights Without Frontiers, explained what happened to Ms. Li. Pregnant without a birth permit, she was pulled off the street by an overzealous “population official,” and her child was forcibly aborted. Because she had no money to pay for the disposal of the baby’s dead body, the doctors dropped it into a bag and placed it on her bed.

Ke Chengping, an invited speaker at the event near the Capitol Building, recounted a similar experience firsthand. When found pregnant the decision to abort was taken immediately, for her, by a population official. She was not allowed to call her husband, nor given an anesthetic when the official performed the procedure. “I will never be able to forget that,” she said at the end of her speech, through quiet tears. After the baby was removed from her uterus, the official inserted a sterilization device. When her husband arrived, they both cried.

One of the well-known former leaders of the Tiananmen Square student movement in 1989, Chai Ling, made a speech representing the NGO she recently founed: All Girls Allowed. She likened the one-child policy to death on the scale of the Tiananmen massacre “happening every hour” in China.

Officials adopt a multi-pronged approach to birth control, including, most commonly, fines for recalcitrants (of up to ten times the monthly income), promotions and bonuses for cadres who strictly follow population policies, regular and intrusive fertility checkups of women, the monitoring of reproductive cycles, birth permits, and a culture of fear. Coercion and violence is used when the usual mechanisms of control break down.

Representative Smith spoke about the head of a population control unit from China’s south. In a reversal of the fairytale trope, she was a mother at night and a “monster” during the day (her words), where “all the power of the state was vested in her and her family planning cadres to bring women to the abortion mills.” Resisters could be arrested and detained, and when a woman went into hiding, her husband and family members would face the same treatment.

As with all repression in communist China, this one comes in waves. Rep. Smith gave a chilling description of such a campaign in Puning county, Guangdong Province, where thousands of people were treated as livestock. Local officials there formed a crack team to round up women, men, and relatives of resisters to the policy, holding them in cramped conditions, then working overtime to sterilize them. Ten thousand people were sterilized within 20 days.

Speakers also outlined the calamitous repercussions of the policy: a ratio of between 120 and 160 males for every 100 females, which will leave millions of Chinese males without a partner; a result of this the vertiginous rise in sex trafficking to China; a rate of female suicide in China that outstrips that of men by three times, meaning that 500 women kill themselves every day partly in response to the one-child-policy; and distorted gender ratios among Chinese communities in the U.S., presumed a result of continued sex-selection practices by families once they arrive here.

Near the tail-end of the event distinguished guest speaker David Aikman former bureau-chief of Time in Beijing, arrived. It is a “terrible policy” that is disastrous for Chinese society, he said; it brings “indescribable suffering” to Chinese women.

It is a “system of repression that has been traumatizing Chinese women for thirty years,” Rep. Smith said. “No other government policy anywhere in the world systematically punishes, abuses, and violates women so grossly as this.”

As a practical measure, Rep. Smith suggests the U.S. stop funding the UN Population Fund, which he says has been the “enabler in chief” of forced abortion and forced sterilization in China. Abortionist under Investigation for Forced Abortion Says he “Lies” to Patients

DETROIT, Michigan, May 25, 2010 (LifeSiteNews.com) – A Michigan abortionist is under renewed scrutiny over comments he made over two years ago, in which he said that doctors have a license to “lie” to their patients.
The comments were made by Dr. Abraham Alberto Hodari to medical students at Wayne University. Hodari currently is facing a lawsuit for allegedly forcing a woman to submit to an abortion after she had changed her mind, killing the unborn baby that she had decided she wanted.

“My wife says we doctors have a license to lie, and it’s true, it’s absolutely true. Sometimes you need to lie to a patient about things that they want to do or no,” Hodari told a gathering at Wayne State University on November 9, 2007.

He said it was not so much the case today, saying that the reason is that women “are more educated, between CNN and the internet, the patients are more educated about what we do.”

He then added, “I have great satisfaction about what I do, and I never feel bad or worried about doing abortions.”

Hodari’s remarks have only added more ammunition to the lawsuit pending against him in Genessee County Circuit Court.

NBC25 reported on the comments and asked for an explanation from the abortionist. Hodari claimed that he was only referring to situations where the woman’s life would be in danger, and said that a doctor must “never” tell a patient “you’re going to die.”

“And in that respect, yes, we lie,” insisted Hodari.

However, the context of Hodari’s remarks, in which he mentioned how proud he was to be an abortionist, had nothing to do with telling women that they were dying.
Caitlin Bruce is one ex-client of Hodari, who claims he did exactly to her what he told the Wayne medical students: lied to her, and forced her to abort a baby she wanted. Bruce that Hodari and his assistant forcibly held her down to the operating table and “ripped the life out of me that day.”

Bruce’s alleged forced abortion happened at Hodari’s Flint abortion center, the Feminine Health Care Clinic.


Tom R. Pabst, Bruce’s attorney, told NBC25 that Hodari violated Bruce’s right to back out of a medical procedure and the video will serve as evidence against him.

“Whether it’s a sexual advance or a medical procedure, if she says, ‘No, stop,’ that’s the end of it,” Pabst told the local news station.

“What he’s saying is that he knows what’s better for your body than you do, and he’s going to go ahead and do what he thinks is best for a woman’s body, not the woman. To me he’s got it flipped.”

Bruce’s story aligns with testimonies from other women who have described similar horror stories of coerced abortions at Hodari’s hands. A report by Operation Rescue shows Hodari has a record of 49 documented lawsuits over a span of decades.

Hodari’s practice has also been implicated in the deaths of at least four women from abortion-related complications. In June 2009, the Disciplinary Subcommittee of Michigan’s Board of Medicine fined Hodari $10,000 for negligence in connection with the botched abortion death of Regina Johnson.

