Planned Parenthood abortionist’s license suspended for failing to comply with state law on 13-year-old’s abortion

A Kansas abortion doctor is blaming Planned Parenthood after his medical license was suspended for failing to comply with a state law to preserve fetal tissue taken from a 13-year-old sexual abuse victim after her abortion.

Under state law, physicians are required to preserve fetal tissue extracted from abortions committed on patients under 14 years old and submit the tissue to the Kansas Bureau of Investigation (KBI) or laboratory designated by the director of the KBI.

But osteopathic physician/abortionist Allen S. Palmer testified that Planned Parenthood never trained him how to handle these cases in order to comply with state law.

Palmer was a part-time “contractor” for Comprehensive Health of Planned Parenthood of Kansas City and Mid-Missouri, committing abortions one weekend per month for five years. He also worked holidays, including Christmas. On December 22, 2014, Palmer performed a first-trimester abortion at Planned Parenthood on a 13-year-old child who had been sexually assaulted by a 19 year-old male.

In his testimony before the Kansas Board of Healing Arts, Palmer made excuses for why he was unaware that the patient was a minor, laying blame squarely on the policies of Planned Parenthood. “I was not informed that she was a minor under age 14. As a result, there was no need to retain tissue,” he told the Board.

Yes, I failed to preserve the tissue, but only because I was not informed the patient was 13 less than 14 years old. I was never educated on Planned Parenthood policies and procedures on termination of pregnancy on a patient less than 14 years old, including I was never shown a KBI kit or received any information about its requirements.

Live Action News has reported numerous incidents where Planned Parenthood failed to report child sexual abuse, resulting in some victims being returned to their abusers.

Former Planned Parenthood staffer Ramona Treviño told Live Action president Lila Rose that instead of helping employees to identify and report potential abuse at her facility, Planned Parenthood instructed staff on how to identify undercover journalists and whether they were being recorded.

In addition to Kansas, records indicate Palmer once owned a NAF affiliated abortion facility in Missouri. Pro-life group Operation Rescue says Palmer also committed abortions at South Wind Women’s Center in Wichita and Whole Women’s Health in Peoria, Illinois. An online search result indicates he may also work at Hope Clinic for Women.

Palmer told the Board that in Illinois, he performed abortions on a dozen minor girls in “twenty years,” and that those cases were reported to police. But he testified that he had not committed an abortion on a minor in Kansas prior to that 2014 incident, because those abortions were usually performed by Planned Parenthood’s medical director, “Dr. [Orrin] Moore.”

[…] I was informed by Doctor Moore… the clinical medical director, that terminations of pregnancy performed on minors were done only by him. Therefore, I never received training or information regarding Planned Parenthood’s policies and procedures to ensure compliance with the law when terminating pregnancy in minors and preservation of tissue. I was never shown or trained on a KBI kit and its requirements.

Palmer claimed it was the duty of Planned Parenthood’s counselors to determine the patient’s age. His job was to check the ultrasound, not to review the patient’s paperwork. According to Palmer, it was common practice for the counselor, not the doctor, to be informed if a woman had a serious medical condition as well.  In other words, abortionists at Planned Parenthood didn’t make it their business to be aware of critical medical information — they were only there to commit abortions. So much for patient care.

Palmer then detailed the abortion process at Planned Parenthood (emphasis added):

They get a blood test with a lab tech. The ultrasound is performed by a clinical staff member, and then receive counseling from the clinic counselor before seeing me. When I see the patient, I’m assuming that they’ve been screened and counseled by Planned Parenthood staff according to their policies and procedures and according to the state law and have been determined to be candidates for an abortion.

After screening and counseling has been completed, I see the patient. At that time I ask if she has any questions about the procedure. The patient and I sign the consent. After we both sign the consent, the patient waits 30 minutes before the procedure can begin. In reviewing the patient’s records, I cannot find a consent form that she and I signed.

