Eugenics founded Planned Parenthood exec chosen as Senator-Elect Richard Blumenthal’s chief of staff
Blumenthal, Democratic state attorney general, will succeed retiring U.S. Sen. Christopher J. Dodd in January.

Senator-Elect Richard Blumenthal (D-CT) Wednesday announced Laurie Rubiner will serve as his Chief of Staff, bringing to his office strong experience, leadership, and a long record of public service.
“Laurie brings to my office and to the people of Connecticut a passion for public service, invaluable experience in the Senate, unparalleled policy expertise, and mostly importantly, she shares my commitment to make Washington work for the people of Connecticut,” said Blumenthal.
Ms Rubiner is an accomplished leader in the national public policy arena, with more than 15 years of bipartisan experience working on Capitol Hill, serving both Senator Hillary Rodham Clinton, D-NY, and the late Senator John Chafee, R-RI.
Ms. Rubiner most recently served as the Vice President for Public Policy and Advocacy for Planned Parenthood Federation of America. As the VP for Public Policy, she led Planned Parenthood’s DC office, managing a staff of more than 40 individuals, and directing the organization’s public policy, grassroots organizing and political outreach efforts.
From 2005–2008, Ms. Rubiner served as legislative director for then- Senator Clinton, and oversaw the development and management of the Senator’s legislative and policy agenda, including health care reform.
From 1990-1999, Ms. Rubiner was legislative assistant to then- Senator Chafee handling issues related to health care, women, poverty, and children.
Ms. Rubiner also has considerable experience working at policy and advocacy organizations. She was the executive director of Malaria No More, an organization devoted to ending deaths from malaria, one of the leading killers of children in Africa; the director of the Health Care Program at the New America Foundation (2003-2005); and the vice president for public policy at the National Partnership for Women & Families (2000-2003).
Ms. Rubiner received a BA from Barnard College and JD from the Georgetown University Law Center.
Planned Parenthood describes Ms. Rubiner’s accomplishments this way, “Laurie Rubiner is vice president for public policy for Planned Parenthood Federation of America (PPFA), the nation’s leading sexual and reproductive health care advocate and provider. Ms. Rubiner leads the organization’s implementation of national and state strategies for improved public policies through government relations, grassroots organizing, litigation, and political affairs….From 2005–2008 she served as legislative director for Senator Hillary Rodham Clinton, and was responsible for the development and management of the senator’s legislative and policy agenda. She was one of the lead members of the team that helped craft the senator’s health care reform agenda that became a key plank of her 2008 presidential campaign.”
And this, “Prior to working with Sen. Clinton, Rubiner directed health care policy and health insurance issues with both the New America Foundation and the National Partnership for Women and Families. For nearly a decade, she served as the legislative assistant and senior policy advisor to the late Senator John Chafee (R-RI). In this capacity she worked on several issues of interest to PPFA, including the Title X Family Planning Amendments of 1989, which provided federally funded family planning clinics the ability to inform pregnant women of all their health care options, including abortion. “
Rubiner has stated, “Abortion is a legal medical procedure in this country, and therefore Planned Parenthood believes it should be part of the health care system.”
