According to the most recent CDC Abortion Surveillance report (2010) there were 4629 abortions reported in Delaware.

1952 were non-Hispanic white babies, 2115 were non-Hispanic black babies, 400 were Hispanic babies, and 162 were babies of other races or ethnicity.

The CDC Abortion Surveillance Report dated November 29, 2013 reveals that in 2010, 56.7% of abortions reported to the CDC nationwide were done on Hispanic and Black women.

According to the Report there were 415,479 abortions for known ethnicity reported for selected states in 2010. 153,045 (or 36.8 percent) were non-Hispanic white babies, 148,261 (or 35.7 percent) were non-Hispanic black babies, 87,240 (or 21.0 percent) were Hispanic babies, and 26,933 (or 6.5 percent) were babies of other races or ethnicity.

Doc who worked for several Planned Parenthood clinics to face state medical board

UPDATE: A doctor who performed abortions at a Planned Parenthood clinic in Wilmington has agreed to pay a $1,500 fine and receive a letter of reprimand to resolve a complaint by Delaware officials accusing him of negligence and incompetence.

The state Board of Medical Licensure and Discipline on Tuesday accepted a consent agreement between state officials and Dr. Timothy Liveright. See more below:

Liveright performed thousands of abortions at Planned Parenthood clinics around the nation ( see a list below) , including Wilmington’s site at Seventh and Shipley streets.

But several medical emergencies at the clinic early last year prompted three former clinic employees – two nurses and a manager – to go public with complaints about conditions at the clinic, saying patients’ lives were put at risk by unsanitary practices and other deficiencies. The nurses said complaints they made in 2012 were ignored or dismissed.

Previously, state officials had reached a consent agreement in the complaint.

The complaint filed in May of 2013 said Dr. Timothy Liveright represented a “clear and immediate danger to the public.” It accused him of engaging in multiple acts of incompetence and negligence in performing abortions on five patients in February and March of this year.

The state’s complaint cited Liveright for numerous problems including: unprofessional conduct such as yelling at patients and sexual harassment of female employees. Additional charges included over-sedating patients, performing unnecessary suction procedures, failing to properly assess patients, failure to properly administer oxygen, causing at least one perforation during surgery, failing to properly supervise resident physicians during procedures and failing to act with due competence and diligence to avoid unnecessary complications, resulting in patients requiring emergency hospital treatment.

In April, Liveright sent a letter to the Division of Professional Regulation, saying he had “retired from practicing medicine in Delaware and [had] no intentions of ever seeking practice there in the future,” according to the complaint.

But in a May interview with The News Journal after the complaint was filed, Liveright called the allegations a “scandalous” effort to make him a scapegoat for the failings of others at the clinic.

A review by the state Division of Public Health found 14 kinds of violations at the clinic, including inadequate documentation of narcotics, supplies that had exceeded expiration dates, lax practices to ensure sterility, unlabeled bottles of fluid and overdue or uncertain maintenance records. The clinic suspended its surgical abortion services for several weeks as problems were addressed.

Liveright signed the consent agreement with the state just before a scheduled hearing in November. Terms were not disclosed, but must be approved by the board. If it approves the terms, details of the agreement will be made public. If it doesn’t, a new hearing will be scheduled.

In the January 2014 consent agreement, Liveright admitted only that he failed to adequately document procedures and results in charts for three patients.

He also acknowledged that he had been reprimanded by Planned Parenthood in March 2012 for “unprofessional, disrespectful and inappropriate” conduct. According to the consent agreement, Liveright agreed to participate in sexual harassment training to resolve those issues.

The agreement says Liveright sent a letter to state officials last year saying he was retired from medical practice in Delaware and enclosing his license.

“The resolution reflects the improper medical practices of the respondent that were substantiated during the ongoing investigation and it was reached with his agreement to no longer practice medicine in Delaware,” said Joe Rogalsky, a spokesman for Attorney General Beau Biden.

TIMOTHY FOUCH LIVERIGHT previously showed a licensed to practice only in Pennsylvania, where he said he has worked at Planned Parenthood in West Chester, Chester, PA and clinics in Philadelphia. He is not currently practicing medicine there, he said.

He once worked for Planned Parenthood in Trenton, N.J., Liveright said, but he let his license expire in 2011. Agency officials in those states would not comment on Liveright. And Third Age has him listed as Planned Parenthood of the Mercer Area.

