Top Planned Parenthood executive: Major government funds keep us in business

A former top executive for Planned Parenthood once admitted that the abortion corporation’s success is linked to power and money, and that taxpayer dollars enabled the abortion corporation to recruit, hire and pay their top staffers six-digit salaries — all while actual health services and patients declined.

For years, pro-life groups have documented that the hundreds of millions in government dollars Planned Parenthood receives are fungible, acting to free up other dollars which would normally be used for salaries, facility rent, and general overhead. Though Planned Parenthood leads the American public to believe that those taxpayer funds do not pay for abortions or the salaries of staff that commits abortions, top officials at Planned Parenthood, like R. James LeFevre, Jr., knew differently.

LeFevre began his career with Planned Parenthood in 1974 and was considered a mover and shaker inside the organization.

According to his resume, LeFevre worked as Chief Strategic Officer for the Planned Parenthood Federation of America (PPFA) from 1999-2006, as PPFA’s Chief Operating Officer from 1996-1999, as interim co-president of PPFA from 1995-1996, and as executive director of Planned Parenthood of Northern New England from 1977-1995. In other words, he was not a low-level employee, but was heavily involved in the workings of Planned Parenthood as an organization.

In 1992, he authored a booklet called “Redirecting Boards, a New Vision of Governance for Planned Parenthood,” written as a reference for the various PPFA affiliate leaders.

It is there that LeFevre exposed how “the major influx of government funds” became the catalyst behind Planned Parenthood’s ability to recruit its staff. LeFevre writes:

Some 20 years ago the managerial “professionalism” of the executive director (and often the senior staff) began to emerge. This became possible because of the major influx of government funds (primarily federal), providing resources that enabled Planned Parenthood to offer extensive training to incumbents and to hire experienced managers (not just social workers, ministers, or nurses, who did not always have such managerial preparation or experience). This trend continued for other senior staff positions….

In other words, the ability for PPFA to hire top notch staff, executives and board members was directly related to public taxpayer funds.

LeFevre would know. After all, in addition to his many jobs within the abortion corporation, Live Action News previously reported that LeFevre was one of the nine members of PPFA’s “Reinvention Group,” tasked to “literally design PPFA in order to succeed in the era of health care reform.” Or, as the New York Times described it at the time, to change Planned Parenthood to a “broad health organization that could compete in the era of managed care.” But, despite today’s misleading rhetoric, this so-called “reinvention plan” created in the mid 1990’s to morph Planned Parenthood from an abortion facility into a health care agency failed because it barely mentioned abortion.

Live Action News has documented that Planned Parenthood is all about abortion and political organizing, but the scheme to masquerade as a health care organization continues to this day and has made Planned Parenthood executives very wealthy. According to Planned Parenthood’s annual reports, between 1997 and 2004, taxpayer dollars to Planned Parenthood increased over 65 percent from $165 million (1997) to $272.7 million (2004). Within those same years, abortions also increased a staggering 54 percent from 165,174 to 255,015.

What else increased during that same time period? The salary of PPFA’s president, Gloria Feldt.

In 1997, PPFA paid Feldt $245,853, plus $25,000 in expense account and other allowances. By 1999 (just two years later), Feldt was compensated $324,217 plus $16,938 in employee benefits and an additional $68,000 in expense account and other allowances.

Feldt’s salary increased each year by the amounts listed below (all categories totaled):

  • 2000- $24,000 increase
  • 2001 – $14,000 increase
  • 2002 – $12,000 increase
  • 2003- $29,000 increase

By 2004, the last year Feldt was employed by Planned Parenthood, her salary from PPFA skyrocketed to over $902,148 ($490,679 in compensation, $346,570 in employee benefits and an additional $64,899 in expense account and other allowances).

In other words, within just a few years, and with the help of government dollars, the president of Planned Parenthood had received a whopping 233 percent increase in her salary.

Enter Cecile Richards, whose “accomplishments” mirror those of Feldt. In 2006, when PPFA hired Richards to be their CEO/political organizer,  government dollars to the abortion corporation jumped from $336.7 million (2006) to $554.6 million (2015), also increasing nearly 65 percent.

Since Richards was hired to the organization’s CEO position, abortions rose from 289,750 to 328,348.

Thanks to Richards, Planned Parenthood now garners nearly 35 percent of the abortion market, while the organization’s actual health services and patient numbers are dwindling. But that hasn’t prevented Richards from seeing her salary increase. Richards began her career at Planned Parenthood receiving an annual compensation of $360,902, according to PPFA’s 990 reports that year. And, just like her predecessor, her salary also skyrocketed.

