Planned Parenthood abortionist’s license suspended for failing to comply with state law on 13-year-old’s abortion

A Kansas abortion doctor is blaming Planned Parenthood after his medical license was suspended for failing to comply with a state law to preserve fetal tissue taken from a 13-year-old sexual abuse victim after her abortion.

Under state law, physicians are required to preserve fetal tissue extracted from abortions committed on patients under 14 years old and submit the tissue to the Kansas Bureau of Investigation (KBI) or laboratory designated by the director of the KBI.

But osteopathic physician/abortionist Allen S. Palmer testified that Planned Parenthood never trained him how to handle these cases in order to comply with state law.

Palmer was a part-time “contractor” for Comprehensive Health of Planned Parenthood of Kansas City and Mid-Missouri, committing abortions one weekend per month for five years. He also worked holidays, including Christmas. On December 22, 2014, Palmer performed a first-trimester abortion at Planned Parenthood on a 13-year-old child who had been sexually assaulted by a 19 year-old male.

In his testimony before the Kansas Board of Healing Arts, Palmer made excuses for why he was unaware that the patient was a minor, laying blame squarely on the policies of Planned Parenthood. “I was not informed that she was a minor under age 14. As a result, there was no need to retain tissue,” he told the Board.

Yes, I failed to preserve the tissue, but only because I was not informed the patient was 13 less than 14 years old. I was never educated on Planned Parenthood policies and procedures on termination of pregnancy on a patient less than 14 years old, including I was never shown a KBI kit or received any information about its requirements.

Live Action News has reported numerous incidents where Planned Parenthood failed to report child sexual abuse, resulting in some victims being returned to their abusers.

Former Planned Parenthood staffer Ramona Treviño told Live Action president Lila Rose that instead of helping employees to identify and report potential abuse at her facility, Planned Parenthood instructed staff on how to identify undercover journalists and whether they were being recorded.

In addition to Kansas, records indicate Palmer once owned a NAF affiliated abortion facility in Missouri. Pro-life group Operation Rescue says Palmer also committed abortions at South Wind Women’s Center in Wichita and Whole Women’s Health in Peoria, Illinois. An online search result indicates he may also work at Hope Clinic for Women.

Palmer told the Board that in Illinois, he performed abortions on a dozen minor girls in “twenty years,” and that those cases were reported to police. But he testified that he had not committed an abortion on a minor in Kansas prior to that 2014 incident, because those abortions were usually performed by Planned Parenthood’s medical director, “Dr. [Orrin] Moore.”

[…] I was informed by Doctor Moore… the clinical medical director, that terminations of pregnancy performed on minors were done only by him. Therefore, I never received training or information regarding Planned Parenthood’s policies and procedures to ensure compliance with the law when terminating pregnancy in minors and preservation of tissue. I was never shown or trained on a KBI kit and its requirements.

Palmer claimed it was the duty of Planned Parenthood’s counselors to determine the patient’s age. His job was to check the ultrasound, not to review the patient’s paperwork. According to Palmer, it was common practice for the counselor, not the doctor, to be informed if a woman had a serious medical condition as well.  In other words, abortionists at Planned Parenthood didn’t make it their business to be aware of critical medical information — they were only there to commit abortions. So much for patient care.

Palmer then detailed the abortion process at Planned Parenthood (emphasis added):

They get a blood test with a lab tech. The ultrasound is performed by a clinical staff member, and then receive counseling from the clinic counselor before seeing me. When I see the patient, I’m assuming that they’ve been screened and counseled by Planned Parenthood staff according to their policies and procedures and according to the state law and have been determined to be candidates for an abortion.

After screening and counseling has been completed, I see the patient. At that time I ask if she has any questions about the procedure. The patient and I sign the consent. After we both sign the consent, the patient waits 30 minutes before the procedure can begin. In reviewing the patient’s records, I cannot find a consent form that she and I signed.

Termination of pregnancy occurs in a surgical room. Once a patient enters the room, I first check the computer to make sure I have the correct patient by asking her name. I review the ultrasound and verify the gestational age. Once again, confirming that the patient understands the procedure and I ask her if there is any questions. Then I proceed with the termination.

Once the procedure is completed and tissue removed and taken to another area of the clinic, evaluated, the patient is taken to a post-op area. I examine the tissue with the surgical tech. After I examine the tissue, I leave it to the surgical tech to handle it from there. In the room — in the room the tissue was taken, there was no KBI evidence kit or anything to establish chain of custody for evidence or to instruct any preservation of tissue.

