How Planned Parenthood uses taxpayer dollars and Title X for abortion

Tax dollars are being sent to locations that house Planned Parenthood abortion facilities under the federal family planning program known as Title X. Under the guise of simply providing health care, Planned Parenthood uses Title X funds — citizens’ tax dollars — to fund staff and facilities where abortions are also committed. Doing clinical breast exams, Pap smears, and STD testing in the same building where abortions take place enable Planned Parenthood to maximize its use of government funding to also cover its abortion expenses, thus forcing taxpayers to fund the abortion chain’s violent and ill-supported activities.

A 2011 report published in the pro-abortion journal “Contraception” noted that:

  • Title X helps to support staff salaries, not just for clinicians but for front-desk staff, educators and finance and administrative staff.
  • Title X provides for individual patient education as well as community-level outreach and public education about family planning and women’s health issues.
  • Title X also helps to support the infrastructure necessary to keep the doors open — subsidizing rent, utilities and infrastructure needs like health information technology.

A document published by the Congressional Research Service (CRS) reveals that recipients of Title X dollars can, in fact be abortion facilities, despite the claim that the abortions are “separate”:

In 2015, the Guttmacher Institute surveyed a nationally representative sample of publicly funded family planning clinics. Respondents included 535 clinics that received Title X funds. Based on that survey, an estimated 10% of clinics that received any Title X funding reported offering abortions separately from their Title X project.

In 2004, following appropriations conference report directions, HHS surveyed its Title X grantees on whether their clinic sites also provided abortions with nonfederal funds. Grantees were informed that responses were voluntary and “without consequence, or threat of consequence, to non-responsiveness.” The survey did not request any identifying information. HHS mailed surveys to 86 grantees and received 46 responses. Of these, 9 indicated that at least one of their clinic sites (17 clinic sites in all) also provided abortions with nonfederal funds…

In fact, Title X requirements clearly show that abortion facilities can be recipients of Title X funds, under the requirements:

Certain kinds of shared facilities are permissible, so long as it is possible to distinguish between the Title X supported activities and non-Title X abortion-related activities:

(a) A common waiting room is permissible, as long as the costs properly pro-rated;

An analysis of the June 2017 Title X Family Planning Directory of Grantees reveals that government dollars are being sent to Planned Parenthood administration offices and affiliate headquarters, some of which are located ironically at the same addresses as abortion facilities.

The list of grantees under Title X shows that eleven Planned Parenthood affiliates receive direct funding:

1). Planned Parenthood of Southern New England, Inc., identified in the directory as located at 345 Whitney Ave., New Haven, CT 06511. A closer look at that location shows both an abortion facility and the Connecticut Administrative Office, which also advertises abortions online.

2). Planned Parenthood League of Massachusetts is listed at 1055 Commonwealth Ave., Boston, MA 02215. That address contains both an abortion facility as well as administrative headquarters which advertise abortions.

3). Planned Parenthood of Northern New England’s Vermont administration offices, which advertise abortions at select sites is listed in the directory at 784 Hercules Dr., Suite 110, Colchester, VT 05446.

4). Planned Parenthood Assoc. of Utah is listed in the directory at 654 South 900 East, Salt Lake City, UT 84102. This location houses a facility which advertises abortion referrals as well as an administration office that advertises abortions.

5). Planned Parenthood of Illinois is listed in the directly at 18 S. Michigan Ave, 6th Floor, Chicago, IL 60603 and houses the administrative headquarters, which advertises abortion online. Also shown at this address is a facility that performs abortions.

6). Planned Parenthood Minnesota, North Dakota, South Dakota’s administrative headquarters, which advertises abortions online is shown in the directory at the same location — 671 Vandalia St., St. Paul, MN 55114 — as a facility which commits abortions.

7). Planned Parenthood of Greater Ohio’s administrative headquarters is listed in the directory at 206 E. State St., Columbus, OH 43215. The same address advertises online that it also stands ready to commit abortions.

8). Planned Parenthood of Wisconsin, Inc., listed in the directory at 302 Jackson St. N, Milwaukee, WI 53202, contains an abortion facility which advertises abortion as the only “service” they provide. And, the Administrative Offices and Headquarters also located at that address advertises abortions on its website.

9). Planned Parenthood South Atlantic Headquarters — 100 South Boylan Ave., Raleigh, NC 27603 — contains a facility that advertises both abortion referrals and the affiliate’s headquarters, which also advertises that it offers abortions.

10). Planned Parenthood of the Columbia/Willamette is listed in the directory at 3727 Martin Luther King Jr. Blvd. NE, Portland, OR 97221. This address is also the location of an abortion facility as well as the affiliate’s headquarters, which advertises abortions.

11). Planned Parenthood of the Great Northwest and the Hawaiian Islands is listed in the directory at 2001 E. Madison St., Seattle, WA 98122. This address is the location of an abortion facility in addition to address for the Washington administration offices.