By his own account, Timothy Liveright has performed about 50,000 abortions across the country over nearly three-plus decades, most recently for Planned Parenthood of Delaware.

He even played an abortion doctor in a 2010 movie starring Hollywood heavyweights Ryan Gosling and Michelle Williams.

Liveright, 68, found himself under scrutiny in Delaware as nurses criticized his practices and behavior during a packed state Senate hearing, and state officials formally accused him of incompetence and misconduct that put patients in danger.

He now lives on a farm near Allentown, Pa., and for the past few years Liveright flew his single-engine plane to Delaware about once a week to work at clinics in Wilmington and Dover. He’d perform as many as 30 abortions a day, he said, making about $60 per procedure and from $5,000 to $10,000 a month, depending on demand.

Liveright’s work in Delaware came to an abrupt end in April after the state began a second round of investigations in less than a year into complaints that his practices were sloppy and his behavior strange.

Liveright said he often worked for nonprofits and before becoming an abortionist had treated the homeless and patients with AIDS, explaining that he was an advocate of “social medicine.”

When he came to Delaware in late 2002, he worked for Planned Parenthood. He said the experience was rewarding but he let his license lapse in 2005 while he worked for their clinics in New Jersey and Pennsylvania. “I love the organization,” he said.

He returned to Delaware in 2009 after renewing his license, and usually flew every Friday to New Castle County Airport for a day of work at the Wilmington clinic.

It was during this period that he made a brief appearance in the movie, “Blue Valentine,” playing an abortionist. In his one scene, Liveright begins giving the character played by Michelle Williams an abortion, but she decides she doesn’t want to go through with it and leaves the treatment room.

During his second stint in Delaware, Liveright said, Planned Parenthood was beset by “a rather tumultuous administrative set of headaches.”

The Wilmington clinic’s practices also left much to be desired, he said. “I’ve been around, and this place was definitely less well-organized than other places I’ve been,” he said. “A lot of it was management was not at the top of their game.”

Liveright also questioned the judgment of state regulators who investigated allegations by former clinic nurses Joyce Vasikonis and Jayne Mitchell-Werbrich about him and the clinic. They cleared him late last year of any wrongdoing but now consider him a danger, an action he labeled “double jeopardy.”

Contacted by phone Thursday evening, Liveright, 68, said such charges were “scandalous” for the state to make.

Liveright, who last month voluntarily surrendered his license to practice medicine in Delaware, performed abortions at the Planned Parenthood clinic on Shipley Street. He called the complaint “double jeopardy,” noting that similar complaints were investigated and dismissed last fall.

“It’s pure bullshit,” he said. “They’re jumping on whatever they can jump on. I don’t know what their agenda is, but I don’t think I’m a danger to the public.”

At the time, Collins said the board has several sanctions available, including license revocation, a fine, suspension, probation and reprimand.

Specifically, the complaint cited Liveright for:

• Oversedating patients

• Performing unnecessary suction procedures

• Failing to properly assess a patient’s airway, lungs and heart prior to administering sedation

• Failing to properly assess patients

• Failing to properly administer oxygen

• Failing to adequately document procedures and results of procedures in patient charts

• Failing to consider alternative treatments

• Causing at least one perforation during surgery

• Failing to properly supervise resident physicians during procedures

• Failing to act with due competence and diligence to avoid unnecessary complications, resulting in patients requiring emergency hospital treatment

The state started the investigation earlier this year when several emergencies arose after abortions Liveright performed at the Wilmington clinic. A small cadre of anti-abortion protesters witnessed the arrival of ambulances and raised questions. Two former Planned Parenthood nurses then came forward with complaints they had filed in 2012 against the doctor and clinic.

Liveright left the staff of Planned Parenthood in late March. In April, he sent a letter to the Division of Professional Regulation, saying he had “retired from practicing medicine in Delaware and [had] no intentions of ever seeking practice there in the future,” according to the complaint.

Liveright has performed abortions in several states across the country, but several of those medical licenses are no longer in effect. He still is licensed to practice in Pennsylvania. When asked if he was practicing there, Liveright said, “None of your business.”

Jane claims she sent documentation and letters of complaint about the abortion clinic to Planned Parenthood who ignored them.