Palmer further defended his actions by claiming that there was no signed operative consent before he did the abortion. The 78-year-old abortionist was represented by his attorney, Thomas L. Theis, who made the point that Planned Parenthood was in the business of performing abortions on all ages. Theis discovered that although the abortion was committed in December, the “consent form” was not signed until January.

A copy of the Board’s final order mentions this fact:

Although Palmer met with the child before the procedure, he did not guess her age because “you cannot do that with women anymore.” Instead, Palmer depended on Planned Parenthood staffers to “receive the proper training and knowledge of their own policies and procedures in termination of pregnancies in minors and alert me to the fact that there was a minor left alone — let alone a minor under 14.”

Palmer stated that he discovered the victim was a minor after he committed the abortion when Planned Parenthood’s chief operating officer, Aaron Samulcek, “informed me that the clinic had a system failure.” He added that nurse manager Christi Campbell, who performed the ultrasound, “came up to me crying and hugging and apologized for not telling me the patient was less than 14 years old.”

Palmer also claimed that staffer Marlo Lubron told him that “the entire nursing staff were unaware the patient was 14 — or less than 14 years old,” adding that Stephanie Williams, the facility’s health center manager, “as well as Evelyn, the surgical tech” were later fired.

While the Board found it “apparent” that there were “inadequacies” in Planned Parenthood’s policies, they determined that it did not absolve Palmer from “his independent duty to his patient and to comply with the law of the State of Kansas.”

Palmer begged the Board to allow him to keep his license, telling members, “I am no longer performing abortions in any state. I closed my office eight years ago. I recently gave up my Illinois license. My Kansas license is due to expire in October. I do not plan on renewing it. After closing my office, I became certified as a wound specialist and work in a wound center part-time in Missouri.”

In the final order, the Board determined that Palmer had a responsibility to know the age of his abortion patients and comply with the law regardless of Planned Parenthood’s failures. As a result, the Kansas Board suspended Palmer’s medical license for ninety days in the state, effective September 18,2017.

Revolutionary abortion rights group Stop Patriarchy to protest pro-life laws in several states

The communist revolutionary group Stop Patriarchy is calling for “national actions” on July 1st to “protest new abortion restrictions scheduled to go into effect in Kansas and Tennessee that day.”

    On July 1st, as many as half the abortion clinics in Tennessee are expected to close due to new restrictions which will require abortion facilities to meet the same physical standards as a mini-emergency room (even though early abortion is an extremely simple, outpatient procedure).

    These new restrictions are part of a national onslaught against abortion rights and birth control. Over 330 restrictions have been introduced nationwide already this year! This CANNOT be tolerated if women are going to be treated as FULL HUMAN BEINGS! These laws will have devastating effects on the lives of women across the country, and especially in the deep South, where new restrictions have forced many abortion clinics to close.

The group is headed by Communist sympathizer Sunsara Taylor, a member of the Revolutionary Communist Party, receiving the support of convicted terrorist Bill Ayers. Their methods and tactics have even been denounced by more mainstream pro-choice advocates.

Stop Patriarchy is very selective in their outrage against the “Patriarchy.” While they disrupt pro-life events they enthusiastically support abortion clinics and Planned Parenthood which deliberately cover child rape and myriads of abortion “providers” who sexually abuse or physically harm their patients.

Abortion activists have been activating since Texas passed a series of pro-life laws in the state which have closed several abortion clinics. During this time, pro-abortion radicals descended in Austin to express their outrage.
Stop Patriarchy was among them, blocking traffic and getting arrested there as well.

According to Life News, weeks ago Tennessee Governor Bill Haslam signed into law a pro-life bill HB 1368 requiring licensure and inspection of abortion facilities the same as ambulatory surgical centers in the state.

Strict pro-life laws are also being challenged in Kansas.

Theater cancels Planned Parenthood abortion celebration

In celebration of the 42nd anniversary of Roe v. Wade, Planned Parenthood Advocates of Kansas and Missouri was planning to have cocktails, appetizers and a screening of the film, Obvious Child, at Standees Prairie Village.

STANDEES is a neighborhood dining and entertainment theater in Kansas.
The event was scheduled for January 21, 2015 – that was until, Standees rescinded the invitation to host the abortion celebration.