Termination of pregnancy occurs in a surgical room. Once a patient enters the room, I first check the computer to make sure I have the correct patient by asking her name. I review the ultrasound and verify the gestational age. Once again, confirming that the patient understands the procedure and I ask her if there is any questions. Then I proceed with the termination.

Once the procedure is completed and tissue removed and taken to another area of the clinic, evaluated, the patient is taken to a post-op area. I examine the tissue with the surgical tech. After I examine the tissue, I leave it to the surgical tech to handle it from there. In the room — in the room the tissue was taken, there was no KBI evidence kit or anything to establish chain of custody for evidence or to instruct any preservation of tissue.

Palmer further defended his actions by claiming that there was no signed operative consent before he did the abortion. The 78-year-old abortionist was represented by his attorney, Thomas L. Theis, who made the point that Planned Parenthood was in the business of performing abortions on all ages. Theis discovered that although the abortion was committed in December, the “consent form” was not signed until January.

A copy of the Board’s final order mentions this fact:

Although Palmer met with the child before the procedure, he did not guess her age because “you cannot do that with women anymore.” Instead, Palmer depended on Planned Parenthood staffers to “receive the proper training and knowledge of their own policies and procedures in termination of pregnancies in minors and alert me to the fact that there was a minor left alone — let alone a minor under 14.”

Palmer stated that he discovered the victim was a minor after he committed the abortion when Planned Parenthood’s chief operating officer, Aaron Samulcek, “informed me that the clinic had a system failure.” He added that nurse manager Christi Campbell, who performed the ultrasound, “came up to me crying and hugging and apologized for not telling me the patient was less than 14 years old.”

Palmer also claimed that staffer Marlo Lubron told him that “the entire nursing staff were unaware the patient was 14 — or less than 14 years old,” adding that Stephanie Williams, the facility’s health center manager, “as well as Evelyn, the surgical tech” were later fired.

While the Board found it “apparent” that there were “inadequacies” in Planned Parenthood’s policies, they determined that it did not absolve Palmer from “his independent duty to his patient and to comply with the law of the State of Kansas.”

Palmer begged the Board to allow him to keep his license, telling members, “I am no longer performing abortions in any state. I closed my office eight years ago. I recently gave up my Illinois license. My Kansas license is due to expire in October. I do not plan on renewing it. After closing my office, I became certified as a wound specialist and work in a wound center part-time in Missouri.”

In the final order, the Board determined that Palmer had a responsibility to know the age of his abortion patients and comply with the law regardless of Planned Parenthood’s failures. As a result, the Kansas Board suspended Palmer’s medical license for ninety days in the state, effective September 18,2017.

Planned Parenthood’s talking points on 20-week abortions are not to be trusted

Now that Congress is looking at a bill that would prohibit abortions after the 20th week of pregnancy, we can expect that abortion profiteer Planned Parenthood and its allies will begin the push to disseminate a lot of misinformation.

It is important to note, first and foremost, that despite the often-repeated lie that abortions after 20 weeks are only committed for reasons’ of women’s “health,” reasons, Planned Parenthood actually considers all abortions legitimate, for any reason whatsoever, calling every abortion (including late-term ones) “medically necessary.”

But if late-term abortions are truly only done for health reasons, why is there no mention of this on Planned Parenthood’s own website when listing abortion services up to 24 weeks?

Several Planned Parenthood facilities in California commit abortions up to 24 weeks, the legal point of viability. One undercover video features a Planned Parenthood staffer admitting as much. In the video below, Planned Parenthood social worker Randi Coun tells a woman seeking a sex-selection abortion, “I can tell you that here at Planned Parenthood we believe that it’s not up to us to decide what is a good or a bad reason for somebody to decide to terminate a pregnancy.”

This confirms information unearthed in a court case from Alaska, in which Planned Parenthood abortionist Eric Latzman testified:

[…] an abortion is medically indicated if it will ameliorate a condition harmful to the physical or psychological health of the patient in the professional judgment of the treating physician…

He has never concluded that an abortion is other than medically indicated when a woman wishes to terminate her pregnancy.

