Reduce births in Black and Hispanic teens says government agency

In Planned Parenthood founder, Margaret Sanger’s, “Birth Control and Racial Betterment,” Feb 1919. Birth Control Review Sanger says that Birth Control will clear the way for eugenics and the elimination of the unfit.

Sanger writes, “Before eugenists and others who are laboring for racial betterment can succeed, they must first clear the way for Birth Control. Like the advocates of Birth Control, the eugenists, for instance, are seeking to assist the race toward the elimination of the unfit. Both are seeking a single end but they lay emphasis upon different methods.”

New CDC initiative targets births in Hispanic and Black teens:

The CDC says the “purpose of this program is to demonstrate the effectiveness of innovative, multicomponent, community wide initiatives in reducing rates of teen pregnancy and births in communities with the highest rates, with a focus on reaching African American and Latino/Hispanic youth aged 15–19 years.”

Harry_LaughlinThe author of the 1924, Immigration Act, Harry Laughlin was a frequent published writer in Planned Parenthood Founder Margaret Sanger’s Birth Control Review. His eugenic ideas on forced sterilization were praised by the group. Laughlin was not only President and a founder of the American Eugenics Society he was also, on the Citizens Committee on Planned Parenthood published in Margaret Sanger’s Birth Control Review, was on the National Council of the American Birth Control League, now known as Planned Parenthood.

In 1967, Cesar Chavez, Mexican Farm Labor Activist asked this about Planned Parenthood, “Who the hell is getting the pill – the Mexican and the Negro. Do you want to wipe us out?”

AllredA former abortion clinic chain owner Edward Allred once told the San Diego Union: “Population control is too important to be stopped by some right-wing pro-life types. Take the new influx of Hispanic immigrants. Their lack of respect for democracy and social order is frightening. I hope I can do something to stem that tide. I’d set up a clinic in Mexico for free if I could. Maybe one in Calexico would help. The survival of our society could be at stake.

Allred added: “When a sullen black woman of 17 or 18 can decide to have a baby and get welfare and food stamps and become a burden to us all, it’s time to stop. In parts of South Los Angeles having babies for welfare is the only industry these people have.

Sanger predicts that Birth Control Pills will should be used among the “most ignorant people.”

I consider that the world and almost our civilization for the next twenty-five years, is going to depend upon a simple, cheap, safe contraceptive to be used in poverty stricken slums, jungles, and among the most ignorant people. Even this will not be sufficient, because I believe that now, immediately, there should be national sterilization for certain dysgenic types of our population who are being encouraged to breed and would die out were the government not feeding them.” ~ Planned Parenthood Founder, Margaret Sanger, 1950

Sanger also said, “We who advocate Birth Control, on the other hand, lay all our emphasis upon stopping not only the reproduction of the unfit but upon stopping all reproduction when there is not economic means of providing proper care for those who are born in health.While I personally believe in the sterilization of the feeble-minded, the insane and syphilitic, I have not been able to discover that these measures are more than superficial deterrents when applied to the constantly growing stream of the unfitEugenics without Birth Control seems to us a house builded upon the sands. For YEARS, Black Americans fought the idea of free birth control in minority communities , in fact many continue to speak out today.

In the 1940’s –50’ Certain segments of the black community mistrusted the underlying intention of both private and government efforts with respect to contraception. Some blacks in particular became skeptical of the increasing push for contraceptive dispersal in poor urban neighborhoods, accusing contraceptive proponents of promoting nothing less than “black genocide.”

In 1962, the National Urban League rescinded its support of contraception, and so did many local NAACP chapters. Twenty-eight percent of the Blacks surveyed in the late 1960’s agreed that “ encouraging blacks to use birth control is comparable to trying to eliminate this group from society”

At a meeting of the Council of Philadelphia Anti-Poverty Action Committee in 1965, Cecil Moore, president of the local NAACP chapter, condemned a Planned Parenthood program for northern Philadelphia because 70 percent of the population was black. Labeling the plan “replete with everything to help the Negroes commit race suicide,” Moore convinced the committee to table the proposal. Around the same time, Donald A. Bogue, a Chicago activist, reported that the birthrate of blacks in Chicago had fallen from 39.4 per thousand births in 1960 to 29.1 per thousand births in 1965.

At the White House Conference on Civil Rights sponsored by Lyndon Johnson, Cecil Moore made this attack on population control, And I have noticed that every time that we talk about population and planned parenthood, the only country I find that wants to limit poverty by limiting the poor- they always want to do it in Africa and South America and Asia , but I never heard them talk about doing it in Paris or England. Then I hope I am not belaboring the point, but don’t take that away from Negroes because we don’t have much else.”