Title X dollars originally sent to the states or to other grantees — instead of directly to Planned Parenthood affiliates — are funding additional Planned Parenthood locations that commit abortions. Live Action’s Abortion Corporation investigative series documents this reality further. Live Action investigators called several Planned Parenthood facilities that perform abortions and also receive Title X funds through state programs.

A sample of those calls is summarized below:

  • The Corning, NY, Planned Parenthood (listed as a Title X-funded facility in the state’s 2016 directory) told Live Action’s investigator that the only option they offer pregnant women is abortion: “We tell you you’re pregnant, and then we offer at Planned Parenthood to do the abortions.”
  • The Brooklyn Park, MN, center made it clear to Live Action’s investigator that it offers only “pregnancy tests and then abortion care,” despite being listed in the state’s directory of Title X-funded centers.
  • The Title X-funded Planned Parenthood facility in St. Paul, MN, states on their website that it has “trained staff to discuss your options with you if you are pregnant.” But when a Live Action investigator asked what kind of services are offered there for pregnant women “who want to continue with the pregnancy,” the Planned Parenthood staffer responded that, for those women, “we don’t offer services.”
  • Planned Parenthood’s Eugene-Springfield, OR, center told a Live Action investigator, “We do abortions here…” This Planned Parenthood facility is also a Title X-funded center, according to a 2017 state directory published online.

Sending tax dollars to abortion facilities like Planned Parenthood — and thus funding abortion through the back door — has many Americans demanding that Congress step in to defund Planned Parenthood. But, there are additional concerns with Planned Parenthood receiving these funds. As Live Action News has reported, Planned Parenthood’s ongoing history in failing to report suspected child abuse should be reason enough to pull Title X funds immediately. Every year, Planned Parenthood receives over half a billion dollars in government funding. Each day that tax dollars continue to flow to the abortion corporation, Planned Parenthood receives $1.5 million of our hard-earned money and violently ends the lives of 900 precious preborn children. As state and federal lawmakers consider funding Planned Parenthood, they should keep in mind that programs like Title X allow tax dollars to directly assist in keeping Planned Parenthood’s abortion facilities open and staffed.

It’s time to stop helping Planned Parenthood commit abortions with our own money.

Planned Parenthood’s health services have plummeted

(LiveActionNews ) — Planned Parenthood claims to provide a number of health services…but what they don’t tell the public is that these services have been decreasing significantly for years, despite the fact that over several years, Congress has nearly doubled the abortion giant’s taxpayer funding. As Congress is considering defunding Planned Parenthood’s half a billion dollars annually, Live Action has highlighted a select number of these declining services in a newly released video, which focuses on services reported from a ten-year period (2004 to 2014), as well as on Planned Parenthood’s website and official spokespersons’ statements:

The data speaks for itself and paints a clear picture of how undeserving Planned Parenthood is of those dollars. While politicians and abortion advocates tout a variety of Planned Parenthood’s health services in an attempt to justify federal funding for the organization, many of those same services are drastically declining.

So what isn’t declining at Planned Parenthood? Two things: abortion and taxpayer funding.

The following report includes links to documentation where the information originated. While Planned Parenthood may have adjusted service totals for a specific year in a later report, the statistics used here and in the video are from the most current reports available. While the Live Action video focuses on cancer screening services, this article includes additional statistics on declining services.

PATIENTS and FACILITIES

In 2011, Planned Parenthood’s president, Cecile Richards, boasted of the organization’s three million patients. Now, as of early 2017, that amount is half a million less.

One can only speculate why Planned Parenthood’s patient numbers are falling, but investigative footage by Live Action (as well as the Center for Medical Progress) exposing distasteful and potentially illegal activities by the abortion giant could hold a clue.

In addition to patients, facility numbers are also taking a hit.

In fact, between 2007 and 2017, the organization shuttered more than 200 facilities.

Although Planned Parenthood once operated 900 facilities, today, the abortion profiteer states on its website that it operates “nearly 650 health centers throughout the United States.”

Why is Congress giving hundreds of millions of tax dollars to an organization whose numbers are falling year to year? The truth is that there are more worthy health care providers — Federally Qualified Health Centers and community health centers — and they outnumber Planned Parenthood facilities by the thousands. In fact, while Planned Parenthood patients declined nearly 17 percent from 2011 (3 million) to only 2.5 million patients today, federally funded health centers, as identified by the federal Health Resources and Services Administration, served more than 24 million patients in 2015 alone.

Some claim that if Planned Parenthood is defunded, these health centers could not handle the patient influx; however, The Radiance Foundation founder Ryan Bomberger correctly pointed out that in just two years, federally funded health centers increased their patient load by over 2 million.

PAP TESTS and BREAST EXAMS

Another area of embarrassing decline for the organization — which claims to be one of the “nation’s leading providers of high-quality, affordable health care for women, men, and young people” — is breast exam services.

Between 2004 and 2014, breast exams at Planned Parenthood decreased 60.7 percent.

