Abortion Weaponization Playbook: strategy to enshrine and expand abortion in America

When Planned Parenthood and the media claim “abortion laws” are part of a long held strategy to dismantle Roe and ban abortion- as demonstrated in these Tweets….remind them that it is the abortion lobby that has had a long held strategy to weaponize abortion, as I will demonstrate below.

REMIND them that the abortion lobby and Planned Parenthood want to WEAPONIZE abortion and there has been a strategy to expand abortion:

A 92-page report on the Tara Health Foundation website should be reviewed by pro-life advocates across the nation, as it details upcoming strategy from abortion supporters, which includes the push for “home use” abortions. The document, as detailed at Live Action News reveals pro-abortion legislative and litigation strategies suggested in the report include:

  • REMS removal strategy (This is the risk management system that governs the abortion pill RU486)
  • TRAP laws removal advocacy
  • Gestational bans removal advocacy
  • Criminality of self-induced abortion removal advocacy
  • Organizing led by women of color (WOC)
  • Reproductive health or democracy reform PAC donations
  • Reproductive justice PAC donations
  • The plan committed to “increasing access for people with low incomes” even “where abortion… becomes inaccessible or is banned completely.”

This Live Action News piece, documents that earlier this year, Planned Parenthood released its plan for 2019, and despite  declining clients and health services, the plan reveals the organization’s continued obsession with abortion. The “multi-million dollar” plan was announced by the group’s political advocacy arm, Live Action News reports.
According to PP’s document and the Live Action News article, the largest provider of abortion planned to do the following:

Expand abortion using a Regional Access Network the abortion chain’s plans include:

  • A Regional Access Network anywhere abortion either becomes inaccessible or is banned completely
  • Facilitate telehealth care and transportation for patients facing obstacles to abortion
  • Opening new abortion facilities
  • Expanding medication abortion services
  • Expanding telemedicine services to increase abortion access for clients in remote communities

Legislative efforts to expand tax funded abortion, the plan will target 10 states, including:

  • Illinois, where Planned Parenthood is pushing public funding of abortion and ways the state can “codify the right to abortion in state law”
  • Maine, where Planned Parenthood is “moving to ensure women insured through public programs can have… abortion”
  • Rhode Island. where Planned Parenthood “will work in the 2019 legislative session to codify the right to…abortion in state law”
  • Oregon, where Planned Parenthood “is implementing the Reproductive Health Equity Act to guarantees no-cost coverage for… abortion”
  • Hawaii, where Planned Parenthood “is working to expand access to…abortion by advancing comprehensive coverage of… abortion”
  • Washington, where Planned Parenthood “is focusing on passing the Reproductive Health Equity Access bill” to remove barriers to abortion

Use Hollywood and media to “destigmatize abortion” the plan vows to:

  • Work with “content creators” on portraying abortion positively in film and television
  • Create resources to encourage, “accurate, non-judgmental conversations about abortion…”
  • Use technology to “help people understand the reality of safe, legal abortion and what patients experience when having an abortion”

#3) Click to Read Guttmacher Institute releases plan to expand abortion in 7 ways 

Live Action News documents how, the Guttmacher Institute, Planned Parenthood’s former “special affiliate,” has published a new “policy review,” titled, “Ensuring Access to Abortion at the State Level.
The document is broken down by several strategy subjects:
  • Affirming and Protecting the Right to Abortion
  • Providing Abortion Coverage
  • Ensuring Access to Information
  • Supporting Adolescents’ Access
  • Preventing Clinic Violence
  • Expanding the Pool of Abortion Providers
  • Creating a Safe Policy Environment for Self-Managed Care
  • Expanding Online and Telehealth Access

Paraphrased by Live Action News as follows:

  • 1) Push statutory and constitutional measures to codify abortion
  • 2) Increase taxpayer-funded abortion
  • 3) Force insurance companies to cover abortion
  • 4) Eliminate informed consent 
  • 5) Increase abortion customers
  • 6) Allow non-physicians to commit abortions
  • 7) Push “self-managed abortions”

#4) Advancing New Standards in Reproductive Health (ANSIRH), Gynuity Health Projects, and Ibis Reproductive Health  

According to another Live Action News report, “A consortium of abortion organizations — Advancing New Standards in Reproductive Health (ANSIRH), Gynuity Health Projects, and Ibis Reproductive Health — published a report entitled, “A roadmap for research on self-managed abortion in the United States.” The report suggested, [M]edication abortion could be even further demedicalized through pharmacy dispensing and expansion of telemedicine models—or even making it available over the counter (OTC)—which have the potential to expand access greatly.”