In 1962, Whitney Young, a former leader of the Urban League, revoked his group’s support of contraception.

Also in 1962 Marvin Davies, head of the Florida NAACP, rejected contraception and argued that black women needed to produce large numbers of babies until the black population comprised 30-35 percent of Americans; only then would blacks be able to affect the power structure. In September 1965 the NAACP opposed a $91,000 federal grant for the dissemination of birth control information in North Philadelphia. The NAACP charged Planned Parenthood, which had applied for the grant, with attempting to “help Negroes commit racial suicide.” Although many blacks believed the pill was a benevolent technological advance, black nationalists tended to regard it as a symbol of genocide. A Planned Parenthood official explained to Ebony magazine: “Many Negro women have told our workers, There are two kinds of pills – one for white women and one for us…and the one for us causes sterilization.” This kind of paranoia frustrated and angered birth control activists.

Rap Brown, National Chairman of the Students Nonviolent Coordinating Committee urged an audience of 1000 that the Vietnam War and Birth Control programs are part of a genocide against Negroes. A May 1969 issue of The Liberator, told readers, “ For us to speak in favor of birth control for Afro-Americans would be comparable to speaking in favor of genocide.”

In articles and in cartoons in the Black press, the Pill was depicted as a wolf in sheep’s clothing.

A poster circulated by the Berkley group: EROS, Endeavor to Raise Our Size- likened the Pill to lynching. FILM EXPOSES EUGENICS IN AMERICA AS A MEANS OF TARGETING THE BLACK COMMUNITY

Produced in 2009 by Life Dynamics, Inc. and shown in theaters, community centers, university campuses, and churches nationwide, a powerful film about the eugenics movement in America, Maafa21 documents how, in the early 1960’s and 1970’s the Black Civil Rights Community began to see that there was an organized effort to limit the black population with abortion and birth control.

According to Maafa21, a growing number of 1960s civil-rights activists had recognized that “family planning” was a code word for abortion and birth control and that it was being pushed by the government as a way to avoid putting money into the black community.

In June of 1970 the Black Caucus walked out of the First National Congress on Optimum Population and Environment being held in Chicago, according to the film.

Felton Alexander of the National Urban League and the Chairman of the Black Caucus said the action was taken because of clear and unmistakable evidence that the purpose of the conference was to legitimize the extermination of the black population.

In 1971, the Detroit Chapter of the Black Panther Party, expelled one of its leaders from the organization for simply asking where she could obtain an abortion. At the time the party proclaimed that, “A true revolutionary cares about the people–he cares to the point that he is willing to put his life on the line to help the masses of poor and oppressed people. He would never think of killing his unborn child.

In 1971, Comedian, Dick Gregory, wrote an article entitled, My Answer to Genocide, which was published in Ebony Magazine.

In that article, Gregory wrote, “There is ample evidence that government programs designed for poor black folks emphasize birth control and abortion availability, both measures obviously designed to limit black population.”

In 1973, Black Catholic Priest, Father George Clements told Jet Magazine, “I believe the entire question of abortions is just one more in the continuous series of events to eliminate the Black population.”

African-American physician Dr. Charles Greenlee who had been a staunch supporter of Planned Parenthood became suspicious of the organization after noticing that black neighborhoods in his city were, as he described it, “saturated” with Planned Parenthood facilities, while nearby white neighborhoods that were just as poor did not have a single one.

Jesse JacksonIn 1971, Jesse Jackson observed, “Contraceptives will become a form of drug warfare against the helpless in this nation.”

In 1975, Jesse Jackson called for the ban of abortion through a Constitutional Amendment, and in an interview in Jet Magazine he referred to abortion as genocide.

Then, in 1977, Jackson made this observation, “It is strange that they chose to start talking about population control at the same time that Black people in America and people of color around the world are demanding their rightful place as human citizens and their rightful share of the material wealth in the world.”

In 1968, Samuel Yette became the first African-American reporter hired by Newsweek Magazine where he quickly rose to the position of Washington D.C. bureau correspondent. Three years later, he wrote a book in which he documented that there were high-level plans within the United States to use birth control and abortion as genocide against African-Americans. Immediately after his book was released to the public, Mr. Yette was fired.

Historically, the population control movement’s eugenic efforts have been primarily focused on the African-American community and that was the underlying theme of Maafa 21 but the Hispanic community is also under attack.

In 1969, the Population Council’s President, Bernard Berelson, published an article suggesting that if voluntary methods of birth control were not successful, it may become necessary for the government to put a “fertility control agent” in the water supplies of “urban” neighborhoods.

