In a previous piece, Live Action News revealed that, despite abortion proponents’ claims that taxpayers don’t fund abortion, taxpayers are footing the bill for more than half of all abortions committed in states where Medicaid pays for abortions. Now, here are more details from various states, detailing how much taxpayer funding is really being used to pay for abortions.

Alaska

According to 2017 data50.6 percent of women who aborted used Medicaid to fund their abortions. Out of 1,255 abortions reported, 635 were taxpayer funded. 2016 data is available from Live Action News here.

California

The most recent Medi-Cal funded induced abortion report (2014), shows that taxpayers in California paid for 83,485 abortions through Medi-Cal Fee-For-Service (FFS) and Managed Care plans.

In just the Medi-Cal FFS plan, taxpayers financed 53,907 abortions to the tune of $27,591,381.00. This included 4,438 Dilation and Evacuation (D+E) abortions, which are usually committed later in the pregnancy.

Former abortionist Dr. Anthony Levatino describes below the gruesome D&E abortion procedure, which California taxpayers are funding:

Illinois

According to the Charlotte Lozier Institute, “In 2017, Illinois expanded Medicaid coverage to pay for elective abortions with state Medicaid funds. Before the expansion, Illinois’ Medicaid program covered abortion only when the pregnancy resulted from rape or incest or when the mother’s life was at risk.”

As a result, the Illinois News Network (INN) reported that “Illinois taxpayers paid for nearly four times more abortions in the first six months of 2018 than the year before….” Abortion reimbursement requests Illinois News Network obtained from the Illinois Department of Health and Family Services (HFS) showed that taxpayer funded abortions increased 274 percent as follows:

  • From January to June 2017: 84 taxpayer-funded abortions
  • From January to June 2018: 314 taxpayer-funded abortions

For the first six months of 2017, INN reported that “the HFS document showed the provider charge amount for the 84 procedures was $129,467, with a total payment of $14,995.29. For the same time period in 2018 for the 314 procedures the provider charge amount was $426,583 with a payment total of $24,389.”

Illinois taxpayers may even be footing the bill for residents from other states, implied in a report published by WQAD which showed that in 2016, “there were were 4,543 out-of-state individuals that got an abortion in Illinois, 1,573 more than in 2014.”

“[O]ur Medicaid eligibility requirements are so lenient that we expect folks are going to come in from out of state, they will establish temporary residence to get their free abortion and then go home,” State Rep. Peter Breen told WQAD.

Maryland

According to the most current data on state taxpayer dollars funding abortion (data may not include all abortions):

  • 2017: $5.7 million funded 8,798 abortions
  • 2016: $5.4 million funded 7,897 abortions.
  • 2015: $5.7 million funded 7,945 abortions.
  • 2014: $5.6 million funded 7,651 abortions.
  • 2013: $5.4 million funded 7,528 abortions.
  • 2012: $5.2 million funded 7,442 abortions.
  • 2011: $5.4 million funded 7,177 abortions.
  • 2010: $4.7 million funded 6,652 abortions.
  • 2009: $3.4 million funded 4,857 abortions.
  • 2008: $2.2 million funded 3,281 abortions.
  • 2007: $2.2 million funded 3,580 abortions.
  • 2006: $2.7 million funded 3,831 abortions.

Minnesota

In 2017, out of 10,177 abortions performed in the state, nearly 44 percent (43.9) or 4,469 abortions were recorded as paid for with public assistance. Data from previous years has been published by Live Action News here.

In 2017, the state also funded 115 out-of-state abortions, costing taxpayers $17,855.53.

New York

Live Action News previously reported that, in 2015, the percentage of taxpayer-funded abortions in the state increased from 47 to 49 percent, for a total of 42,549 taxpayer-funded abortions that year.

Oklahoma

According to the state’s 2017 induced abortion report, an unknown number of abortions were recorded as being funded by Medicaid. The report indicates that the “cell was suppressed to maintain confidentiality of surrounding entries.”

Oregon

In November of 2018, Oregon voters will decide if their state will continue to fund abortions. Measure 106 would prohibitpublic funds from being spent on abortions, except when medically necessary or required by federal law.

Jeff Jimerson of Oregon Life United recently told KATU that in 2017, the state paid $1.9 million to fund approximately 3500 abortions, an average of ten abortions each day.

According to the Oregonian, abortions are covered under the Oregon Health Plan, “which paid $2.4 million for 3,769 abortions in 2016, according to Oregon Health Authority documents.”

South Carolina

A letter submitted by Lt. Gov. Kevin Bryant to The State claims that:

  • Planned Parenthood alone received almost $360,000 from SC taxpayers from 2011-2016
  • From 2011-2015, S.C. Medicaid paid for 29 abortions
  • Since 2011, the state employee health plan has paid for 11 abortions.

