Planned Parenthood’s “gender affirming” services expand across multiple affiliates

The first Planned Parenthood affiliate began providing hormone therapy in 2005, and by 2019, over 100 Planned Parenthood facilities in 28 states had begun to offer gender-affirming hormone therapy, according to OutSmartMagazine.com.

This was confirmed by Planned Parenthood’s website, which stated in 2019 that ” Health centers in 28 states provide hormone therapy, and some also provide puberty blockers.”

By 2015, Planned Parenthood reported that 26 of their affiliates were offering hormone treatments for transgender patients and by 2021 they reported that 41 out of 49 affiliates were offering the body-altering chemicals. .

Approximately 35,000 clients sought gender-affirming hormone replacement therapy in 2021 according to an August 2022 interview with Dr. Bhavik Kumar, the medical director of primary and trans care at Planned Parenthood Gulf Coast (PPGC).

While Planned Parenthood’s national reports do not list a specific “gender affirming” or “transgender” service category, some affiliate Planned Parenthood reports provide the data.

Minors

For decades, Planned Parenthood has not only promoted and sold abortion to minor children but they are now openly promoting the transgender agenda to minors as well.

While a limited number of Planned Parenthood affiliates admit providing transgender services to minors, the organization, which normalizes changing gender anytime you ‘feel’ like it, is willing to refer minors for life altering drugs. Planned Parenthood profits from being a top provider of so-called ‘gender-affirming’ care and may likely offer trans services to minors in the future.

Our analysis found the following:

Planned Parenthood of Arizona offers “gender affirming hormone care for patients 18 years and older at all of our health centers and via telehealth” and they wrote in their 2021-22AR that “gender affirming hormone therapy (GAHT)” was now available at “at “ALL seven of our health centers and via telehealth”.” where they also recorded 5,057 abortions committed.

Planned Parenthood California Central Coast (PPCCC) recorded committing 3,198 abortions in their 2019-2020 AR, committing 3,327 abortions in the 2020-21 AR and 3,605 abortions in their 2021-22 annual report.

PPCCC began offering so-called “gender affirming care (GAC)” to “patients 18 years and older” in June of 2018 and by 2019 reported they had “recruited, hired and trained a GAC navigator” by the name of Matt Raiti. Within a year, PPCCC’s clients for GAC rose nearly sixty-five percent (64.74%) from 173 clients reported in their 2019-2020 AR to 285 clients reported in the 2020-21 AR. GAC clients increased by another forty-three percent (43.15%) to 408 clients in their 2021-22AR.

Planned Parenthood of Central and Western New York (PPCWNY) claims that HRT is “one way for transgender individuals to feel and look more like the gender with which they identify.”  In 2018, PPCWNY hired Amy Potter to roll out special programs in so-called “gender affirming care (GAC).” They claim online to only offer “hormone therapy” (HT) to clients 18 and older.

By September of 2023, the affiliate boasted they were “is “proud to provide gender affirming hormone care (GAHC) to transgender, nonbinary and gender-expansive folx” adding that “Gender affirming hormone care is now available at all of our locations, as well as virtually.”  

“We are not currently able to prescribe puberty blockers or gender-affirming hormone therapy to people under 18 years old. Transgender and nonbinary youth are welcome to access the rest of our services, including birth control, STD testing and treatment, and more,” the affiliate stated.

Planned Parenthood Columbia Willamette (PPCW) grew from 344 GAC visits in 2018, 553 in 2019, and recorded 1,066 in their 2020-21 AR. But by 2022, that number had increased to 4,129. In other words between 2018 and 2022, GAC visits to this affiliate increased over 1,100%.

A later glance at the affiliate’s website reveals they are willing to offer “Gender affirming hormone therapy for individuals aged 17 and older.  Parental/guardian consent required for <18 years.”

Planned Parenthood of Delaware (PPDE) launched GAC services in 2020 claiming to partner with “Nemours Hospital for Children – for gender affirming care for teens.”

The website states that “In order to receive gender-affirming hormone therapy services you need to be over 18 and capable of providing consent for services. There are special consents for these services.” But on a separate page of the website, the affiliate species that, “Gender affirming hormone therapy for individuals aged 17 and older.  Parental/guardian consent required for <18 years.”

