Obama Health Secretary Kathleen Sebelius : ‘We’ve Got a Lot of Reeducation to Do’

As a widely-watched survey shows support for the new health care reform law slipping, the leader in the reform effort says the administration has “a lot of reeducation to do” to reverse the trend.

The poll, from the Kaiser Family Foundation, shows more Americans now oppose the reform law than favor it, 45 percent to 43 percent, reflecting a seven-point drop in support from the organization’s last survey, released in late July.

Since the law’s passage in late March, the monthly Kaiser survey has been highlighted by backers of health care reform as evidence of increasing support for the measures, as it suggested a slight upward tick in the number of Americans embracing the reforms -– rising as high as 50 percent in last month’s poll. Now, much of the gains have been erased.

The current survey shows only 39 percent of Americans believe the country will be “better off” under the health care reforms, a new low in this poll. Slightly more than half of those questioned say they’re disappointed in the new law.

In an ABC News/Washington Post poll taken in July, 50 percent of Americans disapproved of the president’s handling of health care, with 45 percent saying they approved. Those who disapproved did so more strongly than those who favored the Obama administration’s actions.

In an interview before the latest Kaiser results were released, Health and Human Services Secretary Kathleen Sebelius told ABC News that the sustained opposition to the Democrats’ health care reform efforts has mainly been a function of “misinformation.”

“Unfortunately there still is a great deal of confusion about what is in [the reform law] and what isn’t,” Sebelius told ABC News Radio on Monday.

With several vulnerable House Democrats now touting their votes against the bill, and Republicans running on repeal of the law, Sebelius said “misinformation given on a 24/7 basis” has led to the enduring opposition nearly six months after the lengthy debate ended in Congress.

“We have a lot of reeducation to do,” Sebelius said.

A letter from Majority Leader Harry Reid to HHS Sec. Kathleen Sebelius sent on July 21st seems to indicate that Reid has finally read the health care bill, and after discovering it hurts Nevada hospitals more than it helps them, is complaining to the administration. In the letter to U.S. Secretary of Health and Human Service Kathleen Sebelius, the Senate Majority Leader complains that ObamaCare’s cuts to Medicare will “result in a net reduction in payment to Nevada’s hospitals when they are unable to absorb such a cut.” Furthermore, he questions the method used by the Centers for Medicare and Medicaid Services to calculate the payments to hospitals, and is “very concerned about potential effects on beneficiary access if this regulation is finalized without adjustment.”

A week after Senator Reid wrote his letter, the Government Accountability Office confirmed that 70 percent of Federally Qualified Health Centers already had costs that were higher than their reimbursements in 2004, a share that had been climbing since 1997.

New CRS Report Says ObamaCare Allows Federally-Funded Abortions

A new report by the CRS Report for HELP 07232010.pdf “>Congressional Research Service reveals that the national health care law allows for federally-funded abortions, despite Democrats’ claims to the contrary.

Under one of the provisions of ObamaCare, before the new health insurance exchanges are set up in 2014, the federal government is funding state-based high risk pools to help cover those with pre-existing conditions.

But according to the CRS, the abortion restrictions contained in the new law “would not appear to apply specifically to the funds made available for high risk pools by section 1101.”

The report says that President Obama’s executive order on abortion “does not specifically address high risk pools and the funds provided under section 1101 of (the Patient Protection and Affordable Care Act).”

The Department of Health and Human Services sets the guidelines for the operation of the high-risk pools, but according to CRS, those guidelines “neither explicitly provide the authority to cover elective abortions with federal funds, nor do they specifically prohibit the use of federal funds.”

In response, 13 Republican Senators have sent a letter to HHS Secretary Kathleen Sebelius, urging her to issue regulations that would prohibit federal tax dollars from covering abortion through the high risk pools. You can view the PDFs of the CRS report and the letter below.

When Bart Stupak announced his support for the Senate Health Care Reform Bill, one reporter asked him if the deal between Barack Obama and the pro-life Democrats was made face-to-face with the President himself. Mr. Stupak said that he had made the deal working with White House Counsel Robert Bauer.

Who is this Robert Bauer – the man capable of selling Bart Stupak a bill of goods on the Executive Order?

