ObamaCare funding for racist founded Planned Parenthood which covers for child sexual abuse

According to The Hill, Three state-based Planned Parenthood affiliates will receive a total of about $655,000 from the federal government to help consumers navigate their insurance options under ObamaCare.

The grants were announced Thursday as the administration prepares a wide effort to educate the public ahead of open enrollment in the insurance exchanges.

Planned Parenthood affiliates based in Iowa, Montana and New Hampshire received awards to participate in the “navigator” program alongside disease groups, universities and Catholic health agencies.

Planned Parenthood Action Fund, the group’s political arm, was also a strong ally of President Obama in the last election.

The federal Health Department distributed a total of $67 million in grants Thursday, $13 million more than what was expected.

The funds are intended to support in-person help for people trying to understand the new insurance marketplaces.

The Planned Parenthood affiliates that received grants were: Iowa-based Planned Parenthood of the Heartland ( which once had a fundraiser of Drag Queen Bingo) , Montana-based Intermountain Planned Parenthood and New Hampshire-based Planned Parenthood of Northern New England ( Whose ex director made $250,000) .

The three organizations received between $145,000 and $296,000 each.

Planned Parenthood’s Houston-based affiliate clarified Tuesday that it settled for $4.3 million, three times the $1.4 million that Abbott reported a week ago.

The Houston Chronicle. has reported that Planned Parenthood Gulf Coast settled a whistle-blower lawsuit that alleged the Houston nonprofit engaged in fraudulent Medicaid billing for $4.3 million – nearly $3 million more than was announced last week by Texas Attorney General Greg Abbott.

The say that, in finalizing the settlement, which includes total state and federal recovery, the agency claimed the allegations that it submitted more than $30 million in fraudulent bills between 2003 and 2009 were “baseless.”

The lawsuit was brought by a former medical assistant in agency’s Lufkin clinic. The lawsuit alleged “defendant’s billing policies routinely instructed clinic staff to enter billing codes for certain services, regardless of whether patients’ charts recorded that such service was actually provided.”

Last week, Texas Attorney General’s, in announcing a $1.4 million settlement, said its investigation showed the agency charged for “services that were never actually rendered, not medically necessary and were not covered by the Medicaid program.”

A Planned Parenthood facility in Wilmington is under fire following new accusations from three former employees.

Former manager Melody Meanor and former nurses Joyce Vasikonis and Jayne Mitchell-Werbrich spoke at a legislative hearing on Monday, claiming the Planned Parenthood clinic located on Shipley Street in Wilmington is unprofessional, under-trained and unsafe.

“Women are exposed to potential infection of any kind you can imagine that can be passed from one patient to another,” Vasikonis said.

During their testimony, the women claimed the privacy of patients was jeopardized, that they were asked to falsify employee records, that medical assistants were poorly trained and that certain women in need of certain medications after abortions often didn’t receive them. They also claimed that the facility failed to inform up to 200 women that they tested positive for gonorrhea and chlamydia, according to Delaware Online.

All three nurses insist that their motivation for testifying is not political. In fact, they say that they are pro-choice and believe in the national mission of Planned Parenthood. They also believe however that the Wilmington clinic is putting the lives of women at risk.

OSHA previously issued several citations against the clinic and the State Health Department found violations during an inspection. However, the Department allowed the clinic to stay open, satisfied with its attempts to make things right. The former employees however, don’t believe the state is looking close enough.

“I believe that Planned Parenthood should be fined and closed until all dangers are addressed,” Werbrich said. “Again, I’m going to state, I am pro-choice.”

Former Planned Parenthood of Delaware employee , Jayne Mitchell-Werbrich, worked as a registered nurse at Planned Parenthood in 2012. She calls them “startling similarities between Planned Parenthood and Gosnell.

Dr. Gosnell was notorious in the Philadelphia/ Wilmington area – he ran a filthy clinic and was convicted of murder after performing late term abortions where babies were born alive and killed. I was not aware of such horrifying happenings at Planned Parenthood of Delaware The similarity between the case of Kermit Gosnell and Planned Parenthood of Delaware is that they both operated extremely hazardous abortion clinics, and that their respective states refused to close them despite the repeated warnings. I believe that Planned Parenthood should be fined and closed until all dangers are addressed.”