While abortions remained on the increase along with taxpayer dollars, Cecile Richard’s salary rose by over 165 percent. According to PPFA’s IRS Form 990 for 2014, in just a few years, Richards’ salary and compensation had reached a staggering $957,952.

Richards isn’t the only one cashing in on taxpayer dollars.

An analysis by American Life League (ALL) in 2017 examined compensation paid to Planned Parenthood’s 12 top employees and found they received a total of $4.7 million. The report also found that the average compensation of an affiliate CEO had increased 22 percent in just the last two years.

In addition, ALL found that all 56 PP affiliate CEOs made over $100,000 per year with some making more:

  • 33 make over $200,000 a year
  • 16 make over $300,000 a year
  • 6 make over $400,00 a year
  • 1 makes in excess of $500,000 a year

“The total compensation paid to all PP CEOs is $13.4 million. This income puts the average Planned Parenthood CEO in the top five percent of all workers in the United States,” ALL wrote in its press release.

A look at Planned Parenthood’s record reveals that it doesn’t deserve a cent of taxpayer money:

  • Documented evidence that women do not need Planned Parenthood for contraceptive services
  • Documented evidence that Planned Parenthood is losing patients
  • Documented evidence that services at Planned Parenthood are decreasing, despite an increase in abortions and government funding
  • Documented evidence dispelling Planned Parenthood’s 3% abortion myth
  • Documented evidence that Planned Parenthood lies about the services it provides, including prenatal care
  • Documented evidence that Planned Parenthood does not provide mammograms, despite claiming that it did
  • Documented evidence that funding Planned Parenthood also funds its abortion facilities
  • Documented evidence that Planned Parenthood has abortion quotas
  • Documented evidence that abortion is the primary service that tax-funded Planned Parenthood offers pregnant women because, as a former worker testified, “they made their money if somebody had an abortion”
  • Documented evidence regarding the poor standard of care Planned Parenthood gives to their clients, with former Planned Parenthood managers accusing Planned Parenthood of “treating women like cattle” and using ultrasounds only for abortions
  • Documented evidence that Planned Parenthood is misinforming women about the development of their babies
  • Documented evidence that Planned Parenthood was a eugenics-based organization at the time of its founding
  • Documented evidence that Planned Parenthood has been cited for overbilling abuses and Medicaid fraud, and for violating patient privacy
  • Documented evidence that Planned Parenthood is failing to report child sexual abuse (a violation that alone should result in the organization losing millions of taxpayer dollars granted to it under the federal Title X Family Planning Program)
  • Documented evidence on the kind of sex “education” the abortion corporation is giving to teens, with Planned Parenthood promoting BDSM and other disturbing sexual practices to teenagers

The list above does not include the number of women injured or killed after using Planned Parenthood’s abortion “services.”

So, while taxpayers are forced to fund this corrupt organization to end the lives of over 900 preborn babies a day, Planned Parenthood has increased its excess revenues (that’s right: profit) from $55.8 million in 2005 to a whopping $77.5 million last year alone all while paying its executives, especially its CEO, extremely high salaries.

It was all a part of the plan, as LeFevre outlined in his book where he noted, “In the last decade it has become abundantly clear that Planned Parenthood’s success is closely linked with power and money… it takes political muscle and big bucks to prevail.”

Sadly, many of those big bucks come from the taxpayer. Enough is enough. A full defunding of America’s corrupt abortion corporation is imperative.

The Population Council has a shocking 65-year history, and it’s nothing to celebrate

The Population Council, the eugenics organization credited with bringing the abortion pill RU-486 to the United States, turns 65 this month — but it is nothing to celebrate.

In 1952, John D. Rockefeller III founded the Population Council and served as the organization’s first president.  According to the Rockefeller Foundation, the Population Council, Inc., was incorporated following Rockefeller’s Conference on Population Problems, “…to stimulate, encourage, promote, conduct and support significant activities in the broad field of population.”

Like its founder, the Population Council’s other members were concerned about population issues — and, like other population organizations such as Planned Parenthood, high ranking Population Council leaders were well connected to the eugenics movement.

