Abortion clinic closes as doctor faces charges he failed to report abortion of 13 year old

As a result of criminal charges against an abortion doctor, an abortion clinic in Indiana has clinic has reportedly closed it’s doors.

According to reports, Friendship Family Planning abortion clinic in Gary closed May 27.

Ken Severson, spokesman for the Indiana Department of Health stated that the abortion clinic’s closure came as the abortion doctor, Ulrich Klopfer, was facing charges of failing to timely file a report related to an abortion he performed on a 13-year-old girl in 2012.

As an abortion doctor, Klopfer was required to report such abortions, because of statutory rape laws in Indiana.

In 2014, after the criminal complaint became public, Klopfer was summonsed to appear before the Indiana Medical Licensing Board to explain his actions.

But, they allowed him to keep his medical license pending the state’s investigation.

The unreported abortion was brought to the attention of authorities by Lake County Right to Life in December of 2013.

Unreported abortions on minor girls have also been reported in a complaint filed by representatives of Indiana Right to Life and Allen County Right to Life.

The documents, filed by members of Allen County Right, stated that Klopfer performed an abortion on another 13-year-old in Allen County at the now closed Ft. Wayne Woman’s Health Organization on February 7, 2013 and failed to report that abortion as required by state law as well.

The criminal charges in Lake County cite Klopfer for failing to timely file a public report about the abortion he performed on a 13 year old child at the Friendship Family Planning abortion Clinic in Gary, In. in September of 2012.

The affidavit states that the report wasn’t sent to the Indiana Department of Health until January of 2013.

The news led to Klopfer’s back up physician terminating his status with the abortionist. Indiana requires every abortion doctor in the state to have admitting privileges to a local hospital or an agreement with a doctor who does.

Indiana Right to Life recently issued a news release stating that abortionist Klopfer has “surrendered” his license for the Gary clinic:

    Klopfer has surrendered his Gary, Ind. abortion license.

    Klopfer’s surrender follows the release of an alarming report by the Indiana State Department of Health (ISDH) showing deplorable conditions and safety hazards at his Gary facility.

    The surrender also comes just prior to Klopfer’s scheduled hearing on June 25 before the Indiana Medical Licensing Board, where the Board could choose to remove his medical license.

    Klofper, who lives in Illinois, still has his Fort Wayne and South Bend abortion sites licensed with the state, despite only doing abortions in South Bend.

For several years now, Life Dynamics has documented the failure of abortion clinics to report statutory rape.

According to Mark Crutcher, founder of Life Dynamics, “When we began to investigate we found it was even worse than we thought it was. Initially we thought perhaps the abortion clinics were only reporting half of the incidents, but instead we found that they were reporting hardly any of them.”

Crutcher recently published a report of actual cases where clinics did not report suspected child abuse, often leading to repeated rape and assaults on the victims.

Today, Life Dynamics, Inc. a national pro-life organization in Denton, Texas is reporting that an abortion doctor in Indiana who has been criminally charged for failing to file a report of an abortion performed on a 13-year-old girl in the state in a timely fashion is also under investigation in another county, will now face a state medical board.

According to a local report abortionist Ulrich Georg Klopfer has been requested to appear before the Indiana Medical Licensing Board and respond to comments he made about not reporting an abortion he performed on a 13-year-old girl.

Since those comments were made, Klopfer, who performs abortions at Friendship Family Planning, 3700 Broadway in Gary, is facing criminal charges filed in Lake County, complaints filed in Allen County, and an investigation in St. Joseph County.

“Three months or so ago, he made a public statement to the effect of he didn’t report — as he was supposed to — on an abortion on a 13-year-old girl,” said Sue Swayze, communications director for the Indiana Professional Licensing Agency.

As an abortion doctor, he is required to report such abortions, because of statutory rape laws in Indiana and Swayze said the board has asked him to come in and appear before them and answer some questions.

Klopfer’s medical license was up for renewal in October. The board renewed it with the stipulation it was “under review,” which allowed him to keep practicing, Swayze said.

WSBT reports that St. Joseph County Prosecutor Mike Dvorak has asked the Special Victims Unit to investigate.

More than 600 Complaints Filed Against Abortion Doctor

Representatives from Indiana Right to Life and Lake County Right to Life announced that 626 consumer complaints were filed against Gary’s Friendship Family Planning abortion doctor, Dr. Ulrich Klopfer, of Crete, Ill. Each complaint is the result of a terminated pregnancy report containing errors or omissions. Indiana law requires abortion doctors to submit terminated pregnancy reports to the Indiana State Department of Health for every abortion performed. Complaints were sent today to the Indiana Attorney General and delivered to the Lake County Prosecutor. Today’s complaints come less than two months after 17 women filed nearly 500 complaints against Klopfer for improper terminated pregnancy reports for abortions done in Allen County, Ind.

Lake County Right to Life and Indiana Right to Life requested copies of the publicly-available terminated pregnancy reports from the Indiana State Department of Health (ISDH) and reviewed each report supplied by ISDH for abortions done between July 2011 and June 2013. Every terminated pregnancy report had errors or omissions, ranging between one and 15 mistakes per report. In total, pro-life officials found 3,678 errors and omissions on the 626 reports.

Incorrect information on the reports ranged from stating that the post-fertilization age of the fetus was 88 weeks to the estimated number of weeks of gestation not correlating with the date of last menses and date of termination. Omitted information ranged from excluding whether or not a post-abortion examination was done to leaving out the date(s) of previous terminations.

Twenty Northwest Indiana women submitted the complaints. In their complaint forms, they requested the immediate suspension of Klopfer’s medical license, pending a full investigation. Lake County Right to Life officials are also requesting a meeting of the Lake County Prosecutor as the local prosecutor has the authority to bring criminal charges against Klopfer. Indiana law states that failure to complete and submit the report on time carries a Class B misdemeanor charge.

“Mistakes on every report for every abortion performed simply demonstrate sloppy work,” said Lynne Scherschel, Board Member for Lake County Right to Life. “Terminated pregnancy reports are an important accountability measure for client health and safety. All the errors and omissions are concerning, but especially alarming are omissions like whether or not an examination was done to be sure the abortion was complete. The state and county must take corrective steps immediately, starting with suspending Dr. Kloper’s medical license until a full investigation is done.”

“These errors and omissions on the reports we reviewed are inexcusable,” stated Mike Fichter, President and CEO of Indiana Right to Life. “We urge the Attorney General, the Medical Licensing Board and the Lake County Prosecutor to address these 626 complaints immediately. Businesses across Indiana are held to state laws in their respective fields and we believe the abortion industry should be held accountable as well.”

“This is not the first time Dr. Klopfer’s alleged business filings have caused community alarm,” said Cy Huerter, Lake County Right to Life Vice President. “In May, complaints were filed with the Indiana Attorney General’s office and the Indiana Medical Licensing Board after Dr. Klopfer failed to report an abortion on a 13-year-old within the time specified by state law. The termination of pregnancy report shows that Dr. Klopfer performed an abortion on a 13-year-old on September 28, 2012, but the Indiana Department of Health did not receive the report from Dr. Klopfer until January 23, four months after the abortion instead of within the three days required by law. He has also failed to properly report abortions on girls under age 14 in Fort Wayne and South Bend, Ind.”
