Why is Planned Parenthood ignoring these red flags of sexual abuse?

Live Action has just released stunning evidence in its Aiding Abusers docuseries, showing how Planned Parenthood has systematically and repeatedly aided abusers. There is a horrific, growing list of criminal cases against adult sexual predators who preyed on children as young as 12 years of age, taking them to Planned Parenthood for abortions to cover their crimes. Undercover investigations and testimony from former Planned Parenthood staffers proves that the taxpayer-funded organization is fast becoming the nation’s largest complicity machine in the cover-up of child sexual abuse.

Adolescents and teen girls are being sexually abused and taken to Planned Parenthood for a variety of reasons, including abortions. And, as Live Action’s investigative report and docuseries, along with Live Action News articles demonstrate, Planned Parenthood continues to turn a blind eye to victims of sexual abuse and rape, often returning them back to the arms of their abusers. Despite the data — which shows that younger sexually active girls are likely involved with partners three to six years older — Planned Parenthood views these girls as sexually promiscuous and in need of its “services” instead of suspecting abuse.

According to data researched by Mike Males, senior researcher at the Center on Juvenile and Criminal Justice, San Francisco, and published in Yes Magazine in 2016:

[T]he Centers for Disease Control and Prevention reported that two-thirds of all marital births and 44 percent of unwed births among mothers age 18 and younger were fathered by adult men 20 years of age and older. Some 10,000 of those cases involved men older than 24. And these are just births; total sexual encounters would be many times higher…

Research published in 2006 on the website of Planned Parenthood’s own former special affiliate, the Guttmacher Institute, states, “… [A]mong sexually experienced teenagers, the youngest are the most likely to report having had an older first sexual partner.”

In 2013, Planned Parenthood claimed in a report that 6.7% of teens between the ages of 15 and 17 “have partners six or more years older than they are.” That means that nearly seven percent of girls who are just 15 years old, could be having sex (willingly or unwillingly) with an adult male who is 21 or older. Census estimates show that there were roughly 6.3 million females between 15 and 17 in the US in 2016. Within that age group, less than half are reported to be sexually active. Knowing this, and if Planned Parenthood’s claim is correct, that would indicate that there are potentially 210,000 15- to 17-year-old girls who may be at risk for statutory rape. Some states set the age of consent at 16 years old, while some set it at 17 or 18.

Planned Parenthood’s own glossary of terms describes statutory rape as “[l]egally, sexual contact between an adult and anyone who is below the age of consent, whether or not the contact is voluntary.”

But the problem is even more magnified when the victim is not “consenting” or is much younger. Studies show that younger girls are less likely to engage in sex, yet when a sexually active adolescent or teen girl presents at Planned Parenthood, she fails to invoke suspicion of abuse. Why?

According to research published on Guttmacher’s website, “On average, young people in the United States have sex for the first time at about age 17… ” Of those who are sexually active at a young age, additional data shows that young girls with a much older “romantic partner” are more likely to engage in sex.

Yet, Planned Parenthood continues to miss all these red flags.

A study published by the Journal of Women’s Health in 2011 found that “[i]n national surveys, nearly 50% of sexually active adolescent females reported having a sex partner ≥2 years older, and 36% reported a partner ≥3 years older.” Participant demographic from the study “were, on average, 14.6 years old at first vaginal intercourse. Their first vaginal intercourse partners were, on average, 17.5 years old. Sixty percent of the sample had a first sex partner who was ≥2 years older, and 41% of the sample had a first sex partner who was ≥3 years older.”

The report goes on to state that “[f]or adolescent females, having sex with an older male partner correlates with a variety of negative health outcomes… adolescent females who had a sex partner who was ≥6 years older had a pregnancy rate almost four times that of adolescent females with a similar-aged sex partner.”

In Planned Parenthood’s previously mentioned 2013 report, the abortion corporation states:

  • Forty-six percent of teenage girls and 22 percent of teenage boys who engage in their first sexual experience before the age of 15 have been involved in a pregnancy.

2002 review of 1,975 female participants from the National Longitudinal Study of Adolescent Health found that substantial age gaps play a large role in whether a young girl will engage in sex:

Adolescent females involved with an older partner have higher odds of having intercourse with that partner than females with partners their own age, after adjustment for demographic covariates. The magnitude of this association is most dramatic among the youngest females—for example, the odds of intercourse among 13-year-old females with a partner six years older are more than six times the odds among 13-year-old females with a same-age partner (odds ratio, 6.4), while 17-year-old females with partners six years older have about twice the odds of intercourse when compared with those who have a same-age partner (2.1).

The report also noted that “[f]emales aged 13 or younger with a partner at least four years their senior were more likely to have had sex than were those with a partner of the same age or younger (41% vs. 9%)… It thus seems that while sexual intercourse is less common for females who are 13 or younger at the onset of their relationships, substantial age gaps between partners may play a larger role in the progression to intercourse in this age-group than in others.”

In other words, if a child at this young age is showing signs of sexual activity, it is likely they are engaging in a sexual relationship with an older partner. Therefore, when a young girl at the age of 12, 13, or 14 shows up at Planned Parenthood pregnant or in need of birth control or seeking an abortion, it should automatically trigger a suspicion of abuse. Yet, this red flag is being deliberately overlooked by Planned Parenthood.