A second Planned Parenthood abortionist, Dr. Jan Whitefield, has “never found that an abortion is other than medically indicated,” according to the court document:

His definition of medically indicated is a practical one: if a patient has a problem and an abortion will help resolve the problem, the abortion is medically indicated.

Contrary to what the public is led to believe, it is clear from previous Live Action News reports that late-term abortions are not being performed solely for health reasons. And, in several states, including New Mexico, taxpayers are funding late-term abortions (after the 20th week) done for any reason the woman desires.

While there are prohibitions on later-term abortion in some states, in others, a fully-developed, viable child can be legally aborted right up until birth. In 2013, Live Action’s undercover cameras exposed the chilling admissions of late-term abortionists committing third trimester abortions and partial-birth abortions. Although these abortionists confess to the humanity of often viable, fully developed children, they inflict inhuman and cruel abortion procedures upon them:

The actual number of late-term abortions committed at or after 20 weeks is unknown because there are no federal requirements to report abortion numbers, nor the gestational ages of babies that are killed. There is also no requirement that abortion providers report the reasons for those procedures.

Abortion statistics published by the Centers for Disease Control are provided to the CDC  voluntarily.

The Guttmacher Institutea former “special affiliate” and “research arm” of Planned Parenthood, gathers its abortion numbers from surveys it sends to abortion facilities; if Guttmacher fails to get a response, it may estimate numbers.

So when the abortion lobby, including Planned Parenthood, starts ratcheting up its talking points that late-term abortions are “rare” and only done for “health” reasons, keep this in mind.

In 2013, according to the CDC, only 47 reporting areas sent abortion data to the CDC, excluding five (California, Florida, Maryland, New Hampshire, and Wyoming) that either did not report, did not report by age, or did not meet reporting standards. Because reporting is not mandatory, a complete number of abortions performed in the District of Columbia and New Jersey could not be obtained. According to those 2013 figures, only 40 areas reported the gestational age at the time of the abortion.

The government agency claims that 7.1 percent of gestational age abortions reported to them were between 14 and 20 weeks and 1.3 percent were greater than 21 weeks. Let’s break this down in actual numbers:

  • less than 8 weeks: 296,781
  • 9-13 weeks: 115,268
  • 14-15 weeks: 15,188
  • 16-17 weeks: 8,484
  • 18-20 weeks: 8,150
  • 21 and greater: 5,770

This means that more than 13,000 babies were killed by abortion after the 18th week of pregnancy, in just ONE year! Again, keep in mind that several states, which have late-term abortion facilities, did not report their numbers. These figures only represented 449,641 out of the 664,435 actually reported to the CDC in 2013.

In 2013, Guttmacher published a report, claiming to detail the reasons women seek abortions after 20 weeks. In that study, authors Diana Green Foster and Katrina Kimport “estimated” that 15,000 abortions occurred annually after 20 weeks, writing, “Given an estimated 1.21 million abortions in the United States annually, more than 15,000 likely take place after 20 weeks. It is these procedures that have captured legislative attention.”

It might interest our readers to know that Katrina Kimport and Diana Greene Foster are among the faculty and staff of Advancing New Standards in Reproductive Health (ANSIRH), a group which publishes workbooks on abortion training — which they call an “all-inclusive curriculum with tools to train new abortion providers.”

Foster also sits on the board of the Later Abortion Initiative (LAI), a group with the mission of (among other things) “increas[ing] the number of sites where later abortion is available” and “expand[ing] the number of physicians who can perform later abortion, especially at 20 weeks’ gestation and beyond.” In addition, the organization’s mission also includes working with “communications, messaging and public relations experts to build support for later abortion and fight restrictions on later abortion at the state level.” Foster has been applauded by the abortion advocacy group, NARAL.

Planned Parenthood publicly presents no restrictions on late-term abortions, claiming online that “Nearly 99 percent of abortions occur before 21 weeks.”  Of course, Planned Parenthood fails to note that these statistics incomplete at best, as I’ve already pointed out. The abortion corporation charges nearly $1500.00 to end the life of a preborn child between 14 and 20 weeks, according to its website.

