UPDATE: The board of Planned Parenthood of the Columbia Willamette met Tuesday night with the expectation of naming a new CEO, but instead it unanimously agreed to re-start the search process.
“The board voted to continue the search,” says Planned Parenthood spokeswoman Liz Delapoer. “We are hoping to have someone in place by early next year.”
In the meantime, interim CEO Sarah Newhall will continue to run the non-profit, which has an annual budget of $20 million and employs more than 200 people.
As reported earlier, some longtime supporters of the organization were agitated by the news that one of the two finalists for the position was Judy Peppler, who until 2011 served as CEO of Qwest Oregon and whose support of GOP candidates that Planned Parenthood Advocates had opposed became a flashpoint.
Planned Parenthood of the Columbia-Willamette has been searching for a new CEO for several months, ever since conflict over a new contract with the Service Employees International Union led to the departure of former CEO David Greenberg from his $196,000-a-year post.
The search is down to two finalists—one controversial candidate is an internal candidate from a Planned Parenthood chapter in Florida, —Judy Peppler.
Peppler left her recent position with CenturyLink bought Qwest in 2011; she enrolled in the Broad Academy, a program started by California billionaire Eli Broad that prepares corporate leaders for positions in public education. After finishing the academy, Peppler became the chief transformation officer in the Wake County, N.C., school district, which serves nearly 150,000 students, about three times the number in Portland Public Schools.
Peppler left that job in October, according to news reports, after the school board fired the superintendent who’d hired her 13 months earlier.
Peppler was a registered Republican. She was also a fundraiser for GOP presidential candidate John McCain in 2008 and Oregon GOP gubernatorial candidate Chris Dudley in 2010.
That past, and in particular an incident during the Dudley campaign, has some local Planned Parenthood supporters questioning whether she’s the right person for the job.
Former legislator Jane Cease, is one of those skeptics. Cease says she took issue with remarks Peppler made at a 2010 luncheon at the Portland Art Museum given for Portland State University’s Center for Women Politics and Policy.
Because the lunch had more than 600 attendees, Planned Parenthood Advocates demonstrated outside the Art Museum, blasting Dudley for being “faux-choice.”
Cease says Peppler took issue with those protestors at the luncheon, stating that “she wished the people weren’t outside picketing Chris Dudley because he was actually pro-choice,” Cease tells WW. “Many of us were booing and hissing because we knew he was on record the other way.”
Cease says she’s been a Planned Parenthood supporter for 40 years and along with many of her fellow supporters is distressed that Peppler could become the group’s new CEO.
“There’s a lot of rumbling about that because she was supporting McCain and Dudley [both of whom Planned Parenthood advocates has attacked for not being pro-choice],” Cease says.
“I think it would be really ill-advised to have somebody who is not solidly pro-choice running the organization.”
Peppler, 49, says such concerns are unfounded.
“I would not have applied for the job if I were not strongly pro-choice,” she says.

In 2008, a former employee and abortionist for Planned Parenthood of the Columbia-Willamette in Oregon by the name of Dr. GEORGE ELLIOTT KABACY, M.D., was sentenced to 6 1/2 years in prison for possession of child pornography. He was not practicing at the Planned Parenthood at the time of his arrest.
Dr. George Elliott Kabacy was actively practicing as an OBGYN in Washington State at the time of his arrest in December 2006.
At the sentencing, Assistant U.S. Attorney Vince Lombardi said Kabacy “traded pictures of children being subjected to rape and degradation.”
Kabacy admitted in his plea agreement that he knowingly possessed more than 8,000 images of minors engaged in sexually explicit conduct.
Kabacy also admits to possessing videos of minors engaged in sexually explicit conduct, both on his computer and on 36 compact disks. Some of the images depict children under the age of 12, authorities said.
Kabacy admitted that he communicated with other people over the Internet, expressing his interest in having sex with minors and exchanging more than 40 images of child pornography with those other people over the Internet.
He first came to the attention of the FBI after the arrest of an Atlanta man who indicated he had communicated with Kabacy.
The man alleged that Kabacy had sent him a computer in exchange for the man’s promise that he would send Kabacy pornographic pictures of his grandchildren.
Kabacy moved to Washington state and worked until his arrest at Sound Choice Health Center in Olympia.He ceased practicing when he was indicted .
