Shock: More than half of abortions in Medicaid-coverage states are taxpayer funded

The American public is told that their tax dollars do not fund abortion, but this is false. At the federal level, despite measures like the Hyde Amendment, which prohibit federal dollars from paying for abortions, taxpayers still fundabortions in certain instances. “Federal financial participation (FFP) is only available for abortions performed to save the life of the mother or to terminate pregnancies resulting from rape or incest,” a Medicaid spokesperson previously told Live Action News.

But this amounts to more than what it sounds like. According to Medicaid.gov, in 2016 alone, federal dollars were used to pay a total of nearly $50,000 for abortions at the federal level and $31,000 at the state level. However, this figure was down substantially from previous years.

Live Action News previously reported that according to national net expenditures published by Medicaid.gov in 2015, taxpayers funded $500,659 for abortions that year under Medicaid assistance programs. Of that total, $327,341 was paid by federal dollars and $173,318 was paid by the states where the abortions were committed.

Americans taxpayers paid even more for abortion in 2014. The net national total of Medicaid program assistance expenditures that year reveals that taxpayers paid $1,204,949 for abortions, with $604,897 picked up federally and $600,052 picked up by taxpayers within the states.

Planned Parenthood‘s former “special affiliate,” the Guttmacher Institute, notes:

  • 17 states have a policy that directs Medicaid to pay for all or most medically necessary abortions.
    • 5 of these states provide such funds voluntarily.
    • 12 of these states do so pursuant to a court order.

Previous Live Action News reports indicate that, in several states including New Mexico, taxpayers are forced to fund late-term procedures (after the 20th week) done for any reason the woman desires. It is important to note that late-term abortions are not being committed solely for health reasons, as is often suggested by abortion proponents and the media.

In New Mexico, undercover audio calls to a late-term abortion facility revealed that facilities in the state will advise women to seek a Medicaid (taxpayer) funded abortion when:

  • there is nothing wrong with “the pregnancy” and the woman no longer wants the baby
  • when the baby has Down syndrome
  • when a minor is impregnated by an adult male predator

Time and again, Live Action News has documented that tax dollars actually increase the number of abortions the taxpayer is forced to finance, many of which are repeat abortions. Reports from the abortion lobby, which tends to see everyabortion as “medically necessary,” reveal the exact same thing.

A recent survey conducted by the Guttmacher Institute revealed that women who have taxpayer-funded abortions tend to have more abortions. It also revealed that the majority of those women were using contraception when they became pregnant. In addition, Guttmacher, which is funded in part by taxpayers, found that Black women had a higher rate of prior abortions.

report published by the pro-abortion Reproductive Health Investors Alliance, available on the Tara Health Foundation website, showed that the percentage of abortions by payment, funded by taxpayers in states that do not cover abortions via Medicaid, was just 1.5 percent. However, in the Medicaid coverage states, that figured jumped to 52.2 percent.

Live Action News overview on how tax dollars fund abortions by state references a report showing that the state of California’s Medi-Cal program paid for more than 83,000 abortions in a single year. In Minnesota, taxpayer-funded abortions recently increased almost 11 percent, with Planned Parenthood committing the largest portion, despite a record low number of abortions nationally. In Alaska, abortions recently declined 5.5 percent overall, while the percentage of taxpayer-funded abortions increased from 32.8 percent to 44.1 percent in just one year.

Funding abortions increases the number of abortions and increases the long-term effects a woman will potentially suffer after the abortion. Forcing taxpayers to pay to kill babies is immoral and a poor use of hard-earned tax dollars… and it needs to end. In part two, Live Action News will detail abortion funding in a number of specific states.

Documents from three states indicate that babies may be born alive after abortions more often then we might expect. Published data for 2015 shows that ten babies in just Florida, Minnesota, and Michigan were reported to have been born alive following an abortion attempt. The documents indicate that many more may have been born alive after abortions in previous years.

