In 25 years, California taxpayers paid over half a billion dollars for abortion

According to an analysis of California’s Fee for Service (FFS) Program, which funds abortions, California taxpayers have spent more than half a billion dollars on abortions committed in the state since 1989. Live Action News reviewed reports published by Medi-Cal, a California state tax funded program for low-income children and adults, and found that in just the state’s Fee for Service (FFS) Program, taxpayers paid nearly $700 million for abortions over 25 years, from 1989 to 2014.

As you can see from the chart above, actual taxpayer-funded abortion totals were unavailable until the year 2000. Between 2000 and 2014, California billed the taxpayers for nearly 840,000 abortions, which cost more than $358 million.

Under the federal Hyde Amendment, federal tax dollars cannot fund abortions except in specific circumstances, but tax dollars can fund the same facilities and staff that commit abortions. Many Americans are unaware that their hard-earned tax dollars often fund abortions at the state level.

2000 to 2014

In 2000, Medi-Cal funded a total of 45,794 fee-for-service (FFS) abortions, paying an average of $322 per procedure, totaling $14,754,481 for all abortions. FFS taxpayer-funded abortions from 2000 broke down by race as follows:

  • White: 12,078
  • Hispanic: 15,550
  • Black: 5,866
  • Asian and Pacific Islander: 2,078
  • Alaskan Native/American Indian: 278
  • Not reported: 9,944

In 2014, Medi-Cal funded a total of 53,907 fee-for-service (FFS) abortions, paying an average of $512 per procedure, totaling $27,591,381 for all abortions. Taxpayers in Los Angeles County paid the largest portion of state taxpayer-funded Medi-Cal FFS abortions in 2014, accounting for 19,166 abortions (nearly 40 percent)– a total of $10,148,369 billed to state taxpayers.

Abortions by type

Abortions by procedure were reported beginning in 2003. Documents show that from 2003 to 2014, over 80,000 later term abortions (D&E abortions) were taxpayer-funded.

Previous Live Action News reports indicate that in several states including New Mexico, taxpayers end up funding late-term abortions (after the 20th week of pregnancy) done for any reason the woman desires. It is important to note that these abortions are not being committed solely for health reasons, as is often suggested by abortion proponents and the media.

The State of California does not publish its abortion numbers, which is why they are not included in the abortion totals from the Centers for Disease Control (CDC). (In 2014, 652,639 abortions were reported to the CDC from 49 reporting areas, excluding California, Maryland, and New Hampshire. In 2015, the number of abortions decreased to 638,169 for the same 49 reporting areas.)

Although 2015 data is not yet available, the Guttmacher Institute, a former “special affiliate” of Planned Parenthood, which claims to contact abortion facilities nationwide for their figures, reported a total of 926,200 abortions nationwide in 2014. In addition, Guttmacher published the following abortion statistics for California:

  • In 2014, some 157,350 abortions were provided in California, though not all abortions that occurred in California were provided to state residents, as some patients may have traveled from other states; likewise, some individuals from California may have traveled to another state for an abortion.
  • There was a 15% decline in the abortion rate in California between 2011 and 2014, from 23 to 19.5 abortions per 1,000 women of reproductive age.
  • Abortions in California represent 17.0% of all abortions in the United States.

For years, Guttmacher has been the only source for abortion numbers in California, and their research reveals the following:

According to data published by the Guttmacher Institute in December of 2018, “16 states use their own funds to pay for all or most medically necessary abortions for Medicaid enrollees in the state….”  Live Action News has previously documented that more than half of abortions in Medicaid-coverage states are taxpayer funded.

From 2000-2005, between three and four percent of women in California who received taxpayer-funded abortions had at least one prior abortion. (See figures here: 200020012002200320042005.) Data for California is not available past 2005 for this statistic. (Interestingly, New York women also have been found to have repeated abortions on the taxpayer’s dime.)