On December 10, 1974, the United States National Security Council promulgated National Security Study Memorandum 200 (NSSM-200), also called The Kissinger Report. This document explicitly laid out a detailed strategy by which the United States would aggressively promote population control in developing nations in order to regulate (or have better access to) the natural resources of these countries.

In order to protect U.S. commercial interests, NSSM-200 cited a number of factors that could interrupt the smooth flow of materials from lesser-developed countries, LDCs as it called them, to the United States, including a large population of anti-imperialist youth, who must, according to NSSM-200, be limited by population control. The document identified 13 nations by name that would be primary targets of U.S.-funded population control efforts.

According to NSSM-200, elements of the implementation of population control programs could include: a) the legalization of abortion; b) financial incentives for countries to increase their abortion, sterilization and contraception-use rates; c) indoctrination of children; and d) mandatory population control, and coercion of other forms, such as withholding disaster and food aid unless an LDC implements population control programs.

While the CIA and Departments of State and Defense have issued hundreds of papers on population control and national security, the U.S. government has never renounced NSSM-200, but has only amended certain portions of its policy. NSSM-200, therefore, remains the foundational document on population control issued by the United States government.

Samuel Holmes

The idea of forced eugenics was not something that suddenly developed in the 1970s.

In a 1929 speech, American eugenicist Samuel Holmes had proposed that mandatory birth control should be used as a tool to eliminate what he called the menace to the white race that had been created by increases in black population. His solution was to have a quota system in which the right to have a child would be controlled by the government and determined by race. At the time, Holmes was on the National Council of the American Birth Control League which would later become known as Planned Parenthood.

In 1936, eugenicist Julian Huxley, proposed that the genetically inferior classes could be made to have fewer children if they were denied easy access to welfare. Another part of his proposal was that medical care to these same people should be restricted in order to reduce the survival rates of the children they did have. He also called for the forced sterilization of anyone who was unemployed beyond a certain length of time. Huxley was later honored by Planned Parenthood and was a featured speaker at one of their annual conventions.

In 1969, a professor at the University of California, Dr. Garrett Hardin, called it insanity to rely on voluntarism to control population. Hardin was a member of the American Eugenics Society and an outspoken advocate of government enforced birth control saying that citizens should be willing to give up their right to breed for the betterment of society.

In 1980, he was given Planned Parenthood’s highest national award.

“I suggest that we celebrate 1976 as a year of reproductive’ pause to come as close as possible to a zero birthrate,” Dr. Garrett Hardin, a professor of human ecology at the University of California at Santa Barbara, told a population conference attended by members of the John Muir Institute, a conservation organization.
• “Even if it did not succeed completely, I think we should at least make the effort—as a kind of symbolic gesture,” he said in an interview later.

University of ‘ Colorado’s Prof, of Economics Kenneth E. Boulding has proposed a system of “Marketable licenses” to have children as the only one which will combine the minimum of social controversy necessary to the solution of the problem, with a maximum of individual liberty’and ethical choice.

Dr. Walter E. Howard, professor of wildlife biology at the University of California at Davis, told a meeting of the American Association for the Advancement of Science he
thinks the public is not ready for laws concerning reproduction, but that “in time government controls must come.”
Procreation could no longer be considered a private matter, he said, adding, “Once the public becomes informed, I believe a social stigma will develop against large families.
Couples will be embarrassed to have more than one or two children in the very near future.”

The menace of the world population e x p l o s i o n , said another speaker, Dr. Malcolm Potts, is so enormous that the alternative to a concerted, rational program now might well be “the government putting hormones in the water supply in 1984 or carrying me off for a forcible vasectomy (sterilization operation) because I had two children.”

On October 7,1971 the Waterloo Doily Courier, Waterloo, Iowa, reported that a reporter for Black Hawk County District Court Judges Ralph Hasner (deceased) and George Heath, responded to a two-part Waterloo Courier series last May on Black Hawk County welfare spending with this suggestion:
‘•Seems to me the best bet for the taxpayer would be to require that any woman be sterilized after the birth of her second illegitimate child. Also, the father of child number two should be sterilized. Then at least no more would be produced.” Jensen, now living in Colorado, admits that “perhaps” he was being “too tough.”,But he also suggested that
people should “get mad enough that they will insist on sterilization. Then deliberately having child after child as a means of making a living will go out of style.”

Black Hawk County District Judge Blair Wood is one who sees possible legal support for compulsory sterilization or birth control.
“Three factors seem to support a form of compulsory sterilization — a long – term shot or pill is after all merely temporary sterilization,” says Judge Wood.