UPDATE: July 30,2013 Planned Parenthood Gulf Coast settled a whistle-blower lawsuit that alleged the Houston nonprofit engaged in fraudulent Medicaid billing for $4.3 million – nearly $3 million more than was announced last week by Texas Attorney General Greg Abbott, according to the Houston Chronicle.

In finalizing the settlement, which includes total state and federal recovery, the agency claimed the allegations that it submitted more than $30 million in fraudulent bills between 2003 and 2009 were “baseless.”

“This settlement is not an admission of guilt,” Planned Parenthood said in a prepared statement.

The lawsuit was brought by a former medical assistant in agency’s Lufkin clinic. The Texas Attorney General’s Office today concluded the State’s Medicaid fraud investigation into Planned Parenthood Gulf Coast, Inc. Under today’s agreement, Planned Parenthood Gulf Coast must pay $1.4 million for fraudulently overbilling the taxpayer-funded Medicaid program.

After a whistleblower lawsuit was filed alleging improper billing practices by Planned Parenthood Gulf Coast, an investigation was opened by the Texas Attorney General’s Office and the Texas Health and Human Services Commission’s Office of Inspector General. The State’s investigation revealed that Planned Parenthood Gulf Coast improperly billed the Texas Medicaid program for products and services that were never actually rendered, not medically necessary, and were not covered by the Medicaid program – and were therefore not eligible for reimbursement. For example, state investigators determined that Planned Parenthood Gulf Coast falsified material information in patients’ medical records in order to support fraudulent reimbursement claims to the Medicaid program.

Under the agreement announced today, Planned Parenthood Gulf Coast must pay $1.4 million to resolve the Medicaid fraud enforcement action. Because Medicaid is jointly funded by the State and the federal government, the federal government is entitled to a portion of the Texas recovery. Under the Texas Medicaid Fraud Prevention Act, the relator-whistleblower that uncovered the defendant’s fraudulent conduct will also receive a share of the State’s recovery.

Nationally recognized for its successful efforts to recover funds wrongfully taken from the Medicaid program, the Texas Attorney General’s Civil Medicaid Fraud Division (CMF) is responsible for pursuing fraud claims through civil enforcement actions. Since 2002, CMF’s recoveries for the State of Texas have passed the $400 million mark – while total recoveries for the state and federal governments now exceed $1 billion.

According to Life News: Karen Reynolds, who worked as a “health care assistant” from 1999 to 2009 at the Lufkin, Texas, branch of the affiliate formerly known as Planned Parenthood of Houston and Southeast Texas, submitted company memos and emails to support her charge that PPGC has engaged in a systemwide scheme to bilk Medicaid, Title XX, and the Women’s Health Program of tens of millions of dollars over the course of at least a decade.

Reynolds alleges bosses trained employees to bill government agencies for medical and family planning services not rendered, for services no reasonable medical personnel would provide, and – the biggest bombshell – for abortion-related services fudged to appear as if they were not.

In 2005, Planned Parenthood of Houston and Southeast Texas (PPHSET) entered a management agreement with Planned Parenthood of Louisiana and the Mississippi Delta (PPLAMD). PPLAMD had been operating health centers in Louisiana since 1984. In 2010, the two affiliates officially merged and became Planned Parenthood Gulf Coast, Inc. (PPGC). Planned Parenthood Gulf Coast now serves 35 counties in Southeast Texas and the entire state of Louisiana. PPGC operates 12 health centers – 7 in the Houston area, 3 in Southeast Texas and 2 in Louisiana.

Our federal lawsuit against Planned Parenthood in Texas alleges that the abortion giant defrauded taxpayers by charging state and federal governments for services not actually provided, medically unnecessary services, and services that are not covered under Medicaid and other programs.

On Friday, a federal court agreed with the ACLJ that these allegations, if proven, constitute fraud in violation of federal law. The federal court in Texas denied Planned Parenthood’s attempt to have this critical case against the abortion giant thrown out.