Report: Age difference between adolescent females and their romantic partners

Demographic information of participants in the report, shown in Table 2, indicate that of participants who were younger than 13:

  • 23.3% had a sexual partner that was one to three years older.
  • 40.8% had a sexual relationship [most likely with men] who were four years or more older.

In addition, out of participants who were between the ages of 14 and 15:

  • 42.9% engaged in sex with partners that were one to three years older.
  • 67.4% had sex with men who were four years older or more.

2008 study found that young females who admitted to authors that they had an older sexual partner were more likely to also claim that the sexual encounter was non-consensual. The report, entitled, “Older Sexual Partners During Adolescence,” found that “[y]oung females with older sexual partners are less likely than other sexually experienced teenage women to report that the relationship is ‘steady,’ and are more likely to report that their first sexual intercourse was nonvoluntary or unwanted.”

In addition, a 2015 review of available data, published by the non-profit group Child Trends, found that younger teens are more likely to report first sexual experiences as “statutory rape”:

Among those whose first sexual experience was before age 16, the youngest sexually experienced teens were most likely to report their sexual experience as “statutory rape.” Overall, in 2011-13, 17 percent of males and 33 percent of females who had sexual intercourse before age 16 reported that their first time was with someone who was at least three years older than them. Males who were 15 at first sex were less likely than males ages 14 or 13 or younger at first sex to have reported this experience as “statutory rape” (7 percent, compared with 22, and 24 percent, respectively). Females who were 15 at first sex were also less likely to have experienced “statutory rape” than females ages 14 or 13 or younger at first sex (21 percent, compared with 45, and 48 percent, respectively).

Report by Child Trends shows younger teens are victims of statutory rape

In the table from the report shown below, 47.8% of 13-year-old-, 44.5% of 14-year-old-, and 20.8% of 15-year-old female adolescents from the data Child Trends reviewed had a first sexual relationship with someone three years or older. The report does not indicate whether the partners were adults, necessarily, but it does show a pattern that is troubling and should cause concern when sexually active teens present to a medical facility or clinic.

Child Trends shows younger teens are often victims of statutory rape

A report published in June 2017 by Perspectives on Sexual and Reproductive Health, which looked at partner age gaps among females and males who first had intercourse before age 18, found that out of those who first had sex before age 15:

  • 19% had a partner who was 5+ years older than them and
  • 30% had a partner who was 3-4 years older.

What this reveals is that very early sexual experiences are more likely to happen with an older partner.

This information was found in Table 2, from the report entitled, “Associations of Partner Age Gap at Sexual Debut with Teenage Parenthood and Lifetime Number of Partners. The table of data also revealed that even though the percentages of older partners was reported as lower among females in the study who first had sex at ages 15-17, they are still alarming and demonstrate that the possibility of substantial incidents of statutory rape may be occurring:

  • 11% had a partner who was 5+ years older than them and
  • 13% had a partner who was 3-4 years older.

2017 report shows early sexual experiences of girls are most common with older partners

As Live Action’s “Aiding Abusers” series has documented, when a young girl is taken to Planned Parenthood, the abortion corporation’s solution is not to view them as potential victims of sexual abuse but to hook them on contraceptives or sell them abortions, which fuel Planned Parenthood’s bottom line. This negligent attitude traps these victims of sexual abuse and grants aid to the abusers, by giving them a way to avoid getting caught.

Live Action founder and president Lila Rose stated in a press release:

Despite Planned Parenthood’s public rhetoric as well as laws requiring it to report suspected abuse, its failure to report has been deliberate and widespread. Time and again, rather than reporting abuse to authorities, Planned Parenthood has repeatedly looked the other way and performed abortions on victims as young as 12 years old. These girls deserved advocacy but instead Planned Parenthood staff ignored their abuse and returned them to the waiting arms of their abusers.

Because of flagrant violations like these, the proposed Title X rule tightening on reporting abuse is absolutely necessary. Planned Parenthood has proven that its priority is selling abortions, not caring for the most vulnerable of girls. Planned Parenthood’s culture of cover-up must end, the cycle of abuse of innocent children must end, and Planned Parenthood’s half a billion dollars in annual federal funding must end. Taxpayers cannot be forced to subsidize these abuses of children.

In the #MeToo and #TimesUp era of intolerance against sexual abusers and those who are complicit in aiding the abuse, it is past time to open up investigations in every state to see just how prevalent the failure to report sexual abuse is within the largest taxpayer-funded abortion chain in the United States. Anything short of a full-on investigation and removal of tax funds through federal programs like Title X and Medicaid would be to diminish the agonizing suffering endured by victims of sexual abuse routinely ignored by Planned Parenthood, often in violation of state and federal law.

Planned Parenthood covers potential sexual abuse of 13 year old children

Pro-life Action League has reviewed inspection reports posted recently by the Pennsylvania Department of Health, and uncovered some very disturbing findings concerning two Planned Parenthood facilities in Philadelphia.

