ORLANDO, July 27–Never-before-released undercover video shows Dr. Suzie Prabhakaran, the Vice President of Medical Affairs for Planned Parenthood of Southwest and Central Florida, graphically discussing Planned Parenthood’s late-term “dismemberment” and partial-birth abortion protocols in the context of fetal body part harvesting.

The new video comes as the U.S. Senate is debating provisions to terminate taxpayer subsidies to Planned Parenthood, the nation’s biggest abortion business.

At a Planned Parenthood conference evening reception, CMP investigators posing as buyers from a biotech company discuss partnering with Dr. Prabhakaran’s Planned Parenthood affiliate in order to harvest fetal organs and tissues from the 2nd-trimester abortions performed there. Prabhakaran advises that her affiliate is merging with the Orlando Planned Parenthood, which does abortions up to 23 weeks and has a high procedure volume, with eighteen abortions at 18-weeks and above scheduled for the next week.

Prabhakaran discusses how Planned Parenthood allows their abortion doctors to certify compliance with the federal Partial-Birth Abortion Ban, which prohibits abortions in which a fetus is extracted alive up to certain anatomical landmarks (18 U.S.C. 1531). According to Prabhakaran, Planned Parenthood abortion doctors can certify compliance with the law by using a feticide like digoxin to kill the fetus before the abortion, or they can simply “document” their “intent” to do a “dismemberment” abortion where the fetus is pulled apart with forceps rather than extracted intact.

“So some people train to just document that like, you know to comply with the Partial-Birth Abortion Ban, you basically have to say, ‘I intend to utilize dismemberment techniques for this procedure,’” explains Prabhakaran. “So every time you do a procedure, that’s how you document. So, like, there’s like a checkbox,” Prabhakaran states, “so it would be before the procedure, you do your evaluation, you write, ‘I intend to utilize dismemberment techniques for this procedure.’”

Prabhakaran indicates she never uses digoxin to kill the fetus before the abortion, and relies entirely on the “checkbox” to “document” her intent in the abortion to certify compliance with the federal law: “I’m not doing digoxin, and we’re just going to document and there’s never been a problem.”

Prabhakaran’s description of Planned Parenthood’s loose protocols for 2nd-trimester abortion procedures corroborates statements by Dr. Deborah Nucatola, Senior Director of Medical Services for Planned Parenthood Federation of America, in CMP’s first undercover video, that show a lax attitude toward the partial-birth abortion law:

“The Federal [Partial-Birth] Abortion Ban is a law, and laws are up to interpretation. So there are some people who interpret it as it’s intent. So if I say on Day 1 I do not intend to do this, what ultimately happens doesn’t matter.”

Nucatola states in the first video that Planned Parenthood abortion doctors can make changes to the abortion technique in order to bring the fetus out intact for body parts harvesting, regardless of any initial “intent” statement: “So if you do it starting from a breech [feet-first] presentation, there’s dilation that happens as the case goes on, and often, the last step, you can evacuate an intact calvarium [head] at the end.”

CMP project lead David Daleiden notes, “Planned Parenthood medical directors and abortion doctors feign compliance with the federal partial-birth abortion law on paper, knowing full well that ‘what ultimately happens doesn’t matter’ so long as no one is scrutinizing what they actually do to women and children in the operating room. And the fact that Planned Parenthood has a ‘dismemberment’ ‘checkbox’ on their abortion forms should tell the public and policymakers everything they need to know about this barbaric abortion business. The Department of Justice should open an immediate investigation into Planned Parenthood’s late-term abortion practices, and the U.S. Congress must stop forcing taxpayers to subsidize Planned Parenthood’s brutal abortion empire.”

Abortion doc Patel bound for trial after arrest

An Oklahoma abortion doctor placed under arrest last year for selling abortions to non-pregnant women has been bound over to face trial.

    There is new information surrounding a metro abortion doctor accused of giving women abortion inducing drugs, even though they weren’t pregnant.

    Tuesday, Dr. Naresh Patel waived his right to a preliminary hearing, which means he’s now bound over for trial.

    The State Attorney General added a charge against Patel – Conspiracy to Commit a Felony.

    Court papers allege one victim, who was never pregnant, died of cervical cancer, just four months after Patel performed an abortion procedure on her.

    Several other women have since come forward with similar stories.

News reports indicate that undercover agents set up appointments with 62-year-old Nareshkumar Patel where they say he administered ultrasounds and pregnancy tests and then told them they were pregnant, when they weren’t.

A copy of the probable cause affidavit against Patel has revealed what the sting uncovered.

According to the document, in June, a medical licensure investigator called Patel’s Oklahoma City abortion clinic, Outpatient Services for Women to schedule an abortion and was told it would cost $620.00. She then went to the clinic and gave them the cash for the abortion. Prior to her visit to the abortion clinic, she confirmed she was not pregnant. The investigator says that abortionist Patel gave her an ultrasound and told her she was “very, very pregnant,” giving her five RU486 abortion pills with instructions on how to take them. After her visit with Patel, she immediately left his clinic and went to another physician to confirm she was not pregnant. The entire interaction was caught on video and audio recordings.