This is a major victory as this case to hold Planned Parenthood accountable moves forward to trial. At stake are literally hundreds of millions of dollars, and it is a case that could have a substantial impact on one of Planned Parenthood’s largest affiliates in Texas.

The federal court noted that our lawsuit on behalf of former Planned Parenthood employee turned whistleblower, Karen Reynolds, “asserts that these false claims were submitted to the United States and Texas governments for reimbursement and, to support its claims for payment, [Planned Parenthood] regularly falsified patient charts.”

Planned Parenthood of North Texas PAC fined $3,000 for campaign finance violations

The Texas Ethics Commission has fined Cary Jennings, the campaign treasurer for Planned Parenthood of North Texas‘ political action committee, $3,000 for failing to disclose spending $26,695 to support four political candidates in the November, 2008 state elections.

The Ethics Commission also found Planned Parenthood of North Texas Action Fund Political Committee had either failed to report or made mistakes with political contribution and expenditure totals on more than 17 monthly reports required by state law.

The political action committee in a November 2008 report said it spent $26,695 for mass mailings the previous month. However, the report failed to say the mailings were made in support of Wendy Davis, who was running for state Senate and Dan Barrett, Carol Kent and Chris Turner, who were running for state House seats, according to the Ethics Commission findings.

The following month, the political action committee reported spending $15,410 in one day to the same company for a blitz of campaign telephone calls on behalf of Davis, Kent, Turner and Robert Miklos, who was running for the House. The Commission took note that this disclosure of candidate support was not reflected on the report’s cover page.

The committee filed 17 corrected campaign finance reports on Sept. 14, 2009. Texas Watchdog has a call in to Planned Parenthood, and will update the blog if we hear back from the group here .

The Planned Parenthood of North Texas Action Fund PAC fouled up 17 monthly campaign expense reports and omitted an expenditure of about $27,000 that supported four local candidates for the Legislature.

The Texas Ethics Commission posted a report this week that said the political action committee failed to identify the candidates and improperly disclosed expenditures on their behalf.

An amended finance report filed by the PAC shows that the candidates supported by the mailings were Sen. Wendy Davis, D-Fort Worth, and House candidates Chris Turner, Dan Barrett and Carol Kent, all Democrats.

The committee’s treasurer, Cary Jennings, declined to comment. He was fined $3,000, according to a commission order.

The PAC has made internal changes, Director Kathryn Allen said.

“We feel we have fixed the problem and will not make this mistake going forward,” she said. “We weren’t trying to conceal our support for those candidates.”

At question was $26,695 paid on Oct. 14, 2008. The PAC corrected filings in September 2009 to show that it paid Gold Communications to send mailers that benefited the four legislative candidates. The original November 2008 monthly report disclosed the expense but not that the money directly benefited candidates.

The commission found the error when examining a complaint about monthly reports. Between April 2008 and August 2009, the PAC filed reports that inaccurately stated the balance of cash on hand. Balances changed on average by about $6,700. The two largest changes to the contribution balance were a decrease of $25,100 and a decrease of $44,560.

Once the mistake was found, the PAC filed corrected reports within a week, Allen said.

“Our PAC is fairly new, and being new to reporting, we had some technical errors that were found,” Allen said. “They were related to cash on hand. Those have been corrected.”

An Audit Shows Planned Parenthood Owes Thousands, sources say debt stands at $1 million

According to this story by KFOX: Planned Parenthood Owes $154K To UMC from November 13, 2009

EL PASO, Texas — KFOX has confirmed Friday that Planned Parenthood Center of El Paso owes more than $150,000 to the county’s University Medical Center.

Through an open records request, KFOX has learned that PPCEP owes UMC $154,814. Sources close to PPCEP claim their total debt stands at more than $1 million.

University Medical Center declined any comment on PPCEP’s current balance. They did not disclose what type of contract was established.

As KFOX reported, a state audit found that PPCEP violated its state contracts after it requested reimbursement for bills that were never paid.

State representatives have told KFOX that it is unclear if the money will ever be collected, and PPCEP is currently under bankruptcy protection.