On August 29, 2013 Department of Health inspectors conducted an annual registration survey [PDF] of Planned Parenthood’s Locust Street Health Center, and discovered that the Planned Parenthood abortion clinic was not reporting the sexual activity of minor girl’s as young as 13.

The report revealed that on several instances, the clinic failed to inquire if the person these children were having sex with were four years of age or older as required by state law. Despite the fact that two of the girls admitted to being sexually active since the age of 11, the clinic did not even care to investigate the possibility of sexual abuse, nor to report the cases as required by law.

The following cases were outlined in the State’s Inspection Report:

MR1) . A review of MR1 revealed the patient listed in the medical record was a 13 year old unmarried pregnant patient. A review of MR1 revealed the patient listed in the medical record was a 13 year old child and had indicated in the sexual history portion of the medical record, that the child’s age at first intercourse was 11. A further review of MR1 revealed no documentation that the facility reported the sexual intercourse at age 11 to the appropriate agencies.

An interview with EMP1 on August 29, 2013, at approximately 3:00 PM confirmed that both MR1 and MR2, revealed in the sexual history portion of the medical record, that the child’s age at first sexual intercourse was under 13 and both medical records revealed no documentation that the facility reported the sexual intercourse to the appropriate agencies

An interview with EMP1 on August 29, 2013, at approximately 3:00 PM confirmed that MR1, MR2, MR3, MR4, MR5, and MR6, revealed no documentation that the facility ascertained if the child had sexual intercourse with an individual who was four or more years older than the child.

The conclusion of the report is that Planned Parenthood would have to put protocols in place:
Based on feedback from surveyor during the August 29, 2013 survey, the surgical center manager reviewed Pennsylvania State law and PPSP protocols specific to mandatory reporting at center staff meeting on September 17, 2013. PPSP Chief Operating Officer and Manager of Center Quality with legal consultation will revise current protocol to include language on when to ascertain if the child had sexual intercourse with an individual who was four or more years older than the child. The revised protocol will be in place by January 15, 2014 and all health center staff will receive training on this protocol by February 15, 2014. Revised protocol and evidence of training will be available for review.

Based on a review of facility documents, policies, medical records, and interview with staff (EMP), it was determined that the facility failed to conform to all applicable State laws. Ppsp Surgical Locust Street Health Center was not in compliance with the following State laws:
The Pennsylvania Crimes Code and the Child Protective Service Law Sexual intercourse with a child less than 13 years of age is always a crime without regard to the age or relationship of the offender, and without regard to the “consent” of the child. See 18 Pa.C.S §§ 3121(c)(rape of a child); 3121(d)(rape of a child with serious bodily injury); 3123 (b)(involuntary deviate sexual intercourse with a child); 3123(c)(involuntary deviate sexual intercourse with a child with serious bodily injury). Under Pennsylvania law, a child less than 13 years of age is incapable of consent to sexual intercourse

Sexual intercourse with a child less than 16 years of age is a crime if the offender is four or more years older than the child, and the child and offender are not married to each other. 18 Pa.C.S. §§ 3122.1 (statutory sexual assault); 3123(7)(involuntary deviate sexual intercourse). Under Pennsylvania law, an unmarried individual less than 16 years of age is incapable of consent to sexual intercourse with a person who is four or more years older.

Planned Parenthood knows full well what the laws are about. Pro-life groups like Life Dynamics have been documenting their failure to report for years.

In 2002, Life Dynamics conducted the undercover investigation in which we called over 800 Planned Parenthood and National Abortion Federation facilities across the nation. The results of this survey were appalling. Even though many of these clinics openly acknowledged to our caller that this situation was illegal and they were required to report it to the state, the overwhelming majority readily agreed to conceal this illegal activity.

One of the places they called was this very Planned Parenthood. The caller posed as a 14 year old child impregnated bya 22 year old adult man.

Here is a portion of the transcript of that call:

PLANNED PARENTHOOD: Okay, there’s no charge for the pregnancy test if you come in here either.

CALLER: Okay. It’s just — the reason why I can’t tell my parents is because like my boyfriend’s 22, and we’re going to get married and everything, but they hate him because they think he’s too old for me. So they just can’t find out.

PLANNED PARENTHOOD:: Okay. Well, they don’t — I mean, like everything here is confidential, so like I said if you want to come in today you can come in up until what time? up until 3:00 if you can get here by 3:00 you can come in and we can do a pregnancy test for you.

CALLER: Okay. Would you guys be able to do birth control there?

PLANNED PARENTHOOD:: Yes, we do. Um-hum. You’d be offered like birth control following your procedure, so like if you wanted depo or if you wanted the pill we’d be able to give that to you as well.

CALLER: Okay, and does anybody have to know about the birth control?

PLANNED PARENTHOOD:: Does anybody have to know?

CALLER: Yeah.

PLANNED PARENTHOOD:: No. Um-um. Only you.

CALLER: Okay. Is it all right if my boyfriend brings me?

PLANNED PARENTHOOD:: Yeah, that’s fine.

CALLER: Okay. And they wouldn’t ask anything about him or anything?

PLANNED PARENTHOOD:: No. Um-um.

