In a previous piece, Live Action News revealed that, despite abortion proponents’ claims that taxpayers don’t fund abortion, taxpayers are footing the bill for more than half of all abortions committed in states where Medicaid pays for abortions. Now, here are more details from various states, detailing how much taxpayer funding is really being used to pay for abortions.

Alaska

According to 2017 data50.6 percent of women who aborted used Medicaid to fund their abortions. Out of 1,255 abortions reported, 635 were taxpayer funded. 2016 data is available from Live Action News here.

California

The most recent Medi-Cal funded induced abortion report (2014), shows that taxpayers in California paid for 83,485 abortions through Medi-Cal Fee-For-Service (FFS) and Managed Care plans.

In just the Medi-Cal FFS plan, taxpayers financed 53,907 abortions to the tune of $27,591,381.00. This included 4,438 Dilation and Evacuation (D+E) abortions, which are usually committed later in the pregnancy.

Former abortionist Dr. Anthony Levatino describes below the gruesome D&E abortion procedure, which California taxpayers are funding:

Illinois

According to the Charlotte Lozier Institute, “In 2017, Illinois expanded Medicaid coverage to pay for elective abortions with state Medicaid funds. Before the expansion, Illinois’ Medicaid program covered abortion only when the pregnancy resulted from rape or incest or when the mother’s life was at risk.”

As a result, the Illinois News Network (INN) reported that “Illinois taxpayers paid for nearly four times more abortions in the first six months of 2018 than the year before….” Abortion reimbursement requests Illinois News Network obtained from the Illinois Department of Health and Family Services (HFS) showed that taxpayer funded abortions increased 274 percent as follows:

  • From January to June 2017: 84 taxpayer-funded abortions
  • From January to June 2018: 314 taxpayer-funded abortions

For the first six months of 2017, INN reported that “the HFS document showed the provider charge amount for the 84 procedures was $129,467, with a total payment of $14,995.29. For the same time period in 2018 for the 314 procedures the provider charge amount was $426,583 with a payment total of $24,389.”

Illinois taxpayers may even be footing the bill for residents from other states, implied in a report published by WQAD which showed that in 2016, “there were were 4,543 out-of-state individuals that got an abortion in Illinois, 1,573 more than in 2014.”

“[O]ur Medicaid eligibility requirements are so lenient that we expect folks are going to come in from out of state, they will establish temporary residence to get their free abortion and then go home,” State Rep. Peter Breen told WQAD.

Maryland

According to the most current data on state taxpayer dollars funding abortion (data may not include all abortions):

  • 2017: $5.7 million funded 8,798 abortions
  • 2016: $5.4 million funded 7,897 abortions.
  • 2015: $5.7 million funded 7,945 abortions.
  • 2014: $5.6 million funded 7,651 abortions.
  • 2013: $5.4 million funded 7,528 abortions.
  • 2012: $5.2 million funded 7,442 abortions.
  • 2011: $5.4 million funded 7,177 abortions.
  • 2010: $4.7 million funded 6,652 abortions.
  • 2009: $3.4 million funded 4,857 abortions.
  • 2008: $2.2 million funded 3,281 abortions.
  • 2007: $2.2 million funded 3,580 abortions.
  • 2006: $2.7 million funded 3,831 abortions.

Minnesota

In 2017, out of 10,177 abortions performed in the state, nearly 44 percent (43.9) or 4,469 abortions were recorded as paid for with public assistance. Data from previous years has been published by Live Action News here.

New York

Live Action News previously reported that, in 2015, the percentage of taxpayer-funded abortions in the state increased from 47 to 49 percent, for a total of 42,549 taxpayer-funded abortions that year.

Oklahoma

According to the state’s 2017 induced abortion report, an unknown number of abortions were recorded as being funded by Medicaid. The report indicates that the “cell was suppressed to maintain confidentiality of surrounding entries.”

Oregon

In November of 2018, Oregon voters will decide if their state will continue to fund abortions. Measure 106 would prohibitpublic funds from being spent on abortions, except when medically necessary or required by federal law.

Jeff Jimerson of Oregon Life United recently told KATU that in 2017, the state paid $1.9 million to fund approximately 3500 abortions, an average of ten abortions each day.