And…what do you know? Abortion organizations are pushing to expand abortion like never before, by attempting to influence the FDA to remove important safety regulations, called REMS which will enable them to sell the dangerous abortion pills online.

The Document claims these groups are planning to: 

  • Expand direct-to-patient telemedicine with various options, such as:
  • Use of phone rather than videoconferencing. 
  • Web-based interface for patient interactions and for recording clinical and research data.
  • Provision of medication abortion pills from a central pharmacy rather than from each clinician’s office.
  • Elimination of the requirement for screening ultrasound and lab tests (i.e., implement screening based entirely on history).
  • Home-based follow-up methods using urine pregnancy testing.
  • Study the uptake, safety, and effectiveness of advance provision of medication abortion pills.
  • Undertake an OTC label comprehension study and develop and implement an actual use study in a simulated OTC environment.
  • Identify ways to improve access in legally restricted settings using data from research with online providers and smartphone apps.

Disturbing Planned Parenthood champion Beto O’Rourke supports late term abortion has long list of controversies

Presidential hopeful Beto O’Rourke openly supported late third trimester abortions according to a video recently published online.

A report published by Live Action News, detailed that the Texas Democrat was asked:

Are you for third-trimester abortions or are you going to protect the lives of third-trimester babies? Because, you know, there’s really not a medical necessity for abortion. It’s not a medical emergency procedure because physically, third-trimester abortions take up to three days to have, so… in that sense, if there was an emergency the doctors would just do a C-section and you don’t have to kill the baby in that essence. So, are you for or against third-trimester abortions?”

O’Rourke told his supporters: “So, the question is about abortion and reproductive rights. And my answer to you is that that should be a decision that the woman makes. I trust her.”

Robert Francis “Beto” O’Rourke has a 100% voting record with NARAL, the largest abortion lobby group who publicly “thanked” BETO for his position on third trimester abortions.

Beto has a long history of support for abortion and Planned Parenthood – the largest tax-funded abortion vendor in the United States – even endorsed by Planned Parenthood – who called Beto “a friend” in his failed 2018 bid for US Senate.

Planned Parenthood not only endorsed the Texas Congressman, but, according to Open Secrets, Planned Parenthood funded Beto’s 2018 political campaign:

Beto has opposed protections for taxpayers under the Hyde Amendment, (H.R. 7, the No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act,) to keep the tax payer’s hard earned dollars out of the pockets of abortion providers.

He even supported an undocumented minor being able to access an abortion in Texas.

In 2013, Beto co-supported wide sweeping measures to protect abortion: “Women’s Health Protection Act” and again in 2017.  According to CNS News:

In Congress in 2017, O’Rourke co-sponsored H.R. 1322, the Women’s Health Protection Act. This proposal, which is still sitting the House, would erase nearly all state restrictions on abortion. As it states, “It is the purpose of this Act to protect women’s health by ensuring that abortion services will continue to be available and that abortion providers are not singled out for medically unnecessary restrictions that burden women by preventing them from accessing safe abortion services.”

The report notes that, “In 2017, O’Rourke voted against H.R. 36, the Pain-Capable Unborn Child Protection Act, which would have prohibited abortion after 20 weeks.” – Which he also bragged about doing did in 2015:

DROPPING F-BOMB

Beto has had his share of controversy, recently dropping the F-Bomb after his 2018 campaign loss, according to KFox14:

Thanking his campaign supporters for their spirited challenge to Sen. Ted Cruz, he said on live television Tuesday: “All of you, showing the country how you do this. I’m so f—ing proud of you guys.”

APOLOGY 

In 2018, Politico also reported how the Democrat Congressman had to apologize after reports he once criticized a Broadway musical with actresses “whose only qualifications seem to be their phenomenally large breasts and tight buttocks.”

The report goes on to state, “While it’s unclear whether O’Rourke was criticizing the musical’s use of scantily-clad women for effect or commenting on their bodies himself, his prose, in hindsight, is jarring either way.”

 

DRIVING DRUNK

At the age of twenty-six, O’Rourke drove drunk, and was given a DUI- admitting as such. He claims he went on to become successful in part because he was White.

The police report was obtained by the liberal media outlet Houston Chronicle, which claims that, “O’Rourke was driving drunk at what a witness called “a high rate of speed” in a 75 mph zone on Interstate 10 about a mile from the New Mexico border. He lost control and hit a truck, sending his car careening across the center median into oncoming lanes. The witness, who stopped at the scene, later told police that O’Rourke had tried to drive away from the scene.