As Live Action has previously documented, Planned Parenthood CEO Cecile Richards admitted before Congress that her organization performs no mammograms at all. HRSA health centers, on the other hand, recorded serving more than 470,000 patients for mammograms in 2014, and 521,000 in 2015.

But what about Pap smears, which test for cervical cancer? Those are also on the decline at Planned Parenthood.

A look at the organization’s 2005 annual report (which contained an update to their 2004 service numbers) reveals that Pap tests declined 77 percent between 2004 (~1.1 million) and 2014 (~271,000).

In contrast, federal health centers provided more than 1.7 million Pap tests to their patients in2014, and more than 1.8 million in 2015.

CANCER SCREENINGS

Overall, cancer screenings at the nation’s largest abortion provider have plummeted 68.3 percent.

In 2004, Planned Parenthood performed a combination of 2,157,849 services (see updated 2005 annual report), which included Pap tests, breast exams, colposcopy proceduresLEEP procedures, and cryotherapy procedures.

Then, by 2014, despite adding HPV vaccinations to this category, cancer screenings declined to only 682,208.

PRENATAL SERVICES

The abortion giant has insisted that prenatal care is one of its core services that women will lose if its taxpayer funding is cut off. But an investigation conducted by Live Action proves those services are virtually nonexistent at the abortion chain.

This is in stark contrast to what Planned Parenthood used to say about prenatal services. As Live Action News previously reported, at one time (see 1996-1997 annual report), prenatal care appeared to be Planned Parenthood’s “fastest growing area.”

This is no longer the case, nor has it been for quite some time. The truth is that abortion has always been Planned Parenthood’s focus, which might explain why this once “fastest growing service” dropped nearly 44 percent between 2010 (31,098) and 2014 (17,419).

ADOPTION

Adoption did not show up in Planned Parenthood’s services totals until 2005 (see updated numbers in the 2006 annual report), as Live Action News previously reported. Prior to that year, those numbers were categorized as “referred out” and were not included in the overall services totals performed by Planned Parenthood.

Today, despite the fact that adoption services are down nearly 59 percent since 2007 and they remain referrals, Planned Parenthood adds these figures to their overall services. In other words, despite referring women out for adoption services in most cases, Planned Parenthood counts each referral as an actual service in its reports.

ABORTIONS

While services such as Pap tests, breast exams and cancer screenings are plummeting at Planned Parenthood, surprisingly (or perhaps not so surprisingly) abortions have been on the increase.

The latest Planned Parenthood report shows that the organization committed 323,999 abortions, a significant increase of 27 percent from 2004 numbers.

At the same time, while Planned Parenthood commits 34.9 percent of all U.S. abortions, it performs less than 2 percent of the country’s breast exams, less than 1 percent of Pap tests, less than 2 percent of the country’s cancer screenings for women, and zero mammograms.

If Congress wants to hand over half a billion in taxpayer dollars, shouldn’t the American people expect their money to go someplace better than an abortion-focused, less-than-trustworthy organization?

After all, Planned Parenthood has been caught haggling over prices for aborted baby parts, has been cited for overbilling abuses and Medicaid fraudviolating patient privacy, and failing to report child sexual abuse (a violation that alone should result in the organization losing millions of taxpayer dollars granted to it under the federal Title X Family Planning Program).

In summary, while the Live Action video focused primarily on cancer screening services over the past ten years, using statements by Planned Parenthood spokespersons to demonstrate how they deceptively tout declining service numbers, additional declines outlined here add to the overwhelming argument that Planned Parenthood is undeserving of taxpayer funding.

It is past time for Congress to admit the undeniable fact that, despite doubling taxpayer dollars to Planned Parenthood over a decade ($272.7 million in 2004 to $553.7 million in 2014), these declining health services prove that their focus is not health care; it is abortion. And this organization tragically commits one abortion every 97 seconds.

It’s time to defund Planned Parenthood.

Hospital halts training program with late term abortion clinic which provides “fetal tissue”

A New Mexico University has halted a training program using doctors from a late term abortion clinic which provides the University with fetal tissue for research. The Albuquerque Journal newspaper has reported that the University of New Mexico (UNM), which is a publicly-funded institution, has cut ties with Southwestern Women’s Options (SWO), a late-term abortion facility owned by Texas abortionist Curtis Boyd and has been the subject if a previous undercover sting conducted by Live Action. The abortionist is one of a handful of doctors in the country that performs abortions in the third trimester. He claims to be a former Baptist minister and admits that he knows he “is killing.” Southwestern Women’s has a location in Dallas and one in Albuquerque.

Pro-lifers Tara and Bud Shaver who founded the pro-life group, ProtestABQ, have diligently exposed the late term clinic for years. In July, Tara Shaver filed a formal criminal complaint with the Attorney General of New Mexico asking for a complete and thorough investigation of Boyd’s clinic following revelations that Planned Parenthood was taking part in a gruesome baby parts operation. Shaver indicated Boyd was also using the body parts of babies he aborted for research. She based her allegations on documents obtained by prolifewitness.org indicating SWO staff members are, “ in fact, harvesting baby body parts for use in medical research.”