Former Lufkin clinic employee alleges fraud in suit against Planned Parenthood

Planned Parenthood Gulf Coast is a defendant in a federal lawsuit after a former Lufkin clinic employee alleged a multi-million-dollar billing scheme.

The complaint names Karen Reynolds as the whistle-blower in the allegations brought against her former employer of 10 years.

The updated complaint, filed in October 2011, alleges that while Reynolds was employed as a health center assistant, she was instructed by the organization to maximize billing revenue when the government was fitting the bill through Medicaid and the Women’s Health Program.

She claims this was the procedure in all 12 Planned Parenthood Gulf Coast locations across Texas and Louisiana.

The suit alleges that, in addition to falsifying patient records, billing the government for unwarranted services and services not covered by Medicaid, Planned Parenthood tacked on services patient did not receive.

As the court also noted, Planned Parenthood merely argues that “there is nothing fraudulent about a policy to maximize revenues.” The Court didn’t buy that argument and held that if our client’s allegations are proven, it would show that Planned Parenthood engaged in a “fraudulent scheme to maximize revenues” in violation of federal law “on a regular if not daily basis” over the course of at least ten years.

This court decision is also a major victory in light of a recent decision from a California federal court throwing out a similar case against Planned Parenthood there. The ACLJ has already successfully appeal that case to the Ninth Circuit Court of Appeals once, and is preparing to appeal the trial court’s second attempt to throw the case out on a technicality.

The federal district court in California held that fraudulent overbilling of the government does not constitute a “false” claim. We are arguing on appeal, and as the federal court in Texas agreed, Planned Parenthood’s alleged fraudulent actions do violate federal law.

Both of these cases against the largest abortion provider in America are critically important in the fight for life and against continued taxpayer funding for the abortion business. We will continue to keep you informed as these cases proceed.

CHICAGO (CBS) – The family of a Chicago woman who died after an abortion at Planned Parenthood says it wants answers about her death.

Tonya Reaves, 24, died late Friday night from a hemorrhage, with a cervical dilation and evacuation, as well as an intrauterine pregnancy as contributing causes, according to the medical examiner’s office.

She died after she’d had an abortion at Planned Parenthood at 18 S. Michigan Av, according to the medical examiner’s office.

Her death was ruled an accident, but the Reaves family wants to know more, especially Tonya’s twin sister Toni.

“We were born the same day. She was my other half,” Toni said.

Toni Reaves said the family is trying to get through this.

“It happened so fast. She was just fine one day and then the next day she was gone. We’re just trying to figure out what happened… what happened,” she said.
Toni Reaves said her sister was engaged to be married and had one son – Alvin – who just had his first birthday.

In a written statement, Planned Parenthood of Illinois CEO Carole Brite said “We were shocked and saddened upon learning of a tragic development at a nearby hospital. Our hearts go out to the loved ones of this patient.

“While legal abortion services in the United States have a very high safety record, a tragedy such as this is devastating to loved ones and we offer our deepest sympathies. Planned Parenthood of Illinois cares deeply about the health and safety of each and every patient. We do not publicly discuss private patient matters and we follow HIPAA laws that forbid the disclosure of patient information.”

According to The DailY mail: Ms Reaves left behind her one-year-old son Alvin as well as her fiance.

‘We’re just trying to figure out what happened… what happened,’ Toni Reaves said.

Ms Reaves underwent a cervical dilation and evacuation procedure at the Planned Parenthood at 18 South Michigan Avenue, according to the Medical Examiner’s office.

A dilation and evacuation procedure usually takes place during the second trimester of a pregnancy and involves the removal of tissue from the uterus using various devices.

It is unclear if she passed at the Planned Parenthood during the procedure, or afterwards at a local hospital.

‘Abortion deaths like this are completely avoidable,’ said Troy Newman, president of Operation Rescue.

‘When a woman bleeds to death after an abortion, it is usually an indication of error on the part of the abortionist coupled with a delay in calling for emergency assistance,’

While the name of the abortionist responsible for this patient death is currently unknown, Planned Parenthood’s most recent 990 Tax Forms list abortionist Caroline M. Hoke as its Medical Director.

The abortion death took place in Obama’s adopted hometown of Chicago at a time when his administration is working hard to provide funding to Planned Parenthood through the federalized health care system.