According to the Oregonian, abortions are covered under the Oregon Health Plan, “which paid $2.4 million for 3,769 abortions in 2016, according to Oregon Health Authority documents.”

South Carolina

A letter submitted by Lt. Gov. Kevin Bryant to The State claims that:

  • Planned Parenthood alone received almost $360,000 from SC taxpayers from 2011-2016
  • From 2011-2015, S.C. Medicaid paid for 29 abortions
  • Since 2011, the state employee health plan has paid for 11 abortions.

South Dakota

In 2016, 17 out of 472 abortions were paid for by a public health plan. According to the the state’s Office of Health Statistics report, the majority of abortions — 83.7 percent — cost between $600 and $699.

West Virginia

A summary of Medicaid-funded abortions from 2009 to 2017 was included in a report recently submitted by the Bureau for Medical Services to the West Virginia Legislature’s Joint Committee on Government and Finance, as follows:

This list is by no means all state funding.

An analysis published earlier this year by Guttmacher found that “Medicaid was the second-most-common method of payment, reported by 24% of abortion patients. The overwhelming majority of these patients lived in the 15 states that allow state funds to be used to pay for abortion.”

The story received so much media attention after it was picked up by Life News.

Then pro-abortion media outlets like the Huffington Post blamed the backlash on the fact that we called the new flavor: BLOOD and SCREAM.

Incinerating Aborted babies for electricity is Hitleresque

CBS News is reporting, that the electricity generated in Oregon may have included aborted babies. Commissioners said they were horrified and disgusted to learn that Covanta Marion was burning abortion waste to generate electricity. The facility is owned and operated by Covanta in a partnership with the county. It processes 550 tons of municipal solid waste a day, with only a small portion coming from medical sources.

An Oregon county commission has ordered an incinerator to stop accepting boxed medical waste to generate electricity after learning the waste it’s been burning may include tissue from aborted fetuses from British Columbia.

This blog previously wrote how news outlets like the UK Telegraph reported that the remains of more than 15,000 babies were incinerated as ‘clinical waste’ by hospitals in Britain with some used in ‘waste to energy’ plants.

Ten NHS trusts admitted burning fetal remains alongside other rubbish while two others used the bodies in ‘waste-to-energy’ plants which generate power for heat.

Oregon location

Back in Oregon, Sam Brentano, chairman of the Marion County board of commissioners, told the CBS affiliate that the board is taking immediate action to prohibit human tissue from future deliveries at the plant that has been turning waste into energy since 1987.

KOIN interviewed Bud Waterman, a former temp worker at Covanta Marion, Inc., who said he saw 53-foot tractor trailers carrying biohazards dropping off loads at the facility in Brooks at least two to three times a week.

On more than one occasion, Waterman said the contents of the truck spilled out of their containers.

“It would make you sick, especially if you had to clean it up or have to pull a box off the trailer,” said Waterman,”If you had to pull a box off the trailer, there’s so much blood.

Waterman told the news station he believed that fetuses had been incinerated at the plant for years and used for energy.

“They knew it, they had to,” Waterman said.

In addition to aborted babies being incinerated there was biohazard waste such as individual human body parts which were used at the plant.

So if someone loses an arm, loses a finger?” Marion County commissioners Janet Carlson asked at the meeting.

That should go in and be burned,” Brentano replied. “As gross as that is.”

According to KOIN, Covanta placed blame on Marion County and said the company is halting the program until answers are given.

“The medical waste program at the Marion County Resource Recovery Facility is County run and managed,” Covanta said in a statement. “Marion County contracts for and delivers medical waste to the facility and Covanta has no responsibility for the program. Covanta is shocked by these allegations and is discontinuing the receipt of this waste stream until we have been assured by the County that this alleged material is not being delivered to the facility.”

Focal Point‘s Bryan Fischer called the practice barbaric and Hitleresque and said that we are no different than Nazi Germany. He compared this practice with those done centuries ago when Ancient Israel babies sacrificed their children to the idol Moloch.

According to ABC NEWS, The Oregon facility is a partnership between the county and Covanta, a New Jersey-based firm that operates energy-from-waste power generation plants. The Marion County plant processes 550 tons of municipal solid waste a day, with only a small portion coming from medical sources. It sells the power to Portland General Electric.