Planned Parenthood Great Plains (PPGP) where “Dr. Janet Cathey, PPGP’s Arkansas physician, has provided gender-affirming care for decades” recorded 3,983 GAC visits according to PPGP’s 2019-2020 report which also recorded 3,808 “trans health” services in their 2020-21 AR.

But, in their 2021-22AR, the affiliate, which committed 8,086 medication abortions and 3,030 surgical abortions also provided 2,618 GAC visits.

The affiliate offers the service “for patients 18 years and older.”

Planned Parenthood Great Northwest, Hawaii, Alaska, Indiana, Kentucky PPGNHAIK (formerly PP of the Great Northwest and the Hawaii Islands, PPGNHI), “introduced Gender Affirming Hormone Care in all 27” of their centers in 2018. The affiliate has increased 65% from 2,532 “gender affirming hormone care” services in 2019 to 4,178 in 2020.

PPGNHAIK currently states online that, “Since launching gender affirming hormone care (GAHC), we have seen an overwhelming demand for services, and we have had to temporarily stop taking new patients as we work to increase capacity.”

Planned Parenthood North Central States (PPNCS)

In 2018, Planned Parenthood Minnesota, North Dakota, South Dakota (PPMNS) announced it would join with Planned Parenthood of the Heartland (Iowa and Nebraska) to form one 5-state regional affiliate: Planned Parenthood North Central States, so it is a mystery why this affiliate is still receiving grant dollars under the old name.

PPNCS claimed they saw “11,542 patients seeking abortions” in FY2022 and “3,460 patients received transgender hormone therapy” that same year. The affiliate claims online that “Patients must be at least 16 years old and post-puberty to qualify for” transgender hormone therapy. And specifies that “Patients in Minnesota and Nebraska must be at least 16 years old and post-puberty to qualify for this service.”

Planned Parenthood of Greater Ohio’s (PPGOH) 2021AR states that, “In January, we were proud to launch gender-affirming hormone therapy and offer another way to care for our trans and non-binary patients.” By 2022 the affiliate had to provided 1,874 GAC visits.

The affiliate wrote that they had had a 544% increase in gender affirming “care” since 2021.

The affiliate’s website claims to offer the service to “Age of majority (18+ years old).”

Planned Parenthood of Greater Texas, Inc. (PPGTX) where Dr. Amna Dermish serves as Regional Medical Director of Transgender Services, recorded 3,149 GHAT services according to their 2020AR and 3,243 in 2022.

The affiliate’s website has a “transgender center” but states that “Currently, Planned Parenthood of Greater Texas does not provide Gender Affirming Hormone Therapy for minors.”

Planned Parenthood of Greater Washington and North Idaho (PPGWNI) where Lucas Leek serves as PPGWNI’s Transgender Health & Community Coordinator, announced the provision of transgender care in 2017.

PPGWNI wrote in their 2018AR, “To fill major access gaps in our region, PPGWNI is excited that we now offer services for the transgender and gender-diverse community through our Transgender Health Program. In January, all PPGWNI health centers began providing gender-affirming hormone therapy and resources and referrals for transgender-specific medical, legal, and social services. By the end of 2018, we had provided 642 patients affirming and supportive care.”

By June of 2019, PPGWNI launched a “Transgender Health Fund” and recorded 1,166 GAC services that year, 997 in 2020, and 2,343 in their 2022AR.

Clients seeking gender-affirming services increased nearly 265% between 2018 (642) and 2022 (2,343).

Planned Parenthood Gulf Coast (PPGC) where Dr. Bhavik Kumar is the medical director of primary and trans care, expanded its services for trans and “gender nonconforming” patients to include their Northville Health Center of Houston, the New Orleans Health Center of Louisiana as well as their Prevention Park location in central Houston in 2019.

PPGC also claims to have “expanded current health care services for transgender patients to include gender-affirming hormone therapy services via Telehealth” and they claim to offer GAC for transgender patients ages 18 and older.

In 2021-22, the affiliate added “two providers for gender-affirming hormone therapy.”