Judge Wood also thinks a long-lasting birth control shot “would be more palatable to the court than irreversible sterilization. “Then the court could take another look at each individual situation after six months or a year and decide whether another shot was needed in order to extend that person’s temporary sterilization for another six months or year.”

MARGARET SANGER

Planned Parenthood founder, Margaret Sanger, was a member in good standing with the racist American Eugenics Society. Sanger had board members who were known for their racist writing and Sanger published many of those in her publications. Sanger called for parents to have a QUOTE: LICENSE TO BREED controlled by people who believed in her eugenic philosophy. She wanted all would be parents to go before her eugenic boards to request a “PERMIT TO BREED“.

Sanger also called for those who were poor and what she considered to be “morons and immoral‘ , to be shipped to colonies where they would live in “Farms and Open Spaces” dedicated to brainwashing these so-called “inferior types” into having what Sanger called, “Better moral conduct”.

University of Michigan, recently, Mr. MacMullan inquired as to how we can check or .reduce the population of these United States.
“I suspect, however,” he said, “‘that the key to success lies in convincing .people that it is morally wrong for any woman to bear more than two children.”

” there is nothing farfetched about developing a nontoxic waterborne chemical that would temporarily inhibit human fertility without deleterious side effects.”
So says editorialist Michael Malloy, wringing his Hands in a recent issue of the National Observer.

‘Such a chemical in our municipal water supplies would reduce the birth rate while avowing every couple to have as many children as they wished simply by avoiding public water. This would ‘immediately eliminate most illegitimacy our society. It would make the “unwanted child” a pathetic memory. It would free our cities from much of their crushing welfare burden. “So let’s target our population control on the least responsible instead of the most responsible people,” he urges.

Current White House science advisor John P. Holdren co-wrote the 1977 textbook Ecoscience, which lays out in detail a wide-array of coercive and voluntary-submission population control methods. One of the most drastic is that of “Adding a sterilant to drinking water or staple foods” (p. 787). Other drastic proposals include starving the poor by consolidating the global food supply and depriving nations who don’t meet population reduction goals of proportionate food rations (p. 942-3).

Putting sterilants in the water, though, dates back further to a 1969 memo sent in private from Planned Parenthood VP Frederick S. Jaffe to the Rockefeller-created Population Council’s President Bernard Berelson. It advocated drastic coercive measures including “Fertility control agents in water supply” and “encourage increased homosexuality.” But much of the one-page memo also aimed to dangle state benefits over expectant mothers to encourage abortions, sterilization and birth control through payments, tax credits and public housing policies.

Both Jaffe and Berelson are recipients of the Margaret Sanger Award for their population control work. Rockefeller-funded Sanger is a classical Eugenicist, and the founder of the Birth Control League that later transformed into Planned Parenthood. She was a key player in the highly inflammatory “Negro Project” (to reduce numbers in the black population) wherein she bluntly wrote in 1939 that “We do not want word to go out that we want to exterminate the Negro population, and the minister is the man who can straighten out that idea if it ever occurs to any of their more rebellious members.”

During the March 1,2012 subcommittee hearing, Rep. Tim Murphy (R-Pa.) said that contraception provided by insurance companies to people employed by religious organizations under the future form of the rule Sebelius described would not be was not free.

“Who pays for it? There’s no such thing as a free service,” Murphy asked.

Sebelius responded that that is not the case with insurance.

“The reduction in the number of pregnancies compensates for cost of contraception,” Sebelius answered.

Murphy expressed surprise by the answer.

“So you are saying, by not having babies born, we are going to save money on health care?” Murphy asked.

Sebelius replied, “Providing contraception is a critical preventive health benefit for women and for their children.”

Murphy again sought clarification.

“Not having babies born is a critical benefit. This is absolutely amazing to me. I yield back,” he said.

Sebelius responded, “Family planning is a critical health benefit in this country, according to the Institute of Medicine.”

STEPHANOPOULOS: Hundreds of millions of dollars to expand family planning services. How is that stimulus?

PELOSI: Well, the family planning services reduce cost. They reduce cost. The states are in terrible fiscal budget crises now and part of what we do for children’s health, education and some of those elements are to help the states meet their financial needs. One of those – one of the initiatives you mentioned, the contraception, will reduce costs to the states and to the federal government.

STEPHANOPOULOS: So no apologies for that?

PELOSI: No apologies. No. we have to deal with the consequences of the downturn in our economy. Food stamps, unemployment insurance, some of the initiatives you just mentioned. what the economists have told us from right to left. There is more bang for the buck, a term they use, by investing in food stamps and in unemployment insurance than in any tax cut.

Nonetheless, we are committed to the tax cuts because they do have a positive impact on the economy even though not as big as the investments.