“O’Rourke recorded a 0.136 and 0.134 on police breathalyzers, above a blood-alcohol level of 0.10, the state legal limit at the time. He was arrested at the scene and charged with DWI, but completed a court-approved diversion program and had the charges dismissed.”

According to Politifact, Beto’s “May 1995 misdemeanor arrest on the UTEP campus was later declined and his September 1998 misdemeanor DWI arrest in El Paso was dismissed.”

The check gave us case numbers for the arrests enabling us to fetch an El Paso County record stating that O’Rourke was initially arrested in May 1995 and that case was disposed of in February 1996. We saw too that after the DWI arrest, according to another county record, O’Rourke was referred to a misdemeanor diversion program in March 1999 and completed “DWI school” in May 1999. That document’s last entry, dated Oct. 20, 1999, says: “Misdemeanor diversion completed successfully.”

DISTURBING WRITINGS/HACKING 

In March of 2019, Fox News and other media outlets reported how, “A 15-year-old Beto O’Rourke once wrote a “murder fantasy” short story about running over two children with a car, according to a new report that also revealed the now-presidential candidate was a member of a famous hacking group…But the report also revealed that teenage Beto, in connection with the group, wrote stories under the name “Psychedelic Warlord” — writings that remain online.”

One piece in particular detailed the narrator’s murder spree, as part of his goal seeking “the termination of everything that was free and loving.” The piece described the first kill as the murder of two children crossing the street.

It reads: “Then one day, as I was driving home from work, I noticed two children crossing the street. They were happy, happy to be free from their troubles. I knew, however, that this happiness and sense of freedom were much too overwhelming for them.

As I neared the young ones, I put all my weight on my right foot, keeping the accelerator pedal on the floor until I heard the crashing of the two children on the hood, and then the sharp cry of pain from one of the two

In another piece, he challenged the perspective of a neo-Nazi who was defending Hitler’s actions.

The details were uncovered in a Reuters report on the “Cult of the Dead Cow,” a famous group of hackers credited with inventing the term “hacktivism,” the Fox report stated.

The disturbing writings as a teen might explain Beto’s lack of concern for babies in the womb, and even those who survive abortions.

The Texas Democrat has voted against the Born Alive Infant Protection Act, which would assist babies when they survive abortions. Beto was also asked how he would have voted- should he have defeated his US Senate opponent Ted Cruz in 2018. Given his pro-abortion track record, his opposition to essentially prohibiting infanticide was not surprising.

“I would have listened to the women that I wanted to represent in the state of Texas. I would have listened to doctors and medical providers. I would have looked at the facts and understood the truth and I would have voted with those women to make their own decisions about their bodies.”

Beto’s opposition to protecting babies born alive after abortion dates back years. In 2015, Beto bragged about it on his Facebook page, along with his opposition to removing tax payer funding of Planned Parenthood.

According to an analysis of California’s Fee for Service (FFS) Program, which funds abortions, California taxpayers have spent more than half a billion dollars on abortions committed in the state since 1989. Live Action News reviewed reports published by Medi-Cal, a California state tax funded program for low-income children and adults, and found that in just the state’s Fee for Service (FFS) Program, taxpayers paid nearly $700 million for abortions over 25 years, from 1989 to 2014.

As you can see from the chart above, actual taxpayer-funded abortion totals were unavailable until the year 2000. Between 2000 and 2014, California billed the taxpayers for nearly 840,000 abortions, which cost more than $358 million.

Under the federal Hyde Amendment, federal tax dollars cannot fund abortions except in specific circumstances, but tax dollars can fund the same facilities and staff that commit abortions. Many Americans are unaware that their hard-earned tax dollars often fund abortions at the state level.

2000 to 2014

In 2000, Medi-Cal funded a total of 45,794 fee-for-service (FFS) abortions, paying an average of $322 per procedure, totaling $14,754,481 for all abortions. FFS taxpayer-funded abortions from 2000 broke down by race as follows:

  • White: 12,078
  • Hispanic: 15,550
  • Black: 5,866
  • Asian and Pacific Islander: 2,078
  • Alaskan Native/American Indian: 278
  • Not reported: 9,944

In 2014, Medi-Cal funded a total of 53,907 fee-for-service (FFS) abortions, paying an average of $512 per procedure, totaling $27,591,381 for all abortions. Taxpayers in Los Angeles County paid the largest portion of state taxpayer-funded Medi-Cal FFS abortions in 2014, accounting for 19,166 abortions (nearly 40 percent)– a total of $10,148,369 billed to state taxpayers.

Abortions by type

Abortions by procedure were reported beginning in 2003. Documents show that from 2003 to 2014, over 80,000 later term abortions (D&E abortions) were taxpayer-funded.