The documents included copies Southwestern Women’s Options (SWO) informed consent paperwork which every abortion patient must sign indicating that Boyd and (SWO) may be using aborted babies in medical research.

The 2015 consent form (image above) states:

    “I understand that the pregnancy tissue will be removed from my body during this procedure. The pregnancy tissue may be examined here at the Clinic and the Clinic doctors may dispose of the tissue according to the law. The pregnancy tissue may be used for medical research.”

This consent form from 2012 (image below) says, “tissue and parts will be removed during the procedure.”

The form goes on to state, “and I consent to their examination and their use in medical research and their disposal by the clinic and/or physician in the manner they deem appropriate.”

Protest ABQ pointed out that New Mexico has a law prohibiting the selling of body parts. But despite the law, UNMH officials admitted to the Journal that they have been accepting fetal tissue from Boyd’s clinic for a decade claiming the abortionist is not paid for the baby body parts. In addition, Dr. Richard Larson, executive vice chancellor and vice chancellor for research at the UNMHSC, the University of New Mexico Health Sciences Center, told the Journal that Boyd’s clinic is the school’s only supplier of fetal tissue.

To justify the use of dead children in the late gestational age, Larson told the Journal that the “fetal tissue” they collect from Boyd will, “reduce the mortality of premature babies, especially these extremely premature babies.” Officials also claim that their grisly research will reduce the likelihood of blindness, cognitive defects and other anomalies found in newborns between 24 and 30 weeks, the same age as the babies Boyd kills. In a May 2015 letter to UNMH, the Journal reports that Boyd specified that in abortions of less than 20 weeks, his doctors use “aspiration, dilation and evacuation.” Abortions after 20 weeks involve “feticide” by injecting the fetus with the drug Digoxin, Boyd’s letter states.

University officials still find the use of “fetal tissue” acceptable. What they are now publicly distancing themselves from is their training program with Boyd’s clinic and fellow abortionists staff who were described as “faculty” under the training agreements with UNM. The decision by UNMHSC officials to no longer send medical fellows or residents to Boyd’s clinic, follows a letter from New Mexico state Rep. Rod Montoya and other legislators who questioned top Health Sciences Center officials last July about the relationship with Boyd’s clinic and the use of “body parts” from women who have abortions there, the paper states. Montoya told the Journal that the argument could be made that the residents and fellows were helping the clinic augment its staffing for abortions.

“Initially, it had the appearance of being a transaction of sorts,” Montoya said, according to the Journal. “Of staffing in return for the body parts. That’s the appearance, and I informed them, ‘that’s how it appears to me,’ ” adding that he is concerned that there is no oversight of abortion clinics in the state.

“We know that the vast majority of New Mexicans believe we should not have a free-for-all when it comes to abortion
,” the Representative said.

In addition to the using fetal tissue for research in New Mexico a former employee of Boyd’s testified that he also had an agreement with the Director of Fetal Research at the University of Texas Health Science Center to use “large babies” for fetal research there. The former staffer, Nita Whitten, made this statement at a “Meet the Abortion Providers” workshop sponsored by the Pro-life Action League of Chicago, directed by Joe Scheidler:

“One thing that happened at the clinic that I worked at that was incredibly devastating, right before I left. Dr. Boyd had made an agreement with a doctor, and I cannot name this doctor because I just don’t think it would be wise to name him today, but he was the Director of Fetal Research at the University of Texas Health Science Center at that time. He had made an agreement with this doctor to give him our large babies for him to do fetal research on. They did this, and I believe at the time, it was against the law. I don’t know if it is now, and I’m not familiar with the legal terms because I’m not a lawyer, but I remember we were told not to tell anyone, and they only came in secret to get the babies…He had them come in and they dissected a baby for us in our lab room so we could see what they were doing with the body parts. They did that right there and everybody filed in and looked. I looked at it. I pretended like I was being brave and walked out. It made me sick.”

Bud Shaver described the University’s “fetal tissue research” program as unethical and immoral and said that he is now calling for them to cut all ties with the late term abortion doctor, “The University of New Mexico (UNM) has been caught red handed trafficking and using baby body parts for their medical research,” he told Saynsumthn.

“This is unethical and immoral which is why Protest ABQ is calling for UNM to cut all ties with Curtis Boyd at Southwestern Women’s Options (SWO) which is their sole provider of baby remains. The fact that the residency training rotation has been stopped at SWO is merely a bandaid on the bigger problem which is UNM’s overall radical abortion agenda which is what Protest ABQ is demanding UNM to halt,” he added.

Abortion not a pathway to healing for rape victims says Live Action president

On a recent Hannity program, Live Action president Lila Rose pointed out to his guest that “Abortion is not a pathway to healing” for a rape victim.

