Obama’s Teen Pregnancy Prevention Initiative giving millions to abortion giant Planned Parenthood

When President Obama said that he did not want his daughters punished with a pregnancy- he wasn’t kidding.

Perhaps that was the motivation behind his creation of the The Office of Adolescent Health (OAH) a government agency and division of the Health and Human Services Department.

According to Siecus, the OAH is part of President Obama’s Teen Pregnancy Prevention Initiative (TPPI), first funded in Fiscal Year (FY) 2010 at $110 million, in public and private grants. The Initiative funds programs that “reduce teen pregnancy”.

TPPI is administered by the Office of Adolescent Health (OAH), in cooperation with the Administration for Children and Families and the Centers for Disease Control and Prevention (CDC).

In 2012, OAH or TPPI was funded at $105 million.

Planned Parenthood’s research arm, the Guttmacher Institute describes OAH this way, “The program emerged during final negotiations over the health care reform legislation enacted in March 2010. As partisans argued over provisions to prohibit insurance coverage of abortion when government funds are involved,Sen.BobCasey(D-PA)and the U.S. Conference of Catholic Bishops pressed for the fund’s inclusion as part of the final legislation, characterizing it as a way to make it easier for vulnerable women to decide to carry their pregnancies to term.”

Guttmacher’s continues, they write, “Melinda Delahoyde, president of Care Net, a network of crisis pregnancy centers, in an article published by the Christian News Service. “Our hope is that the White House will be true to its word and use this money to reduce abortion by giving it to those organizations that truly help women choose life.”The Family Research Council’s criticism of the program was more direct: “How can [President Obama] find common ground on abortion if the Fund never mentions it?” Other activists, particularly in the antiabortion blogosphere, opposed the creation of the fund as a “social spending” program. Financial rewards, they say, incentivize the nation’s teens to have children.”

On the OAH website they claim to, “support and evaluate evidence-based teen pregnancy prevention (TPP) programs and implement the Pregnancy Assistance Fund.”

In addition the OAH coordinates HHS efforts related to adolescent health promotion and disease prevention; and communicates adolescent health information to health professionals and groups, those who serve youth, parents, grantees, and the general public. OAH is the convener and catalyst for the development of a national adolescent health agenda.

What is interesting are the goals that the Center for Disease Protection (CDC) lays out for OAH:

According to the CDC, “The purpose of this program is to demonstrate the effectiveness of innovative, multicomponent, communitywide initiatives in reducing rates of teen pregnancy and births in communities with the highest rates, with a focus on reaching African American and Latino/Hispanic youth aged 15–19.

To achieve these goals for FY 2011–2015, nine state- and community-based organizations, including two Title X agencies, and five national organizations were funded through the cooperative agreement, Teenage Pregnancy Prevention: Integrating Services, Programs, and Strategies Through Communitywide Initiatives. These awards were made through two competitive funding opportunity announcements (FOA): one through a joint FOA from OAH and CDC, and one from a joint Office of Population Affairs and CDC FOA.

Whistleblower files appeal charges Planned Parenthood with fraud

Alliance Defending Freedom filed an appeal Wednesday with the U.S. Court of Appeals for the 9th Circuit on behalf of Jonathan Bloedow, a Washington taxpayer who alleges that Planned Parenthood submitted “repeated false, fraudulent, and/or ineligible claims for reimbursement” to the state’s Department of Social and Health Services.

“American taxpayer dollars should be used responsibly and for the common good, not funneled to groups like Planned Parenthood that abuse the public trust,” said Senior Counsel Michael J. Norton, a former U.S. Attorney. “Compliance with the law should not be sacrificed for the sake of Planned Parenthood’s bottom line. They have cheated the American taxpayer for too long. It’s time the abortion giant is held accountable.”

The federal False Claims Act allows “whistleblowers” with inside information to expose fraudulent billing by government contractors.