Previous Live Action News reports indicate that in several states including New Mexico, taxpayers end up funding late-term abortions (after the 20th week of pregnancy) done for any reason the woman desires. It is important to note that these abortions are not being committed solely for health reasons, as is often suggested by abortion proponents and the media.

The State of California does not publish its abortion numbers, which is why they are not included in the abortion totals from the Centers for Disease Control (CDC). (In 2014, 652,639 abortions were reported to the CDC from 49 reporting areas, excluding California, Maryland, and New Hampshire. In 2015, the number of abortions decreased to 638,169 for the same 49 reporting areas.)

Although 2015 data is not yet available, the Guttmacher Institute, a former “special affiliate” of Planned Parenthood, which claims to contact abortion facilities nationwide for their figures, reported a total of 926,200 abortions nationwide in 2014. In addition, Guttmacher published the following abortion statistics for California:

  • In 2014, some 157,350 abortions were provided in California, though not all abortions that occurred in California were provided to state residents, as some patients may have traveled from other states; likewise, some individuals from California may have traveled to another state for an abortion.
  • There was a 15% decline in the abortion rate in California between 2011 and 2014, from 23 to 19.5 abortions per 1,000 women of reproductive age.
  • Abortions in California represent 17.0% of all abortions in the United States.

For years, Guttmacher has been the only source for abortion numbers in California, and their research reveals the following:

According to data published by the Guttmacher Institute in December of 2018, “16 states use their own funds to pay for all or most medically necessary abortions for Medicaid enrollees in the state….”  Live Action News has previously documented that more than half of abortions in Medicaid-coverage states are taxpayer funded.

From 2000-2005, between three and four percent of women in California who received taxpayer-funded abortions had at least one prior abortion. (See figures here: 200020012002200320042005.) Data for California is not available past 2005 for this statistic. (Interestingly, New York women also have been found to have repeated abortions on the taxpayer’s dime.)

In January of 2018, a Knights of Columbus-Marist poll found that six in ten Americans opposed using tax dollars to pay for abortions. A previous poll from 2017 had similar results, according to the Daily Signal, which wrote that, “When polled, 61 percent of Americans opposed using tax dollars to fund abortions within the United States, while 83 percent of respondents opposed subsidizing abortions outside of the United States.” In 2016, voters again reiterated their disdain for tax funded abortions. The poll, conducted by Politico and the Harvard T.H. Chan School of Public Health, revealed that 58% of voters opposed allowing Medicaid funding to be used for abortion services.

In a previous piece, Live Action News revealed that, despite abortion proponents’ claims that taxpayers don’t fund abortion, taxpayers are footing the bill for more than half of all abortions committed in states where Medicaid pays for abortions. Now, here are more details from various states, detailing how much taxpayer funding is really being used to pay for abortions.

Alaska

According to 2017 data50.6 percent of women who aborted used Medicaid to fund their abortions. Out of 1,255 abortions reported, 635 were taxpayer funded. 2016 data is available from Live Action News here.

California

The most recent Medi-Cal funded induced abortion report (2014), shows that taxpayers in California paid for 83,485 abortions through Medi-Cal Fee-For-Service (FFS) and Managed Care plans.

In just the Medi-Cal FFS plan, taxpayers financed 53,907 abortions to the tune of $27,591,381.00. This included 4,438 Dilation and Evacuation (D+E) abortions, which are usually committed later in the pregnancy.

Former abortionist Dr. Anthony Levatino describes below the gruesome D&E abortion procedure, which California taxpayers are funding:

Illinois

According to the Charlotte Lozier Institute, “In 2017, Illinois expanded Medicaid coverage to pay for elective abortions with state Medicaid funds. Before the expansion, Illinois’ Medicaid program covered abortion only when the pregnancy resulted from rape or incest or when the mother’s life was at risk.”

As a result, the Illinois News Network (INN) reported that “Illinois taxpayers paid for nearly four times more abortions in the first six months of 2018 than the year before….” Abortion reimbursement requests Illinois News Network obtained from the Illinois Department of Health and Family Services (HFS) showed that taxpayer funded abortions increased 274 percent as follows:

  • From January to June 2017: 84 taxpayer-funded abortions
  • From January to June 2018: 314 taxpayer-funded abortions

For the first six months of 2017, INN reported that “the HFS document showed the provider charge amount for the 84 procedures was $129,467, with a total payment of $14,995.29. For the same time period in 2018 for the 314 procedures the provider charge amount was $426,583 with a payment total of $24,389.”