Other incidents, excerpted from a letter Jane wrote to her bosses (with slight grammatical editing):

“During a procedure that another doctor was performing, Dr. Liveright entered the room to see how things were proceeding. The doctors had a conversation regarding the faulty equipment in front of the patient…. After the doctors finished their conversation, Dr. Liveright struck the patient’s right lateral thigh with force with his opened hand, stating ‘BREATHE!’ The patient, shocked and puzzled, looked at me as if to say, ‘What is he doing?’ I suggested that Dr. Liveright must have some sort of unusual technique to help distract patients from the discomfort of the procedure. The patient looked at me, rolled her eyes, held my hand tight, and tried to relax and concentrate on her breathing. That is when Dr. Liveright peeks around the curtain (as he had not exited the room) and plays peek-a-boo with the patient. The patient then rolls her eyes and shakes her head stating, ‘He’s not right.’ The entire time this is happening, the other doctor is continuing to dilate the patient! I then stated, ‘Goodbye Dr. Liveright,’ as I pulled the curtain around his head….”

“Sexual harassment: I have noted Dr. Liveright inappropriately look up and down patients as well as staff members in a sexual kind of way. He actually stands back with a grin and slowly directs his eyes up and down a patient’s body.”

Jayne said management told her Liveright had previously been disciplined for sexual harassment against a staff member.

Jayne’s letter also described Liveright as a racist in a bizarre incident with an African-American patient:

Dr. Liveright enters the room… and states… ‘Did you know that the Belgians took over Africa and did really bad things?’…. He continues to carry this conversation on with himself while he roughly dilates and then belittles the patient…. (by the way, a patient that is crying and holding on to my hand tight, as I try to distract her from him)…. He states, ‘The United States does the same thing. Did you know that?’ The patient, with tears falling down her cheeks, shakes her head, indicating, ‘No,’ which Dr. Liveright replies, ‘I didn’t think you’d know anything about that. Yup, the United States is a big bully.’”

Jane is one of two former employees of Planned Parenthood Delaware – both registered nurses – have publicly called for investigations into the operation’s practices.

What I believe should happen is that Planned Parenthood should no longer be self-regulated,” said Joyce Vasikonis, a Dover nurse who also worked at the Wilmington site. Vasikonis was interim surgical services manager when she resigned last August.

Vasikonis describes herself as “radically pro-abortion,” but said she could not continue to work under the conditions she saw.

According to the Washington Post, the two nurses testified at a state Senate hearing about problems at the facility.

“He was a very small part of it,” nurse Joyce Vasikonis said Thursday about Liveright. “The biggest issue for me was sterility. The staff didn’t know how to maintain sterility from beginning to end.”

Vasikonis, who worked at the clinic from October 2011 to August 2012, said Liveright often failed to wear sterile gloves during abortions, but that she never saw any problems with the actual physical procedures themselves.

She also said she never saw Liveright yelling or cursing, but that she did witness an incident of sexual harassment. That incident involved Liveright teasing a young female intern about a cellphone photograph of a pierced penis that he and another male employee were looking at.

Liveright said the two nurses had legitimate concerns — not about him, but about Planned Parenthood.

“Planned Parenthood is partly to blame for all of this,” he said. “They’ve allowed this circus to continue. It’s partly because they never listened to these women to begin with.”

Liveright promised to clear his name but said he bears no ill will toward the agency.

“Women are taken care of. Abortions are done,” he said. “A couple of complications, but by and large no problem. People can complain about nit-picky stuff and the nurses were on a rampage because no one would listen within the organization.”

Despite the unwelcome allegations and the fact that he thinks Planned Parenthood has “blackballed me,” Liveright said he would consider working for them again.

Dr. Liveright enters the room… and states… ‘Did you know that the Belgians took over Africa and did really bad things?’…. He continues to carry this conversation on with himself while he roughly dilates and then belittles the patient…. (by the way, a patient that is crying and holding on to my hand tight, as I try to distract her from him)…. He states, ‘The United States does the same thing. Did you know that?’ The patient, with tears falling down her cheeks, shakes her head, indicating, ‘No,’ which Dr. Liveright replies, ‘I didn’t think you’d know anything about that. Yup, the United States is a big bully.’”

Jane is one of two former employees of Planned Parenthood Delaware – both registered nurses – have publicly called for investigations into the operation’s practices.