In July 2011, Alliance Defending Freedom attorneys filed the lawsuit Bloedow v. Planned Parenthood of the Great Northwest under the act. A federal district judge dismissed the case last month on technical grounds–wrongly concluding that Bloedow’s claims were barred by another lawsuit against an entirely different Planned Parenthood affiliate based in California.

Bloedow’s lawsuit alleges that Planned Parenthood submitted false claims to Washington’s Department of Social and Health Services and its Health and Recovery Services Administration. HRSA runs the state’s Title XIX Medicaid program.

According to the suit, Bloedow discovered through his own research that Planned Parenthood of the Great Northwest filed at least 25,000 false claims with HRSA for reimbursements in excess of the amount allowed for oral contraceptive pills and at least another 25,000 for reimbursements in excess of the amount allowed for “emergency contraceptive” (“Plan B”) pills under the federal government’s 340B drug reimbursement program. Total damages could be as much as $377,134,130.

Alliance Defending Freedom has filed two other unsealed False Claims Act lawsuits to date, Johnson v. Planned Parenthood of Houston and Southeast Texas and Thayer v. Planned Parenthood of the Heartland.

In 2013, Alliance Defending Freedom released its updated report to Congress that identified nearly $108 million in waste, abuse, and potential fraud committed by Planned Parenthood affiliates and other providers.

Lawsuit: Planned Parenthood defrauded taxpayers in Wash. state

Planned Parenthood submitted “repeated false, fraudulent, and/or ineligible claims for reimbursement” to the state of Washington’s Department of Social and Health Services, according to a federal lawsuit made public Tuesday. Alliance Defending Freedom attorneys filed the lawsuit in July 2011 on behalf of Jonathan Bloedow, a Washington resident who discovered the alleged frauds through state open records requests.

“Americans deserve to know, especially in economic times like these, if their hard-earned tax money is being funneled to groups that are misusing it,” said Senior Counsel Michael J. Norton, a former U.S. Attorney. “Compliance with the law should not be sacrificed for the sake of Planned Parenthood’s bottom line. They have cheated the American taxpayer for too long. It’s time the abortion giant is held accountable.”

Federal law allows “whistleblowers” with inside information to expose fraudulent billing by government contractors. By law, such cases must initially be filed under seal and may not be made public while federal authorities decide whether to join the case.

Bloedow has sued under the federal False Claims Act. The suit alleges that Planned Parenthood submitted false claims to Washington’s Department of Social and Health Services and its Health and Recovery Services Administration. HRSA runs the state’s Title XIX Medicaid program.

The lawsuit alleges that Planned Parenthood of the Great Northwest filed at least 25,000 false claims with HRSA for reimbursements in excess of the amount allowed for oral contraceptive pills and at least another 25,000 for reimbursements in excess of the amount allowed for “emergency contraceptive” (“Plan B”) pills under the federal government’s 340B drug reimbursement program. The allegations of Bloedow’s complaint are consistent with a 2011 Government Accountability Office report that concluded that HRSA monitoring of the 340B program was inadequate and recommended that “HRSA take steps to strengthen oversight regarding program participation and compliance with program requirements.”

Alliance Defending Freedom has filed two prior False Claims Act lawsuits, Johnson v. Planned Parenthood of Houston and Southeast Texas and Thayer v. Planned Parenthood of the Heartland. Bloedow v. Planned Parenthood of the Great Northwest is pending in the U.S. District Court for the Western District of Washington. Allied Attorney Todd Nelson with Nelson Law Group in Seattle is co-counsel and is one of nearly 2,200 allied attorneys with Alliance Defending Freedom.

In 2012, Alliance Defending Freedom publicly released its report to Congress that identified nearly $100 million in waste, abuse, and potential fraud committed by Planned Parenthood affiliates and other providers. Seventy-two Members of Congress, led by Rep. Diane Black of Tennessee and Rep. Pete Olson of Texas, continue to press for the investigation of how Planned Parenthood, the nation’s largest purveyor of abortions, has spent more than $2.3 billion of federal taxpayer dollars over the last few years.