Illinois taxpayers may even be footing the bill for residents from other states, implied in a report published by WQAD which showed that in 2016, “there were were 4,543 out-of-state individuals that got an abortion in Illinois, 1,573 more than in 2014.”

“[O]ur Medicaid eligibility requirements are so lenient that we expect folks are going to come in from out of state, they will establish temporary residence to get their free abortion and then go home,” State Rep. Peter Breen told WQAD.

Maryland

According to the most current data on state taxpayer dollars funding abortion (data may not include all abortions):

  • 2017: $5.7 million funded 8,798 abortions
  • 2016: $5.4 million funded 7,897 abortions.
  • 2015: $5.7 million funded 7,945 abortions.
  • 2014: $5.6 million funded 7,651 abortions.
  • 2013: $5.4 million funded 7,528 abortions.
  • 2012: $5.2 million funded 7,442 abortions.
  • 2011: $5.4 million funded 7,177 abortions.
  • 2010: $4.7 million funded 6,652 abortions.
  • 2009: $3.4 million funded 4,857 abortions.
  • 2008: $2.2 million funded 3,281 abortions.
  • 2007: $2.2 million funded 3,580 abortions.
  • 2006: $2.7 million funded 3,831 abortions.

Live Action News previously reported that, in 2015, the percentage of taxpayer-funded abortions in the state increased from 47 to 49 percent, for a total of 42,549 taxpayer-funded abortions that year.

Oklahoma

According to the state’s 2017 induced abortion report, an unknown number of abortions were recorded as being funded by Medicaid. The report indicates that the “cell was suppressed to maintain confidentiality of surrounding entries.”

Oregon

In November of 2018, Oregon voters will decide if their state will continue to fund abortions. Measure 106 would prohibitpublic funds from being spent on abortions, except when medically necessary or required by federal law.

Jeff Jimerson of Oregon Life United recently told KATU that in 2017, the state paid $1.9 million to fund approximately 3500 abortions, an average of ten abortions each day.

According to the Oregonian, abortions are covered under the Oregon Health Plan, “which paid $2.4 million for 3,769 abortions in 2016, according to Oregon Health Authority documents.”

South Carolina

A letter submitted by Lt. Gov. Kevin Bryant to The State claims that:

  • Planned Parenthood alone received almost $360,000 from SC taxpayers from 2011-2016
  • From 2011-2015, S.C. Medicaid paid for 29 abortions
  • Since 2011, the state employee health plan has paid for 11 abortions.

South Dakota

In 2016, 17 out of 472 abortions were paid for by a public health plan. According to the the state’s Office of Health Statistics report, the majority of abortions — 83.7 percent — cost between $600 and $699.

West Virginia

A summary of Medicaid-funded abortions from 2009 to 2017 was included in a report recently submitted by the Bureau for Medical Services to the West Virginia Legislature’s Joint Committee on Government and Finance, as follows:

This list is by no means all state funding.

An analysis published earlier this year by Guttmacher found that “Medicaid was the second-most-common method of payment, reported by 24% of abortion patients. The overwhelming majority of these patients lived in the 15 states that allow state funds to be used to pay for abortion.”

The American public is told that their tax dollars do not fund abortion, but this is false. At the federal level, despite measures like the Hyde Amendment, which prohibit federal dollars from paying for abortions, taxpayers still fundabortions in certain instances. “Federal financial participation (FFP) is only available for abortions performed to save the life of the mother or to terminate pregnancies resulting from rape or incest,” a Medicaid spokesperson previously told Live Action News.

But this amounts to more than what it sounds like. According to Medicaid.gov, in 2016 alone, federal dollars were used to pay a total of nearly $50,000 for abortions at the federal level and $31,000 at the state level. However, this figure was down substantially from previous years.

Live Action News previously reported that according to national net expenditures published by Medicaid.gov in 2015, taxpayers funded $500,659 for abortions that year under Medicaid assistance programs. Of that total, $327,341 was paid by federal dollars and $173,318 was paid by the states where the abortions were committed.

Americans taxpayers paid even more for abortion in 2014. The net national total of Medicaid program assistance expenditures that year reveals that taxpayers paid $1,204,949 for abortions, with $604,897 picked up federally and $600,052 picked up by taxpayers within the states.

Planned Parenthood‘s former “special affiliate,” the Guttmacher Institute, notes:

  • 17 states have a policy that directs Medicaid to pay for all or most medically necessary abortions.
    • 5 of these states provide such funds voluntarily.
    • 12 of these states do so pursuant to a court order.

Previous Live Action News reports indicate that, in several states including New Mexico, taxpayers are forced to fund late-term procedures (after the 20th week) done for any reason the woman desires. It is important to note that late-term abortions are not being committed solely for health reasons, as is often suggested by abortion proponents and the media.