Planned Parenthood Hudson Peconic (PPHP) added GAC services in 2018, where they recorded 69 GAC services and 8,119 abortions that year.

By 2019, PPHP had recorded 470 GAC services but increased to 776 in 2020 where the affiliate also committed 8,734 abortions.

In 2021, PPHP’s GAC services climbed again to 943 while abortions fell to 8,605 abortions (6,532 which were chemical).

But, by 2022, GAC visits dropped to 799, while abortions also dropped to 8,231.

The affiliate’s website states they offer “Gender affirming hormone therapy for individuals aged 17 and older (under 18 requires parent/guardian consent)”

According to PPHP’s 2021 spring report, the affiliate reported that eight percent of their clients were “teen.”

PPHP’s “For Teens” website page referred middle school children to groups like Advocates for Youth (AFY) and their sometimes pornographic subsidiary AMAZE, which promotes the transgender ideology.

In a separate report, PPHP claimed that in the first quarter of 2021 they “facilitated 242 education sessions, reaching 1,138 youth participants.”

Planned Parenthood of Illinois (PPIL) launched transgender hormone therapy at two Chicago health centers in 2015 and announced their intentions to expand GAC services in 2016.

In 2018, when PPIL claimed that 5% of their clientele was 13-17 year-old teens, they expanded trans services to all the affiliate’s centers.

That same year, PPIL was actively training first responders in transgender terminology.

GHAT services to the affiliate more than doubled from 3,299 GHAT visits recorded in 2020, 5,167 in 2021 and 6,842 in 2022, increasing over 109% during that time.

By 2023, the affiliate’s website stated that they were “proud to provide gender-affirming hormone therapy (GAHT) to transgender, nonbinary, and gender-expansive folks ages 16 and up.”

Still, the affiliate is willing to refer for gender-affirming surgeries.

Planned Parenthood Keystone’s (PPKey) appears to have recently begun to offer GAC services, writing in the affiliate’s recent annual report (2020-21) that “Brawn was really needed to launch gender-affirming hormone therapy; it took a year of planning, and when we finally began offering services on November 1st, it was worth every moment of planning.”

The affiliate’s website states “At this time, we can only see patients who are 18+ years or older. If you or someone you know is under 18 and is interested in learning more about hormone therapy, you can contact our Patient Navigators…”

Planned Parenthood Mar Monte (PPMM) wrote in their 2020AR, “In 2020, we have enhanced our patient-centered model for abortion care as well as a primary care, and we come to patients where they are when it is convenient for them, via telehealth. We also prepared for the launch of our Gender Affirming Care program as a core service, a reflection of our commitment to eliminating stigmatization of care.”

PPMM recorded 1,041 GAC visits in 2020 and claims online that “We are not currently able to prescribe puberty blockers or gender affirming hormones therapy to youth under 16.” But the affiliate will offer GAC to 16 and 17 year-old children with parental consent.

The following year, PPMM recorded 1,764 GAC visits in their 2021AR where they claimed that “75% or more of middle and high school students who completed PPMM Sex Ed agreed that if they had questions about sexual health, gender identity, or being safe in relationships, they could trust Planned Parenthood to help them.”

That percentage rose to 92% in their 2022AR where they recorded 4,378 GAC services. However, between 2020 (1,041) and 2022 (4,378), GAC services recorded by the affiliate increased by nearly 321%.

Planned Parenthood Los Angeles: recorded 17,368 abortions in 2020, 16,423 abortions in 2021, 17,995 in 2022, while the affiliate does not list GAC services on their website.

Planned Parenthood of Maryland, Inc. (PPM) wrote in their 2020AR, “Recognizing that for members of the transgender and non-binary communities, accessing patient-centered health care can be challenging and even traumatic, PPM joined affiliates across the country in launching Gender Affirming Care (GAC).”

PPM recorded 68 GAC clients that year. The following year, PPM recorded 265 “Gender Affirming Care, including gender-affirming hormone therapy” services in their 2021AR. And, by 2022 they had recorded 588 GAC clients, a 765% from what they had recoded in 2020.

The website states they provide “Gender affirming hormone therapy for individuals aged 16 and older.  Parental/guardian consent required for <18 years.”