FLORIDA

report from the State of Florida reveals that in 2015, at least four babies survived abortion attempts that year. The information comes from a report entitled “ITOP Report of Infants Born Alive, By County Where Terminations Occurred, Florida,” on file at the Agency for Health Care Administration.

According to a spokesperson from the AHCA, ITOP stands for “Induced Termination of Pregnancy.” The published data (which only goes back to 2014) showed that three babies survived an abortion in Alachua County and one in Jackson County in 2015. That same year, 5,132 elective abortions were reportedly performed on women during the 13th to 24th week of pregnancy. What happened to the babies is unclear, as no additional information was available from the report.

Florida law requires that “[a]n infant born alive during or immediately after an attempted abortion must be immediately transported and admitted to a hospital pursuant to s. 390.012(3)(c) or rules adopted thereunder.” The law also requires that any employee of a hospital, physician’s office, or an abortion clinic who is aware of a violation of the born-alive law report it.

Based on data reviewed for this article, most of the cases of live births following an abortion were reported by a hospital rather than a clinic. But public reports show that abortion clinics have experienced the “dreaded complication” of live-birth abortions as well. Live Action News has detailedseveral instances.

One chilling report from an abortion clinic came in 2005. It was documented in the heart-wrenching phone call below, made after a Florida woman contacted 911, reporting that her friend’s baby was born alive and left to die:

The mother told blogger Jill Stanek that the infant, named Baby Rowan, was delivered alive in the toilet.

“The very moment I saw my son was alive, nothing else in the whole world mattered but Rowan’s safety! I fell immediately in love with my baby boy and was afraid of nothing that I ever feared before. Only one thing mattered to me: getting Rowan help. I begged, repeatedly.”

She then relayed to Stanek how she waited 11 minutes for help to arrive while clinic workers turned ambulance drivers away claiming the call was placed by a hysterical patient.

MINNESOTA

The state of Minnesota also requires that abortion staff report whether any abortion resulted in a born-alive infant.

In 2015, there were five born-alive incidents, according to a report of induced abortions presented to the legislature. The cases occurred in “two hospitals, included in Table 1.1 as ‘Independent Physicians,’” according to the report.

Minnesota state law requires that:

When an abortion is performed after the twentieth week of pregnancy, a physician, other than the physician performing the abortion, shall be immediately accessible to take all reasonable measures consistent with good medical practice, including the compilation of appropriate medical records, to preserve the life and health of any born alive infant that is the result of the abortion.

Despite this fact, the report states that all of the infants were reported to “have lethal fetal anomalies incompatible with life and thus no measures were taken to preserve the life of these infants.”

Sadly, none of the babies survived. They were instead left to die, based on their disabilities.

MICHIGAN

report entitled “Number of Reported Induced Abortions by Evidence of Life,” from the State of Michigan, indicates that in 2015, one baby survived an abortion attempt.

The information can be found under Abortion Statistics, published by the Michigan Department of Health and Human Services (MDHHS). To view the report, scroll under the heading “Abortion,” then “Michigan Occurrences, by Evidence of Life.”

A spokesperson with MDHHS said the term “present” in the report pictured below indicates that life was present in the baby, upon the complete expulsion or extraction from the mother. The reports are sent in anonymously, and MDHHS does not conduct any follow-up to determine what occurred or whether the child survived.

Information published in the State’s Physician’s Handbook on the Reporting of Abortions shows that abortion providers must answer, “Did the Fetus Show Evidence of Life When Separated, Expelled or Removed From the Woman? (yes/no).”

It goes on to define a live birth from an abortion:

Evidence of life is constituted by breathing, beating of the heart, pulsation of the umbilical cord or definite movement of voluntary muscles. A fetus showing such evidence of life must be reported as a live born, in which case BOTH AN ABORTION REPORT AND A CERTIFICATE OF LIVE BIRTH MUST BE FILED.