What I believe should happen is that Planned Parenthood should no longer be self-regulated,” said Joyce Vasikonis, a Dover nurse who also worked at the Wilmington site. Vasikonis was interim surgical services manager when she resigned last August.

Vasikonis describes herself as “radically pro-abortion,” but said she could not continue to work under the conditions she saw.

According to the Washington Post, the two nurses testified at a state Senate hearing about problems at the facility.

“He was a very small part of it,” nurse Joyce Vasikonis said Thursday about Liveright. “The biggest issue for me was sterility. The staff didn’t know how to maintain sterility from beginning to end.”

Vasikonis, who worked at the clinic from October 2011 to August 2012, said Liveright often failed to wear sterile gloves during abortions, but that she never saw any problems with the actual physical procedures themselves.

She also said she never saw Liveright yelling or cursing, but that she did witness an incident of sexual harassment. That incident involved Liveright teasing a young female intern about a cellphone photograph of a pierced penis that he and another male employee were looking at.

Liveright said the two nurses had legitimate concerns — not about him, but about Planned Parenthood.

“Planned Parenthood is partly to blame for all of this,” he said. “They’ve allowed this circus to continue. It’s partly because they never listened to these women to begin with.”

Liveright promised to clear his name but said he bears no ill will toward the agency.

“Women are taken care of. Abortions are done,” he said. “A couple of complications, but by and large no problem. People can complain about nit-picky stuff and the nurses were on a rampage because no one would listen within the organization.”

Despite the unwelcome allegations and the fact that he thinks Planned Parenthood has “blackballed me,” Liveright said he would consider working for them again.

Blogger Jill Stanek recently received an interesting tip from a woman she will call LOLA (to protect her identity) who claimed she was a former Planned Parenthood employee, trying to protect women from an unsanitary Planned Parenthood office.

Lola was allegedly employed by the Stroudsburg, Pennsylvania, Planned Parenthood clinic but recently quit in disgust. That location is operated by Operated by: Planned Parenthood Keystone

In an e-mailed message to Stanek, Lola wries, “We read your stuff and thought you were all crazy,” Lola said. “But not any more.” Lola and I have now spoken a few times by phone. She also sent me pictures she took before she left. The Stroudsburg clinic doesn’t commit abortions. Lola concluded this is why it fell to the bottom of the upkeep pile. “Every single one of our chairs is stained with blood or vaginal secretions,” Lola continued. “The Department of Health mandated that PP abortion sites have waiting room chairs that are nonpermeable, so this wouldn’t be a problem. Is the Department aware PP’s nonabortion centers still have the upholstered chairs? We asked multiple times for nonpermeable chairs but were told it wasn’t in the budget. Patients sometimes sat on the floor rather than on infected chairs.”

“It gets worse,” Lola continued. “One of our two exam tables was contaminated with blood, secretions, and infectious waste – for years. Despite cleaning the table after every exam, the foam underneath was soaked due to the tear, a making it a sponge for the spread of infectious diseases, since our facility did STD, Hepatitis, and HIV testing. Corporate refused to repair or replace the table until our clinician threatened a work stoppage, because this was such a gross health violation. Realizing they were going to lose big money, corporate finally had someone come and reupholster it.”

A Planned Parenthood facility in Wilmington is under fire following new accusations from three former employees.

Former manager Melody Meanor and former nurses Joyce Vasikonis and Jayne Mitchell-Werbrich claim that the Planned Parenthood clinic located on Shipley Street in Wilmington is unprofessional, under-trained and unsafe.

“Women are exposed to potential infection of any kind you can imagine that can be passed from one patient to another,” Vasikonis said.

The women claimed the privacy of patients was jeopardized, that they were asked to falsify employee records, that medical assistants were poorly trained and that certain women in need of certain medications after abortions often didn’t receive them. They also claimed that the facility failed to inform up to 200 women that they tested positive for gonorrhea and chlamydia, according to Delaware Online.

All three nurses maintained that they are pro-choice and believe in the national mission of Planned Parenthood. They also believe however that the Wilmington clinic is putting the lives of women at risk.

OSHA previously issued several citations against the clinic and the State Health Department found violations during an inspection. However, the Department allowed the clinic to stay open, satisfied with its attempts to make things right. The former employees however, don’t believe the state is looking close enough.