Planned Parenthood of Tennessee and North Mississippi (PPTNM) recorded 1,015 transgender patients in their 2020AR, 1,355 in their 2021AR, and 1,118 in their 2022AR.

In 2022, the affiliate also recorded 4,031 abortions.

Planned Parenthood League of Massachusetts, Inc. (PPLM) where Dr. Danielle Roncari serves as PPLM’s Medical Director recorded “300patients received Gender Affirming Hormone Therapy [GHAT]” according to PPLM’s 2019AR, “600+ patients” in PPLM’s 2020AR, and “800+ patients” in their 2021AR. They did not specify a number in 2022.

The affiliate’s website states “For our gender-affirming hormone services, we see patients 16 and over. For patients who are 16 and 17, we require a parent/guardian consent. If you are under 16, we can refer you to other Massachusetts providers who can give you hormonal care.”

Planned Parenthood of Metropolitan New Jersey, Inc. (PPMNJ) expanded their “services to include gender affirming hormone therapy (GAHT)” according to their 2020AR where they recorded 22 GHAT services.

PPMNJ wrote in their 2021AR that “The Gender Affirming Hormone Therapy program is thriving, with plans to replicate it in all of our centers. After a comprehensive process, we received a three-year full accreditation from PPFA.”

In 2021, PPMNJ recorded committing 89 “Gender Affirming Hormone Hormone Treatments” and dropped to 65 by 2022.

The affiliate’s flier states that “We see patients ages 18 and older, and for youth we are able to refer to other local providers who can offer Gender Affirming Care

Planned Parenthood of Michigan (PPMI) where Dr. Halley Crissman serves as director of gender-affirming care, began a pilot program in Lansing and at their Marquette clinic “to offer patients 18 and older prescriptions for gender-affirming hormone therapies” in May of 2022.

The affiliate offers GAC care to clients 18 and older however they will refer younger clients to other organizations.

Planned Parenthood of Metropolitan Washington, DC, Inc. (PPMW) announced in 2019 that the affiliate was “now providing gender-affirming hormone therapies for transgender patients” and according to their 2021AR, PPMW “provided gender affirming hormone therapy to over 750 patients in the DMV area.”

The affiliate offers GAC services and claims “You must be 18 years of age or older to access these services.”

In 2019, the affiliate committed 6,499 abortions.

Planned Parenthood’s Mt. Baker 2022AR claims their edication team brought “Gender Identity & Sexual Orientation” to High Schools in the area. While the website shows they offer GAC services, it does not specify any age limits.

The affiliate also committed 637 abortions in 2022.

Planned Parenthood Montana: tells clients they should call for “Transgender Health Care Services.”

Planned Parenthood Greater New York (PPGNY) recorded 28,086 abortions in their 2022 annual report, where they claim to be “Doubling Down on Abortion Access.” 

PPGNY also recorded 2,841 transgender hormone therapy (THT) services in their 2021AR and 3,843 in 2022, a 25% increase.

The affiliate’s website does not specify age limits.

Planned Parenthood Northern California (PPNorCal) claimed that “PPNorCal was one of the first Planned Parenthood affiliates in the U.S. to offer PrEP and PEP (medications to prevent HIV infection), and hormone therapy for gender affirmation.”

The affiliate recorded 15,250 “gender-affirming hormone therapy visits” in their 2021-22AR.

By the 2022-23AR, the affiliate had recorded 10,633 abortion and 17,071 “gender-affirming hormone therapy visits,” an increase of nearly 12% from the previousl year.

Planned Parenthood of the North Country New York, Inc. (PPNCNY) “laid the groundwork for the provision of transgender health care” in 2016 where Katie Ramus, Vice President of Community Engagement announced the roll-out of PPNCNY’s transgender services.

Then in their 2017AR, PPNCNY wrote “Planned Parenthood of the North Country New York Inc.’s healthcare services for transgender patients expanded in April 2017 with the launch of gender affirming hormone therapy and referral services in our Watertown health center.”

PPNCNY recorded 164 GAC services in 2018 (1.3% of total services), 299 in 2019 (3% of total services), and by 2021, the affiliate recorded 608 GAC services (3% of their total services that year).