In January of 2018, a Knights of Columbus-Marist poll found that six in ten Americans opposed using tax dollars to pay for abortions. A previous poll from 2017 had similar results, according to the Daily Signal, which wrote that, “When polled, 61 percent of Americans opposed using tax dollars to fund abortions within the United States, while 83 percent of respondents opposed subsidizing abortions outside of the United States.” In 2016, voters again reiterated their disdain for tax funded abortions. The poll, conducted by Politico and the Harvard T.H. Chan School of Public Health, revealed that 58% of voters opposed allowing Medicaid funding to be used for abortion services.

Planned Parenthood describes abortion and fetal development

Planned Parenthood has a page on their website which details fetal development; what women can expect at various points in their pregnancy.

Planned Parenthood week to week

Weeks 5–6

The embryo is less than 1/5 inch (4–5 mm) long.
A very basic beating heart and circulatory system develop.
Buds for arms and legs develop.
The neural tube begins forming. The neural tube will later form the brain, spinal cord, and major nerves.
The bud of a tail develops.
The umbilical cord begins developing.

Weeks 9–10

The embryo develops into a fetus after 10 weeks. It is 1–1.5 inches (21–40 mm) long.
The tail disappears.
Fingers and toes are longer.
The umbilical cord connects the abdomen of the fetus to the placenta. The placenta is attached to the wall of the uterus. It absorbs nutrients from the woman’s bloodstream. The cord carries nutrients and oxygen to the fetus and takes wastes away from the fetus.

Apparently, according to Planned Parenthood there are two main types of abortion:

PP in clinic and d+e abortion

In Clinic Abortion and D+E abortion.

There is more than one kind of in-clinic abortion procedure. The most common is called aspiration. It is also known as vacuum aspiration. Aspiration is usually used up to 16 weeks after a woman’s last period.

“D&E – dilation and evacuation – is another kind of in-clinic abortion. D&E is usually performed later than 16 weeks after a woman’s last period.”

Sometimes, an instrument called a curette is used to remove any remaining tissue that lines the uterus. It may also be used to check that the uterus is empty. When a curette is used, people often call the abortion a D&C — dilation and curettage.

An aspiration procedure takes about 5 to 10 minutes. But more time may be needed to prepare your cervix. Time is also needed for talking with your provider about the procedure, a physical exam, reading and signing forms, and a recovery period of about one hour.

A second trimester D&E abortion is a blind procedure. The baby can be in any orientation or position inside the uterus. Picture yourself reaching in with the Sopher clamp and grasping anything you can. At twenty weeks gestation, the uterus is thin and soft so be careful not to perforate or puncture the walls. Once you have grasped something inside, squeeze on the clamp to set the jaws and pull hard – really hard. You feel something let go and out pops a fully formed leg about 4 to 5 inches long. Reach in again and again with that clamp and tear out the spine, intestines, heart and lungs.

You will know you have it right when you crush down on the clamp and see a pure white gelatinous material issue from the cervix. That was the baby’s brains. You can then extract the skull pieces. If you have a really bad day like I often did, a little face may come out and stare back at you.”

If I told you that it was a good thing that I murdered my three-year-old daughter because, had I not done so, I would not have been willing to have my two-year-old son, what would you say?

Indianapolis resident, Victoria Barrett, basically says the same thing in an op-ed she submitted to the Indy Star over abortion legislation.

Senate Bill 334, was authored by Sen. Travis Holdman, Sen. Liz Brown, Sen. Amanda Banks and co-Authored by Sen. Dennis Kruse and the bill would “Prohibits a person from performing an abortion if the person knows that the pregnant woman is seeking the abortion because of: (1) the sex of the fetus; or (2) a diagnosis or potential diagnosis of the fetus having Down syndrome or any other disability. Makes it a Level 5 felony if a person knowingly or intentionally performs a sex selective abortion or an abortion conducted because of a diagnosis of Down syndrome or any other disability. Provides for civil relief.”

It was in response to this legislation that prompted Barrett to write her letter of protest. Barrette claimed that if SB334 had existed when she carried her daughter, diagnosed with a Trisomy 13, her son would not exist today.