As the 2016 election amps up abortion is once again making headlines. The debate is being fueled by damming undercover video showing Planned Parenthood and National Abortion Federation doctors openly discussing how they advocate the harvesting of aborted baby parts.

This was the background for a debate on Fox recently where the Hannity program, invited radio talk show host Leslie Marshall and Live Action president, Lila Rose to discuss the most recent tapes. At one point on the show, Rose calls Marshall’s statement that although the abortion procedure is gruesome she would not go as far as to “judge somebody else’s decision” a “cop out.”

“We should be judging these decisions,” Rose state emphatically.

Rose then goes after the Obama Administration for not investigating Planned Parenthood for what she calls “apparent illegal activity on tape:”

    “People across the country are expressing their outrage on both sides of the political spectrum. So that’s why it is a shame that our Department of Justice right now is not doing a thorough investigation like many states are in order to ultimately lead into prosecution…where the crimes are taking place and convict these top level abortionists of selling body parts of committing illegal late term abortions…”

Later in the show, Hannity shifts gears to ask his guests their thoughts on a clip from The View where Whoopi Goldberg along with hosts Joy Behar, Cosby show child-star Raven-Symone and Michelle Collins criticized Ben Carson’s views on abortion after the 2016 presidential candidate told Meet the Press, “If people can come up with a reasonable explanation of why they would like to kill a baby, I’ll listen.”

On the clip you hear Behar’s response to Carson’s statement,“What can you say to that, you know? It’s pathetic.”

Post-abortive Whoopi Goldberg then added, “Sir, no disrespect, truly no disrespect, but it’s not your call. You don’t decide. You don’t decide, you don’t decide for anybody’s family here what they are going through and what they need.”

After playing the clip, Hannity defined his position on abortion this way, “I take the position that it is rape, incest and mother’s life,” Hannity states.

Abortion defender Leslie Marshall pointed out that Carson did not share Hannity’s exceptions asking, “This is a man who doesn’t agree with you with regards to rape and incest, Sean. How do we tell a child that’s been raped by the stepfather…that she can’t make that choice even though it’s legal now?”

Rose then apologetically weighed in:

“Why should a child who’s conceived in rape be given the death penalty for the crimes of his or her father?” Rose asks.

“I think we can do better for women who are victims of sexual abuse and trauma to say that abortion is somehow a pathway to healing. Abortion is not a pathway to healing its another violent act. And that’s why we need to be holding Planned Parenthood accountable for theses violent acts and the selling of baby body parts. And the ladies of The View by the way do not speak for American women. American women are largely against many kinds of abortion and that’s where we stand.” Rose states.

Rose is absolutely correct and women who are rape conceived would agree. Organizations like Choices4Life and Savethe1 have emerged across the nation to give a face to the children people like Marshall and Hannity say are expendable, the rape conceived.

Kelli over at Live Action has published a quoted from the full video conversation between Planned Parenthood doctor Deborah Nucatola and actors posing to buy fetal organs.

The casual way Nucatola discusses the manipulation of the procedure to save certain baby organs is beyong disturbing. She then states that collecting those organs on sight is “doing something better.

Buyer: So, when you’re – when you know, in the back of your mind you’ve got X, Y, and Z organs that need to be procured and we want them to be reasonably intact, and you convert to breech, are you saying that pretty much, I mean there’s no guarantees with any of this, but we can pretty much count on having you know, the major areas, torso, thorax, abdomen intact –

PP: I’ll actually collect what you want sometimes, and put it aside.

Buyer: Oh, so you actually do the-

A high school has blocked access to Planned Parenthood’s website and now a local media outlet is crying foul despite their covering of child sexual abusers.

Student Grace Wells, who attends Lamar High School, tried to access a Planned Parenthood website from a school computer and was told it was blocked because, “The site you are attempting to visit is blocked because it belongs to the following category: Abortion.”

I wondered what else was blocked,” she told the Houston Press.

    So Wells started plugging in other URLs. It seemed everything Planned Parenthood-related was blocked, including the organization’s info page explaining birth control options, everything from abstinence to pills, patches and condoms. She was denied access to Prochoice.org, the website for the National Abortion Federation, the professional association for abortion providers in North America, the Press reported.

When the Houston Press asked HISD why Planned Parenthood and pro-choice websites were being blocked district spokeswoman Ashley Anthony told them it was, “Our district policy is in line with the federal Children’s Internet Protection Act (CIPA),” a law passed in 2000 meant to ensure that libraries and schools block or filter “minors’ access to materials harmful to them.

The media outlet appeared shocked that a school would deny students access to Planned Parenthood.

But, why are they shocked?

They are acting as if the nation’s top seller of abortions, Planned Parenthood, is as pure as the driven snow.

Writing, “Why, exactly, HISD would interpret CIPA to block access to Planned Parenthood or other pro-choice websites is unclear. When asked for their specific policy on how and when students are allowed to access abortion-related material on the web, HISD couldn’t provide one.