On October 13th, a female Oklahoma City Police Detective confirmed by a licensed physician that she was not pregnant. Then, three days later, the detective along with agents from the state’s Attorney General’s Office, went to Patel’s clinic for an abortion she had previously scheduled, wearing a recording device. She also paid Patel $620.00 for RU486 abortion pills and was given a receipt for her purchase. She was then taken to an exam room where Patel told her she was pregnant. The police detective, who used her own name for the appointment, was allegedly given an ultrasound and a urine test which Patel said came up positive for a pregnancy. Patel then gave her RU486 abortion pills with instructions. Immediately following her visit to the abortion clinic, the detective went to a medical facility which confirmed she was not pregnant.

On October 21st, a female Oklahoma Attorney General Agent scheduled an appointment for an abortion at Patel’s clinic which she recorded. That same day, the agent confirmed with a medical professional that she was not pregnant. The abortion appointment was scheduled for the following day. On October 22nd, the AG representative and other agents went to Patel’s Outpatient Services for Women abortion clinic and under the alias Elizabeth Fitzpatrick paid the receptionist $620.00 for the abortion procedure. The agent was not given a pregnancy test but was taken to an exam room where abortionist Patel asked her for the date of her last menstrual period. According to the agent, Patel performed an ultrasound and told her she was “early in her pregnancy.” He then gave the female agent five RU486 abortion pills with instructions on how to use them. As with the other investigators, the AG agent immediately went to a medical center for a second pregnancy test which turned up negative.

As a result of the undercover stings, in early December, Oklahoma Attorney General Scott Pruitt charged Dr. Naresh G. Patel with three counts of obtaining money under false pretense after improperly prescribing abortion-inducing drugs to patients he said were pregnant, but were not.

Now, although his status is still showing “active,” the Oklahoma Board of Medical Licensure, has indicated that Patel is not practicing medicine.

Planned Parenthood Worried It’s The Target Of New Undercover Sting

A string of suspicious incidents at Planned Parenthood clinics across the country has given the organization reason to believe that anti-abortion activists are targeting it in a new organized sting operation.

According to Planned Parenthood spokesperson Chloe Cooney, and Leslie Cantor clinics in at least 11 states have reported two dozen or more “hoax visits” over the past several weeks, in which a woman walks into a clinic, claims to be pregnant and asks a particular pattern of provocative questions about sex-selective abortions, such as how soon she can find out the gender of the fetus, by what means and whether she can schedule an abortion if she’s having a girl.

The statement, written by Leslie Kantor and Dr Carolyn Westoff, of Planned Parenthood of America, said that more recently, one group has escalated these visits in many states.

“We anticipate that this group, likely in coordination with a broad range of anti-abortion leaders, will soon launch a propaganda campaign with the goal of discrediting Planned Parenthood, and, ultimately, furthering legislation that blocks access to basic reproductive healthcare, including birth control,” the statement said.

“We can expect this propaganda campaign to further escalate the political battles over access to healthcare, rather than focus on the best ways to help women and their families get the care they need.”

While patient privacy laws prohibit Planned Parenthood from offering specific details about the visits and where they occurred, Cooney told The Huffington Post that the incidents are so unusual and so similar to each other that they have raised concerns among the organization’s executives that the visits are being recorded as part of a concerted anti-Planned Parenthood campaign.

“For years opponents of reproductive health and Planned Parenthood have engaged in secret videotaping tactics with fictitious patient scenarios and selective editing in an attempt to promote misinformation about Planned Parenthood and our services,” Cooney said. “As with the prior instances, we anticipate that once again this group, likely in coordination with a broad range of anti-abortion leaders, will soon launch a propaganda campaign with the goal of discrediting Planned Parenthood, and, ultimately, restricting women’s health.”

An undercover investigator says Dr. Andrew Rutland advised her to have a chemical abortion. The lawyer for Rutland, disciplined after an abortion patient’s death, says he performed no surgeries.

Less than a month after Dr. Andrew Rutland was barred from performing surgeries after an abortion patient’s death, state medical authorities say they caught the physician in an undercover sting apparently violating the court order.

For the second time in as many months, state officials are seeking the immediate suspension of the Chula Vista physician’s license. A hearing is set for Thursday in San Diego. Rutland could not be reached for comment.

His lawyer, Paul M. Hittelman, said Rutland did nothing to violate the court’s order.

“It’s not asserted that he was doing any surgical procedures,” said Hittelman, adding that Rutland’s physician daughter performed those procedures.

On Jan. 7, Administrative Law Judge James Ahler stopped short of granting the request by lawyers for the Medical Board of California, deciding instead to temporarily limit his practice until a full hearing could be held. One potential problem for the state was proving that Rutland posed an immediate danger — given that it took five months to bring its case.