Prior to his involvement with Mr. Obama, from 2005-2007 Mr. Bauer was a registered lobbyist for America Votes. In this capacity, he sought to enact laws that would help the fund-raising prospects of left-leaning 527s. After he finished the campaign of Mr. Obama, he served as the Counsel for the pro-choice election powerhouse EMILY’s List.

America Votes (AV) is a coalition of liberal groups that has, according to their website “more than 20,000,000 Americans in every state in the country.” AV is controlled by an Executive Board that consists of 9 members: 5 unions (AFL-CIO, AFSCME, NEA, SEIU, and UFCW), 2 global warming advocacy groups (The Sierra Club and the League of Conservation Voters), 1 general liberal advocacy network (Progressive Future), and, most importantly, the most influential pro-choice lobby – The Planned Parenthood Action Fund.

Of course, this doesn’t prove that Stupak’s deal is meaningless–we have to rely on logic and the law to prove that. But it is fitting that Stupak sold out for a deal with a lawyer who has worked for the abortion lobby. As Planned Parenthood’s president said, the executive order is nothing more than a “symbolic gesture.”

Late Term Abortion Supporter, Kathleen Sebelius supports Senate pro-abortion lingo

SEBELIUS: And I would say that the Senate language, which was negotiated by Senators Barbara Boxer and Patty Murray, who are very strong defenders of women’s health services and choices for women, take a big step forward from where the House left it with the Stupak amendment, and I think do a good job making sure there are choices for women, making sure there are going to be some plan options, and making sure that while public funds aren’t used, we are not isolating, discriminating against, or invading the privacy rights of women. That would be an accounting procedure, but everybody in the exchange would do the same thing, whether you’re male or female, whether you’re 75 or 25, you would all set aside a portion of your premium that would go into a fund, and it would not be earmarked for anything, it would be a separate account that everyone in the exchange would pay.

SEBELIUS: Okay. It is a bit confusing, but it’s really an accounting that would apply across the board and not just to women, and certainly not just to women who want to choose abortion coverage.

H1N1- National Emergency? Is the CDC confirming these cases or are we getting punked?

The CDC H1N1 flu site reads:

“… tracking of 2009 H1N1 hospitalizations and deaths will not be the same after August 30, 2009.

In an effort to add additional structure to the national 2009 H1N1 reporting, new case definitions for influenza-associated hospitalizations and deaths were implemented on August 30, 2009.

The new definitions allow states to report to CDC hospitalizations and deaths (either confirmed OR probable) resulting from all types of influenza, not just those from 2009 H1N1 flu.

1. Influenza and pneumonia syndrome hospitalizations and deaths may be an overestimate of actual number of flu-related hospitalizations and deaths, but CDC believes influenza and pneumonia syndromic reports are likely to be a more sensitive measure of flu-associated hospitalizations and deaths than laboratory confirmed reports during this pandemic.

However, the syndromic reports of all hospitalizations and deaths recorded as either influenza or pneumonia will mean that the case counts are less specific than before and will include cases that are not related to influenza infection.”

On April 26, 2009, the Secretary of Health and Human Services (the “Secretary”) first declared a public health emergency under section 319 of the Public Health Service Act, 42 U.S.C. 247d, in response to the 2009 H1N1 influenza virus.

The Secretary has renewed that declaration twice, on July 24, 2009, and….

…October 1, 2009. In addition, by rapidly identifying the virus, implementing public health measures, providing guidance for health professionals and the general public, and developing an effective vaccine, we have taken proactive steps
to reduce the impact of the pandemic and protect the health of our citizens. As a Nation, we have prepared at all levels of government, and as individuals and communities, taking unprecedented steps to counter the emerging pandemic.

Nevertheless, the 2009 H1N1 pandemic continues to evolve.

The rates of illness continue to rise rapidly within many communities across the Nation, and the potential exists for the pandemic to overburden health care resources in some localities.

Thus, in recognition of the continuing progression of the pandemic, and in further preparation as a Nation, we are taking additional steps to facilitate our response.