Frederic Osborn followed Rockefeller as Population Council president in 1957. Osborn was a founding member of the American Eugenics Society who signed Margaret Sanger’s “Citizens Committee for Planned Parenthood,” published in April of 1938. Osborn once wrote, “Eugenic goals are most likely attained under a name other than eugenics.” Some speculate that Planned Parenthood’s infamous slogan, “Every Child a Wanted Child,” may have originated with Osborn. It is no wonder that Osborn also said that “Birth Control and abortion are turning out to be the great eugenic advances of our time.”

Frank W. Notestein followed Osborn as president in 1959. Like Osborn, he was member of the American Eugenics Society and as the American Philosophical Society, according to a biography published by Princeton University. He was also one of the organization’s original four trustees, according to the Population Council’s 1957 Annual Report.

In 1939, Notestein and Osborn served together on the Medical Advisory Board for Margaret Sanger’s Birth Control Federation. By 1967, under Notestein’s leadership, the Population Council released a controversial film, entitled “Family Planning,” which featured Disney’s iconic cartoon figure Donald Duck. It was one of many efforts in the 1960s and ’70s to indoctrinate the culture on the use of birth control.

By 1970, Notestein was serving on the Board of Directors of Planned Parenthood-World Population.

Bernard Berelson

Bernard Berelson took the helm of Population Council in 1968, as its fourth president. A year later, in 1969, Berelson published an article which suggested that if voluntary methods of birth control were not successful, it may become necessary for the government to put a “fertility control agent” in the water supplies of “urban” neighborhoods. The article was published in the journal, “Studies in Family Planning,” published by the Population Council. Berelson was also featured in the Population Council’s first issue of “Population and Development Review.”

 

Alan F. Guttmacher, M.D. sat on the Population Council’s first Medical Advisory Board. Guttmacher, a former Planned Parenthood president, was also vice president of the American Eugenics Society. His ideas of forced or compulsory population control measures were in lock-step with Planned Parenthood’s founder Margaret Sanger, who made sure that Planned Parenthood was knee deep in eugenics. Guttmacher’s namesake institution, the Guttmacher Institute, would later be referred to as a “research arm” and a “special affiliate” of Planned Parenthood.

Thomas Parran, Jr. was on the original Population Council’s board of trustees. On paper, he has a very distinguished career, having been named the nation’s sixth U.S. Surgeon General, building support for the passage of Social Security as well as the establishment of the World Health Organization. His name even appeared on the public health building of the University of Pittsburgh as “one of the giants of 20th-century medicine.”

But according to USA Today, “Parran’s legacy was tainted in 2010, when the U.S. government apologized to Guatemala for the syphilis experiments that exposed 1,308 men, women and children to syphilis without consent from 1946 to 1948. Parran approved of the experiments, conducted by U.S. Public Health Service physician John Cutler.” (Cutler and his wife Eleise contributed to the Population Council and Cutler’s wife admitted that she served on the board of Planned Parenthood.)

Earlier this year, Philly.com reported that Parran was suspected of being the “intellectual inspiration of the infamous Tuskegee Syphilis Study”:

Regrettably, Parran’s great work, impressive resume, and proud legacy are besmirched by his ethical violations. The truth of his association with horrendous experiments using impoverished Alabama sharecroppers, federal prison inmates, and an array of vulnerable subjects in Guatemala who were purposefully infected with syphilis were already known. But newly discovered evidence disclosing his role as the architect of the Tuskegee study may have caused his already troubling case to reach the tipping point…

Pitt trustees now must confront evidence showing Parran was more than a distant bureaucrat during the Tuskegee study. New documents disclose that Parran believed the African American population of Macon County, Ala., was perfect for a nontreatment exercise. “If one wished to study the natural history of syphilis in the Negro race uninfluenced by treatment,” Parran wrote in January 1932, “this county would be an ideal location for such a study.”

The Rockefeller family has long been connected to eugenics. According to author Rebecca Messall, “Rockefeller money funded eugenic scientists decades before Hitler put eugenic theories into practice.”

According to author Edwin Black (emphasis added), “Eugenics would have been so much bizarre parlor talk had it not been for extensive financing by corporate philanthropies, specifically the Carnegie Institution, the Rockefeller Foundation and the Harriman railroad fortune. They were all in league with some of America’s most respected scientists hailing from such prestigious universities as Stamford, Yale, Harvard, and Princeton. These academicians espoused race theory and race science, and then faked and twisted data to serve eugenics’ racist aims… The Rockefeller Foundation helped found the German eugenics program and even funded the program that Josef Mengele worked in before he went to Auschwitz.”

