Inspectors find aborted babies inside Planned Parenthood POC freezer

An unannounced inspection by state health investigators which resulted in the suspension of a South Carolina Planned Parenthood facility this past summer also revealed how aborted babies were stored in a biohazard freezer. The horrific details, captured in a SC state health inspection report are eerily similar to those captured by the Center for Medical Progress while undercover at a Houston Planned Parenthood abortion facility.

In that video, Center for Medical Progress (CMP) “buyers” were taken into Planned Parenthood’s back pathology room where they ask to view any “fresh specimens” i.e. aborted babies. With a BIG smile on her face, the Planned Parenthood assistant told CMP, “We had a really long day and they are all mixed up in a bag,” she states as she giggles. And then they tell CMP that they keep the “specimens” frozen.

The inspection report from the State of South Carolina lays out a similar system where aborted children are kept in a freezer at a Planned Parenthood in Columbia. The gruesome details are documented in the August 31,2015 on site inspection the Bureau of Health Facilities Licensing performed at Planned Parenthood of South Atlantic on Middleburg Drive.

The unannounced inspection at the Columbia Planned Parenthood was requested by Governor Nikki Haley and conducted by the South Carolina’s Department of Health and Environmental Control’s Bureau of Health Facilities Licensing and Bureau of Land and Waste Management to determine compliance with state laws.

During the walk through of the Planned Parenthood abortion clinic investigators identified two locations where biohazard waste was stored. The first one, although it contained bio-hazardous waste, did not contain any fetal tissue. But, when inspectors asked if there were any other places where “POC’s” or products of conception were kept, Planned Parenthood staff replied, “Yes, in the POC room in the freezer.”

According to the document obtained by Saynsumthn, inspectors followed the Planned Parenthood staff in the “POC room” and opened the “upright freezer which had a biohazard sticker in the top right hand corner.” Inside the freezer were several metal shelves lined with blue disposable pads. One shelf had a large red plastic biohazard bag that was tied with numerous (in excess of 20) smaller red plastic bags, the report stated.

Planned Parenthood staffers told inspectors that “individual products of conception” or as pro-lifers rightly describe them, aborted preborn children, are placed in a smaller red biohazard bag after examination by the physician i.e. abortionist. They are then placed in the large bag in the freezer, the inspection report notes.

Inspectors then asked Planned Parenthood staffers what the next step would be for the “fetal tissue” or preborn aborted children in the freezer. Abortion clinic staffers told inspectors that on the day of “medical waste” “pick up” that the large bag would be placed in a cardboard box in the “biohazard room” and sealed and labeled where a manifest would be generated. It would then be passed off to the “transporter” or the medical waste pick up company.

The storing of aborted children in freezers until they can be “transported” was also described in detail by Planned Parenthood Gulf Coast when, in an unprecedented move CMP undercover investigators were able to film what takes place in these “POC labs.” A transcript of an April 9, 2015 conversation CMP had with Melissa Farrell, Director of Research for Planned Parenthood Gulf Coast read in part:

    “After the physician has confirmed the tissue correlates with gestational age, tissue is placed in a biohazard container and gets discarded into a single container and then is placed in the freezer. Anything after 16 weeks is immediately placed in the freezer after the procedure. And it is all sent away once a week for incineration. So that’s kind of the scope.”

In another portion of the conversation the Planned Parenthood staffer told CMP:

    “Under a sample acquisition protocol where everyone that’s coming in gets approached, not just African-American or whatever, everyone gets approached about donating fetal tissue, maybe we can even think, and I recognize that a lot of this has to be fresh, but maybe even banking, a tissue banking part, that we have it built into the consent form-protocol-in the event that you don’t have a use-first trimester, you don’t have a use for it currently, you saw the refrigerator freezer space we have, we have plenty of space. We can store it, and then if you have a need, because some researchers start with frozen specimens or preserved specimens first, we could look at doing that as well.”

The storing of aborted babies inside freezers, as creepy as it sounds, does not appear to be a violation of health laws.

However, in addition to the way the Columbia, South Carolina Planned Parenthood stored the aborted fetuses, the document did list a host of health violations found by the South Carolina State Health Inspectors and detailed them in a September 11, 2015 letter addressed to Planned Parenthood CEO Jenny Black.