Additional abortion reports from previous years show that a number of babies showed “evidence of life” after abortions in Michigan:

  • 2008 – Out of 25,970 abortions, life was present in one baby, and one was not reported.
  • 2009 – Out of 22,357 abortions, life was present in one baby.
  • 2010 – Out of 23,307 abortions, life was present in one baby. and two were not reported.
  • 2011 – Out of 23,366 abortions, life was present in five babies, and seventeen were not reported.
  • 2012 – Out of 23,230 abortions, life was present in one baby, and two were not reported.
  • 2013 – Out of 26,120 abortions, life was present in two babies, and six were not reported.

Clearly, babies are being born alive following an abortion, but Michigan is not following up on what abortionists or their staff are doing to these babies or on what is happening in the unreported cases. According to MDHHS, “not reported” means that neither yes nor no was checked on the required form.

Born-Alive Protection Acts

In 2002, the Federal Born Alive Infant Protection Act passed both Houses of Congress with bipartisan support, due in part to testimony from Stanek, formerly a labor and delivery nurse, who once held a born-alive infant in her arms after the baby survived an abortion performed at an Illinois hospital.

Stanek’s grueling testimony reads in part:

One night, a nursing co-worker was taking a Down’s syndrome baby who was aborted alive to our Soiled Utility Room because his parents did not want to hold him, and she did not have time to hold him. I could not bear the thought of this suffering child dying alone in a Soiled Utility Room, so I cradled and rocked him for the 45 minutes that he lived. He was between 21 and 22 weeks old, weighed about 1/2 pound, and was about 10 inches long. He was too weak to move very much, expending any energy he had trying to breathe. Toward the end he was so quiet that I could not tell if he was still alive. I held him up to the light to see through his chest wall whether his heart was still beating. After he was pronounced dead, we folded his little arms across his chest, wrapped him in a tiny shroud, and carried him to the hospital morgue where all of our dead patients are taken.

Today, thanks to born-alive protections in some states and federally, there has been at least one documented occasion where an abortion provider requested emergency assistance after a baby survived:

This case is believed to be an outlier, as life-saving efforts dedicated to a baby who is born alive after an attempted abortion are rare.

In fact, comments made by a former Planned Parenthood medical director shed light on the real situation that often occurs in abortion clinics and even in some hospitals. Dr. DeShawn Taylor, who was caught in undercover footage by the Center for Medical Progress, told the CMP investigator that identifying “signs of life” after a baby survives an abortion is contingent upon “who’s in the room.”

Taxpayers in Maryland spend millions on abortions for “mental health”

Data from the State of Maryland reveals that since 2006, taxpayer-funded Medicaid abortions in the state, committed mostly for the vague reason of the woman’s “mental health,” have increased year after year, costing taxpayers almost $48 million.

While the federal Hyde Amendment prohibits federal dollars from paying for most abortions, Medicaid dollars passed to states by the federal government can be used to pay for abortions at the state level.

Live Action News has previously shown how 17 states allow taxpayer dollars to fund abortions in excess of the Hyde Amendment’s restrictions. In addition, since money is fungible, even with Hyde in place, dollars sent to groups like Planned Parenthood can fund abortion centers and abortion staff.

According to a document published by Maryland’s Department of Health and Mental Hygiene, the State will pay for abortions as long as the provider fills out a form that certifies:

  • continuation of the pregnancy is likely to result in the death of the woman.
  • there is substantial risk that the continuation of the pregnancy could have a serious or adverse effect on the woman’s present or physical health.
  • there exists medical evidence that continuation of the pregnancy is creating a serious effect on the woman’s present mental health, and if carried to term there is a substantial risk of a serious or long lasting effect on the woman’s future mental health.
  • this abortion is necessary because the fetus is affected by a genetic defect or serious deformity or abnormality.
  • this abortion is necessary for a victim of rape, sexual offense or incest and the incident has been reported to a law enforcement agency or to a public health or social agency.