CALLER: All right. Well —

A Kid who called Planned Parenthood in what he called a “prank call” told the tax funded medical center Planned Parenthood that he was 11 and his girlfriend was 18 that they are planning to have sex, is walked thru directions on how to use a condom.

He writes, “So What I did was I did like 20-30 prank calls to different planned Parenthood places on Skype and I Said My name was Robert and that I was 11 and my Girlfriend and we were planning to have sex and that I did not know how to use a condom.”

The child begins by telling Planned Parenthood his name is Robert and that he is 11 years old and “Me and my girlfriend were talking about having sex and I am 11 and I don’t know how to use a condom.” He tells Planned Parenthood he is 11 and his girlfriend is 18.

They ask if he has a condom, if he has the box and tells them the instructions are in the packaging. He then tells them he threw the box away- so Planned Parenthood reads the instructions to him.

Robert calls several Planned Parenthood’s. He tells the St Louis Planned Parenthood that the one he is planning to have sex with is his school teacher. She then asks what school he goes to and he replies he does not know….It appears that he hangs up after she puts him on hold and then calls another center.

He then calls several more Planned Parenthood’s and leaves a message….the rest ask for a number to call him back and instruct him to go to their local centers.

Finally – the last Planned Parenthood tells Robert that at the age of 11 he should not be with an 18 year old and that the behavior is illegal. She goes on to say that she cannot advise him on this, but could on how to use a condom- huh?

She then lectures him and tells him that “She could be arrested” because he is a minor…..and calls his Skype ID vulgar!

Planned Parenthood is a mandatory reporter and although this was a young minor male asking about sex with an adult female, Planned Parenthood has also attempted to cover for pedophiles who have sex with minor girls.

Life Dynamics, located in Denton Texas, has documented that mandatory reporting statutes which require healthcare workers to report reasonable suspicions of child sexual abuse to the authorities are being ignored inside American abortion, Planned Parenthood and family planning centers.

According to Mark Crutcher, founder of Life Dynamics , “The abortion lobby is engaged in a pedophile protection racket and protecting pedophiles who rape underage girls. These abortion clinics receive money from the federal government. We are literally paying for the rape of our young daughters.”

Life Dynamics studied this issue by analyzing several hundred instances in which older men were convicted of sexual crimes against minor girls. In an alarming number of these cases, there was a point at which the victims were taken for birth control, pregnancy tests, STD treatments and abortions – usually by the perpetrator – with no mandatory reporting made by those who provided the service. In almost every case, the sexual abuse resumed afterward and, many times, it would go on for years.

“You have to remember what’s happening right there,” Crutcher said. “You have an adult in a state talking to what they perceived to be a 13-year-old child who was a victim of sexual abuse by an older man and telling that child to lie about his age in order to conceal the crime. If you’re a parent, especially if a father and you’re not outraged then you don’t have a pulse.”

813 UNDERCOVER CALLS TO PLANNED PARENTHOOD AND NAF ABORTION CLINICS NOW UPLOADED

Tapes show hundreds of Planned Parenthood, NAF clinics covering up sex abuse

April 13, 2011 (LifeSiteNews.com) – The pro-life group behind a nationwide survey of Planned Parenthood and National Abortion Federation (NAF) clinics in 2002 has made available never-before-published raw audio and transcripts of hundreds of investigative phone calls that they say prove the abortion industry’s widespread complicity with sexual abuse of minors, in violation of state laws.

In an effort similar to the widely publicized work of undercover pro-life group Live Action Films, Life Dynamics nine years ago identified 906 U.S. facilities affiliated with either Planned Parenthood or NAF. Of these, the group was unable to contact 93, but launched a comprehensive investigation of the other 813 by having an actor pose as a 13-year-old caller asking for an abortion to cover up a pregnancy caused by a 22-year-old “boyfriend.”

In many of the calls uploaded this week by Life Dynamics, the investigator was coached by clinic employees how to avoid detection by parents or authorities, encouraged to conceal the boyfriend’s age, and told to lie about names and addresses. In other calls, clinic workers reassure the girl that the facility will not report abuse, while many abused the judicial bypass process in states where parental notification was required for an abortion.

“[Judicial bypass] is being automatically suggested to any underage girl who simply doesn’t want to tell her parents for any reason whatsoever or for no reason whatsoever. In the case of our caller, this was true despite the fact that she never said anything to indicate that her parents would become abusive or violent over this situation,” reported the group.
“We don’t need to know how old your boyfriend is first of all because it sounds like we would have to report it, ” said a clinic worker at the Planned Parenthood in San Luis Obispo, CA, when confronted with the boyfriend’s age.

“What do you mean report it? Who would you have to report it to?” the caller asked. “Because he’s over 18 and you’re 14. So as long as you don’t tell us, everything’s fine,” said the worker.

A worker at the Potomac Family Planning Center in Rockville, MD, asked the girl, “Do you look 14?” and admitted, “I hate to say this, but we don’t ask for identification, so whatever someone puts down on their age is what we go by.”

The group’s findings largely correspond to conversations recorded undercover and published by Live Action Films, whose investigators were told by abortion clinic workers in multiple states how to avoid parental consent laws, how to lie about the age of their sexual abuser, and even how to attain abortion and other services for illegally-trafficked underage prostitutes.

