FEC fines Planned Parenthood Wisconsin’s PAC for unreported campaign donations

A report recently published by the Washington Free Beacon indicates that the political arm of a Wisconsin Planned Parenthood has been issued a civil penalty by the Federal Election Commission (FEC) for failing to report in a timely and accurate fashion expenditures spent in support of Democratic candidates. The report states that Planned Parenthood Advocates of Wisconsin failed to file “independent expenditures spent in support of Democratic candidates Hillary Clinton and Russ Feingold during the 2016 elections, according to a settlement released by the commission.”

FEC documents state that in March of 2018, by a vote of four to zero, a negotiated settlement was approved by the FEC with Planned Parenthood Advocates of Wisconsin Political Fund (referred to as respondent), after “[t]he Reports Analysis Division referred Respondent for failing to file 48-Hour Reports totaling $116,898.08 to support two independent expenditures disclosed on the 2016 October Quarterly Report.”

Planned Parenthood Advocates of Wisconsin’s failures to disclose its expenditures were discovered after discrepancies were found in the group’s October 2016 quarterly report. The group had marked $133,305.04 worth of independent expenditures on that report, which covered its finances from July 1 to September 30, 2016. However, $116,898.08 of the $133,305.04 worth of expenditures the group showed in the filing was never submitted in any previous 48-hour reports, a requirement for money put towards independent expenditures.

The independent expenditures consisted of $58,449.04 Planned Parenthood Wisconsin in support of Hillary Clinton and an additional $58,449.04 disbursed on the same day in support of former Sen. Feingold (D.), who failed to recapture the Senate seat from Sen. Ron Johnson (R.).

Under the terms of the agreement (ADR 845), a civil penalty in the amount of $5,850 was issued. In addition, the Committee agreed to certify that a representative of the organization participated in an FEC conference, webinar, or other program developed in consultation with the FEC’s Information Division.

Planned Parenthood’s political organizations spend millions of dollars supporting political campaigns they know will continue sending tax monies to their abortion corporation. This revolving door of sorts allows the largest chain of abortion providers to continue ending the lives of approximately 800 preborn children each day by violent abortion.

Planned Parenthood director on Medicaid audit claims “no wrongdoing no fraud”

In 2010, Planned Parenthood of the Inland Northwest agreed to pay the state $345,000 after settling a 2009 audit that uncovered the clinic used incorrect codes and provided insufficient documentation for some claims billed to Medicaid.

The original audit finding estimated the Spokane family-planning organization improperly billed Medicaid more than $629,000 for 333 patient procedures from March 2004 through February 2007.

During that time, the clinic collected about $7.6 million from Medicaid.

Planned Parenthoods in New Jersey were also investigated that same year.

In 2012, a published report said that Illinois Medicaid’s inspector general was investigating the billing practices of Planned Parenthood of Illinois’ medical director.

Crain’s Chicago Business reported more than $3 million in Medicaid funds going to the Planned Parenthood doctor made her the Illinois program’s second-highest-paid doctor.

In 2013, Planned Parenthood’s Houston-based affiliate settled for $4.3 million with the state of Texas after an audit revealed that the agency charged for “fraudulently over billing the taxpayer-funded Medicaid program.

So when Nicole Safar, Planned Parenthood of Wisconsin’s policy director claimed audits in her state of the abortion giant would only turn up compliance, it looked rather suspicious to me.

The investigation stems from a letter 28 Wisconsin State Representatives and 4 State Senators wrote calling for an investigation into family planning centers and Planned Parenthood centers in the state.

As Life Dynamics reports, the letter asked co-chairmen of the non-partisan Joint Legislative Audit Committee, “conduct a comprehensive independent audit of Wisconsin’s Medicaid family planning providers including Planned Parenthood of Wisconsin (PPWI) .”

The letter detailed what it calls “red flags” already discovered by the Office of the Inspector General (OIG) at the Department of Health Services against two family planning facilities, (NEWCAP and Wisconsin Family Planning Health Services) in the state which over-billed the state a combined total of $3.5 million.

The letter states that several other states report, “similar findings with Planned Parenthood and other Medicaid family planning providers.”

They point to a Milwaukee Journal Sentinel article which states, “All of the family planning clinics, including those run by Planned Parenthood of Wisconsin, are paid the same rate by the state.”

In response to the previous investigation of the prior family planning facilities, Nicole Safar, director of policy and legal advocacy for Planned Parenthood of Wisconsin, told the Journal, “We are all doing it the same way.”

The lawmakers write that Planned Parenthood’s statement in that article is troubling, “It is peculiar and deeply troubling,” they said, “that any large recipient of taxpayer dollars would pre-emptively divulge that they are guilty of massively defrauding the government and actively in violation with their billing practices, with no plans to change or reimburse taxpayers–and yet that is precisely what Planned Parenthood of Wisconsin is admitting to.

But, of course, Planned Parenthood is crying foul and the media is listening.

As Safar so boldly stated before the audit has even begun, “Any sort of audit of family planning providers is only going to show widespread compliance. There is no wrongdoing, there is no fraud,” Safar said. “Anyone can shine a light on us.”