NOW, THEREFORE, I, BARACK OBAMA, President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, including sections 201 and 301 of the National Emergencies Act (50 U.S.C. 1601 et seq.) and consistent with section 1135 of the Social Security Act (SSA), as amended (42 U.S.C. 1320b-5), do hereby find and proclaim that, given that the rapid increase
in illness across the Nation may overburden health care resources and that the temporary waiver of certain standard Federal requirements may be warranted in order to enable U.S. health care facilities to implement emergency operations plans, the 2009 H1N1 influenza pandemic in the United States constitutes a national emergency.

Accordingly, I hereby declare that the Secretary may exercise the authority under section 1135 of the SSA to temporarily waive or modify certain requirements of the Medicare, Medicaid, and State Children’s Health Insurance programs and of the Health Insurance Portability and Accountability Act Privacy Rule throughout the duration of the public health emergency declared in response to the 2009 H1N1 influenza pandemic.

In exercising this authority, the Secretary shall provide certification and advance written notice to the Congress as required by section 1135(d) of the SSA (42 U.S.C. 1320b-5(d)).

IN WITNESS WHEREOF, I have hereunto set my hand this twenty-third day of October, in the year of our Lord two thousand nine, and of the Independence of the United States of America the two hundred and thirty-fourth.

From the LA Times: Forget the rush on that H1N1 swine flu vaccine; 62% of Americans have no intention of getting it anyway

This morning comes word from a new ABC News/Washington Post poll that almost four parents out of 10 do not believe the vaccine is safe and have no intention of allowing their children to receive it.

More than 60% of adults say they have no intention of getting the vaccine either.

Using an open-ended question, the poll also found the overwhelming reason for rejecting the vaccine this year despite federal warnings and mounting concern about the illness’ seriousness was concern about side effects and disbelief in its safety, especially suspicions that it has been inadequately tested. Other reasons included general ignorance and a belief the illness was probably less serious than the danger of the vaccine.

So much for the persuasive powers of the U.S. federal government. Think about that for a minute: A whopping majority of Americans (62%) would rather risk illness than believe in their government’s urgings of necessity and safety.

And better yet: She received funds from the abortion provider: At issue is a September 2002 letter signed by late term abortionist George Tiller on the stationery of the ProKanDo political action committee. The PAC formed that year and initially was affiliated with Tiller’s clinic in Wichita.

The PAC’s former executive director said Wednesday it was ProKanDo’s first fundraising letter. In it, Tiller mentions a $200,000 “personal contribution” to the PAC to defeat Sebelius’ Republican opponent in the 2002 governor’s race. It doesn’t mention Sebelius by name.

Anti-abortion groups are the most vocal opponents to Sebelius’ nomination. They have long said she has close ties to Tiller, which she and her aides dispute.Sebelius initially said she received $12,450 from Tiller between 1994-2001, while serving as Kansas insurance commissioner.

And Sebelius is also a strong supporter of Planned Parenthood

Before we entrust Secretary Kathleen Sebelius with health care reform, maybe Americans should take a closer look at how her Department spends other taxpayer dollars. Even the Washington Post called Friday’s announcement from Health and Human Services (HHS) an “eye opener,” writing that the President’s “gay outreach continues.” A $1.4 trillion deficit aside, HHS has set aside a quarter million dollars to launch the first-ever National Resource Center for Lesbian, Gay, Bisexual, and Transgender Elders.

Apparently, our nation is never too broke to advance a radical social agenda. The agency released a statement on the Center last week, saying its purpose would be to “help community-based organizations understand the unique needs… of older LGBT individuals and assist them in implementing programs for local service providers…” In the release, HHS regurgitates the Left’s propaganda to justify the waste, claiming that “1.5 to 4 million” LGBTs are age 60 and older. In reality, HHS has no idea how many LGBT seniors exist. No one does! The movement is only a few decades old, and people who are 80- or 90-years-old didn’t grow up in a culture where it was acceptable to identify with this lifestyle.

Of course, the real tragedy here–apart from the unnecessary spending–is that, given the risks of homosexual conduct, these people are less likely to live long enough to become senior citizens! Yet once again, the Obama administration is rushing to reward a lifestyle that poses one of the greatest public health risks in America. If this is how HHS prioritizes, imagine what it could do with a trillion dollar health care overhaul!