Life Dynamics notes, “All 50 states have statutes in place mandating that any healthcare worker must report reasonable suspicions of child sexual abuse to a designated law enforcement or child protective services agency.”

The group also points out that a girl as young as thirteen is not legally capable of giving consent for sexual activity, making the girl’s case sexual abuse by default.

“An analogy is the situation in which someone is brought into a hospital emergency room with a gunshot wound. The circumstances of this incident may or may not be criminal, but it is not the healthcare worker’s place to make that determination,” the group explained. “His or her only role is to report the incident to the authorities and this duty does not change regardless of what the patient says. The same thing applies here.”

When the information was first released, opponents said the tapes exposed only a few rogue employees and that the phone calls only indicate that workers would say whatever was necessary to get the girl to come into the clinic, where more information would be gathered. Life Dynamics called the allegations “farfetched.”

While 10 percent of the facilities seemed to comply with the law and sought to learn more about the girl’s situation, Life Dyanmis said, “when you listen to the other 90 percent, what you find is that virtually nothing is said that could even be remotely construed as an attempt to get the girl to the facility so a report could be made. In fact, almost everything that was said during those conversations would work against that objective.”

All 50 states have statutes in place mandating that any healthcare worker must report reasonable suspicions of child sexual abuse to a designated law enforcement or child protective services agency.

In February and March of 2002, Life Dynamics conducted a nationwide undercover phone survey of Planned Parenthood and National Abortion Federation facilities. Our goal was to document their level of compliance with these state-mandated reporting statutes. This was not a random survey but a universal one. We identified 906 facilities in the U.S. as being associated with one or both of these organizations and we attempted to contact each one. Some were no longer in operation and others used one appointment line to service multiple facilities. In the end we were able to contact representatives of 813 of the original 906, including facilities in every state except Mississippi.

Our caller portrayed a 13-year-old girl who was pregnant by a 22-year-old man and wanting an abortion in order to conceal this sexual relationship from her parents and the authorities. In every call the ages of both the girl and the man she was involved with were introduced into the conversation and, in virtually every case, repeated at least once. Additionally, the caller never said anything to suggest that her parents would become violent or abusive if they discovered her sexual activity. It was always made clear that the motivation for the abortion was to conceal this sexual activity.

To document our investigation we made recordings of all 813 calls. (In Texas it is legal to record telephone conversations as long as one party to the conversation is aware of the recording.) Included here are the actual recordings of these calls accompanied by written transcripts. In order to accurately evaluate them, it is essential to understand the following principles:

(1) Because underage girls are not legally capable of giving consent for sexual activity, any sexual activity by an underage girl is, by definition, without her consent. On its face, that is reasonable suspicion of child sexual abuse.

(2) Seeking an abortion, pregnancy test, birth control (condoms, pills, etc.), or treatment for a sexually transmitted disease (STD) is evidence of sexual activity. Therefore, whenever any of these services are sought by a minor, a reasonable suspicion of child sexual abuse is created and the state-mandated reporting requirement is triggered.

(3) The responsibility for determining whether the circumstances of a child’s sexual activity are criminal or not lies solely with the state. Healthcare workers have no legal authority to investigate the incident, make assumptions about it, or draw conclusions about it. Therefore, anything the girl or anyone accompanying her (including parents, guardians, or relatives) says about the situation is totally unrelated to the healthcare worker’s legal obligation under the reporting statute. An analogy is the situation in which someone is brought into a hospital emergency room with a gunshot wound. The circumstances of this incident may or may not be criminal, but it is not the healthcare worker’s place to make that determination. His or her only role is to report the incident to the authorities and this duty does not change regardless of what the patient says. The same thing applies here.

(4) Patient confidentiality and the physician-patient privilege are irrelevant because (a) physicians are legally immune from civil or criminal penalties for violating patient confidentiality or the physician-patient privilege when they report suspicions of child sexual abuse, and (b) the authorities can investigate reported suspicions of child sexual abuse by speaking to the victim and other witnesses without the physician being involved. (These principles are well known among abortion providers. At Life Dynamics, we have a recording of Planned Parenthood’s corporate legal counsel advising a national convention of their affiliates that the obligation to comply with mandated reporting laws supercedes patient confidentiality in every state and in every circumstance.) It should also be remembered that law enforcement entities routinely secure patient medical records when conducting investigations involving possible illegal activities at nursing homes, Medicare and Medicaid violations, insurance fraud, etc.

(5) The fact that a minor girl may be lawfully allowed to secure an abortion, pregnancy test, birth control, or STD treatment without parental knowledge is unrelated to mandatory reporting. Remember, mandatory reporting deals with reports made to the state not to parents. In effect, a healthcare worker’s duty to a minor child or that child’s parents is a separate issue from their duty to the state.

(6) A healthcare worker’s duty to report to the state about the possible sexual abuse of a child does not prevent, interfere with or even delay that child’s ability to access these services since, in virtually every case, the report will not be made until after the service has been rendered. Again, the only relevant issue is that, when a minor seeks these services, that is evidence of sexual activity by someone who is not old enough to consent to sexual activity. At that point, a reasonable suspicion of child sexual abuse exists and, once that legal threshold is crossed, a report to the state is mandated.