The announcement from Planned Parenthood about the cancellation read,”We regret to inform you that, on very short notice, Standees has informed PPKM that they have rescinded their commitment to host our film event on Wednesday, January 21st. If you have already responded to our invitation, we will be reaching out early next week with the new event location. We deeply regret Standees’ position and any inconvenience this has caused you.”

No reason was given for the cancellation, however, if I were to offer a guess, I would assume that all the negative publicity the Episcopal Church in Wichita received after they agreed to host a Chili for Choice Planned Parenthood celebration may have led to Standees backing out. – Just a guess.

Whatever the reason, the event was cancelled and that’s one less celebration of the killing of unborn children by the abortion giant this year.

UPDATE: Several days after publishing this blog – Standees was cited by the media as cancelling the event because of a threat.

Peter Brown said the threat was received by the theater and led to the decision to cancel the film event out of concern for “guest safety.” The FBI has been involved in an investigation of the threat, Brown said.

We had a concern,” Brown said, noting that safety and comfort of the guests at STANDEES was the sole factor in the decision. “We unequivocally would have (had) to bring police in (for the event),” Brown said. That would have created a difficult situation for the customers of Village Shops and the theater and restaurant, he suggested.

Kansas abortion clinic closes after pro-life group files complaint

Operation Rescue is reporting that a troubled Kansas City abortion facility, Central Family Medical, also known as Aid For Women, announced on its website that it has ceased operations effective July 26, 2014, stating that its abortionist, Ronald Yeomans, and clinic administrator were “retiring.”

Aid for Women was under pressure from a Kansas State Board of Healing Arts investigation that was based on a complaint filed by Operation Rescue in 2012. That complaint included evidence that Aid For Women pre-checked boxes on official health department Termination of Pregnancy forms to indicate that there was no suspicion of abuse for women obtaining abortions at that facility. This indicated that Aid For Women engaged in the illegal practice of never reporting abuse.

Operation Rescue was informed in a letter from the Board of Healing Arts that the two-year-old case against Aid For Women’s only abortionist, Ronald Yeomans, was still ongoing.

In addition to the pre-checked Termination of Pregnancy reports that concealed possible abuse, the Aid For Women papers contained the following:

• Names of abortion patients.
• Patient ages.
• Gestational ages of their pregnancies.
• Patient phone numbers.
• Photocopies of patient driver’s licenses.
• The date and cost of the abortions.
• Sonograms with information such as patient name, date, and age of the pre-born baby.
• Empty cash envelopes that indicated the names of the abortion patients, date of the abortions, how much cash was placed in the envelopes, and other medical information.
• Communications from the clinic medical director regarding a 2011 clinic licensing law that showed mocking contempt for safety regulations.
• Admission that the only suction mechanism they have to clear airways is a uterine cannula attached to the abortion suction machine that would likely injure the trachea.
• Admission that they would not intubate patients who need it out of fear of lawsuits.
• Admission that the surgical assistants have no licensing whatsoever.

Aside from the mass violation of the privacy rights of women and Federal laws protecting private patient information, the pre-printed KDHE forms were most troubling.

Evidence included several forms. One form was pre-printed with all patient information left blank. One document contained the pre-printed information only on a blank page, and other forms were filled in with Patient Identification numbers and the dates of their abortions. Every form had a pre-printed “No” box marked next to question number 15: “Was report of physical, metal, or emotional abuse or neglect filed pursuant to K.S.A. 38-2223.”

Central Family Medical has predetermined that no woman walking through their doors will have been the victim of abuse,” said Operation Rescue president, Troy Newman. “That places women, especially minor girls, at risk of being handed back to their abusers where they will suffer further harm. That alone is a betrayal of these vulnerable women and deserving of closure and criminal charges.

In fact, the Texas pro-life group, Life Dynamics, Inc. has just released a report detailing many criminal cases where girls who were being raped by adult pedophiles took their victims to abortion clinics to hide their crimes. The clinics failed to report the abuse, leaving the victim to more abuse that lasted sometimes for years.