Here are a few examples we uncovered:

    According to court documents, the 44-year-old John Blanks began having sex with his daughter “Brandy” when she was 13. The abuse continued almost nightly until, at the age of 18, she revealed it to a coach at her school and the authorities were then notified. In the legal proceedings that followed, it was revealed that Brandy had become pregnant at 16 and Blanks forced her to undergo an abortion at a Planned Parenthood facility in Mount Auburn. Brandy later testified that even though her father helped her complete the paperwork at the clinic, signed the consent forms for the procedure, and remained nearby during almost every step of the process, she was able to tell the clinic’s staff that he was forcing her to have sex with him. Despite that, it is evident no report was filed by the clinic since Blanks continued to rape Brandy for another year-and-a-half after the abortion. In 2007, Blanks was convicted of sexual battery and sentenced to five years in the state penitentiary.

    According to court documents, Joseph Coles, 40, began having sex with his stepdaughter when she was 10-years-old. At 12, “Celena” became pregnant and her mother took her to the Cleveland Surgi-Center abortion clinic. The abortion was botched and Celena almost died from internal hemorrhaging. Given that the assaults on Celena resumed afterward, it is clear the clinic did not file a report. Following the abortion, Coles persuaded Celena’s mother to put her on birth control; however, in 2004 Celena again became pregnant by Coles and was taken to Planned Parenthood in Shaker Heights. She refused to submit to the abortion at that time but relented three days later and was taken to the Preterm Abortion Clinic in Cleveland. As before, it is evident no report was made by either Planned Parenthood or Preterm since the assaults on Celena resumed after the second abortion. In June of the following year, police were made aware of the situation and Coles was arrested. After being convicted, he received a total of 210 years in prison and Celena’s mother was given three years for endangering children and obstructing justice.

    When Gary Wendall Cross, 39, impregnated 13-year-old “Angela” he told her that she had to have an abortion and took her to a Planned Parenthood facility. At the time, she was more than 22-weeks pregnant. Planned Parenthood referred Cross to San Francisco General Hospital for the abortion where he falsely claimed he was Angela’s father. It is clear that neither Planned Parenthood nor the hospital filed a report since Cross continued to assault Angela for another seven months. At that time, her mother found papers related to the abortion and contacted police. Cross was later found guilty of committing a lewd act on Angela and inflicting great bodily harm on her. He was given six years in prison on one charge and 15-years-to-life on the other.

    In June of 2007, 15-year-old “Briana” had been missing for over a year when police discovered that she was being held in a locked closet in the home of 41-year-old, Adam Gault. Authorities say they also found a journal Briana had kept detailing her two-year sexual relationship with Gault. In it, she revealed that she had once been impregnated by him and taken to Planned Parenthood in West Hartford for an abortion. The time lapse between when the abortion occurred and when Briana was located makes it obvious that no report was filed by Planned Parenthood. Gault was indicted for kidnapping and other charges related to the sexual assaults on Briana. He entered a guilty plea and was sentenced to 50 years in prison. Additionally, two women who lived in the house were sentenced to prison terms for being accomplices.

A documentary film series produced in 2013, but one I have only recently viewed, maintains that the modern church’s stand in accepting birth control is contrary to centuries of early church teaching.

Birth Control The Movie was directed by Kevin Peeples based on his own personal journey to answer the question: As a Christian, is birth control up to us?

Little did he realize that his journey coincided with producers Scott Matthew Dix and Nathan Nicholson.

The series consists of two DVD’s: BIRTH CONTROL: How Did We Get Here?, which looks into why there is no fundamental difference between the Church of Jesus Christ, and the world, on the issue of child prevention.

For the purpose of this blog, I will review BIRTH CONTROL: How Did We Get Here?

The film features interviews with authors, historians, theologians, radio talk show hosts and others, such as Dr. George Grant, Dr. Allan Carlson, Geoffrey Botkin, Dr. R.C. Sproul Jr., Lila Rose, Kevin Swanson, and Julie Roys.

This is one of those places where we are fed in our selfishness of viewing children as a burden. But, we’ve got a calling to make manifest the reign of Jesus over all things. And that’s why now and always we have the obligation to raise up godly seed…” says Christian minister R.C. Sproul Jr.

Experts in the film maintain that today the Christian use of birth control is based in selfishness over money, materialism and convenience, but that this attitude is a new one that has not been upheld over the centuries of Biblical teaching. Basically saying that the church abandoned it’s historical positions on family and children and the command to procreate and has used the issues of the day to approach scripture rather than using scripture to define the issues of the day.

The film begins with a verse out of Genesis to be fruitful and multiply and makes the claim that from the beginning God ordained children for marriage.

One of our weaknesses in the modern church is all we know about is the modern church,” the film begins.

It has only been in the twentieth century with the influence if evolution and eugenics that Christians have publicly embraced the lifestyle of child prevention as Biblical theology. So how did we get here?” they ask.