In evaluating these calls, be aware of conversations in which the caller was:

* given advise on how to avoid detection by parents or authorities
* told what she should say or not say when she came to the clinic
* encouraged to lie about or conceal her age or her boyfriend’s age
* told to give fictitious names, phone numbers or address
* instructed to be more careful about what information she gave out and to whom
* ignored or interrupted when introducing her age or the age of her boyfriend
* warned that if someone found out about this situation her boyfriend could go to jail
* told to go elsewhere because she had already provided them too much information
* told that the ages of the parties involved are irrelevant
* told that the facility has no interest in her age or the age of her partner
* told that they do not verify ages or check IDs and would accept what she told them
* told to just keep her mouth shut at the clinic and no one would ask any questions

Sometimes, the misdeeds of the facility are purposely subtle. In addition to the issues already mentioned, be on alert for calls in which:

* after identifying the situation as illegal and/or statutory rape, the clinic worker subsequently agrees that the facility will conceal the crime
* after saying that they are “technically” or “legally” required to report this situation to the state, the clinic worker reassures the caller that the facility will not report
* after identifying the situation as illegal and/or statutory rape, the clinic worker agrees to facilitate the ongoing criminal activity by providing birth control without making a report; our caller is often told that her boyfriend can come with her to pick up the birth control or that he can even pick it up without her being there; in other words, despite having evidence that a sexual crime is being committed against a 13-year-old child, they are willing to conspire with the perpetrator to cover-up the crime and then offer to provide him the means by which he can continue the abuse (birth control with no report)
* the clinic worker initially expresses concern for the child, and may even suggest parental involvement, but in the end agrees to violate the law and conceal the situation
* the clinic worker handles the call like a matter of routine, clearly indicating that the clinic encounters this situation frequently, and that they deal with it by ignoring the mandated reporting laws; one example of this are those calls in which this girl’s circumstances appear to have little or no impact on the clinic worker’s response
* there is no response to the danger that the child is in, even though the facts of a statutory rape are clearly presented
* the child’s dilemma is not addressed, with the sale of the service obviously being the clinic worker’s paramount concern
* statements such as, “The way we handle these cases is …” signal that (a) the situation is common, and (b) the clinic worker is stating clinic policy not her own personal approach (this is especially relevant when the clinic worker puts the call on hold, conferred with someone else, then came back and agreed to conceal the situation)
* the failure to report is justified by making it sound as though it is in the best interest of the child to “keep all this confidential”
* the failure to report is justified by demeaning or discounting the influence of parents or the authorities
* statements by the clinic worker are carefully worded in order to insulate them against claims of failing to report
* even among clinic workers who display discomfort or concern with the situation, they continue to sell the service
* when confronted with the dilemma of reporting, they advise the girl to go to another facility and then advise her what to say or not say at that facility in order to work around the reporting requirement

In states with parental involvement legislation in place, abortion proponents always justify the need for a judicial bypass option in order to address the so-called “hard cases” in which minors will be abused if forced to inform their parents about their pregnancies. However, our investigation documented that this is not the way it is actually being used. Instead, it is being automatically suggested to any underage girl who simply doesn’t want to tell her parents for any reason whatsoever or for no reason whatsoever. In the case of our caller, this was true despite the fact that she never said anything to indicate that her parents would become abusive or violent over this situation. And remember, in this specific incident, judicial bypass was not being introduced as a way to keep the child from being abused in the future, it was being introduced as a way to cover-up the fact that the child was already being abused.

If you are in a state with parental consent legislation, be aware of situations in which the caller was:

* told about judicial bypass at the moment she stated that she didn’t want to tell her parents and before she had given any legitimate reason why she didn’t want to tell them
* reassured about how quick and simple the judicial bypass process was
* advised that, during the judicial bypass hearing, it would be best not to mention the age of the person who got her pregnant or lie to the judge if he asked about it
* advised to go to another city where the judges are “more cooperative” with judicial bypass
* given specific advise for circumventing parental involvement legislation such as letting her boyfriend or another adult take her out of state without her parents knowing about it

When we began releasing this information to the public, some of our opponents said that all we uncovered was a few rogue employees who were operating outside of Planned Parenthood or National Abortion Federation guidelines. Remember, however, that this was not a random survey but a universal one. We called every Planned Parenthood and National Abortion Federation facility in the country and made contact with almost every one. Under those circumstances, it is preposterous to suggest that when 90 percent do one thing and 10 percent do the opposite, it is the 90 percent who are in violation of the organization’s accepted and normal standards of behavior. The only logical conclusion is that the responses we received are the standard policy and practice of these organizations.

Another contention made by these groups is that our investigation simply reflects the fact that when their counselors have a sexually active underage girl on the phone they say whatever is necessary to get her into the clinic. The claim is that once she’s actually at the facility they will report her regardless of what they told her over the phone.