Jill Stueck, a Covanta spokeswoman, said the company is cooperating with the suspension, and it does not seek out the waste that mortified commissioners.

No one is saying bring us fetal tissue,” Stueck said.

Jeff Bickford, environmental services division manager in Marion County, said the facility there has been taking material from British Columbia for five to seven years. He said clinical waste providers such as Stericycle bring in medical waste ranging from syringes and body parts to laboratory cultures and bodily fluids after hospitals and clinics place it into red bags and sealed containers.

Pro-lifers have been exposing Stericycle for picking up abortion clinic waste for years.

The group , Repent America launched a campaign to stop Stericycle after recording Stericycle admitting that they pick up aborted babies from Planned Parenthood and abortion clinics.

In April of 1997, the national pro-life group Life Dynamics began an undercover investigation into the marketing of body parts harvested from babies killed by elective abortions. This investigation lasted approximately 31 months. An extensive report of that investigation has been uploaded on the Life Dynamics website (here). The group says that most of the information in the report was provided by employees who worked at Comprehensive Health for Women (Comp Health) – a Planned Parenthood abortion clinic located in Overland Park, Kansas.

Teacher fired for speaking out against Planned Parenthood

BilLDiss2Portland, Oregon: On Monday, December 16, 2013 the school board for the Portland Public School District voted to terminate the teaching contract of Bill Diss, a teacher who has been an outspoken opponent of Planned Parenthood. Mr. Diss experienced censure in his teaching career beginning in 2007 when he publically opposed the building of a new Planned Parenthood abortion clinic in downtown Portland. The current action follows Mr. Diss’ opposition to being forced to facilitate presenters from the Teen Outreach Program (TOP), a program administered by Planned Parenthood, coming into his tutorial session to recruit students.

“Bill Diss is a well qualified teacher with a track record of success,” states Dana Cody, President and Executive Director of Life Legal Defense Foundation. “As the circumstances surrounding this termination demonstrate, Mr. Diss has done nothing that would merit being fired from his job. LLDF will pursue every possible avenue in defending Mr. Diss’ rights in this matter, and hopes to see his rights ultimately protected despite PPS’ actions.”

Fire destroys Eugenic Sterilization Center in Oregon

Fairview was established by the legislature in 1907 as the State Institution for the Feeble-Minded. The institution was created as a “quasi-educational institution” charged with educating the “feeble-minded” and caring for the “idiotic and epileptic.” It closed in 2000.
On January 27th, 2010, one of the main structures burned to the ground. This poignant video tells the tale, and intrigues viewers to open the history books of the institutions in their own back yards. Deep dark secrets doth prevail.

In 1923, the Board of Eugenics was formed. Roughly based on the idea of “natural selection”, eugenics was the belief that society should be “improved” by keeping “unfit or unwanted” people from having children.

The institution’s superintendent served as an ex-officio member of the board that provided for the “sterilization of all feeble-minded, insane, epileptics, habitual criminals, moral degenerates, and sexual perverts who are a menace to society.” The board examined the mental and physical condition of institutionalized individuals who could “produce offspring inheriting inferior or antisocial traits” and decided who should or shouldn’t have the right to reproduce.

Many were forced by state law to undergo sterilization surgery before they could be allowed to leave the institution. Others who were sterilized included criminals, homosexuals, and teenage girls who “misbehaved”. By 1929, 300 Fairview residents had been sterilized.

At around 4am on Monday, a friend of mine was woken by a call from the private care home in south-west London where her 98-year-old grandmother is resident.
“Mrs ——- has breathing difficulties,” the night manager told her.
She needs oxygen. Shall we
What do you mean?” my friend responded. “What’s the matter with her?
She needs to go to hospital. Do you want that? Or would you prefer that we make her comfortable?”
Befuddled by sleep, she didn’t immediately grasp what was being asked of her. Her grandmother is immobilised by a calcified knee joint, which is why she is in the home. She’s a little deaf and frail, but otherwise perky. She reads a newspaper every day (without glasses), and is a fan of the darling of daytime television, David Dickinson. Why wouldn’t she get medical treatment if she needed it?
Then, the chilling implication of the phone call filtered through – she was being asked whether her grandmother should be allowed to die.
Call an ambulance now,” my friend demanded.
The person at the other end persisted. “Are you sure that’s what you want? For her to go to hospital.”