South Dakota

In 2016, 17 out of 472 abortions were paid for by a public health plan. According to the the state’s Office of Health Statistics report, the majority of abortions — 83.7 percent — cost between $600 and $699.

West Virginia

A summary of Medicaid-funded abortions from 2009 to 2017 was included in a report recently submitted by the Bureau for Medical Services to the West Virginia Legislature’s Joint Committee on Government and Finance, as follows:

This list is by no means all state funding.

An analysis published earlier this year by Guttmacher found that “Medicaid was the second-most-common method of payment, reported by 24% of abortion patients. The overwhelming majority of these patients lived in the 15 states that allow state funds to be used to pay for abortion.”

Federally Qualified Health Centers outnumber Planned Parenthood in West Virginia 28:1

Planned Parenthood operates just one facility in the state of West Virginia while Federally Qualified Health Centers (FQHC) operate in many more locations and offer a wider range of services. In the debate over funding the nation’s top abortion provider, it is important to be aware that several states have just one Planned Parenthood facility. And while Planned Parenthood operates one center in West Virginia, in contrast, there are 28 Federally Qualified Health Centers providing services at 270 sites in the state, according to the Rural Health Info website.

In addition to having just one location, news reports indicate that the Vienna Planned Parenthood center in West Virginia, which refers for abortions, saw a minuscule number of patients compared to those seen by publicly funded health centers in the state.

While Planned Parenthood in WV saw approximately 960 patients in 2015, data published by Health Resources and Services Administration (HRSA) shows that in the same year, publicly funded health centers in the state saw almost 400,000 (399,213) patients.

Planned Parenthood, which masquerades as a health care provider, has been losing patients nationally as well.

Defund Planned Parenthood

In 2011, Planned Parenthood President Cecile Richards boasted that the organization served three million patients. By 2015, those numbers had dropped by more than 600,000 to 2.4 million. Nationally, the organization which now receives over $554 million in annual government revenue has been decreasing its services – all except abortion.

In FY 2014-2015, Planned Parenthood performed 323,999 abortions, accounting for 34.9 percent of the overall abortion market share in the United States. (This data is based on the latest abortion numbers published by Guttmacher.)

By FY 2015-2016, Planned Parenthood’s abortions rose to 328,348.

This was not the case for many other health services such as cancer screenings like Pap tests and manual breast exams, which decreased nationally at the abortion corporation. In addition, Planned Parenthood’s latest annual report reveals that the organization’s contraception services are at their lowest in years (2,808,815), decreasing nationally nearly 30 percent since 2009, according to that year’s Annual Affiliate Service Census Report (4,009,549).

In West Virginia, a look at contraception care revealed that Planned Parenthood served just one percent of all contraception clients that visited publicly funded family planning centers in West Virginia.

And no, those statistics did not originate from the pro-life community. The data was put together by Guttmacher, Planned Parenthood’s former special affiliate, in response to a request from pro-abortion Senator Patty Murray.

The data, which looked at Planned Parenthood centers (PP), Federally Qualified Health Centers (FQHCs), as well as Title X facilities for 2015 revealed that in West Virginia:

  • 55 counties offered publicly funded contraception care
  • One county had at least one Planned Parenthood facility
  • 48 counties had at least one FQHC site
  • There were no Planned Parenthood centers located in 54 counties
  • Just 1 out of 202 of publicly funded family planning centers in the state was a Planned Parenthood center
  • Planned Parenthood shows they operate just one facility in the state

Nationally, the Guttmacher data revealed some startling facts as well (ref: table 3/ page 7):

  • FQHCs operated 9,636 services sites in the U.S.
  • 5,829 FQHCs (60 percent) offered contraceptive care to at least 10 female clients
  • 361 counties out of 3,142 counties had both a Planned Parenthood and a FQHC site
  • 580 counties had neither
  • Out of the 2,201 counties that remained, there were 54 counties that did not have a FQHC site and 2,147 which did not have a Planned Parenthood (table 3/ page 7)
  • In at least 23 states, FQHC sites served more contraception clients than Planned Parenthood in at least one or more counties
  • In four states (Hawaii, Kentucky, Mississippi and Rhode Island), FQHC sites served more contraception clients than Planned Parenthood in every county where Planned Parenthood had a facility
  • In two states (Alaska and Georgia) that ratio dropped to 80 percent, 66 percent in one state (Arizona) and 50 percent in Massachusetts, Nebraska and South Carolina
  • In all, Planned Parenthood centers were located in just 415 U.S. counties, while 1,719 counties had a FQHC site
  • FQHC sites outnumbered Planned Parenthood in counties that provided contraception care in every state except Connecticut, Minnesota and the District of Columbia (table 1/ page 1).