This time, lawyers for the medical board will present evidence of a sting operation hatched a couple of days after the January hearing.

At that time, in response to a request from Rutland’s lawyer seeking clarification of the no-surgery order, the judge amended it to specifically ban him from performing “first trimester abortions and endometrial curettage procedures.”

Two weeks later, Medical Board investigator Carmen Aguilera-Marquez made an appointment for an abortion at A Women’s Choice Family Planning Clinic in Chula Vista. She used an undercover alias and brought a urine sample from a pregnant woman.

At the clinic, she saw Rutland in a room through an open door standing by a woman lying on an examination table, according to a petition filed by the board. The patient’s legs were bent, and Rutland was looking into the patient’s cervical area, she said.

She spoke with a friend of the patient who told her that the woman was there for a “chemical abortion,” a spontaneous miscarriage induced with pills inserted by a physician, she said in the petition.

Later, when she was asked to undergo a pregnancy test, the investigator went into a bathroom and filled the cup with urine she brought with her, she said.

Rutland determined she was seven weeks pregnant. He said his physician daughter performs surgical abortions but was not in that day, she said, and advised that she allow him to do a chemical abortion.

The investigator insisted on a surgical procedure, and an appointment was scheduled for another day, she said in the petition.

Dr. Jessica Kingston, an expert physician retained by the medical board, said in the petition that by counseling the patient and “being ready, willing and capable of prescribing the necessary medications for an abortion, and determining whether the patient was a candidate for a medical abortion, Dr. Rutland is performing first trimester abortions.”

“We believe nothing was done that would violate the order as amended or in its original form, for that matter,” Hittelman said. Rutland was accused in December of negligence in attempting to perform a high-risk, second-trimester abortion in an ill-equipped and unsanitary back room of an acupuncture clinic in San Gabriel.

The patient, 30-year-old Ying Chen, fell into a coma and eventually died from a toxic reaction to a drug Rutland administered, the autopsy report said.

At the time, Rutland was on probation and practicing under another physician’s supervision. The medical board acknowledged this month that it violated its own rules by allowing Christopher Dotson Jr., a Los Angeles doctor with a spotty disciplinary record of his own, to serve as Rutland’s monitor.

Rutland first surrendered his license in 2002 in a high-profile case involving the deaths of two infants. In 2007, Rutland convinced the board that he had been rehabilitated and regained his license.

Operation Rescue’s own undercover sting recording submitted to the Board as evidence of illegal activity

Chula Vista, CA – The California Medical Board has asked for the emergency suspension of Andrew Rutland’s medical license after an undercover sting conducted by Board investigators caught him doing first trimester chemical abortions even though he has been banned from the procedure.

Rutland was scheduled to appear before a judge in San Diego County this afternoon.

Rutland’s license was only partially suspended on January 7, 2010, after Ying Chen died from a backroom abortion at a dirty, ill-equipped acupuncture clinic in San Gabriel as a result of a botched second trimester abortion done by Rutland. He was banned from surgery and from doing abortions.

Subsequently, Rutland asked for permission to continue doing first trimester abortions, but on January 12, the Board issued a clarification specifically banning him from doing them.

Independently from the Medical Board, Operation Rescue conducted an undercover sting of its own on February 3, 2010, wherein a woman posing as a potential abortion customer received an appointment for a surgical abortion with Rutland for later that day.

Operation Rescue immediately contacted the Medical Board and submitted a copy of the recorded conversation.

Rutland’s attorney told the LA Times that Rutland’s daughter was actually doing the surgical abortions, but in the call made by Operation Rescue, the receptionist “Rhea” indicated that the caller’s appointment would be with Dr. Rutland, referring frequently to “him.” There was no mention of another physician.

“For the second time in two months, the California Medical Board is asking for the suspension of Rutland’s full license because of the danger he poses to the public,” said Operation Rescue President Troy Newman. “We pray this time they get it. We will continue to work though all legal channels available to us until he is out of the abortion business for good.”

Rutland has a long and troubled history. Rutland’s license had been previously revoked in 2003, after his negligence caused the death of a wanted baby during childbirth. Rutland lied to the parents about the child’s cause of death. At that time he was on probation for the deaths of two other infants. In 2007, Rutland’s license was reinstated.

He took over a Chula Vista abortion clinic from abortionist Nolan Jones, who had his license revoked in March, 2009, for violations ranging from botched abortions to fraud. Jones had replaced unlicensed abortionist Bertha Bugarin, who is serving nearly 7 years in state prison for illegal abortions. Bugarin had stepped in after abortionist Phillip Rand surrendered his medical license due to his part in killing a woman during a botched abortion in Santa Ana in 2004.

“We pray that Rutland is the last abortionist in this cycle of abuse of women through illegal and unsafe abortions, and that this clinic will never be allowed to reopen,” said Newman.