Keep in mind that Planned Parenthood has also been caught on undercover video by the Center for Medical Progress (CMP) bargaining over prices for the body parts of aborted children, including those killed in gruesome late-term abortions.

The media has conveniently stopped mentioning the videos, because many members of the media serve as mouthpieces for Planned Parenthood’s propaganda. And Planned Parenthood continues to use its friends in the media to spread lies about how “rare” late-term abortions supposedly are.

In January of 2017, Guttmacher published abortion statistics showing that 926,200 abortions were reported to them in 2014. And although abortions after 20 weeks have been a legislative issue for years, Guttmacher did not break these numbers down by specific gestation.

Instead, the organization published a graph showing that 3.8 percent of abortions reported to them were done between 16 to 20 weeks of pregnancy, while 1.3 percent were above 21 weeks.

This translates into actual babies killed as follows:

  • 16-20 weeks: approximately 35,195
  • 21 weeks and greater: approximately 12,040

We may never know how many of the 35K were performed at 20 weeks.

At 20 weeks, a preborn child has developed all of his organs and systems, and there is indication that the child can feel pain. Studies have shown that premature babies, depending on the treatment administered by the hospital, can survive outside the womb as early as 22 weeks.

Late-term abortions do not always fulfill the intended consequence of killing the baby. In fact, some abortion victims have been born alive. In 2015 alone, documents from three states indicate that ten babies may have been born alive after abortions.

Other babies have been left to die after abortion attempts.

In 2013, during testimony before the Florida House, Planned Parenthood lobbyist Alisa Lapolt Snow was asked, “If a baby is born on a table as a result of a botched abortion, what would Planned Parenthood want to have happen to that child that is struggling for life?”

Her answer shocked the nation: “We believe that any decision that’s made should be left up to the woman, her family, and the physician.”

That statement sums up Planned Parenthood’s philosophy on late-term abortions.

Planned Parenthood doc accused of sexual harassment worked at several Planned Parenthood facilities

Earlier this year Delaware Officials reached a consent agreement in a complaint filed against an abortion doctor who performed abortions at a Planned Parenthood clinic in Wilmington.

The complaint filed in May said Dr. Timothy Liveright represented a “clear and immediate danger to the public.” It accused him of engaging in multiple acts of incompetence and negligence in performing abortions on five patients in February and March of this year.

According to the complaint, Liveright was reprimanded by Planned Parenthood of Delaware for “unprofessional, disrespectful, and inappropriate” conduct that included “yelling, screaming, and cursing” in front of employees and patients and sexual harassment of female employees.

Delaware Planned Parenthood staffer RN Jayne Mitchell-Werbrich who worked at Planned Parenthood Delaware’s Dover and Wilmington clinics for 3-1/2 months in 2012, spoke to blogger Jill Stanek and revealed many troubling aspects of the abortion clinic she walked out of.

Jane claims she sent documentation and letters of complaint about the abortion clinic to Planned Parenthood who ignored them.

“Sexual harassment: I have noted Dr. Liveright inappropriately look up and down patients as well as staff members in a sexual kind of way. He actually stands back with a grin and slowly directs his eyes up and down a patient’s body.”

Jayne said management told her Liveright had previously been disciplined for sexual harassment against a staff member.

Meet Hideo D. Mori.

In addition, to his private practice Mori volunteered at a Planned Parenthood clinic in Austin, MN. It appears, however, that warm fuzzy feeling he felt wasn’t from 18 years of giving of himself to the abortion cause.

According to information brought to light during numerous disciplinary hearings, one of which finally cost him his license, Mori had more on his mind than abortions.

According to the board, Mori was found to have engaged in sexual misconduct with several of his female patients. Documents state that Mori engaged in this activity for over 20 years.

The charges against Mori included, massaging the clitoris and vagina of a patient during pelvic exams and kissing the face neck and breasts of patients during exams and embracing a patient.