The Daily Telegraph reported two cases this week. Hazel Fenton, an 80-year-old from Sussex, was admitted to hospital in January with pneumonia and put on the Pathway regimen. Her daughter, Christine Ball, fought to stop her mother from being left to “starve and dehydrate to death

Obamacare: Assisted Suicide Promoting Congressman Behind End of Life Counseling Provision

The brouhaha over end of life counseling that caused the first of many leaks that have begun to sink the Obamacare boat was written by an assisted suicide advocate Congressman from Oregon named Earl Blumenauer–working in close association, with–surprise, surprise!–the assisted suicide advocacy group Compassion and Choices. Rita Marker traces the history of the clause in an important piece in the American Thinker.

From her column:

Blumenauer’s “end-of-life” terminology is part and parcel of Section 1233. Clearly expressing his ownership of the section, he described an incident that took place when he was presiding over House proceedings. Writing about Section 1233 in the Huffington Post, Blumenauer stated, “Actually, I know a little bit about this section because it’s a bill that I wrote which was incorporated into the overall legislation.”called the “Advance Planning and Compassionate Care Act.”

In fact, a portion of that bill, (Sec. 211, p. 50) makes up almost the entirety of Section 1233. Although Blumenauer and other defenders of Section 1233 vociferously deny that it could have anything to do with assisted suicide, his earlier bill acknowledged that assisted suicide would be included in such consultations.

Since federal law currently prohibits federal funding from being used for “items and services” related to assisted suicide, Blumenauer inserted language into HR 2911 (Sec. 111, p. 19) stating that advance care planning “shall not be construed to violate the Assisted Suicide Funding Restriction Act of 1997.” That exception did not make its way into HR 3200, probably because any reference to assisted suicide would raise red flags.

That’s very interesting to know, isn’t it? Supporters of the section have been shocked, shocked, that anyone could think that there was an agenda at work. And wait, there is another bill in the Senate that would apparently make end of life counseling anything but voluntary for the physicians:

Blumenauer is not the only lawmaker to propose advance care planning consultations. Senator Mark Warner (D-VA) introduced a similar bill, curiously called the “Senior Navigation and Planning Act of 2009″ (Warner told Medical Futility that he submitted the legislation because Congress is considering health care reform and he would like to see some of his ideas incorporated into that legislation. His bill (Sec. 6, p. 14) would force doctors to provide information on advance directives and other end-of-life planning tools in “a form and manner, and at a time, determined to be appropriate by the Secretary [of Health and Human Services].” The consequence for not doing so would be severe. No payment would be made to physicians for any items and services furnished after January 1, 2014, unless they agreed (under a process established by the Secretary) to provide individuals with information on advance directives and other end-of-life planning tools.

Technically, a patient would not be forced to have an advance care planning consultation. However, physicians would be unlikely to treat them unless they agreed to do so since doctors who didn’t provide the end-of-life talk would not be paid for any other services.

Hmmm. Now perhaps we know why an explicit voluntary clause for both patient and doctor was not put into HB 32oo. Remember what I have been saying: It’s not the bill you have to worry about as much as the regulations.

Oh, and guess what, SB 1251 creates an advisory panel that would have bioehticists and other assorted people with a special interest in the field as members. From the legislation:

SEC. 5. SENIOR NAVIGATION ADVISORY BOARD.
(a) Establishment- The Secretary of Health and Human Services shall establish the Senior Navigation Advisory Board (in this section referred to as the `Advisory Board’).
(b) Membership- The Board shall be comprised of advocates, researchers, government officials, health care providers, ethicists, caregivers, and other individuals with expertise in issues related to end-of-life care.

We know in which direction that boat would sail!

I don’t see why anyone would be surprised. This entire area of controversy is primarily about cutting costs. And many think the best way to do that is to tilt the playing field toward self rationing by seniors. And if that doesn’t work, futile care theory will finish the job.