The Planned Parenthood center in West Virginia is operated by Planned Parenthood of South Atlantic, headquartered in South Carolina. This Planned Parenthood affiliate is not known for its stellar oversight.

As Live Action News has previously reported, the South Carolina Department of Health and Environmental Control’s Bureau of Health Facilities Licensing and Bureau of Land and Waste Management detailed gross violations against the affiliate in September of 2015, which included the following violations against their South Carolina center:

    The facility did not have documentation on training in infection control for two staff members.
    Planned Parenthood did not adhere to and follow provisions for tissue examination and disposal and did not have a written policy and procedure regarding registration of fetal death or death certificates.
    Planned Parenthood’s emergency drug cart did not have a listing of contents on the cart.
    Expired medications were stored in the patient care areas and pharmacy.
    Products of conception resulting from abortion procedures were not managed and properly disposed of by incineration according to regulations.
    Several abortion records involving minors did not include the name of a parent.
    Sterile gloves were stored and mixed with non-sterile supplies including non-sterile examination gloves.
    Waste meeting the definition of “infectious waste” was not managed or properly disposed of by incineration.

The fact is that Planned Parenthood is not deserving of the dollars they receive from taxpayers. As the Senate gears up to debate continued funding of Planned Parenthood, it is important that senators in West Virginia understand that Planned Parenthood is not the so-called health care organization it portrays itself to be.

Every single day that the Senate delays in defunding Planned Parenthood, the organization aborts almost 900 preborn children and continues to receive $1.5 million from American taxpayers.

Abortion clinic failed to report child’s abuse now parents indicted

Life Dynamics Logo Today, March 12, 2014, Life Dynamics, Inc., located in Denton, Texas, is reporting another case of abortion allegedly being used to cover sexual child abuse.

This morning, a West Virginia grand jury added charges of incest, first-degree sexual assault and obstruction to the case of girl whose father and stepmother failed to inform her doctor of an abortion forced upon the child.

The couple, Michael Joe and Amanda Rea Adkins, were arrested Friday nearly two years after West Virginia State Police investigators said they lied to doctors about the pregnancy of and subsequent abortion for their 12-year-old daughter.

According to reports, the girl, who is Michael Adkins’ biological daughter and Amanda Adkins’ stepdaughter, became pregnant in November 2010, when she was 11 years old. It was late February when Child Protective Services learned of the girl’s pregnancy, and she was removed from the Adkins’ home.

On March 1, 2011, police say that Amanda Adkins took the girl to Charleston, where doctors performed an abortion. Police were made aware of the investigation into the pregnancy on March 4, 2011, and she and other authorities involved in the investigation believed the girl was still pregnant.

On March 16, 2011, Amanda Adkins took the girl to her regular doctor, saying she was experiencing symptoms of a miscarriage.

During that doctor’s visit Adkins allegedly neglected to tell the doctor about the abortion, and the doctor performed a D&C.

Police say that both Michael and Amanda Adkins lied to doctors, CPS workers, police and other authorities about the abortion, claiming it was a miscarriage for almost eight months.

Today, Michael Joe and Amanda Rea Adkins provided no comment while in court. The indictment charges both with child neglect creating risk of injury and conspiracy. It individually charges Michael Adkins with first-degree sexual assault, incest and sexual abuse by a parent or guardian. Amanda Adkins faces an additional count of obstruction and intimidation of a witness.

State officials note that the abortionist did not report the abortion, despite the extremely young age of the patient and high likelihood of abuse. According to WSAZ, up until the abortion, all the health care professionals involved in this case were in touch with investigators. That included a therapist and a physician who confirmed the pregnancy. But the abortion clinic in Charleston performed the procedure but didn’t notify authorities.

Her step mom snuck her off and got an abortion and neglected to tell anybody.” says Corporal Moore with the WV State Police Crimes Against Children’s Unit. “She made statements telling everyone it was a miscarriage. The Adkins’ made threats against their daughter, telling her not to tell.”

According to Mark Crutcher, president of Life Dynamics, who has documented the use of abortion to cover for child sexual predators, “Abortion is a safety net for sexually predatory and sexually irresponsible males.”

In 2002, Life Dynamics conducted an undercover investigation in which Life Dynamics called over 800 Planned Parenthood and National Abortion Federation facilities across the nation. The results of this survey were appalling. Even though many of these clinics openly acknowledged to the caller that this situation was illegal and they were required to report it to the state, the overwhelming majority readily agreed to conceal this illegal activity. “When we began to investigate we found it was even worse than we thought it was. Initially we thought perhaps the abortion clinics were only reporting half of the incidents, but instead we found that they were reporting hardly any of them,” Life Dynamics president Mark Crutcher said.