“I believe that Planned Parenthood should be fined and closed until all dangers are addressed,” Werbrich said. “Again, I’m going to state, I am pro-choice.”

Former Planned Parenthood of Delaware employee , Jayne Mitchell-Werbrich, worked as a registered nurse at Planned Parenthood in 2012. She calls them “startling similarities between Planned Parenthood and Gosnell.

Dr. Gosnell was notorious in the Philadelphia/ Wilmington area – he ran a filthy clinic and was convicted of murder after performing late term abortions where babies were born alive and killed. I was not aware of such horrifying happenings at Planned Parenthood of Delaware The similarity between the case of Kermit Gosnell and Planned Parenthood of Delaware is that they both operated extremely hazardous abortion clinics, and that their respective states refused to close them despite the repeated warnings. I believe that Planned Parenthood should be fined and closed until all dangers are addressed.”

Today, Delaware Right to Life has placed pro-life billboards in their community to send a message to Planned Parenthood clinic workers that illegal activity could send them to prison.

According to Delaware Right to Life, the goal of the campaign is to, “urge abortion clinic workers and volunteers to protect themselves from ongoing investigations into crimes in the abortion industry before it is too late.”

The campaign by Delaware Right to Life is a result of Life Dynamics’ Clinic Worker project. Life Dynamics, a national pro-life organization in Denton, Texas, provided the artwork for the billboards.

According to Rae Stabosz, board member of Delaware Right to Life, “We are placing the billboards in places where clinic workers will see them. So far we’ve placed four billboards in two of three Delaware counties. Delaware Right to Life had an existing pro-life billboard behind Planned Parenthood in Wilmington, the site where several clinic workers quit their jobs, describing what they observed as “meat market style assembly line abortions” which sent five patients to emergency rooms in an eight week period. Planned Parenthood also employed abortionist Timothy Liveright whose license was recently suspended for being a “clear and immediate danger to the public”, according to the attorney general’s office. We have placed one Clinic Worker billboard below our existing billboard in that location. The billboard is located at the entrance to the Planned Parenthood staff parking lot where workers will see it daily as they enter the clinic. ”

Clinic Worker Business Card

According to Life Dynamic’s press release, it is clear that the pro-life movement has a greater potential for recruiting informants from the abortion industry than ever before. To capitalize on this, Life Dynamics, Inc. a national pro-life organization located in Denton, Texas is re-launching its ClinicWorker.com direct mail campaign.

Within a few months, that material was used to convict abortionist John Alderman and send him to a federal prison. His abortion clinic was also shut down and never reopened.”

Crutcher continues, “From the abortion industry’s standpoint, it may be that the most damaging outcome of this trial is not that Gosnell went to prison, but that his wife and several employees did as well. This creates trouble for the abortion industry given that (a) it is common for the authorities to get information about an employer’s illegal activity from disgruntled former employees and ex-spouses; and (b) the divorce rate within the abortion industry appears to be well above average and the employee turn-over rate is astronomical. Beyond that, we have also found that, even among those employees who remain on abortion clinic payrolls, the vast majority have an attitude toward their employers that ranges from distrust to loathing.

When prison sentences were handed down against Gosnell’s employees, it was easy to predict that one consequence would be a heightened concern among America’s abortion clinic workers regarding their own vulnerability to criminal charges.

“In the past, most of these people were intimidated into silence because they didn’t know the answers to two questions: “How would I go about telling what I know?” and the most important question of all, “Am I in trouble?” But at Life Dynamics, we know that these issues can be resolved. We also see evidence that clinic employees are starting to be less afraid to come forward.”

On the day after Gosnell was convicted, Life Dynamics released the first part of an interview they taped with three former employees of Houston abortionist, Douglas Karpen. In graphic detail, these women publicly revealed that the same things that were going on in Gosnell’s abortion clinic are going on in Karpen’s. Life Dynamics furnished the unedited footage of this interview to the Houston police resulting in a criminal investigation.

Crutcher, says, “Since the Gosnell trial many abortion employees are looking out there and saying, ‘You know what? MONDAY 7/30/2013: Former Planned Parenthood manager Melody Meanor and two nurses said they will testify today at a legislative hearing in Wilmington that Planned Parenthood failed to inform as many as 200 women that they tested positive for gonorrhea and chlamydia, and failed to notify 87 women of results of their colposcopies.