In addition, he told one of his patients that she should have sex with her husband in front of him so he could observe and determine why the patient was not climaxing.

Another patient told the board that during an examination Mori manipulated her clitoris and stimulated her vagina with his fingers, telling her to relax and close her eyes. He then bent down and kissed her breasts. She stated that she felt something in her vagina and asked, “What are you doing?” Mori replied, “I thought you might want to know what a penis felt like.” She stated that she did not and opened her eyes, his pants were unzipped. Mori did not engage in sexual intercourse with the patient and she continued to see him for a number of years.

Still another patient reported that Mori had been assisting her in relaxation methods that she felt would help her in her relationship with her husband. In one instance, Mori asked her to undress and he helped her to undress. He then began to hug, kiss, and stimulate her. She then noticed that he was sexually aroused and he pressed his penis against her hand on the table. He then climbed up on the table and laid on top of her and began to comfort himself with her, talking about his job and family troubles. He then asked if they could have intercourse, she said, “No.” He then got off the table, and left the room.

And yet another patient claimed that after Mori massaged her clitoris, he instructed her to get up, remove her top, go to the mirror and brush her hair. She was petrified and remained still on the table. He then told her to get dressed and go home.

After initial suspending his license the MN Board went ahead and revoked it.

On October 13, 2004, The Toledo Blade, ( HIV Volunteer is arrested on sex charge) reported that an HIV infected volunteer for Planned Parenthood was arrested 10-12-2004, for unlawful sexual conduct with a minor.

Jerry Steven Gonzales, 46 at the time, was reported to volunteer for Planned Parenthood of North West Ohio, talking to patrons of gay bars about unprotected sex.

A neighborhood girl found a tape in an alley near Gonzales’ home that contained explicit sexual scenes. The girl’s family turned it over to police, because it contained sexual scenes and minors. Police then confiscated about 50 videotapes from Gonzales’ residence and some showed him having sex with at least 5 boys.

Police Chief Mike Navarre told the Blade that Gonzales plead guilty to a similar misdemeanor charge in Michigan in 1989 but was not registered as a sex offender. Chief Navarre said he was stunned that a person would use children in such a manner.

LUBBOCK, TEXAS — The Planned Parenthood Federation of America (PPFA) fired the President and CEO of their Lubbock, Texas branch, following his arrest for indecent exposure.

Tony Ray Thornton, 56, allegedly exposed himself to another adult male on Monday afternoon at the MacKenzie Park baseball field, according to a police report .

Thornton was charged with indecent exposure, a Class B misdemeanor that carries a fine up to $2,000 and a potential 180 days in jail. It is not yet clear if he was making a lewd display of his genitals with the intent to cause sexual arousal — which is the definition of indecent exposure — or if he was merely urinating in public, which has drawn charges of indecent exposure in the past.

Former Planned Parenthood Staffer Possessed Child Porn

In 2008, a former employee and abortionist for Planned Parenthood of the Columbia-Willamette in Oregon by the name of Dr. GEORGE ELLIOTT KABACY, M.D., was sentenced to 6 1/2 years in prison for possession of child pornography. He was not practicing at the Planned Parenthood at the time of his arrest.

Dr. George Elliott Kabacy was actively practicing as an OBGYN in Washington State at the time of his arrest in December 2006.

At the sentencing, Assistant U.S. Attorney Vince Lombardi said Kabacy “traded pictures of children being subjected to rape and degradation.”

Kabacy admitted in his plea agreement that he knowingly possessed more than 8,000 images of minors engaged in sexually explicit conduct.

Kabacy also admits to possessing videos of minors engaged in sexually explicit conduct, both on his computer and on 36 compact disks. Some of the images depict children under the age of 12, authorities said.

Kabacy admitted that he communicated with other people over the Internet, expressing his interest in having sex with minors and exchanging more than 40 images of child pornography with those other people over the Internet.

He first came to the attention of the FBI after the arrest of an Atlanta man who indicated he had communicated with Kabacy.