Black added, “In May 1926, Rockefeller awarded $250,000 to the German Psychiatric Institute of the Kaiser Wilhelm Institute, later to become the Kaiser Wilhelm Institute for Psychiatry. Among the leading psychiatrists at the German Psychiatric Institute was Ernst Rüdin, who became director and eventually an architect of Hitler’s systematic medical repression.” (NOTE: In 1933, Rüdin’s call for racial purity was published in Margaret Sanger’s Birth Control Review. According to the documentary film, Maafa21, Rudin would be chosen by Hitler to write Germany’s eugenics laws.)

Rockefeller III once claimed that birth control was “directly related to the matter of meaningful peace.”

In her review of the book, “Fatal Misconception: The Struggle to Control World Population,” written by Columbia University historian Matthew Connelly, C-Fam author Susan Yoshihara, Ph.D, discovered what led up to Rockefeller’s founding of the Population Council:

In 1952, at a secret, invitation-only gathering in Colonial Williamsburg, John D. Rockefeller III brought together what would become the modern population control establishment. Setting the agenda for the following decades were the heads of the United States Atomic Energy Commission, National Academy of Sciences, and top scientists “from embryology to economics,” including past and present Nobel Prize winners.

From verbatim transcripts of the “Conference on Population Problems,” just one of the countless number of such meetings the book exposes, Connelly found that what drove them were the questions of how many people the world could hold along with “whether ‘industrial development should be withheld’ from poor, agrarian countries like India.” By decreasing mortality and encouraging “breeding,” development would increase inferior populations and further degrade “the genetic quality of the human race.” They decided radical measures to reduce birthrates were justified in order to save “Western Civilization” from being dragged down by the growing humanitarian demands of Third World countries.

Thus was born the Population Council, which would in turn become the nexus of the entire population control movement, going on to coordinate the work of the United Nations, the Ford and Rockefeller foundations, International Planned Parenthood Federation (IPPF) – founded three weeks later – as well as major pharmaceutical firms.

In 1994, with the encouragement of the Clinton administration, french pharmaceutical manufacturer Roussel-Uclaf assigned the US rights of marketing and distribution of abortion pill RU-486 to the Population Council. The right to distribute the harmful drugs were later handed over to Danco Laboratories, a sub-licensee of the Population Council.

In 2015, a Government Accountability Office (GAO) report found that from fiscal year 2010 through 2012, the Department of Health and Human Services (HHS) and the U.S. Agency for International Development (USAID) reported sending about $236 million to six organizations and their affiliates and member associations: Advocates for Youth, Guttmacher Institute, International Planned Parenthood Federation (IPPF), Planned Parenthood Federation of America (PPFA), the Sexuality Information and Education Council of the United States (SIECUS), and the Population Council.

Today, abortion remains among the Population Council’s strategic priorities, according to its latest annual report.

At the Woman’s Choice Clinic in Lansing, Dr. Ronald Nichols was in the middle of performing an abortion when he determined the gestational age to be 20 weeks and stopped the procedure, despite already having rupturing the fetal membranes. (In the Matter of Ronald A. Nichols, M.D., File No. 43-08-109430. Complaint, Paragraph 13.)

Dr. Nichols advised the patient, who was bleeding and in pain, to drive 80 miles to his Bloomfield Hills abortion clinic to complete procedure. When she refused, Nichols forced her to sign a waiver. Patient drove home and was taken by her family to the hospital where the staff confirmed the rupture of fetal membranes. The patient’s 20.5 week baby died in utero the following day. The Board of Medicine found Nichols to be negligent and incompetent, fined him $10,000, and ordered him to perform 100 hours of community service. At the Womancare Clinic of Southfield, a patient alleges that she received no local anesthesia and tried to stop procedure due to her extreme pain. The patient was allegedly held down and female assistant put hand over the patient’s mouth. (Allegation filed with the Bureau of Health Professions, August 18, 2008, File No. 43-08-109481. Hospital records obtained by RLM.)

On October 22, 2010 The Michigan Attorney General, and the Eaton and Saginaw County Sheriff Departments completed a 7 month-long investigation of the Womans Choice abortion clinics located at 6500 Centurion Drive, Ste. 290, Lansing and 3141 S. Cabaret Trail, Ste 400, Saginaw, Michigan—owned by Florida resident Richard Remund.