In New Mexico, undercover audio calls to a late-term abortion facility revealed that facilities in the state will advise women to seek a Medicaid (taxpayer) funded abortion when:

  • there is nothing wrong with “the pregnancy” and the woman no longer wants the baby
  • when the baby has Down syndrome
  • when a minor is impregnated by an adult male predator

Time and again, Live Action News has documented that tax dollars actually increase the number of abortions the taxpayer is forced to finance, many of which are repeat abortions. Reports from the abortion lobby, which tends to see everyabortion as “medically necessary,” reveal the exact same thing.

A recent survey conducted by the Guttmacher Institute revealed that women who have taxpayer-funded abortions tend to have more abortions. It also revealed that the majority of those women were using contraception when they became pregnant. In addition, Guttmacher, which is funded in part by taxpayers, found that Black women had a higher rate of prior abortions.

report published by the pro-abortion Reproductive Health Investors Alliance, available on the Tara Health Foundation website, showed that the percentage of abortions by payment, funded by taxpayers in states that do not cover abortions via Medicaid, was just 1.5 percent. However, in the Medicaid coverage states, that figured jumped to 52.2 percent.

Live Action News overview on how tax dollars fund abortions by state references a report showing that the state of California’s Medi-Cal program paid for more than 83,000 abortions in a single year. In Minnesota, taxpayer-funded abortions recently increased almost 11 percent, with Planned Parenthood committing the largest portion, despite a record low number of abortions nationally. In Alaska, abortions recently declined 5.5 percent overall, while the percentage of taxpayer-funded abortions increased from 32.8 percent to 44.1 percent in just one year.

Funding abortions increases the number of abortions and increases the long-term effects a woman will potentially suffer after the abortion. Forcing taxpayers to pay to kill babies is immoral and a poor use of hard-earned tax dollars… and it needs to end. In part two, Live Action News will detail abortion funding in a number of specific states.

New Mexico taxpayers pay hundreds of thousands of dollars annually for abortions

Live Action has exposed the fact that taxpayers are, indeed, funding abortion, despite contrary claims from Planned Parenthood and its supporters. In recent articles, Live Action News demonstrated to readers how government dollars given to abortion providers such as Planned Parenthood can fund abortion-related services, facilities and staff. The process of fungibility was also explained in a Live Action video:

Previous Live Action News articles have shown how taxpayer dollars actually do fund abortions. According to the most recently available report from the state of California’s Medi-Cal program, public funds paid for more than 83,000 abortions in the state in 2014.

What about other states? In Minnesota, abortions have fallen to their lowest number in 35 years of reporting — but in 2015, taxpayer-funded abortions in the state increased almost 11 percent, with Planned Parenthood committing the largest portion of those procedures.

In Alaska, the Department of Health and Social Services Bureau of Vital Statistics shows that while abortions in that state declined 5.5 percent from 2015 to 2016, tax funded abortions rose over 34 percent from 32.8 percent to 44.1 percent.

And now, we have information about taxpayer-funded abortions in New Mexico.

If you want to know where to get a taxpayer-funded abortion, look no further than an abortion facility’s website. Abortion is a business, which is why facilities publish all possible ways they can be paid for the services they offer — so I did some research by checking out the website for Southwestern Women’s Options (SWO), one of the busiest abortion facilities in the state.

Southwestern Women’s Options is one of several centers that will kill a preborn baby through all nine months of pregnancy. As you see in the screen below, the facility website states: “New Mexico Medicaid covers medically necessary abortion procedures.”

So, what does “medically necessary” mean? As I described previously, to abortionists at an abortion business like Planned Parenthood, it means any and all abortions. Why should Southwestern Women’s Options, a notorious late-term abortion facility, think any differently?

Undercover calls made to SWO reveal that not only will the late term abortion facility bill abortions to the taxpayer, they will do it even if the person needing the procedure is a minor impregnated by an older relative. The caller in the video below tells a staff member at SWO that she is under 18 years old and later states that she is 16.

Asked how far along into the pregnancy she is, the caller states, “Um, I’m 26 weeks.”

The staff member finds out that the caller has no insurance — not even “New Mexico Medicaid,” according to the recording.

The caller is quoted a fee of $7,500 and is offered a 20 percent discount for assistance, leaving her with $6,000 to pay.

Caller: “If I had Medicaid, would that cover it?”

Abortion Clinic: “Yes.”

Caller: “Could I get Medicaid without my parents knowing?”