What first caught my eye when I watched the trailer for the film was that author and teacher George Grant who wrote the book, “Grand Illusions: The Legacy of Planned Parenthood” was featured in the film.

I have already done timelines for eugenics and also for how the church accepted abortion prior to it’s legalization so watching this compilation of the acceptance of birth control sparked my curiosity.

Birth control was coined by Margaret Sanger founder of Planned Parenthood the film points out but was never the mandate of God’s people who were commanded to be fruitful and multiply according to Genesis and continues into the New Testament of the Holy Bible where the family is elevated over and over again.

In historical terms, the film goes through several Biblical eras where the family or the “dominion mandate” is again upheld as commanded in Genesis.

As a student of eugenics I was aware of how the idea of limiting births came about- beginning with Thomas Malthus and leading to eugenics and abortion.

The concept of breeding the so-called superior over the inferior was imperative to Malthus as well as limiting the looming population time bomb, producers claim.

Next, the film lays out an interesting timeline of how the church went from complete opposition to contraception and the limitation of children by unnatural means to one of accepting it in just over forty years.

One of the main forces driving the decline of fertility in the United States was the rise of the industrial revolution, the timeline begins.

Malthus and Darwin

The timeline goes through the teachings of Thomas Malthus and Charles Darwin whose ideas of evolution laid a groundwork for the eugenics movement.

It then explains the Comstock laws which prohibited contraception, put in place by Anthony Comstock until they were eventually ruled unconstitutional.

The film describes Anthony Constock as a young Christian who saw contraception as “the devil’s attack on young people. He frames contraception as one that had to be tied to abortion and pornography.”

What makes the documentary unique is the way it details not only the views of so-called “birth control pioneer” Margaret Sanger who eventually locked into the views of eugenics but also the way it details how the church initially opposed the idea of fertility limitation before eventually accepting it.

In 1874, the average clergy person had 5.2 living children, the film points out.

Keep that stat in mind because the film will soon reveal how quickly it changes.

    In the 1880’s, Nevada dramatically weakened their marriage laws by making divorce laws easy.

    Around that same time, Sir Francis Galton coins the term “eugenics.”
    In 1890, the Lutheran Church Missouri Senate pastors had 6.5 children in the US.
    In 1896, the Comstock laws were challenged, but the Supreme Court upheld.
    By 1901, there was a transition away from and agricultural based economy to a machine based one.

    1908, at the Anglican Church’s 5th Lambeth Conference Bishops earnestly called upon all Christian people to, “discountenance the use of all artificial means of restriction as demoralizing to character and hostile to national welfare.”

    But, by 1911, the birthrate of Anglican children falls 55% to only 2.3 children.

What this stat showed, according to the film, was that Bishops and clergymen were engaging in the practice of contraception, while calling it a sin at the same time.

By 1912, the first international congress on eugenics commences. It’s leaders strongly embraced evolution and Sanger meets eugenics influences.

By 1914, Sanger launched the “Woman Rebel” a newsletter which promoted contraception using the slogan “no gods no masters.”

Sanger wrote, “[Our objective] is unlimited sexual gratification without the burden of unwanted children.”

The film camps on Margaret Sanger for a while detailing her charges under the Comstock laws, her flight to England to avoid those charges, her various meetings with Malthusians, her introduction to eugenics and her return to the United States.

If she could argue for birth control using the so-called scientifically verifiable threat of poverty, sickness, racial tension and over-population as it’s back drop. Then, she could have a much better chance at making her case,” Grant says.

But, the film states, it was eugenics that left a lasting impression on Margaret Sanger.

Sanger, the film says, cunningly used the divisions between Protestants and Catholics at the time to convince Protestants that birth control was a Catholic issue alone.

    By 1916, Sanger illegally opened the first back ally birth control clinic which was shot down in less than two weeks.

But, all this talk of contraception was taking a toll on the church, as the film points out:

    BY 1918, just after World War 1, the birth rate of Lutheran Church Missouri Senate Pastors fell 40% to 3.7 children.
    In 1920, the Lambeth Conference gave this warning, “We utter an emphatic warning against the use of unnatural means for the avoidance of conception.”

    But, by 1921, Margaret Sanger and her cronies lobby Anglican Bishops throughout the decade and Sanger’s American Birth Control League is formed.

In starting the American Birth Control League,” Live Action founder Lila Rose says.

Margaret Sanger wanted to make birth control something that was socially acceptable. Because at he time it was seen as very taboo. It was seen as something that was antithetical to loving marriages that were open to children and very open to life. So, she wanted to popularize it especially to limit children and families that she thought shouldn’t be procreating and should be having no children or only a few,” Rose adds.

    By 1921, the second international eugenics congress was held in New York City.
    In 1923, the Lutheran Church, Missouri City’s official magazine, The Witness, accused the Birth Control Federation of America of “spattering the country with slime,” and labeled Margaret Sanger a “she devil.