Those violations include the following:

    Documentation on personal background information on 2 staff members was not available for review.
    The facility did not have documentation on training in infection control for 2 staff members.
    The facility did not comply with a provision of the Women’s Right to Know Act…In 5 of 25 medical records reviewed, the record documented that an abortion was performed sooner than the required 60 minutes after an ultrasound.
    Planned Parenthood did not adhere to and follow provisions for tissue examination and disposal and did not have a written policy and procedure regarding registration of fetal death or death certificates.
    Planned Parenthood’s emergency drug cart did not have a listing of contents on the cart.
    Expired medications were stored in the patient care areas and pharmacy.
    Products of conception resulting from abortion procedures were not managed and properly disposed of by incineration according to regulations.
    Several abortion records involving minors did not include the names of their mother or father.
    In 25 out of 25 of the medical records reviewed by inspectors, the names of clinical assistants in attendance during abortion procedures was not documented in the record.
    In 4 of the 25 medical records reviewed, abortions were not reported to the Office of Vital Records within the required 7 days but were reported between 13 and 33 days. And in one of the records reviewed, the record did not document that the abortion was reported at all.
    Sterile gloves were stored and mixed with non-sterile supplies including non-sterile examination gloves .
    Waste meeting the definition of “infectious waste” was not managed and properly disposed of by incineration.

State officials then suspended the license of the South Carolina Planned Parenthood facility. Despite previous claims from CEO Jenny Black that monetary penalties were not issued, the documents shows that Planned Parenthood was fined $7500.00 and ordered to submit a plan of correction.

    Planned Parenthood paid a $7,500 penalty for 21 cited violations and submitted correction plans by the Sept. 28 deadline but asked DHEC to reconsider some of the violations, putting the suspension on hold…DHEC cleared Planned Parenthood’s Columbia clinic on Nov. 6, and the organization withdrew its request, Department of Health and Environmental Control Director Catherine Heigel said.

An affiliate of Planned Parenthood of Northern New England will pay $30,000 to the state of Vermont to settle a claim that it violated the state’s campaign finance laws in 2010.

Attorney General Bill Sorrell said the group’s PPNNE Action Fund spent about $119,000 on political advertisements advocating against Republican gubernatorial candidate Brian Dubie without filing the required reports at the secretary of state’s office.

The attorney general said the fund also got contributions from individual donors in amounts greater than the $2,000 limit allowed by law.

But in a statement, the Attorney General’s Office said there was “significant overlap” between the PAC, and the Action Fund.

It reads:

The State of Vermont has reached a settlement with Planned Parenthood of Northern New England Action Fund (“PPNNE Action Fund”) after investigating a campaign finance complaint regarding its activities in the 2010 general election cycle. PPPNNE Action Fund will pay a penalty of $30,000.

The investigation focused on allegations by Let Vermont Vote that PPNNE Action Fund had failed to comply with political committee reporting requirements and other campaign finance laws. During the 2010 gubernatorial campaign, PPNNE Action Fund spent about $119,000 on political advertisements advocating against Brian Dubie and received contributions from individual donors in amounts greater than $2,000. Thus, it qualified as a political committee. PPNNE Action Fund should have registered and filed reports of its campaign finances with the Secretary of State. In addition, as a PAC, it could not accept contributions in excess of $2,000 from any one donor.

In response to the investigation, PPNNE Action Fund claimed it was an independent-expenditure-only PAC and should be exempt from contribution limits under the Attorney General’s enforcement policy announced in July 2012. Independent expenditures are ones that are not made directly to candidates or coordinated with them.

In considering a possible contribution limit violation, the State did not find any evidence that PPNNE Action Fund coordinated campaign advertising with the Shumlin campaign. However, Planned Parenthood operated a PAC called PPNNE VT-PAC, which has made direct contributions to candidates in other elections. The State contended that a full examination of the operations of PPNNE Action Fund and PPNNE VT-PAC would reveal significant overlap in their planning, activities, and finances, which would establish that PPNNE Action Fund did not make only independent political expenditures. PPNNE disputed the State’s contention. To avoid the burden and expense of an examination of its operations, PPNNE Action Fund chose to settle this matter.

“All PACs must file campaign finance reports, and donors may not give a PAC more than $2,000 in contributions. Only independent-expenditure PACs are currently excused from this contribution limit,” said Attorney General William Sorrell. “A PAC must demonstrate that it makes only independent expenditures in order to qualify for this exception. Otherwise, the PAC will continue to be subject to Vermont’s contribution limits,” explained Attorney General Sorrell.