Numerous complaints have been filed against the abortionist for improper disposal of human remains and abortion records found in Hodari’s dumpster. Hodari received a sentence of six months’ probation on one such count in February.

In November, Hodari put his abortion clinics on the market along with his collection of expensive classic cars and hastily filed for divorce from his wife of 29 years. Local activists told Operation Rescue that it appeared that he was attempting to liquidate his assets so he could flee the country, possibly to his former home in Argentina.

China hunts down thousands to sterilize, Planned Parenthood calls policy a contributor to, “China’s remarkable economic and social achievement”

IN SEPTEMBER of 2009 – PLANNED PARENTHOOD told China’s People Daily that China’s “Family Planning” Policies have “contributed a great deal to China’s remarkable economic and social achievements” :

Family planning police have arrested hundreds of people against their will in a campaign to sterilize 10,000 men and women suspected of trying to violate China’s strict birth control policies.

About 1,300 people were being held in cramped and poor conditions in offices throughout the small town of Puning in southern Guangdong Province and are forced to listen to “lectures” on state rules limiting the size of families, the Nanfang Countryside Daily said.

In the years after China launched its strict “one couple, one child” family planning policy in the late 1970s, abuses such as forced later-term abortions, sterilizations and even the killing of newborn babies were widely reported.

But such practices have fallen sharply in recent years as the policy has become quite widely accepted and exceptions have been introduced.
However, officials in Puning launched a 20-day campaign on April 7 since so many couples have left the area in search of factory jobs and have found it easier to have children outside the government-set quotas.

The county intends to sterilize 9,559 women or their husbands who are suspected of planning to have a second or third child. So far about half that number have agreed to comply, the newspaper said.

Officials have detained the elderly parents of those who do not submit voluntarily to the surgery or who try to evade the authorities to force them to comply, the newspaper said. It reported that on April 10 some 100 people, mostly elderly, were seen inside a damp 200 square metre building at a township family planning center.
The newspaper said: “There were some mats on the floor, but the room was too small for all people to lie down and sleep, so the young ones had to stand or squat. Due to the lack of quilts, many cuddled up to fight the cold.”

Among those being held was the 64-year-old father of Huang Ruifeng, who already has three daughters. Mr Huang said: “Several days ago, a village official called me and asked me or my wife to return for the surgery. Otherwise they would take away my father.”

Rules in Puning, as in most rural areas of China, allow farmers to have a second child if the first is a daughter. After that couples are supposed to stop.
An official at the Puning Population and Family Planning Bureau, who declined to be identified, told the Global Times: “It’s not uncommon for family planning authorities to adopt some tough tactics.”

Family planning officials are appraised on their success in enforcing birth control policies and sometimes employ such extreme methods if they fail to meet state-set targets. Authorities in Puning have already adopted a tough stance against couples who flout the rules.

They and their relatives who apply for permits to build a house are rejected. They are also being denied a local cash bonus. Illegal children are denied residency registration, a penalty that means they are excluded from a place in school.

One official told the newspaper that an investigation would be launched to establish whether authorities in Puning had exceeded their authority. A state-level regulation stipulates that couples who violate the family planning policy must not be punished without proper authorization.

China’s population policy draws wide praise
Demographers and scholars worldwide have spoken highly of China’s family-planning policy over the past 30 years and more, saying it has helped lower the world population growth.

“We know that China, being the most populous country in the world, is especially important in the area of population,” said Hania Zlotnik, director of the Population Division of the U.N. Department of Economic and Social Affairs (DESA).

Whatever happens in China has a great impact on world population, and certainly on the population in the developing world, she explained.

“Thanks to the changes in fertility, especially in China, the growth rate of the world population (and) of the developing country population is a quarter of a point lower today than it would have been if China did not have such a big drop in family size,” she said in a recent exclusive interview with Xinhua.

China’s family planning policy, which requires most couples have one child in urban areas and two in rural areas, has been in effect for more than three decades. It has helped prevent an estimated 400 million births. That means if China had not implemented its family planning policy, its total population would have exceeded 1.7 billion in 2008.

“So it’s a much more complex policy than the slogan of one child per woman. Therefore, China doesn’t have, at this moment, one of the lowest fertility in the world,” she said. “It has a moderately low fertility. It is being lowered and that is an achievement.”

Gill Greer, director-general of the London-based International Planned Parenthood Federation, told Xinhua in a recent interview that the family planning policy has contributed a great deal to China’s remarkable economic and social achievements over the past 30 years.

By adopting the population control policy, Greer said, China has reduced its population growth rate and alleviated problems from overpopulation.

“Thus, the policy is very conducive to China’s development in various aspects such as economy, education and health care services,” she said.

American scholar Barbara Pillsbury, who has worked for the United Nations Population Agency, shared similar views with Greer.

“China won’t have achieved so much in the country’s development if it did not pursue its population control policy,” she said.

Pillsbury compared China’s population policy with India and said China has successfully controlled its population while India’s population will increase dramatically.

She predicted that by 2040, India will surpass China as the world’s most populous country with 1.52 billion people, while China’s population is expected to stand at 1.45 billion.

Carl Haub, a senior demographer at the non-profit Population Reference Bureau, based in Washington DC, told Xinhua that birth planning, a basic national policy that China has stuck to for over30 years, has helped reduce the country’s population growth rate.

“It has not only lowered China’s demand for resources from outside the country, but also relieved pressure on the domestic labor market,” he said.

In this way, the Chinese government could focus its efforts on providing better material conditions for its people, and improving their living standards,” he said.