Between 2018 and 2021, GAC services at PPNCNY went up almost 4times what they were in 2018, increasing nearly 271%.

Planned Parenthood of Northern New England (PPNNE) claimed that 6% of PPNNE’s 36,288 clients were “transcare,” between 2021 and 2022, 3.5% of 34,284 clients in 2020-21, and 3.5% of their 34,903 clients in 2020.

Planned Parenthood of Northern, Central and Southern New Jersey: does not specify GAC services on their website.

Planned Parenthood of Orange and San Bernardino Counties: does not specify GAC services on their website but recorded committing 13,899 abortions in 2022.

Planned Parenthood of the Pacific Southwest, Inc. (PPPSW) recorded 1,046 GHAT telehealth services and 1,380 in-clinic services in FY2022, 821 GHAT services in 2021.

The website states that “In order to receive gender-affirming hormone therapy services at Planned Parenthood of the Pacific Southwest, you must be 18 or older and able to provide consent. While patients under 18 cannot received hormone therapy, they may have a consultation with a provider to understand treatment options and to receive medications to stop their periods (if desired).”

Planned Parenthood Pasadena and San Gabriel Valley, Inc. (PPPSGV) “Launched TransCare, masculinizing and feminizing hormone therapy for transgender patients, serving over 130 patients since its inception” according to their 2018-2019AR where they claimed that “204 patients were served to date through TransCare” by 2019.

PPPSGV recorded 588 transcare visits in their 2019-2020AR and claimed that the affiliate had prescribed “more than 750 cycles of hormone therapy.” PPPSGV recorded 828 “TransCare visits” in their 2021-21AR where they wrote that “our TransCare program celebrated its two year anniversary of offering hormone therapy for transgender and gender non-conforming patients.”

The website does not specify ages.

Between 2018 and 2021, the affiliate’s “transcare visits” increased over nearly 537%.

Planned Parenthood of the Rocky Mountains: (PPRM) offers GAC services, but does not specify age limits.

Planned Parenthood South Atlantic announced on Twitter that the affiliate was “proud” to offer GAC services in North Carolina, openly opposing restricting transgender services to youth. “We’re proud to provide genderaffirming hormone therapy at all 14 of our health centers across VA, WV, NC, and SC,” the affiliate has also tweeted.

Planned Parenthood of South, East and North Florida: does offer GAC services, but does not list age limits.

Planned Parenthood South Texas: according to the affiliate’s 2022 impact report, “Patients receiving gender-affirming hormone therapy also increased by nearly 14%. The patients accessing this service has increased by double digits every year since we introduced it in 2017 and surpassed 1,000 for the first time.”

Planned Parenthood Southeast, Inc. recorded 5,893 abortions in 2022 but did not appear to provide GAC services .

Planned Parenthood of Southern New England, Inc. (PPSNE) recorded 1,067 GAC visits in their 2020-21AR.

By 2022, the affiliate claimed that “In the past two years, the number of visits for gender affirming hormone therapy has doubled” recording 1,655 that year.

Planned Parenthood Southeastern Pennsylvania (PPSP) wrote in their fall 2021 newsletter that PPSP began providing GAC in 2017 in response to demonstrated community need for affordable, accessible, and compassionate hormone therapy and inclusive reproductive and sexual health care in our region. Since launching GAC, PPSP has provided more than 5,400 visits to over 1,200 individuals.”

PPSP’s FY2021 report recorded the affiliate’s “fourth year of offering gender-affirming care” and claimed to provide “gender-affirming hormone therapy initiation for 262 new patients and provided nearly 1,400 gender-affirming care visits.”

In their FY2022 report, they wrote “In our fifth year providing Gender Affirming Care, we provided 281 care-initiation visits and 1,236 follow-up appointments through telemedicine and at Pottstown, West Chester, and Center City, Philadelphia.”

The website claims to provide “gender affirming hormone therapy (GAHT) to transgender and non-binary patients 18+” specifying that “Helping a teen transition medically is a process which involves not only medical providers, but also mental health professionals and possibly legal services. It also requires the involvement of the family in terms of education and consent. PPSP is not able to offer this service at this time and we will reassess offering GAHT to patients under 18 in the future.”