A 2014 report by the legal group, Alliance Defending Freedom, entitled, “Profit No Matter What,” makes similar claims.

So forgive me if I do not buy what Safar is selling !

Planned Parenthood Fined for Health and Safety Violations – actions taken against more Abortion clinics

Ohio Right to Life has issued this release:

COLUMBUS, Ohio – Today, Ohio Right to Life obtained documentation of enforcement actions against three abortion facilities by the Ohio Department of Health. Among them is a $25,000 fine issued to Planned Parenthood of Bedford Heights due to severe violations of health and safety standards. Such violations include the facility’s failure to adhere to infection control policies, including exposed urine samples. Other health inspector discoveries include:

no experienced director of nursing on staff
improper storage of eight containers of human tissue
3-month overdue follow-up documentation for hospitalized abortion patient with perforated uterus
incomplete documentation for abortion patient who was hospitalized for bleeding
use of expired and undocumented chemicals and equipment used on surgical suction hoses

Further enforcement actions by the health department were taken against Northeast Ohio Women’s Center, which was denied a license to practice surgical abortions due to multiple health and safety violations, including failure to properly train staff, lack of a director of nursing, and expired medications and pregnancy tests.

“We’re deeply concerned, though admittedly unsurprised, that multiple abortion facilities are jeopardizing the lives and health of women,” said Mike Gonidakis, president of Ohio Right to Life. “The real war on women is being waged everyday in these unsafe and unsanitary abortion mills. These reports shock the conscience and reaffirm our resolve to protect life from Ohio’s abortion industry.”

This week, ODH also issued an administrative order to close the last remaining abortion facility in Toledo. Capital Care Network of Toledo (CCN) was unable to secure a transfer agreement with any Toledo-area hospital which caused health officials to begin the closure process last year. CCN attempted to enter into a transfer agreement with an out-of-state hospital at the University of Michigan. Because the hospital is located 52 miles away from CCN, the Department of Health ruled that it does not meet health and safety standards.

“Without Capital Care Network, life in Toledo will be safer for women and children” said Gonidakis. “This week, our government assured all of us that women’s health and patient safety is priority number one. It is deeply troubling that some people are advocating for this illegal operation to remain open, putting women’s lives at risk.”

Audit finds Sharpton’s nonprofit on brink

An accounting firm hired by Al Sharpton’s National Action Network found the civil-rights group in such financial disarray that it flunked its record-keeping — and may not even survive, The Post has learned.

The scathing critique was spelled out in a hard-hitting internal audit of NAN’s books, a copy of which was obtained by The Post.

“The organization has suffered recurring decreases in net assets — and has been dependent upon advances from related parties and the nonpayment of payroll tax obligations — to maintain continuity,” the firm KBL concluded in an April 2 audit of NAN’s 2008 financial records, the most recent available.

The audit, which was submitted to NAN’s board of directors, warned, “These circumstances create substantial doubt about the organization’s ability to continue.”

KBL said it was “unable to form an opinion” on the accuracy of NAN’s financial figures “because of inadequacies in the organization’s accounting records.”

In 2008, federal prosecutors decided to drop a criminal probe into the finances of Sharpton and NAN. But Sharpton — who also has a lucrative syndicated radio show and a speech-making and consulting business — agreed to pay back more than $2 million in overdue personal and NAN taxes.

The audit said NAN still owed $1.348 million in delinquent city, state and federal taxes and penalties at the end of 2008. The IRS has filed dozens of liens against NAN over the past decade, including one as recently as April of this year.

Last year, the Federal Elections Commission slapped Sharpton with $285,000 fine, in part for illegally using NAN funds to cover the costs of his 2004 presidential campaign.

Sharpton, the founding president and CEO of NAN, said NAN’s finances have improved since the recent audit of its 2008 records.

“We determined not to file bankruptcy but to make NAN solvent, which we clearly have done and will be reflected in [upcoming reports],” said NAN spokeswoman Rachael Noerdlinger.

Sharpton and NAN’s board of directors put up “over seven figures” to begin paying down tax arrears, she said.

“By the end of the calendar year 2010, there will be no tax liabilities as per our agreement in ’08 with tax authorities,” the spokeswoman added.

Meanwhile, the audit found that NAN was a defendant in five lawsuits:

* Alpha International Travel accused the group of failing to pay $50,000 in outstanding bills. NAN settled the case.

* The Peabody hotel in Memphis, where NAN held its 2008 convention, accused NAN of stiffing it out of $70,000. NAN is contesting the charges.

* NAN’s Arizona chapter is accused of being a deadbeat tenant. The organization is fighting the claim.

As a nonprofit group, NAN is required to file its financial report with the state attorney general’s charities bureau as well as the IRS. NAN has requested an extension to file its 2009 report.

Far from closing shop, Sharpton has opened new NAN chapters across the country the past two years.

But such an expansion is a costly mistake, said one insider familiar with the group’s finances.

“Sharpton is the face of NAN,” the source said. “The strength of his personality and his ability to mobilize people around issues is what makes the NAN work. Adding chapters doesn’t add anything.”