Anyone who listens to the tapes of these calls will find that assertion just as farfetched as the one about rouge employees. It is true that almost 10 percent of the Planned Parenthood and National Abortion Federation facilities we surveyed said they would obey the mandatory reporting laws, and in those conversations there were times when it appeared that the counselor was indeed trying to either lure the caller into the facility or get enough information to make a report. However, when you listen to the other 90 percent, what you find is that virtually nothing is said that could even be remotely construed as an attempt to get the girl to the facility so a report could be made. In fact, almost everything that was said during those conversations would work against that objective.

That was especially apparent in calls where they suggested practical steps for her to take that would effectively eliminate any possibility of a report being filed. For example, there are calls in which they said it would be best for her to lie about her age, name or address when she came to the clinic. Some employees went so far as to reassure her that the clinic does not check IDs or verify ages. Sometimes, while she would be giving details about her situation, the counselor would interrupt and tell her not to say anymore or repeat that information. Others told her that she had already revealed too much for their clinic to be able to help her and suggested that she go to another facility and not give them so much information.

Obviously, none of this is the kind of rhetoric someone would use if they were earnestly trying to get this girl into their clinic to make a report. Instead, it was clear that what they were doing is giving her a “heads-up” and some of these counselors actually made that very point during the call.

Planned Parenthood’s long history of covering for sexual abuse of children

A second videotape has been released showing a Planned Parenthood abortion business covering up an alleged sex trafficking ring. The first tape showed staffers in New Jersey engaged in the coverup and this one features a clinic in Virginia.

“Planned Parenthood’s problems go far beyond New Jersey. Our new video shows their Richmond clinic willing to aid and abet the sexual exploitation of minors and coaching a pimp about how girls as young as 14 – 15 could circumvent parental consent laws for secret abortions,” said Live Action President Lila Rose. “Watch the video – the clinic worker admits they do this ‘once or twice a month.’ Our investigations of 12 clinics in the past four years show a pattern of Planned Parenthood’s willingness to cover-up the sexual abuse of minors and young women.”

The undercover investigation sponsored by the pro-life group Live Action features the same setup in this second video: a sex ring operator and one of his prostitutes visit the Richmond Planned Parenthood abortion center looking for information about how to obtain abortions for the minor girls they allegedly illegally brought to the United State.

One again, the sting operation has Planned Parenthood officials willing to bend over backwards to get abortions for the victimized girls and, in this case, bragging about how they can undermine the judicial bypass provision in the Virginia parental notification law to get a judge to approve the secret abortions on the sex slaves.

“But there are also ways, like judicial bypass, that we can get around that if you guys ever need it,” she says of how to get abortions for the 14 and 15-year-old girls they say are here illegally. “There’s a way to avoid that.”

The staffer, Kimberly, tells the undercover investigators, “we’re pretty good at handling, if someone, you know, doesn’t want someone else to know” and adds, “for someone who’s a minor that’s really good option. We do them probably once or twice a month here.”

“Judicial bypass,” the Planned Parenthood staffer says. “It’s um, if someone is a minor and they don’t want their parents to know they’re on their parents insurance — so an abortion would show up..”

“We’ve kinda got it all,” she brags in the January 12 footage, about what Planned Parenthood can do to help the sex traffickers. The staffer also advises the sex traffickers that they can get abortions later in pregnancy in Maryland and DC if they want the girls they manage to get them.

When the Planned Parenthood staffer is told that the couple manage girls who are sex workers and that, “we gotta keep them safe, ” the staffer appears unconcerned, responding, “Yeah, yeah, of course” and “we see people from every walk of life.”

“For awhile we were treating all the girls at Paper Moon,” a local strip club. “No judgment, no sharing of information, like, uh, nothing here.”

The staffer says the girls, when informed they are not here legally, are welcome to get information and STD testing at Planned Parenthood. She ends the meeting by giving the sex traffickers her card and not appearing to show any concern about their law-breaking activity or that she will report them to law enforcement authorities following their meeting.

In the first video (below), the pair of undercover journalists visit Planned Parenthood Central New Jersey’s abortion center in Perth Amboy and clinic manager Amy Woodruff, an LPN, warns the pimp and his prostitute to have their trafficked underage girls lie about their age to avoid mandatory reporting laws.

“Even if they lie, just say, ‘Oh he’s the same age as me, 15,’…it’s just that mainly 14 and under we have to, doesn’t matter if their partner’s the same age, younger, whatever, 14 and under we have to report,” Woodruff says. “Like on the paperwork there’s going to be a point that asks, uh, like are you sexually active, stuff like that … if they’re under a certain age… – you know, me and my other counselor, like for the most part we want as little information as possible – cause we don’t want to be involved…”

Woodruff also recommends how the pimp can get his prostitutes cheaper contraception by claiming they are “students.”

“If they’re minors, put down that they’re students. Yeah, just kind of play along that they’re students–we want to make it look as legit as possible,” Woodruff is caught saying in the videotape.

Woodruff also coaches the alleged sex traffickers on where to get an abortion that won’t be met with as much scrutiny, referring them to the New Jersey-based abortion business named Metropolitan Medical Association, where she says “their protocols aren’t as strict as ours and they don’t get audited the same way that we do.”