“In light of this tragedy, which is yet another in a long list of Planned Parenthood abuses, we call on President Obama to immediately withdraw all Federal funding and personal support from Planned Parenthood,” said Newman. “Friday’s death is yet another reason why men and women of conscience across this nation cannot and will not comply with the forced funding of abortion and its intentional violation of religious liberties.”

A spokesman for the state’s Medicaid agency says payments are being suspended to Hoke until billing issues are resolved.

Planned Parenthood of Illinois CEO Carole Brite denies wrongdoing and says the organization will have to repay the state an unspecified amount. Brite says the review began in 2010.

According to a Crains report: The Illinois Medicaid inspector general is investigating the billing practices of the medical director of Planned Parenthood of Illinois.

Dr. Caroline Hoke was reimbursed more than $3 million by Medicaid during the state’s 2009 fiscal year, making her the program’s second-highest-paid doctor at the time, but the payments fell to zero by 2011, Crain’s analysis of state records shows.

Crain’s analyzed Medicaid records of more than 30,000 physicians for the 2009-11 state fiscal years, which end on June 30.

Dr. Hoke’s reimbursements plunged by more than 70 percent, to $825,083, in 2010, from nearly $3.1 million in 2009. She received no payments in 2011. Her 2009 reimbursement included payments for services she provided as well as those billed by her but provided by others. It is common for a billing provider like Dr. Hoke to submit claims for providers she supervises.

Much of the money likely flowed to the organization. Her annual compensation of about $300,000 hasn’t changed since 2008, the year after she became medical director, tax records show.

Health care providers are failing to detail abortion complications to the state as required by law, one of many gaps in a surveillance system viewed as crucial to protecting patients, a Tribune review has found.

The state’s system for tracking abortions is so broken that regulators also may be missing more than 7,000 of the procedures per year.

The Illinois Department of Public Health must collect details about every abortion performed in the state, including whether the patient is injured or dies.The mandatory reporting is essential for tracking trends in public health and can provide a window into quality of care. While abortion has proven to be a very safe procedure, heightened rates of complications or clusters of deaths could signal problems with particular providers.

“If people are looking at reports and seeing excessive complications, that might warrant another look or another inspection,” said Vicki Saporta, president of the National Abortion Federation, an association of providers.

But there are significant holes in state monitoring of a procedure that affects tens of thousands of Illinois women each year. Nationally, current rates suggest that nearly 1 in 3 women will have an abortion, according to research published in the medical journal Obstetrics & Gynecology.

The Tribune found:
•State regulators have documented between 7,000 and 17,000 fewer abortions a year than a national research group found in Illinois.
•This reporting is the only tool Illinois authorities have to monitor some abortion providers, yet regulators may be allowing doctors and clinics to operate off the books. Regulators collect reports from 26 providers, but the abortion rights research group has identified 37 providers doing business in the state.
•Also unknown to officials are the types of abortion-related problems experienced by women. Nearly 4,000 reports of abortion complications involving Illinois residents in 2009 were missing the required description.
•Health care providers who intentionally fail to submit accurate and complete reports are committing a criminal act, and a failure to report abortion complications is grounds for revoking their licenses, but the Department of Public Health has never sought disciplinary action against a provider.

Kelly Jakubek, an agency spokeswoman, said in a written response that it was the responsibility of abortion doctors to ensure they comply with the mandatory reporting requirement.
Regulators don’t respond to the reports in any way, she said, because they view the information as serving statistical purposes only.

“It’s outrageous,” declared Maurice Stevenson, whose wife died in 2002 from infection following an abortion at a Planned Parenthood clinic in Chicago. “These procedures, complications and deaths should be public record.”

Planned Parenthood founder, Margaret Sanger, was a member in good standing with the racist American Eugenics Society. Sanger had board members who were known for their racist writing and Sanger published many of those in her publications. Sanger called for parents to have a QUOTE: LICENSE TO BREED controlled by people who believed in her eugenic philosophy. She wanted all would be parents to go before her eugenic boards to request a “PERMIT TO BREED“.