    In 1926, Sanger establishes the “Clinical Research Bureau,” she also meets with the Klu Klux Klan.
    By 1929, Sanger had founded the National Committee on Federal Legislation for Birth Control in an attempt to overturn restrictions on contraception under the Comstock laws.

A major turning point for the church was the 1930 Lambeth conference, for the first time, Anglicans allowed the use of contraception by stating, “In those cases where there is such a clearly felt moral obligation to limit or avoid parenthood, and where there is morally sound reason for avoiding complete abstinence, other methods may be used provided that this is done in the light of the same Christian principles.”

Around this same time, the Lutheran Church Missouri Synod dropped its campaign against the BCFA. But, the film points out that while some Protestants were liberalizing the use of contraception, the Catholic Church was holding fast to its prohibition.

In 1936, the Comstock Act was struck down by a test case set up by Margaret Sanger. It held the Act could not ban shipments originating from a doctor and held a distinction between moral and immoral uses of contraception.

The next year the American Medical Society upheld the use of contraception.

    In 1939, World War 11 begins and Sanger enacts her Negro Project.

By 1945, the public is becoming aware of the horrors of the Nazi eugenic program. Sanger has connections to some of those who helped Hitler’s regime, such as Ernst Rudin.

Despite her connections to Hitler and eugenics, Grant points out that Margaret Sanger has been reinvented as a heroine.


“No one in his right mind would want to rehabilitate the reputations of Stalin, Mussolini or Hitler,
” Grant states.

Their barbarism, treachery, and debauchery will make their names forever live in infamy. Amazingly though, Sanger has somehow escaped this wretched fate. In spite of her crimes against humanity were no less heinous than theirs, her place in history has effectively been sanitized and sanctified. In spite of the fact that she openly identified herself in one way or the other with the intentions, theologies, and movements of the other three. Sanger’s faithful minions have managed to manufacture an independent reputation for the perpetuation of her memory,” he states.

During the time the Nazi crimes were becoming a reality to America, Sanger’s organization was renamed, Planned Parenthood Federation of America.

If you look at Planned Parenthood’s advertisements what you quickly see is their disdain for the church and it’s teachings, for it’s traditions and it’s influence, ” Grant points out.

Over the course of the years, Planned Parenthood has specifically targeted lingering doubts about the authority of the church to speak with any sort of moral authority,” he adds.

In 1951, Sanger was able to obtain a grant from Biologist Gregory Pincus to begin hormonal contraception research. And, by 1953 she garnered the support of her wealthy friend Katherine McCormick who expanded funding by up to 5000% with clinical trials using human subjects.

In 1958, the 9th Lambeth congress openly accepts contraception as a “choice before God” calling it “responsible parenthood.”

    In 1961, The National Council of Churches allowed birth control and even embraced abortion, emphasizing motives and essentially turning it into a “privacy matter.”

In 1965, the Supreme Court declared the Comstock law totally unconstitutional. Griswold v. Connecticut pointed to emanations from the Bill of Rights which pointed to the so-called “right of privacy.”

The film claims that by the 1950’s and 60’s the evangelical church began changing the scriptures regarding the issue of birth control, claiming that the commands in Genesis were not commands.

By the middle of 1966, Margaret Sanger had died.

The timeline continues – showing examples of modern evangelicals, who the film claims compromised on the message of contraception.

“One of the great tragedies of the twentieth century was how willingly Christians were being pulled along and manipulated along to go along with the entire agenda that was anti-baby, anti-family, pro-contraception, pro-eugenics agenda. And, they felt almost like they had a duty to embrace it because it was “scientific” and they wanted to be modern, they wanted to be with it, they wanted to be cultural. And so in embracing it they rejected the very doctrines of Christianity,” says Geoffrey Botkin.

Grant summarizes that abortion continues in America because the church by and large still holds to the idea that contraception and unnatural family limitation is acceptable, going as far as implying it is pragmatic disobedience to God.

In the modern evangelical church there is almost unanimity against the sinfulness of abortion, ” Grant says.

“The bottom line is that while we decry abortion, and the abortion clinic. We decry Planned Parenthood, we decry pro-abortion candidates, when our own circumstances get difficult, when our own economy seems to be constricted. When our own finances are compromised, we’re willing to act on pragmatism rather than principle time after time after time.”

“As a result, abortion in America remains at the forefront of the injustices perpetrated by all of us precisely because the church has not stood on principle and obeyed our God,” Grant concludes.

The film lays a compelling argument that contraception was never acceptable in early church teaching. It documents step by step the influence birth control gained in Protestant church teaching and beliefs.

One of the most interesting facts that I see is how the same ideas that helped usher in the concept of birth control also helped lay the framework for abortion on demand. Yet, many within the church are fine with it.

The debate over whether acceptance of birth control among married couples appears to be settled in modern Protestant church teaching or lack of it.

The question remains, is it settled in God’s mind? That is the question all Bible believing Christians must wrestle with as they seek obedience to our Lord.