The man alleged that Kabacy had sent him a computer in exchange for the man’s promise that he would send Kabacy pornographic pictures of his grandchildren.

Kabacy moved to Washington state and worked until his arrest at Sound Choice Health Center in Olympia.He ceased practicing when he was indicted.

EEOC Sues Planned Parenthood

In 2004, Life News reported that a federal agency that monitors employment discrimination is filing a lawsuit against a Planned Parenthood abortion business in Houston alleging that it failed to act when an abortion practitioner sexually harassed an employee.

Rudy Sustaita, a senior trial attorney with the Equal Employment Opportunity Commission, told the Houston Chronicle that the Houston Planned Parenthood also forced the employee to resign.

After Aymara Castro complained about sexual harassment and filed a discrimination charge, the abortion business retaliated against her, Sustaita indicated.

In 1991, a 15-year-old girl filed a complaint stating that a Planned Parenthood physician at Planned Parenthood’s clinic in Fairview Heights had ”engaged in improper conduct during a gynecological examination.”

The physician, an obstetrician-gynecologist from Belleville, was immediately placed on leave, but he remains in private practice, Planned Parenthood officials said.

When the Department of Children and Family Services wanted to interview all girls ages 13-17 who underwent breast or pelvic exams by the physician, Planned Parenthood rejected a department subpoena for the patients’ names and addresses.

In 1992 Planned Parenthood’s doctor, Carl Burpo, was indictedon 21 counts of alleged sexual misconduct involving nine patients.

In 1995, Burpo pleaded guilty of two misdemeanor charges of fondling patients and illegally dispensing drugs.

Dr. Carl Burpo, a gynecologist from Belleville, pleaded guilty Tuesday of two misdemeanor charges of illegally dispensing drugs and billing the Illinois Public Aid Department for services he didn’t perform. A story Wednesday misstated one of the charges to which he pleaded guilty. As part of a plea agreement, prosecutors dropped sexual abuse charges, and Burpo agreed to stop practicing medicine and prescribing drugs.

But Later the St Louis Dispatch reported it this way:

The Illinois Department of Professional Regulation has indefinitely suspended the medical license of Dr. Carl Burpo, a gynecologist from Belleville accused of sexually abusing patients and illegally dispensing drugs.

Nikki M. Zollar, director of professional regulation, issued a two-page order Monday saying the indefinite license suspension was based on findings of fact, conclusions of law and a recommendation made to her. It says Burpo must surrender his registration certificate immediately or it will be seized.

Burpo was unavailable for comment Monday, said his wife, Lindy. She said that her husband had quit practicing in July because of health problems, that his office was closed and that the telephone was disconnected.

Earlier, Burpo, 74, had indicated he planned to surrender his license voluntarily, and his wife said he had made an oral surrender at a hearing in July.

A copy of a complaint sent to the state by Michael V. Favia, chief of medical prosecutions, lists allegations that Burpo fondled the breasts and in some cases made other sexual advances toward seven patients in 1990 and 1991 while examining them. It says some of the acts occurred in his office in Belleville and some at a Planned Parenthood clinic in Fairview Heights, where he worked part time.

The complaint also says Burpo illegally prescribed drugs to eight patients in 1993 “for nontherapeutic purposes and in nontherapeutic quantities.”

The departmental charges are based on the same allegations for which a grand jury originally indicted Burpo. The grand jury accused him of criminal sexual assault, plus lesser charges of sexual misconduct, and of 260 counts of illegally prescribing drugs.

Burpo has steadfastly denied doing anything illegal or improper. He was acquitted in separate trials on sexual charges involving two of the women.

He did not testify, but his attorney argued that patients had misinterpreted his actions, which were standard medical procedure for gynecological exams. The remaining charges are still pending.

Dennis Hatch, assistant St. Clair County state’s attorney, said he and his boss, State’s Attorney Robert B. Haida, would discuss whether to pursue further prosecution of Burpo after they get official notice of the Department of Professional Regulation hearing results.
“We’ve been waiting for verification of what happened,” Hatch said.