Clinic: “Um–there is uh–what’s called emergency pregnancy Medicaid… so you could try that…”

In yet another call, the investigator tells the facility that she is “about 26 weeks” and that there’s nothing medically wrong with “the pregnancy.”

She is then asked by the staff member if she has “insurance or Medicaid.”

Caller: “I do have the pregnancy Medicaid.”

Clinic:” So, if we would start this… next week… well actually Medicaid covers the abortion in the state of New Mexico…”

Caller: “How much is it? I’m just curious.”

Clinic: “Well, you are probably looking at a range from anywhere $8 to $9,000…”

According to the most recent published data from the New Mexico Department of Health for 2014, there were 3,347 abortions recorded by the state for that year, a slight increase of 2 percent from the 2013 numbers. By 2016, the Albuquerque Journal reported that New Mexico abortions had decreased 24 percent since 2010.

But those statistics may not paint the full picture.

According to the state, 2014 numbers only reflected abortions performed on New Mexico residents. Because of the state’s liberal laws regarding late-term abortions, women travel to New Mexico from other states to obtain abortions — and these statistics may not reflect the numbers of those women.

According to the Albuquerque Journal:

Abortions among New Mexico residents, especially women ages 19 and younger, are down dramatically since 2010, but the number of out-of-state women coming here for abortions has doubled in the past three years, according to newly compiled state data.

Nearly 20 percent of the roughly 4,500 abortions performed in New Mexico in 2014 involved women from out of state, according to state Department of Health data.

Tax dollars going directly into the pockets of abortion facilities is evidenced by another undercover call between a pro-life investigator and Southwestern Women’s Options, in which the caller tells the staff member she has New Mexico Medicaid and is approximately 30 weeks pregnant with a baby who has Down syndrome.

The SWO staffer, “Molly,” confirms that the facility would be able to do the three- to four-day procedure and bill the abortion to the taxpayer, via Medicaid.

The caller then asks “Molly” how much the procedure would cost as a self-pay, rather than Medicaid paid.

Clinic: “Out of pocket its anywhere from – it’s kind of – you’re looking at a range in between $10,000 and $16,000, somewhere around there…”

Caller: “But Medicaid does cover it 100 percent,right?”

Clinic: “Yes. Yes.”

A report published by Operation Rescue revealed that “in 2011, New Mexico taxpayers paid for 1,786 abortions, which amounted to $1,127,557.26.”

By 2012, data provided by the group Pro-life ABQ showed that the state had funded a total of 649 abortions (598 of which were late-term), costing taxpayers $177,361.32. (See a chart provided by Project Defending Life here.)

More recent data, provided by the pro-life group Pro-life ABQ to Operation Rescue, shows that by 2013, “811 abortions were billed to the state, costing taxpayers $160,007.51.”

Protest ABQ reported that by 2014, “$241,989.69 of tax dollars were used to pay for abortions in New Mexico.” The article does not estimate how many abortions that would have been.

OR’s article goes on to state that “[t]he largest portion of these abortions” was done at Southwestern Women’s Options:

SWO employs Susan Robinson and Shelley Sella, who reside in California; their net income in 2013 from New Mexico Medicaid was $74,770.78 for performing 335 abortions.

The University of New Mexico performed 126 Medicaid funded abortions in 2013, which cost taxpayers $24,729.65.

According to a statement given by Abortion Free New Mexico, in 2015, New Mexico taxpayers spent $210,628.08 on abortions. (Tara Shaver, the group’s spokesperson, provided Live Action News with the 2015 taxpayer-funded abortion data obtained from the New Mexico State Human Services Department through an Inspection of Public Records Act request in March 2017.)

 

While the federal Hyde Amendment puts limits on taxpayer-funded abortions for only very specific reasons, states can use Medicaid dollars to pay for abortions however they choose.

The U.S. Senate is nearing its debate on defunding Planned Parenthood, the largest chain of abortion facilities in the country, which receives over $554 million state and federal tax dollars annually. Lawmakers should protect taxpayers from becoming complicit in over 320,000 abortions each year — by voting to defund Planned Parenthood permanently.

Contact your U.S. and state lawmakers to encourage them to reroute funding from Planned Parenthood to community health centers, and to urge them to stop funding abortions with taxpayer dollars.

Claire Keyes is a writer for the pro-choice blog RH Reality Check, and say that most of her life’s work has been in abortion. She has been the director of Allegheny Reproductive Health Center for more than 25 years, but recently retired. For nearly two decades she has been training abortion counselors; she has presented at both the National Abortion Federation and the National Coalition of Abortion Providers and she co-authored, “How Do You Want Your Abortion”.