If you review all these reasons — physical health, mental health, life of the woman, and health of the baby — you essentially have abortion on demand, as defined in Roe v. Wade and the companion case, Doe v. Bolton. However, according to the state of Maryland, women eligible for Medicaid solely due to a pregnancy do not currently qualify for a state-funded abortion.

I contacted the state of Maryland to see if they had published statistics on Medicaid funding. What I found, according to several Department of Health and Mental Hygiene documents the state provided, is the following (all the documents are available online here):

LAST THREE YEARS

Between 2014 and 2016,* the average cost of a Medicaid abortion was between $600 and $700.

In the past three years, taxpayers have been forced to spend $16.6 million for 23,395 Medicaid abortions in Maryland.

The largest portion of those procedures — 68 percent (15,979) — were performed at abortion facilities, costing taxpayers approximately $400.00 per procedure.

* Although the data for 2016 may not be complete, it showed that claims sent to the state as of November 2016, $5.3 million in tax dollars were spent to fund 7,812 abortions.

TAXPAYER-FUNDED ABORTIONS INCREASED EACH YEAR 

There are no requirements to report abortions in the state, however, Guttmacher (Planned Parenthood’s former “special affiliate“) estimates that in 2014, approximately 28,140 abortions were committed.  This means that 27 percent of abortions were paid for by taxpayers that year.

In fact, statistics for previous years indicate that as abortions have decreased in the state, taxpayer-funded abortions are increasing. See data on Medicaid abortions for 2015 and 2014, compared with data from previous years :

  • 2015: $5.7 million in tax dollars paid for 7,932 abortions.
  • 2014: $5.6 million in tax dollars paid for 7,651 abortions.
  • 2013: $5.4 million in tax dollars paid for 7,528 abortions.
  • 2012: $5.2 million in tax dollars paid for 7,442 abortions.
  • 2011: $5.4 million in tax dollars paid for  7,177 abortions.
  • 2010: $4.7 million in tax dollars paid for 6,652  abortions.
  • 2009: $3.4 million in tax dollars paid for 4,857 abortions.
  • 2008: $2.2 million in tax dollars paid for 3,281 abortions.
  • 2007: $2.2 million in tax dollars paid for 3,580 abortions.
  • 2006: $2.7 million in tax dollars paid for 3,831 abortions.

Note: Data for fiscal years 2014 and 2015 includes all Medicaid-funded abortions performed during the fiscal year, while data for fiscal year 2016 includes all abortions performed during fiscal 2016, for which a Medicaid claim was filed through November 2016. Since providers have 12 months to bill Medicaid for a service, Medicaid may receive additional claims for abortions performed during fiscal 2016. For example, during fiscal 2016, an additional 1,066 claims from fiscal 2015
were paid.

REASONS FOR ABORTIONS

Out of 7,812 abortions paid for with Medicaid dollars in 2016, none were performed to save the life of the woman, according to statistical data provided by the state.

In fact, almost 100 percent of taxpayer-funded abortions (7,805) were performed because the doctor believed it would affect the woman’s “mental health,” described this way:

“Medical evidence that continuation of the pregnancy is creating a serious effect on the woman’s mental health, and if carried to term, there is a substantial risk of a serious or long-lasting effect on the woman’s future mental health.”

Of the remaining seven, three abortions were recorded because the doctor certified that there was “a substantial risk that continuation of the pregnancy could have a serious and adverse effect on the woman’s present or future physical health.”

Four abortions were due to the fact that “the fetus [was] affected by genetic defect or serious deformity or abnormality.”

Data for previous years showed similar facts.

Out of Medicaid claims received by the state for years 2008 through 2015, “mental health” of the woman appeared to be the default reason abortion doctors gave to justify the taxpayer-funded abortion.