The group details the case of Robert A Estrada:

Estrada began raping his two stepdaughters when they were 11 and 12 years old resulting in five pregnancies and two abortions performed at the Central Women’s Services abortion clinic in Wichita. It is obvious that no one at the facility filed a report since the sexual contact continued for several years afterward. When authorities were made aware of the situation, Estrada was charged with nine felony counts of rape and indecent liberties with a child and sentenced to 90 years in prison. His wife, Patricia Estrada, was given 14 months in jail for knowing about the abuse and not reporting it. Thieves Blast Through Walls to Steal Cash from County Office Safe

AWRENCE, KAN – Some persistent thieves managed to steal from Kansas taxpayers, in the most literal sense, after they busted through a wall and broke into a safe at the Douglas County Treasurer’s office in Lawrence.

In a scenario straight out of a crime movie, thieves broke through the bathroom wall of Mor-Tec Vacuums into a Planned Parenthood clinic and then through the clinic’s wall into the Douglas County Treasury office, where they stole only $3,000 cash.

“And only cash is what the thieves were after,” said Douglas County Zoning director Keith Dabney, who shares an office with the Treasurer. “They took nothing else. They didn’t take computer equipment, office equipment, only cash.”

The cash was on hand because many people pay their tax bills and motor vehicle fees at the office.

The thieves cut phone and other lines into the building, disabling the county’s motion detectors and surveillance cameras. But the thieves still made a protracted entrance.

“As we came back here, we found that they had broken the wall through the restroom and gone into the Planned Parenthood side,” said Ken Jennings of Mor-Tec Vacuums, who said burglars broke his front lock and then busted through his bathroom wall. “We were purely a conduit for them to go into the next area.”

Douglas county has since upgraded it’s security system to insure that cutting the outside phone lines won’t disable it’s security system in the future.

“It was extremely well planned out for them to know they can go through these walls to know where the safe was in the back, to know how to get around whatever motion detector they have over there, somebody knew what was going on,” said Jennings.

Petition Urges KS Supreme Court Send Planned Parenthood’s 107 Charges to Trial

TOPEKA, KS, Feb. 18 /Christian Newswire/ — With 107 criminal charges against Planned Parenthood of Kansas and Mid-Missouri stalled for months in the Kansas Supreme Court, Operation Rescue has launched a petition to to send the illegal late-term abortion case to trial.

“Planned Parenthood has been investigated. A judge has found that there is probable cause to believe that it has broken the law. One hundred and seven criminal charges have been filed, twenty three of which are felonies. It’s time to clear the log-jam, put aside political obstructionism, and allow this case to go forward to trial on its merits,” said Operation Rescue President Troy Newman.

Former Johnson County District Attorney Phill Kline filed the massive abortion case on October 17, 2007, three months before leaving office. Current District Attorney Steve Howe, a political rival of Kline’s, has shown no interest in pursuing a prosecution.

But the case actually began as early as September, 2004, when as Attorney General, Kline issued subpoenas for 90 abortion records from Planned Parenthood and the now-closed Women’s Health Care Services. The two abortion clinics refused to comply, launching Kline on a 3-year legal odyssey that involved a complex series of legal maneuvers – many of them conducted in secrecy – that frequently landed the case before the Kansas Supreme Court.

Eventually Kline received the records with all patient identifying information redacted. Those records were the basis for his charges against Planned Parenthood.

However, former Chief Justice Kay McFarland issued an order at the request of the new Attorney General Steven Six, preventing the District Attorney’s office from accessing the evidence against Planned Parenthood, and gagging the custodian of those records, District Court Judge Richard Anderson. Subpoenas for other witnesses were quashed.

Anderson had overseen Kline’s investigation into illegal abortions from the beginning, and went so far as to seek an opinion from a police handwriting expert who confirmed suspicions that certain evidence had been “manufactured” by Planned Parenthood.

On May 13, 2009, the Kansas Supreme Court heard oral arguments on an appeal asking the Court to reinstate the State’s subpoenas for witnesses against Planned Parenthood and for Anderson’s gag order to be lifted.

The case has since sat dormant with no ruling in sight. Meanwhile, Planned Parenthood continues to collect $300,000 in Kansas tax money and more evidence has surfaced indicating that the abortion group continues to flout the law.

“The criminal case against Planned Parenthood has a complex history that has overshadowed the serious nature of these charges,” said Newman. “There has been every effort made by the powers that be in Kansas to impede this case and prevent it from going to trial. That kind of political obstruction in a criminal prosecution is intolerable if public confidence in the integrity of the judiciary is to be maintained.”

“Let the witnesses testify and let the evidence come forward at trial and let a judge and jury decide. The petition will let the Court know that the public is watching. It’s time for the secrecy and stonewalling to stop.”