The Planned Parenthood official also coaches the alleged sex traffickers on how soon they can put underage female sex slaves back to work. The prostitute in the video asks how long after the abortion until the girls can have sex again, and, when Woodruff says “minimum of 2 weeks,” she asks what sex acts the girls could still do to make money.

“Waist up, or just be that extra action walking by” to advertise sex to potential clients, Woodruff advises.

After claims from Planned Parenthood that the videos were a HOAX, they fired the nurse in the first video.

But…why does Planned Parenthood keep getting caught covering for perverts, sexual abusers and pimps? Several years ago, Mark Crutcher of Life Dynamics spent months preparing an exhaustive report on the questionable activities Planned Parenthood pursues. In Cincinnati, Planned Parenthood has been accused of covering up the sexual abuse of a teenage girl by her father. Ohio law requires professionals such as doctors, nurses, and teachers to report alleged sexual abuse. According to the 2007 lawsuit against Planned Parenthood, the teenager claims she was sexually abused by her father for another 18 months because Planned Parenthood failed to report the incest. After telling someone else about the incest, the girl’s father was prosecuted and sentenced to five years in prison.

In a second case involving Planned Parenthood of Southwest Ohio in Cincinnati, a 14-year old girl was impregnated by her 22-year old soccer coach. He then took her to Planned Parenthood for an abortion. The soccer coach signed-off on the abortion saying he was her step-brother. The girl’s parents were neither notified nor gave their consent for the abortion. The parents filed a lawsuit against Planned Parenthood for failure to report the incident as required by Ohio’s parental notification law and for failure to report an incident of possible child abuse to authorities. The parents’ case is weakened somewhat because the daughter gave Planned Parenthood a false phone number for notification purposes. However, Planned Parenthood did nothing to confirm they were talking to the parents when they made the required notification call.

In this news footage below, we learn about how Planned Parenthood was sued in the case after Planned Parenthood failed to protect by reporting her abuse to authorities:

The victim, identified in court documents only as Jane Roe, was sexually abused and impregnated by a 22-year-old soccer coach in 2004.
A Hamilton County judge ruled against Planned Parenthood in the case of a the woman in that video who said she received an abortion when she was 14 years old.

The lawsuit, filed by the victim’s parents on her behalf, alleges that Planned Parenthood did not follow consent laws before performing an abortion on Roe.

“We know for certain, had they done their job, she would not have had the abortion,” said Roe’s attorney Brian Hurley. “It’s resulted in what we believe is severe trauma to a young woman.”

Hamilton County Common Pleas Court Judge Jody Luebbers ruled that Planned Parenthood breached its duty to have a physician see Roe at least 24 hours before her abortion and performed the abortion without parental notification.

But, these are not the only damming videos against Planned Parenthood. A few years ago Reporter Lila Rose from Live Action did a series of undercover video investigations revealing that yet again- Planned Parenthood was more than willing to cover for sexual child predators: In fact, after Lila Rose uncovered the abuse at a Planned Parenthood in Birmingham, Alabama, they were put on year-long probation for violating state parental consent laws.

The Associated Press has reported that Planned Parenthood of Birmingham has been placed on probation. The AP story reads:
MONTGOMERY, Ala.—A Birmingham abortion clinic that was targeted in an undercover sting by anti-abortion activists has been put on probation by state health officials.
State inspectors, who went to the Planned Parenthood clinic after the sting by the anti-abortion group “Live Action,” cited problems with the reporting of suspected sexual abuse and how parental consent was obtained for minors. ( Sting Video Below)

Rose told the staffer that she was 14 and had been impregnated by a 31-year-old boyfriend. She told the Planned Parenthood official she needed a secret abortion so her parents would not find out about her sexual relationship with the older man.

Rose asks, “Is it a problem about my boyfriend?

The counselor, identified as “Tanisha” in the video, responds, “As long as you consented to having sex with him, there’s nothing we can truly do about that.”

Rose then says that her boyfriend “said he could get in big trouble,” and Tanisha acknowledges that “he could, especially if your parents find out that he’s 31.

The Planned Parenthood official then tells Rose that the center manager, Desiree Bates, “sometimes does bend the rules a little bit” and adds “whatever you tell us stays within these walls” and “we can’t disclose any information to anybody.”

Tanisha also seems to tell Rose that a signature from an “older sister that’s over the age of 18″ or someone “with the same last name” could function as a substitute for parental consent so Planned Parenthood could perform an abortion on a minor.

Yet, Alabama Code 26-21-3 specifies that the written permission of either a parent or legal guardian is necessary before a minor may obtain an abortion.

This is the seventh Planned Parenthood center implicated in a multi-state child abuse scandal involving the deliberate and unlawful suppression of evidence of statutory rape. Alabama is the fourth state to be implicated in the controversy, along with Arizona, Indiana, and Tennessee.

Recently, the investigation of a clinic in Memphis, TN assisted state legislators in their effort to successfully divert nearly $1 million in taxpayer subsidies from Planned Parenthood to law-abiding local health clinics.

When to ‘bend the rules a little’ means hiding a case of statutory rape from Child Protective Services and looking for ways around the parental consent requirement, Planned Parenthood becomes directly responsible for ensuring that statutory rapists can continue their abuse of young girls,” Rose says.