The numbers break down as follows:

  • 2015 : 6,844 out of 6,866; none in which the life of the woman was endangered.
  • 2014 : 6,589 out of 6,609; none in which the life of the woman was endangered.
  • 2013: 6,561 out of 6,567 ; none in which the life of the woman was endangered.
  • 2012: 5,856 out of 5,861; none in which the life of the woman was endangered.
  • 2011: 6,375 out of 6,381; none in which the life of the woman was endangered.
  • 2010: 4,349 out of 4,352; none in which the life of the woman was endangered.
  • 2009: 3,404 out of 3,407 ; none in which the life of the woman was endangered.
  • 2008: 2,307 out of 2,314; none in which the life of the woman was endangered.

As previously reported, “mental health” of the mother is something that can be determined by the abortion doctor who profits from the procedure — and abortionists who work for Planned Parenthood have stated that they believe every abortion is “medically necessary.”

When the abortion industry says tax dollars will not pay for abortion, this simply is not true. The State of Maryland is just one of many examples of taxpayer funding of abortion. Another example is that of New Mexico, where undercover calls revealed several instances (listed below) in which a late-term abortion facility recommended taxpayer-funded abortions:

  • A caller who said she was 16 and claimed she was impregnated by an older family member
  • A caller who said she was pregnant with a child that had Down syndrome
  • A caller who said she was 26 weeks pregnant and there was nothing medically wrong with “the pregnancy”

 

Live Action News also published an overview on how your tax dollars fund abortions, nationally. That article noted that according to the most recently available report from the state of California’s Medi-Cal program, public funds paid for more than 83,000 abortions there.

In addition, despite abortions falling to their lowest number in 35 years of reporting in Minnesota, taxpayer funded abortions in the state increased almost 11 percent in 2015, with Planned Parenthood performing the largest portion of those procedures. In Alaska, abortions declined 5.5 percent, while taxpayer-funded abortions rose over 34 percent from 32.8 percent in 2015 to 44.1 percent in 2016. Statistics from New York show that taxpayers may be spending their hard earned dollars funding abortions on women who previously obtained one or more abortions.

PLANNED PARENTHOOD

From 2008 to 2016, the State of Maryland gave Planned Parenthood over $24 million dollars in taxpayer funds for various reasons, according to data published on Maryland’s Open Data Portal website. Earlier this year, the Maryland Senate approved a bill that would direct funds to Planned Parenthood in the event that Congress defunds the abortion corporation.

“The bill shields Planned Parenthood with $2 million from the State’s Medicaid budget,” reports CBS Baltimore, “and another $700,000 from the general fund should Republicans in Congress succeed in cutting off federal funds,” the news outlet writes.

The alarming numbers show clearly that taxpayers are, in fact, funding abortions. As Congress debates defunding Planned Parenthood, pro-lifers must push for an end to funding the abortion industry with American tax dollars at the state and federal levels.

A pro-choicer called Pro-Life Action Ministries and left them a threatening message, after they went door-to-door throughout Richfield, MN, handing fliers asking the community why Planned Parenthood was preying on them:

Brian Gibson, executive director of the pro-life group said they received a handful of negative responses and this threatening voice message which threatened to break the leg of any of their members who hung up another flier:

I’m calling regarding a little flier we got on our door, it says call. I’m just calling to let you know that if you leave another freak’n flier, I’ll break the leg of the person that drops it off. You and your F****** propaganda – knock it off !”

Planned Parenthood: Targeting of minorities harkens back to racist founding

The founder of Planned Parenthood, Margaret Sanger, was a devout eugenicist who promoted birth control and sterilization as a means of ridding society of “unwanted” segments of the human family. “All of our problems are the result of overbreeding among the working class,” she wrote.

“We are paying for … an ever increasing, unceasingly spawning class of human beings who never should have been born at all.”

Sanger’s rejection of human dignity and equality is central to the work of Planned Parenthood today. The organization is the leading killer of unborn Americans, who are deemed “unwanted,” “incovenient,” disabled and/or economically burdensome.