According to blogger Jill Stanek, in August 2012 Planned Parenthood of Northern New England was one of three Planned Parenthoods to whom HHS Secretary Kathleen Sebelius awarded grants to serve as Obamacare ”navigators” to help people enroll in Obamacare. PPNNE was given $145,161 from a total of $655,000 awarded to the three.

The Obama administration had to know PPNNE was under investigation when it awarded PPNNE the grant. Or perhaps PPNNE didn’t acknowledge the investigation when applying for the grant? Either way, something smells.

More odorous info: At the time of PPNNE’s grant award, Steve Trombley was the CEO. Trombley was formerly CEO of Planned Parenthood of Chicago, and then Planned Parenthood of Illinois, when Obama was state senator and U.S. senator. The two men were close allies. Obama even gave Trombley a shout out to during his infamous speech to Planned Parenthood in 2008 (:41 on the video).

Earlier this month New Hampshire Right to Life sued PPNNE for prescribing the RU486 abortion pill too late in the pregnancy, contrary to FDA protocol, which violates state law.

Planned Parenthood of North Texas PAC fined $3,000 for campaign finance violations

The Texas Ethics Commission has fined Cary Jennings, the campaign treasurer for Planned Parenthood of North Texas‘ political action committee, $3,000 for failing to disclose spending $26,695 to support four political candidates in the November, 2008 state elections.

The Ethics Commission also found Planned Parenthood of North Texas Action Fund Political Committee had either failed to report or made mistakes with political contribution and expenditure totals on more than 17 monthly reports required by state law.

The political action committee in a November 2008 report said it spent $26,695 for mass mailings the previous month. However, the report failed to say the mailings were made in support of Wendy Davis, who was running for state Senate and Dan Barrett, Carol Kent and Chris Turner, who were running for state House seats, according to the Ethics Commission findings.

The following month, the political action committee reported spending $15,410 in one day to the same company for a blitz of campaign telephone calls on behalf of Davis, Kent, Turner and Robert Miklos, who was running for the House. The Commission took note that this disclosure of candidate support was not reflected on the report’s cover page.

The committee filed 17 corrected campaign finance reports on Sept. 14, 2009. Texas Watchdog has a call in to Planned Parenthood, and will update the blog if we hear back from the group here .
Davis, Kent, Turner and Miklos won their legislative races, while Barrett lost to Republican physician Mark Shelton.

The Planned Parenthood of North Texas Action Fund PAC fouled up 17 monthly campaign expense reports and omitted an expenditure of about $27,000 that supported four local candidates for the Legislature.

The Texas Ethics Commission posted a report this week that said the political action committee failed to identify the candidates and improperly disclosed expenditures on their behalf.

An amended finance report filed by the PAC shows that the candidates supported by the mailings were Sen. Wendy Davis, D-Fort Worth, and House candidates Chris Turner, Dan Barrett and Carol Kent, all Democrats.

The committee’s treasurer, Cary Jennings, declined to comment. He was fined $3,000, according to a commission order.

The PAC has made internal changes, Director Kathryn Allen said.

“We feel we have fixed the problem and will not make this mistake going forward,” she said. “We weren’t trying to conceal our support for those candidates.”

At question was $26,695 paid on Oct. 14, 2008. The PAC corrected filings in September 2009 to show that it paid Gold Communications to send mailers that benefited the four legislative candidates. The original November 2008 monthly report disclosed the expense but not that the money directly benefited candidates.

The commission found the error when examining a complaint about monthly reports. Between April 2008 and August 2009, the PAC filed reports that inaccurately stated the balance of cash on hand. Balances changed on average by about $6,700. The two largest changes to the contribution balance were a decrease of $25,100 and a decrease of $44,560.

Once the mistake was found, the PAC filed corrected reports within a week, Allen said.

“Our PAC is fairly new, and being new to reporting, we had some technical errors that were found,” Allen said. “They were related to cash on hand. Those have been corrected.”

EL PASO, Texas — KFOX has confirmed Friday that Planned Parenthood Center of El Paso owes more than $150,000 to the county’s University Medical Center.

Through an open records request, KFOX has learned that PPCEP owes UMC $154,814. Sources close to PPCEP claim their total debt stands at more than $1 million.

University Medical Center declined any comment on PPCEP’s current balance. They did not disclose what type of contract was established.

As KFOX reported, a state audit found that PPCEP violated its state contracts after it requested reimbursement for bills that were never paid.

State representatives have told KFOX that it is unclear if the money will ever be collected, and PPCEP is currently under bankruptcy protection.