Planned Parenthood reports that they killed 333,964 unborn children from abortion with our tax dollars in the year 2011 to 2012 according to their most recent report! In addition, according to Planned Parenthood’s “Services” fact sheet, its clinics performed 329,445 abortions in 2010.

The $524 MILLION is a huge jump in government revenue from previous years. In 2008, Planned Parenthood received $349.6 million in tax dollars in the fiscal year ending on June 30, 2008, and $363.2 MILLION Dollars on Government Grants ( Tax Dollars) in 2009– that is ONE MILLION DOLLARS PER DAY of taxpayer money !!! In a 2010 PPFA 990, Cecile Richards reported earning $319,245 from PPFA and $35,471 from related PP organizations

Planned Parenthood of North Texas has broken ground in southwest Fort Worth, Texas on a $6.5 million health center and administrative office. According to its website, the planned 19,000 square foot complex will be triple the size of the facility it is replacing.

$2 Million Dollars: 2012- Planned Parenthood plans to open its first health center in the Victor Valley by the end of the year on Park Avenue, next to the Coco’s Bakery. The site was built in the ’80s to house Chuck E. Cheese’s and was last used in 2006 as a furniture store.
A Victorville zoning administrator approved the site plan for the $2.2 million project in early May, since the medical office is a permitted use in that area and the project meets all city codes. The site plan calls for minor exterior improvements and parking lot alterations to the existing 10,000-square-foot building.

$2.3 Million: 2012- Planned Parenthood of Illinois’ Teen Awareness Group helped kick off the remodel of the Planned Parenthood health center at 302 E. Stoughton St.
According to a press release, the budget for the remodel is $2.3 million.

In June of 2012, a builder informed pro-lifer Terri Palmquist of the construction of the new Planned Parenthood “mega” abortion center planned for Bakersfield, CA— over 10,000 square feet — a few blocks west of Mercy Hospital, across the street from a residential area. The new location is about a block west of the existing Planned Parenthood office, where abortions have apparently never been committed, although abortion referrals have frequently occurred.

$2.3 Million: 2010- Planned Parenthood is preparing to start a $2.3 million building project to expand its services and client base in Champaign.
Beth Kanter, Planned Parenthood spokeswoman, said the organization is planning a complete remodeling of its Champaign facility at 302 E. Stoughton St. and has raised more than half the money needed to pay for it.

Construction is moving forward on the new Planned Parenthood facility in the Glenwood community between Eugene and Springfield.

$1.69 Million– ALBANY, NY -September 13, 2010, Upper Hudson Planned Parenthood opens the doors at its new Albany health care center and administrative offices at 855 Central Avenue. The new facility takes up the entire third floor of the three story building, located between CVS and Orange Ford across from the Hannaford Plaza on Central Avenue. In addition to the Albany health center, the facility includes a large conference room, a library, and a “Teen room”, as well as administrative and education offices. “We now have 18,000 square feet of completely renovated space explained UHPP President/CEO Patricia McGeown. The total cost $1.692 million cost .

In 2011, Planned Parenthood Arizona opened a new 1,982- square-foot medical facility.


Months after Planned Parenthood paid $733,151 cash for a 17,050 sq ft unfinished shell in Auburn Hills, Michigan, it stands empty as a neighboring hotel owner continues to battle the abortion giant in court, claiming a deed restriction prevents the structure from being used as an abortion mill.

Concord-based Planned Parenthood Shasta Pacific has expanded from the East Bay after the national Planned Parenthood Federation canceled its affiliation with the former Planned Parenthood Golden Gate last September due to a host of financial and administrative problems. The Shasta Pacific affiliate’s new clinic is opening in a 1,600-square-foot space at 141 Camino Alto, a medical office building across from Mill Valley Middle School that also includes two dental practices, an orthodontist and a prosthodontist.

On May 11th, 2010, Planned Parenthood opened its 76,000 square foot facility at 4600 Gulf Freeway.

Some argue that Planned Parenthood is a “good” organization despite the fact that they were founded by a RACIST KLAN speaker who was so connected with the Eugenics Movement that many of her Planned Parenthood board members were Eugenics members as well. Eugenics is the movement that forcefully sterilized thousands of Blacks in the US and Planned Parenthood’s founder, Margaret Sanger agreed with that ideology. While Planned Parenthood touts itself as an organization dedicated to women’s reproductive health, more than one-third of the executives surveyed in the new report (36%) are men and only 12 percent of them have any health background while 11 percent have some sort of political background.

The report also surveyed the salaries of the top employees of the abortion business, which maintains its headquarters in new York City. The report shows Planned Parenthood president Cecile Richards and her chief lieutenants are paid well.