Sanger, who once spoke at a meeting of the Ku Klux Klan, wrote in 1939: “We do not want word to go out that we want to exterminate the Negro population.” Even today, Planned Parenthood continues to heavily market its services to minority populations.

Nearly 80 percent of Planned Parenthood clinics are located in minority neighborhoods. Nationwide, the abortion rate for black women is almost five times that for white women, and the rate among Hispanic women is double that among whites. Since 1973, over 13 million African-American babies have been killed by abortion; one quarter of the black population has been wiped out.

Planned Parenthood Minnesota, North Dakota, South Dakota, led by President Sarah Stoesz, is no exception. According to the Minnesota Department of Health, the abortion rate among white Minnesota women in 2007 was 14.1 per 100 live births. Among African-American women, it was a shocking 48.8.

And while people who identify themselves as black or African-American represent only 4 percent of Minnesota’s population, they accounted for more than 23 percent of Minnesota abortions in 2007.

Rai Rojas, Director of Hispanic Outreach for National Right to Life, says that Hispanic women are also increasingly targeted for abortion.

“Examples of how the Latino community is targeted are plentiful, including an over-abundance of advertisements in mono-lingual Spanish papers that publish only in Latino communities; Planned Parenthood’s choice of a Mexican-American as its chaplain; and an all-out Web campaign that targets Latina women,” Rojas explains.

“As the abortion rate among non-Latin women declines, the abortion industry realizes it needs to make up for that negative cash flow,” Rojas says. “Pretending to be a benevolent ‘family planning’ organization is its hook into the Hispanic community.”

Abortion is a plague on minority communities in this state and around the country. Unless Planned Parenthood’s gruesome and exploitative efforts can be stopped, the devastation will likely continue.

Planned Parenthood of Minnesota North, South Dakota Makes Record Abortion Profit

St. Paul, MN (LifeNews.com) — A new annual report issued from Planned Parenthood of Minnesota, North Dakota, and South Dakota shows the abortion business turned a record profit in 2008. Total revenues from 2007 to 2008 rose nearly 11 percent as Planned Parenthood raked in almost $3 million more.

Looking at the new annual report, total revenues rose 10.8% from $24,660,000 in 2007 to $27,328,000 in 2008.

Total revenues from government funds increased 21% from $4,350,000 to $5,268,000, the largest annual dollar amount to date, and donations from pro-abortion activists climbed 66.7 % from $5,955,000 to $9,924,000.

While government and individuals’ contributions increased enormously, Planned Parenthood suffered an investment loss on its vast reserves of cash as its investment portfolio lost $3,429,000.

Scott Fischbach, executive director of Minnesota Citizens Concerned for Life, told LifeNews.com today that he is dismayed by the numbers.
The money that Planned Parenthood is making is enormous,” he said. “One can easily see why Planned Parenthood wants abortions covered in all health care reform—it means huge amounts of money for their pockets.

The report indicates the Planned Parenthood abortion business now operates 25 centers in Minnesota that either do abortions surgically, with the dangerous mifepristone abortion drug, or refer women to their abortion centers

The 2008 report acknowledges that Planned Parenthood killed 4,792 unborn children in abortions.

While many people and families are suffering in this tough economy, Planned Parenthood is raking in millions of dollars from the government, from donors and from the sale of abortions performed on women in crisis. It is truly tragic,” concluded Fischbach.

The report from the PPMNS affiliate comes after a spring report from the national Planned Parenthood abortion business showing an increase of five percent more abortions and increased taxpayer funding.

According to Planned Parenthood’s latest report, abortions increased to 305,310 abortions from 289,750 in 2006. That 5.3 percent increase came at a time when the Alan Guttmacher Institute, its former research arm, showed abortions were at near-historic lows.

The annual report showed more government funding heading to the abortion business even if the taxpayer funds did not directly pay for abortions.

The total government grants and contracts received by PPFA affiliates from government sources including state, local and federal governments, increased from $337 million to $350 million.