Another whistleblower sues Planned Parenthood claims the tax funded abortion giant is guilty of Medicaid Fraud

The Alliance Defending Freedom(formerly the Alliance Defense Fund) is representing Sue Thayer, a former Planned Parenthood of the Heartland Clinic manager in a lawsuit filed in March, 2011. The complaint by law was not allowed to be made public until a court unsealed it which happened recently. The ADF attorneys filed suit under a federal law that allows “whistleblowers” with inside information to expose fraudulent billing by government contractors.


Thayer, who is a former manager of Planned Parenthood’s clinics in Storm Lake, IA and LeMars, IA has sued under both the federal and Iowa False Claims acts. The suit alleges that Planned Parenthood knowingly committed Medicaid fraud from 2002 to 2009 by improperly seeking reimbursements from Iowa Medicaid Enterprise and the Iowa Family Planning Network for products and services that were not legally reimbursable under those programs.

Thayer in the lawsuit alleges that Planned Parenthood of Greater Iowa, now known as Planned Parenthood of the Heartland, filled nearly 500,000 false claims with Medicaid from which Planned Parenthood received and retained nearly $28 million. If the court rules in favor of Thayer, Planned Parenthood of the Heartland could be ordered to pay both the federal and Iowa governments as much as $5.5 billion in False Claims Act damages and penalties.

In the lawsuit, Thayer alleges that in order to enhance revenues, Planned Parenthood implemented what is called the “C-Mail” program which automatically mailed a year’s supply of birth control pills to women who had only been seen once at a Planned Parenthood clinic. Those women, the lawsuit explains, were usually seen by personnel who were not qualified health care professionals.

Planned Parenthood’s cost for a 28-day supply of birth control pills mailed to clients was $2.98, but Thayer asserts that the actual Medicaid reimbursement received by Planned Parenthood was $26.32. After being seen only once clients were mailed thousands of unrequested birth control pills. The lawsuit also alleges that when the Postal Service returned the pills in some cases Planned Parenthood would resell the same birth control pills and bill Medicaid again instead of crediting Medicaid or destroying the pills.

In a Washington Times Op-ed penned by Sue Thayer, the Planned Parenthood whistle blower states, “So what does Planned Parenthood, the “trusted friend of women,” love so much about telemed abortions? Low overhead costs. My superiors justified telemed abortions, lauding the financial benefits of not having to worry about or pay for specialized equipment, staff and a traveling physician – all required with surgical abortions. When I expressed my concerns, I was “let go,” supposedly because of ‘downsizing.’ ”

Planned Parenthood Gulf Coast is a defendant in a federal lawsuit after a former Lufkin clinic employee alleged a multi-million-dollar billing scheme.

The complaint names Karen Reynolds as the whistle-blower in the allegations brought against her former employer of 10 years.

The updated complaint, filed in October 2011, alleges that while Reynolds was employed as a health center assistant, she was instructed by the organization to maximize billing revenue when the government was fitting the bill through Medicaid and the Women’s Health Program.

She claims this was the procedure in all 12 Planned Parenthood Gulf Coast locations across Texas and Louisiana.

The suit alleges that, in addition to falsifying patient records, billing the government for unwarranted services and services not covered by Medicaid, Planned Parenthood tacked on services patient did not receive.

An example given in the suit is Medicaid being billed for birth control counseling. The suit states almost all Women’s Health Program and Medicaid patients were handed a bag of at least two birth control devices despite the fact the items were not needed or requested by the patient.

“Pursuant to corporate policy and instructions from clinical directors, after merely handing the patient a bag of condoms and vaginal film on the way out the door, clinic employees then entered billing codes to be submitted to the government” at an average billed cost of $57.85.

If Planned Parenthood Gulf Coast loses the case set for trial in April 2013, Reynolds, the federal government and the state of Texas will be owed a sum of money by the corporation known for family planning and women’s health issues.

Reynold’s attorney Mike Love said the case is in its early stage. While he said he was reluctant to comment on the case due to its magnitude, Love said on the behalf of his client, “if an entity is not billing properly, it doesn’t matter if it’s Planned Parenthood, a large hospital facility or a local doctor’s office — fraud is fraud.”