The investigation was prompted by the February 26, 2010 discovery by pro-lifer Chris Veneklase, of the bodies of 17 aborted babies in a trash dumpster used by the Womans Choice Lansing abortion clinic. The 17 bags were clearly marked with, not only the January dates of the abortion procedures, but also the full names of the women whose unborn children were contained within the plastic specimen packs. Before making a decision to search the dumpster, Veneklase observed clinic staff, over a series of weeks, tossing large black bags into the commercial grade trash container that services the business park where Womans Choice is located. Veneklase became suspicious that the clinic was getting rid of bio-hazardous material. A bio-waste disposal van was never seen serving the facility where abortions are conducted through the 24th week of gestation.

Upon finding the bodies of aborted babies Veneklase immediately contacted Monica Migliorino Miller, director of Citizens for a Pro-life Society who then joined Veneklase in subsequent searches of the Womans Choice dumpster. Miller also organized searches of the dumpster used by Womans Choice sister clinic in Saginaw, MI. These searches continued through March 2010.

IOUX CITY, Iowa (KTIV) — More details are emerging about the stabbing of a pregnant Sioux City woman and the ex-boyfriend charged with the crime.

Court documents allege that 20-year-old Thomas Rausch, Jr. knew the victim was pregnant and was out to kill her, and states that he wanted to kill the victim in hopes of killing the fetus.

Kasandra Smith, 20, called 911 Monday morning from the Morningside home the two had shared and told authorities she had been stabbed multiple times.

Court documents say Rausch had gone to the home at 1807 South Hennipen to get his things, when he pulled a knife from his pocket, walked up behind Smith and cut her throat.

Authorities say Rausch then stabbed Smith repeatedly, causing six serious knife wounds.

She remains hospitalized at Mercy Medical Center.

Her condition and that of her unborn baby are not being released at her family’s request.

Rausch is in the Woodbury County Jail, charged with attempted murder and “non-consensual termination of pregnancy.”

His bond is set at half-a-million dollars.

What makes the dismissal of Jimmie Lewis controversial is not that he is in a wheelchair; he is a black man who changed his position concerning abortion.

For years, Jimmie Lewis considered himself to be pro-choice. However, after seeing the documentary Maafa 21 – Black Genocide in 21st Century America, he was perturbed by the expose’ on the agenda of the eugenics movement led by elitists in the United States.

He changed his position to pro-life after seeing how population control groups like Planned Parenthood is affecting the black population. He also helped a couple of local pastors, Bobby Fulmore and Johnny Hunter, with the national African-American pro-life organization, LEARN, promote the film, which has been shown in a Cumberland County Public Library.

Jimmie Lewis had served as the sound engineer and co-host on the daily program “Sound Off” which was a call-in program where locals could share their opinions on current issues. Many listeners enjoyed this program because all callers were valued. On Saturday, he hosted the “Swap Shop” where callers would list items to sell or buy. He also hosted “Fayetteville Focus” on community services and events. Jimmie Lewis let his audience know about his major shift.

Then, the radio station managers decided to change the format and broadcast a conservative radio personality out of Wilmington, North Carolina. Personnel at WFNC were shifted around. Another broadcaster was given “Swap Shop.” So, the only black host at the station was the only one to lose his job. As his last week came to an end, Jimmie Lewis did not hold back on the intense feelings. Nor did listeners who did not favor the format change.

Below was taken from a 1966 Memo of Planned Parenthood:

On February 4, 1966 Mrs. Helen P. Stanford passed a copy of an article written in the Philadelphia Independent to Mrs. Naomi T. Gray.

The memorandum was written on Planned Parenthood-World Population letterhead.

Stanford called the editorial “interesting” describing the writer as a young Negro lawyer who was a “member of our board here.”

Stanford was critical of the writing style, but said that “ Still, there is food for thought here.”

The article written by Robert W. Williams, Jr. Esq., president and publisher of the Philadelphia Independent read in part, “There has been serious question of the motives of the Planned Parenthood Association, some opponents seeing in the organization’s work an aim of “containing” the Negro population or of even decimating it. They point to the concentration of interest, by the Planned Parenthood Association virtually from the beginning, in the Negro ghettos of the major cities. And, let us admit it, it is not difficult to imagine that some racist might have seen the important of keeping the Negro race in America from becoming a larger minority than it already is…”

Williams goes on to defend Planned Parenthood, “ The very people who seem least concerned about “oversized” families are also the ones who too often are least concerned about supporting them.

Williams calls them “repeaters” and says they are both white as well as black.

He then proposes a solution, “ why not “limit” them, preferably by planned parenthood education —but, if this doesn’t work, perhaps sterilization is not to drastic for some “repeating” unwed mothers?”