My daughter’s “disability,” Barrett writes, “caused her to develop hydrocephaly; a heart with a missing chamber; a malformed, open abdominal wall; a cleft lip and palate on both sides of her mouth; and club feet; is called, by the medical establishment, “incompatible with life.” It’s deemed as such for a reason: no child with a full trisomy 13 anomaly ever survives more than a few days after birth. The vast majority spontaneously abort — the medical term for miscarriage — on their own. But my daughter, despite developmental problems so severe no fetus could possibly survive them, was still alive in my womb at 15 weeks of pregnancy.

Barrett says clearly that she loved her daughter – yet- she also states that ending her life, “before her suffering worsened” was, “the only humane, responsible choice. It was the only choice that could possibly have been made out of love.”

When I first read this, I did a double take – are you kidding me?

Who would actually accept this reasoning?

Abortion has so affected our culture that we have lost the ability to reason. In reality, if a mother wrote a letter admitting that she ended the life of her born daughter – we’d be outraged.

We do not know the exact time Barrett aborted her unborn daughter nor the procedure used to end her life.

But according to WebMD, at 15 weeks the most likely procedure used is Dilation and Evacuation or D+E.

They describe it this way:

    Pass a grasping instrument (forceps) into the uterus to grasp larger pieces of tissue. This is more likely in pregnancies of 16 weeks or more and is done before the uterine lining is scraped with a curette.
    Use a curved instrument (curette) to gently scrape the lining of the uterus and remove tissue in the uterus.
    Use suction. This may be done as a final step to make sure the uterine contents are completely removed.

That “loving, humane” D+E procedure is described by a former abortionist below:

What if, instead of writing about her 15 week unborn daughter, Barrett had said that ending the life of her 15-year-old daughter by ripping her diseased riddled body apart limb from limb, was “human, responsible, and loving?” What would we say?

To Barrett, protecting disabled children in the womb is an attack on- guess who? HER!

In fact, a quick google search turns up a blog where Ms. Barrett writes about her “loving and humane choice.”

But, instead of referring to her beloved and suffering daughter, she calls her, “a 15-week gestated fetus admitting, “I didn’t know how to grieve a half-formed human I had never met, and I felt like a tremendous failure.”

The surgeon had been concerned that it wouldn’t be possible to dilate my cervix sufficiently to remove a 15-week gestated fetus because I had never delivered a child. He wanted to be sure to use as much laminaria as possible, which turned out to be five sticks. I laid on the table, stoic, angry, as long as I could before I cried. The pain, already, before the seaweed began its work, radiated from the core of my being. It felt like nothing I had ever imagined,” Barrett wrote.

About the moment Barret ended her daughter’s life, she writes:

    “The rest of the week went about as you might imagine: by morning I was fully dilated; we waited for five hours at the understaffed hospital before the 20-minute procedure began; a nurse insisted, on my behalf, on conscious sedation at a minimum. I walked into the operating room, was provided a stepping stool to get myself onto the sterile table under the blinding, hot lights, like stage lights. It seemed so odd that the operating room had a panoramic view of the city out enormous windows. The actual termination was over in a blink, painless, mostly a relief. And then our daughter was gone.

    “After my head cleared, for about an hour I felt a strange bodily elation, as though I could turn cartwheels right then and there. When the surgeon finally arrived to talk before we checked out, he asked, “Can you already tell you’re not pregnant?” I could.”

Barrett questions Holdman’s motives in sponsoring the bill by calling it, “mandated torture of the mothers.”

Really Ms. Barrett? YOU were the tortured one here?

Barrett’s words offer no compassion towards the many children with various levels of disability having protection – none!

After all, as Barrett states in her letter to the Indy-Star, “If I had been forced to carry my daughter until she spontaneously aborted — or worse, until she was delivered, suffered tremendously, and died in my arms — I would never have chosen to have another child.”

So, I suppose we are supposed to “celebrate” that this mother who so willingly “ended the life” of her disabled daughter in the womb – is now the mother of another child, a son?

I can’t and I won’t buy into this “murder is compassion” lie. I refuse to accept that Barrett made a difficult choice out of love and concern of her tiny baby girl.

Abortion is NEVER a humane, responsible choice.

No way….I wouldn’t accept this logic if Barrett’s daughter was 15-years-old and I won’t accept it if she is 15 weeks or more in the womb either. And neither should anyone else.