Planned Parenthood Southwest Ohio: claims to offer GAC services and referrals.

This affiliate recorded 3,232 abortions and 953 GAC visits in 2022, 3,787 abortions and 242 GAC visits in 2021, and 3,497 abortions and no GAC visits in 2020. In just one year, GAC visits to this affiliate increased by 294%.

Planned Parenthood of the St. Louis Region and Southwest Missouri (PPSLRSWMO) where Dr. Colleen McNicholas serves as co-director of the TRANSforming Community TRANSforming Care program recorded seeing 121 “transmen” and 38 “transwomen” in their FY2021AR, writing that in March of 2021 PP rolled out their “transgender care program, “TRANSforming Community, TRANSforming Care.”

But, recently ColumbiaTribune.com  claimed that “Planned Parenthood says its ‘TRANSforming Community, TRANSforming Care’ program has provided gender-affirming care to more than 1,000 patients.”

“In 2021, Planned Parenthood, the Missouri Foundation for Health and the Metro Trans Umbrella Group launched a program called TRANSforming Community TRANSforming Care, which expanded access to gender-affirming care. According to PPSLR’s web page on hormone replacement therapy, the organization offers hormone replacement therapy to patients who are 16 and older and does not require a letter of support from a mental health provider,” Springfield News-Leader claimed.

The website claims to “offer hormone replacement therapy to patients 16 years and older. If you are 16 or 17, there are additional requirements.”

Planned Parenthood of Southwestern Oregon (PPSWO) “In FY21, PPSO launched our Gender Affirming Hormone Therapy (GAHT) services as part of the Gender Affirming Care (GAC) initiative launched in 2020.” PP wrote in their FY2022AR that they had trained two new providers to provide GAHT services.

Planned Parenthood of Southwest and Central Florida (PPSWCF) reports that “In 2016, we successfully launched a transgender care program” where they recorded 2,640 Transgender care visits in 2019.

The 2017-2018 report, PPSWCF recorded “1,464 Transgender Care Visits.”  In their Spring 2018 newsletter, PP wrote, “Today, in our affiliate, the results continue to be astounding and we now proudly serve over 450 patients in this program.

In FY2021, PPSWCF showed having 3% transgender male and 2.7% transgender female clients that year and recorded 2,640 Transgender care visits. The affiliate “provides estrogen and testosterone hormone therapy to approximately 1,900 patients a year, including minors as young as 14 with parental consent after an extensive evaluation process,” the group’s Chief Medical Officer Dr. Robyn Schickler told Governing.com in February of 2023.

Planned Parenthood is clearly seeing this as a new revenue source and there is evidence that clients are receiving GAC services without ever meeting with a physician. The organization is now a top provider of transgender “services.”

An update on the website reads “Due to the Florida Legislature’s recent assault on bodily autonomy, and the new legal restrictions placed on the services we offer, Planned Parenthood of Southwest and Central Florida is no longer able to provide gender-affirming care treatments for minor patients.”

Planned Parenthood of Utah: does not appear to offer GAC services.

Virginia League for Planned Parenthood (VLPP): offers GAC services and claims in a brochure online that “As of late 2022, we have seen over 4,000 patients who are trans and/or nonbinary.”

A separate brochure indicates the affiliate “currently serves patients 16 & older for HRT, with the hope to serve younger patients in the future. If you are under 18, we do need parental/guardian consent. If you are younger than 16 and interested in HRT, call our Transgender Health Line and we will do our best to assist you.”

Planned Parenthood Wisconsin: states online that “Gender Affirming Hormone Therapy is available throughout Wisconsin for individuals 18 years and older.”

The affiliate recorded 3,898 abortions and 730 GHAT clients in their 2021-22AR, 5,002 abortions and 488 GHAT clients in their 2020-21AR, 5,104 abortions and no GHAT clients in their 2019-2020AR. This means that in just one year GHAT clients at this affiliate increased by 50%.

Planned Parenthood of Western Pennsylvania: offers GAC services for “Age of majority (18+ years old).” They wrote in their 2021AR, “In January of 2021, PPWP began offering Gender Affirming Care for transgender and nonbinary individuals.”