Joyce Vasikonis and Jayne Mitchell-Werbrich are the former clinic nurses who earlier testified about unsafe and unsanitary conditions at Planned Parenthood’s Shipley Street clinic.

The three former employees also will discuss how Planned Parenthood placed patients in “grave danger” by relying on employees who had little or no medical credentials and “rushed through abortions at a speed that made patient safety unsustainable,” according to a news release announcing the hearing.

A former manager at Planned Parenthood of Delaware’s Wilmington clinic spoke publicly for the first time today about problems she experienced at the troubled clinic, joining two former clinic nurses who complained to state officials last year.

Melody Meanor, who managed the clinic’s health center for three months in 2012, called for justice for women who were treated there by personnel whom she says were poorly trained, working in disorganized conditions and routinely skipping important elements of patient care.

She urged women treated there to seek outside medical attention to see if they had conditions that went unreported by clinicians at Planned Parenthood of Delaware, putting patients in “unnecessary danger.”

Meanor said entry-level health center assistants were poorly trained. She said two managers had serious management deficiencies. Untrained assistants were assigned duties they were not prepared to perform, Meanor said.

Meanor said she had done such training in Wyoming, where the clinic she worked in excelled in organization and operations.

She said during her brief tenure, she found scattered patient files and expired protocols. She saw no evidence of data collection, she said, and said the clinic was violating grant guidelines – borrowing against grants to cover payroll expenses.

No documents were offered to substantiate Meanor’s claims.

Meanor repeated the nurses’ concerns that hundreds of women were never told that they tested positive for sexually transmitted diseases and others did not receive medication necessary to protect future pregnancies. She said she was directed to falsify records and alleged that a manager destroyed some records.

She rejected published statements by Planned Parenthood of Delaware CEO Ruth Lytle-Barnaby that the clinic’s operations had become a political issue and that two former nurses – Jayne Mitchell-Werbrich and Joyce Vasikonis – were doing the bidding of anti-abortion groups.

All three women say they are pro-choice and raising concerns only for the sake of patients and patient care.

“But I had to do some soul-searching,” Vasikonis said. “Some of these things brought me to my knees…. As a nurse, I had to do something about it.”

She said she is now a client of the Colorado-based Alliance Defending Freedom, that describes itself as a conservative Christian organization, advocating “religious liberty, the sanctity of life, and marriage and family.” Her attorney there, Michael Norton, has filed a complaint with the Delaware Board of Medical Licensure and Regulation, she said.

The clinic came under scrutiny early this year when several abortion protesters noticed an unusual number of ambulances called to the Shipley Street site. Five women required emergency care after procedures.

Mitchell-Werbrich and Vasikonis reported their concerns to the state in 2012, but state officials then said they could not substantiate the claims. The federal Occupational Safety and Health Administration cited the clinic for several violations, though, and this year the clinic’s primary physician, Dr. Timothy Liveright, surrendered his license to practice medicine in Delaware after regulators pursued claims against him, calling him a “clear and immediate danger to the public” because of unprofessional, incompetent and negligent conduct. Liveright has denied the claims.

Mitchell-Werbrich and Vasikonis say “unsafe and unsanitary” clinic practices put women in “grave danger.”

Meanor said the clinic was cited and given “conditional” certification by the Planned Parenthood Federation, which knew of concerns related to unsafe, unsanitary conditions.

As a trained social worker, Meanor said she spent time with patients, explaining the seriousness of abortion and trying to ensure they understood the procedure, wanted to have it done, and were not being pressured by someone else.

“Many of these women are poor or minority women who had turned to Planned Parenthood of Delaware in their moment of need,” Meanor said.

In an interview with Delaware Online, Planned Parenthood former employee, Joyce Vasikonis says that Planned Parenthood is arrogant and “they seem to believe that whatever they do no body can do anything about it.” She went on to say that there was no area in the Wilmington or the Dover Planned Parenthood office that ran like it was supposed to.

Delaware Attorney General Beau Biden’s office also filed a complaint against Dr. Timothy Liveright, a doctor who performed abortions at the Wilmington clinic. The state accused Liveright of unprofessional, incompetent and negligent conduct and argued that he presents “a clear and immediate danger to the public.”
Liveright, who has surrendered his license to practice medicine in Delaware, has denied the state’s claims and said he was a “scapegoat” for the clinic.
